According to Putin, the order by him will increase the stability of the economy and the industry which will eventually contribute to the 'special military operation' ordered by him in Ukraine. "We are working on solving very complex, large-scale tasks to ensure a reliable future for Russia, the future of our people," he said. The move of imposing martial law comes a day after Russian spokesman Dmitry Peskov said all four annexed regions are under the protection of its nuclear arsenal. "All these territories are inalienable parts of the Russian Federation and they are all protected. Their security is provided for at the same level as [it is for] the rest of Russia's territory," Kremlin spokesman Dmitry Peskov told the reporters. In his post-annexation speech, Putin told the West that the annexation was irreversible and called on Ukraine's army to give up and negotiate a surrender. WION Fineprint | Iran & Russia's weapons deal?

Iran has promised to provide Russia with surface to surface missiles, in addition to more drones, two senior Iranian officials and two Iranian diplomats told Reuters, a move that is likely to infuriate the United States and other Western powers.

A deal was agreed on Oct. 6 when Iran's First Vice President Mohammad Mokhber, two senior officials from Iran's powerful Revolutionary Guards and an official from the Supreme National Security Council visited Moscow for talks with Russia about the delivery of the weapons.

"The Russians had asked for more drones and those Iranian ballistic missiles with improved accuracy, particularly the Fateh and Zolfaghar missiles family," said one of the Iranian diplomats, who was briefed about the trip.

A Western official briefed on the matter confirmed it, saying there was an agreement in place between Iran and Russia to provide surface-to-surface short range ballistic missiles, including the Zolfaghar.

One of the drones Iran agreed to supply is the Shahed-136, a delta-winged weapon used as a "kamikaze" air-to-surface attack aircraft. It carries a small warhead that explodes on impact.

Fateh-110 and Zolfaghar are Iranian short-range surface to surface ballistic missiles capable of striking targets at distances of between 300 km and 700 km (186 and 435 miles).

The Iranian diplomat rejected assertions by Western officials that such transfers breach a 2015 U.N. Security Council resolution.

"Where they are being used is not the seller's issue. We do not take sides in the Ukraine crisis like the West. We want an end to the crisis through diplomatic means," the diplomat said.

Ukraine has reported a spate of Russian attacks using Iranian-made Shahed-136 drones in recent weeks. Iran's foreign ministry on Tuesday dismissed as baseless reports of Iran supplying drones and other weapons to Russia for use in Ukraine, while the Kremlin on Tuesday denied its forces had used Iranian drones to attack Ukraine.

Asked if Russia had used Iranian drones in its campaign in Ukraine, Kremlin spokesman Dmitry Peskov said the Kremlin did not have any information about their use.

"Russian equipment with Russian nomenclature is used," he said. "All further questions should be directed to the Defence Ministry."

The U.S. State Department assessed that Iranian drones were used on Monday in a morning rush hour attack on the Ukrainian capital Kyiv, a U.S. official said. White House spokesperson Karinne Jean-Pierre also accused Tehran of lying when it said Iranian drones are not being used by Russia in Ukraine.

A European diplomat said it was his country's assessment that Russia was finding it more difficult to produce weaponry for itself given the sanctions on its industrial sector and so was turning to imports from partners like Iran and North Korea.

"Drones and missiles are a logical next step," said the European diplomat.

Asked about sales of Iranian surface-to-surface missiles to Russia, a senior U.S. military official said: "I don't have anything to provide at this time in terms of whether or not that is accurate at this point."

Chafing under Western economic sanctions, Iran's rulers are keen to strengthen strategic ties to Russia against an emerging, U.S.-backed Gulf Arab-Israeli bloc that could shift the Middle East balance of power further away from the Islamic Republic.

The top commander of Iran's Revolutionary Guards, Hossein Salami said last month some of the "world's major powers" are willing to purchase military and defence equipment from Iran.

Rahim Safavi, a military adviser to Iran’s Supreme leader, was reported by state media on Tuesday as saying that 22 countries want to buy Iranian drones.

Iran's rulers are also under pressure from nationwide demonstrations which were ignited by the death in custody of a 22-year-old woman detained for "inappropriate attire".

