A Western official briefed on the matter confirmed it, saying there was an agreement in place between Iran and Russia to provide surface-to-surface short range ballistic missiles, including the Zolfaghar.&nbsp;

One of the drones Iran agreed to supply is the Shahed-136, a delta-winged weapon used as a "kamikaze" air-to-surface attack aircraft. It carries a small warhead that explodes on impact.&nbsp;

Fateh-110 and Zolfaghar are Iranian short-range surface to surface ballistic missiles capable of striking targets at distances of between 300 km and 700 km (186 and 435 miles).&nbsp;

The Iranian diplomat rejected assertions by Western officials that such transfers breach a 2015 U.N. Security Council resolution.&nbsp;

"Where they are being used is not the seller's issue. We do not take sides in the Ukraine crisis like the West. We want an end to the crisis through diplomatic means," the diplomat said.&nbsp;

Ukraine has reported a spate of Russian attacks using Iranian-made Shahed-136 drones in recent weeks. Asked if Russia had used Iranian drones in its campaign in Ukraine, Kremlin spokesman Dmitry Peskov said the Kremlin did not have any information about their use.&nbsp;

"They (Russians) wanted to buy hundreds of our missiles, even mid-range ones, but we told them that we can ship soon a few hundred of their demanded Zolfaghar and Fateh 110 short-range, surface to surface missiles," said one of the security officials.&nbsp;

"I cannot give you the exact time, but soon, very soon those will be shipped in 2 to three shipments."&nbsp;

An Eastern European official tracking Russia's weapons activity said it was their understanding that this arms deal was happening, although he had no specific evidence to back it up. The official said that a decision had been taken by the Iranian and Russian leaders to proceed with the transfer.&nbsp;

Moscow had specifically asked for surface to surface short-range Fateh 110 and Zolfaghar missiles, and the shipment will happen in a maximum of 10 days, said another Iranian diplomat.&nbsp;

The United Arab Emirates announced on Tuesday that it will be sending $100 million in humanitarian aid to Ukraine to help in rebuilding the nation amidst the ongoing conflict with Russia. According to Wam news agency, the decision was taken following an order from President Sheikh Mohamed.&nbsp;

The UAE has been an ally of Ukraine till now and they have already sent monetary aid to Ukrainians who were taking refuge in Bulgaria and Poland towards the start of the crisis. According to the United Nations, around eight million people fled Ukraine and were scattered all around Europe.&nbsp;

Zelensky also took to Twitter on Monday to thank UAE for their constant support.&nbsp;

Apart from the humanitarian aid, Sheikh Mohamed also held talks with Russian President Vladimir Putin regarding a “peaceful” conclusion to the Ukraine-Russia war. The two world leaders met in Strelna and according to state media, Mohamed called for both Russia and Ukraine to find a “middle ground”.&nbsp;

As reported by WION, Russia annexed Donetsk, Luhansk, Kherson and Zaporizhzhia, earlier this month after conducting a referendum.&nbsp;In his speech, Putin told the West that the annexation was irreversible and called on Ukraine's army to give up and negotiate a surrender.

"We call on the Kyiv regime to immediately stop fighting and stop all hostilities... and return to the negotiating table," the Russian leader said.

Meanwhile, Ukraine's allies, especially the US rejected the referendum. President Joe Biden&nbsp;called Russia's annexation declaration "fraudulent" and said Moscow was contravening international law.

"The United States condemns&nbsp;Russia's&nbsp;fraudulent attempt today to annex sovereign Ukrainian territory. Russia is violating international law, trampling on the United Nations Charter, and showing its contempt for peaceful nations everywhere,"&nbsp;Biden&nbsp;said in a statement.&nbsp;

Prior to the referendum, Putin had issued a veiled warning that Moscow will be willing to use any means (most certainly hinting at nuclear bombs) to defend the country.&nbsp;

“If the territorial integrity of our country is threatened, we will of course use all means at our disposal to defend Russia and our people,” said Putin.&nbsp;

This statement had come after Ukraine's ambassador to Germany had told Musk to 'f*** off' after he proposed a 'solution' to Ukraine-Russia conflict. The solution put forth by Musk was panned in Ukrainian camp. Musk had also said that the Pentagon should pay up for the network in Ukraine.