Several European Union states on Monday called for sanctions on Iran over its supply of drones to Russia, as the bloc agreed a separate set of sanctions over Tehran's crackdown on unrest.

"They (Russians) wanted to buy hundreds of our missiles, even mid-range ones, but we told them that we can ship soon a few hundred of their demanded Zolfaghar and Fateh 110 short-range, surface to surface missiles," said one of the security officials.

"I cannot give you the exact time, but soon, very soon those will be shipped in 2 to three shipments."

An Eastern European official tracking Russia's weapons activity said it was their understanding that this arms deal was happening, although he had no specific evidence to back it up. The official said that a decision had been taken by the Iranian and Russian leaders to proceed with the transfer.

The Pentagon is considering funding Elon Musk's Starlink network in war-torn Ukraine, reported Politico. Starlink network has helped restore communication in Ukraine and has also helped Ukraine military in their offensives. Politico cited two US officials involved in the discussion.

There were no immediate comments from either Pentagon or US Department of Defense Ukraine Security Assistance Initiative.

Musk had said not too long ago that SpaceX, Musk's company which operates Starlink could not fund network in Ukraine indefinitely. This statement had come after Ukraine's ambassador to Germany had told Musk to 'f*** off' after he proposed a 'solution' to Ukraine-Russia conflict. The solution put forth by Musk was panned in Ukrainian camp. Musk had also said that the Pentagon should pay up for the network in Ukraine.

However, Musk backtracked over the weekend and said that funding for Starlink network in Ukraine would continue.

Starlink has helped Ukraine's civilians and military stay online during the war, with Ukraine's Vice Prime Minister Mykhailo Fedorov last week saying Starlink's services helped restore energy and communications infrastructure in critical areas.

Russia invaded Ukraine on February 24 this year. After sustained territorial gains in first few months of the conflict, Russian forces have had to retreat in the face of Ukrainian counteroffensive in eastern part of the country.

Russia’s latest attack on Ukraine involved the use of Iranian-made "kamikaze" drones. What are these drones? How are they different from regular drones? Let’s get to the point.

As the Russia-Ukraine war enters its eighth month, the former is looking for supplies to fill its depleted arsenal. To fill the gap, Iran has reportedly entered the fray and is expected to deliver short-range ballistic missiles viz. Fateh-110 and its advanced version such as Zolfaghar to Kremlin, per a report by the Washington Post. The report quoted US and allied security officials as its source and added that not only will Iran be sending the missiles, but it will also be delivering attack drones. While the report claims that Russia will be receiving the secret delivery, Iranian Foreign Minister Hossein Amir-Abdollahian couple of days ago made it clear that it will not be sending any weapons. "We believe that the arming of each side of the crisis will prolong the war. We have not considered and do not consider war to be the right path either in Ukraine or in Afghanistan, Syria and Yemen," said Amir-Abdollahian "We have defence cooperation with Russia, but our policy regarding the war in Ukraine is not sending weapons to the conflicting parties, but stopping the war and ending the displacement of people." Fateh or Fateh-110 missile is a road-mobile, solid-propellant, short-range ballistic missile that weighs almost 3,450 kilogrammes. It is known for its extreme precision and has a range of 300 kilometres which makes it all the more suitable for Russian operations. Some reports state that the missile is a modified version of the unguided Zelzal-2 but with better control and guidance systems. The Fateh missile has two variants, designated Fateh 2 (A-11A) and Fateh 3 (A-110B) Iran reportedly started developing the missile in 1995. However, the first flight took place six years later in 2001. A year later, the missile entered into production and reached operating capability in 2004. The Iranian Revolutionary Guards successfully tested the missile in 2007 and according to some rumours, it is capable of carrying a nuclear warhead as well. Iran has used the missile in its military operation since 2017, targeting Iraq on multiple occasions. Economic fallout due to Russia's invasion of Ukraine has pushed 4 million children into poverty in eastern Europe and Central Asia, said UNICEF on Monday (October 17).

"Children are bearing the heaviest burden of the economic crisis caused by the war in Ukraine," UNICEF said.

The conflict "and rising inflation have driven an additional four million children across eastern Europe and Central Asia into poverty, a 19 percent increase since 2021", it said.

UNICEF studied data from 22 countries to come to its conclusion.

Russian and Ukrainian children have been most affected since Moscow's attack on its neighbour in February.

"Russia accounts for nearly three-quarters of the total increase in the number of children living in poverty due to the Ukraine war and a cost-of-living crisis across the region, with an additional 2.8 million children now living in households below the poverty line," UNICEF found.

The blow to Russia's economy from Western sanctions combined with its large population to produce the outsize effect.

"Ukraine is home to half a million additional children living in poverty, the second largest share," UNICEF added.
Romania followed closely behind, with a further 110,000 children in poverty.

"Children all over the region are being swept up in this war's terrible wake," said UNICEF regional director for Europe and Central Asia, Afshan Khan.

"If we don't support these children and families now, the steep rise in child poverty will almost certainly result in lost lives, lost learning, and lost futures."

The agency explained that the poorer the family is, the greater the proportion of its income it needs to spend on food and fuel. This leaves less for children's healthcare and education.

They are also "more at risk of violence, exploitation and abuse".

UNICEF said that this could translate into additional 4500 children dying before their first birthdays.

Ukraine conflict has pushed 4 million children into poverty: UNICEF

The EU has launched a mission to train 15,000 Ukrainian soldiers and provided an additional 500 million euros for weaponry as part of its increased military assistance to Ukraine.

In addition to discussing how to respond to Russia's deployment of drones built in Iran, foreign ministers from the 27 countries that make up the union are scheduled to approve the choices at a conference in Luxembourg.

"Morally politically, even militarily, Russia is losing this war. So we have to continue supporting Ukraine," said EU foreign policy chief Josep Borrell at the start of the gathering.

Ukraine's military is advancing on the battlefield after nearly eight months of warfare, and Kyiv's western supporters are anxious to make sure that its soldiers have the capability to continue fighting.

In order to deploy the cutting-edge artillery systems, missile launchers, and air defences they are sending to Kyiv, a number of EU countries, particularly Germany and France, are already training Ukrainians.

However, the EU has lagged in giving extensive training to assist the nation's military in fending off Russian invasion forces.

Thousands of soldiers have already received training from the United States, Canada, and Britain.

The precise arrangements are still being worked out, but the European training mission should start off next month.

According to an official, the goal is to initially train 12,000 soldiers in the fundamentals and another 2,800 in specialised subjects.

Poland, a neighbour of Ukraine, will act as the mission's primary hub.

The total amount contributed to the purchase of armaments from the EU's central treasury will now total three billion euros. Additionally, member states have increased their out-of-pocket spending.

Dmytro Kuleba, the foreign minister of Ukraine, will communicate with his EU counterparts via video link and is anticipated to reiterate calls for more armaments, more financial support, and more stringent sanctions against Moscow.

The alleged use of Iranian-made drones by Moscow to strike targets in Ukraine is being discussed by EU ministers, although no sanctions are yet anticipated.

The problem was brought into sharper relief after Monday's kamikaze drone strike on Kyiv's city centre.

Iranian officials have denied claims that they gave Russia weaponry "to be used in the fight in Ukraine."

Ukrainian President Volodymyr Zelensky said on Sunday (October 16) that heavy fighting is going on around two towns in Ukraine's Donbas region.

"The key hot spots in Donbas are Soledar and Bakhmut," Zelensky said in his nightly video address. "Very heavy fighting is going on there."

The town of Bakhmut has been the next target of Russia's armed forces in their slow advance through the Donetsk region since taking the key industrial towns of Lysychansk and Sievierodonetsk in June and July. Soledar lies just to the north of Bakhmut.

In his evening address, President Zelensky made an appeal to Ukraine citizens to bring about reduction in their electricity consumption.

"As a result of the Russian missile terror in some cities and districts of Ukraine, we have to limit the supply of electricity in order to ensure the stable operation of the entire system," Zelensky said, adding that people should reduce electricity consumption from 5 p.m. to 11 p.m. (1400GMT to 2000GMT).