However, Musk backtracked over the weekend and said that funding for Starlink network in Ukraine would continue.&nbsp;

Starlink has helped Ukraine's civilians and military stay online during the war, with Ukraine's Vice Prime Minister Mykhailo Fedorov last week saying Starlink's services helped restore energy and communications infrastructure in critical areas.

Russia invaded Ukraine on February 24 this year. After sustained territorial gains in first few months of the conflict, Russian forces have had to retreat in the face of Ukrainian counteroffensive in eastern part of the country.

"Russia accounts for nearly three-quarters of the total increase in the number of children living in poverty due to the Ukraine war and a cost-of-living crisis across the region, with an additional 2.8 million children now living in households below the poverty line," UNICEF found.

Romania followed closely behind, with a further 110,000 children in poverty.

"Children all over the region are being swept up in this war's terrible wake," said UNICEF regional director for Europe and Central Asia, Afshan Khan.

"If we don't support these children and families now, the steep rise in child poverty will almost certainly result in lost lives, lost learning, and lost futures."

The agency explained that the poorer the family is, the greater the proportion of its income it needs to spend on food and fuel. This leaves less for children's healthcare and education.

They are also "more at risk of violence, exploitation and abuse".

UNICEF said that this could translate into additional 4500 children dying before their first birthdays.

French Defence Minister Sebastien Lecornu said on Saturday (October 15) that President Macron has backed a proposal to train up to 2000 Ukrainian soldiers in the country.

"The president... has approved a training plan that will allow up to 2,000 Ukrainian soldiers to be welcomed in France," he said.

"They will be assigned to our units for several weeks," he said, adding that military training for the use of Caesar howitzers had previously been offered to Ukrainian soldiers.

"But now it's a change of scale," Lecornu said.

Lecornu said that France had delivered 18 Caesar howitzers so far to Ukraine. He added that talks to send six more were going on. In addition to this, France is also weighing on delivering ground-to-ground missiles.

He also pledged that France would provide Crotale short-range anti-air missiles, which are used to intercept low-flying missiles and aircraft.

"The number (of Crotales) is being determined with the Ukrainians, but it will be significant to allow them to defend their sky," Lecornu said.

The aim is to complete the shipment of Crotales "within two months," Lecornu said, taking into account the necessary training of Ukrainian soldiers.

Friends and family vehemently rejected that Malyk, a veteran of Russia's conflict in Chechnya, committed suicide.

He was in charge of recruiting in the Partizan district and its adjacent areas in the Primorsky region.

Friends referred about Malyk as a "strong and courageous man" who was "not broken by the weight of severe military events and huge losses" in Chechnya.

Russian defence ministry said that a 'terrorist' attack on a military training ground in Russia left at least 11 dead and 15 wounded, reported Russian news agencies. The attack took place in Belgorod, a Russian region near Ukrainian border. Russian defence ministry said that two citizens from a former Soviet Union state carried out the attack.

"On October 15, two citizens of a CIS country committed an act of terror at the training range of the Western military district in the Belgorod region," the defence ministry was quoted as saying.

SpaceX's Starlink satellite internet terminals have been a crucial means of communication for Ukraine's military, enabling it to fight and stay connected even as cellular phone and internet networks were destroyed in its conflict with Russia.

According to documents accessed by CNN, Elon Musk’s SpaceX had sent a letter to the Pentagon last month informing that it could no longer afford to provide the Starlink service in the same way and requested it to take over funding, demanding contribution in tens of millions of dollars per month. 
 
SpaceX claimed that the services would cost over $120 million for the rest of the year and could cost close to $400 million for the next 12 months, the report said. 
 
Musk tweeted on Friday that the operation had already cost SpaceX $80 million and will cost more than $100 million by the end of the year. To date, almost 20,000 Starlink satellites have been donated to Ukraine.

SpaceX has warned the Pentagon that it may discontinue its satellite services in Ukraine unless the US military contributes tens of millions of dollars each month.

“We are not in a position to further donate terminals to Ukraine, or fund the existing terminals for an indefinite period of time,” SpaceX’s director of government sales wrote to the Pentagon in the September letter.

A request for nearly 8,000 additional Starlink terminals made directly to Musk in July by the commanding general of the Ukrainian military, General Valerii Zaluzhniy, is among the <a href="https://www.wionews.com/science/worlds-first-space-tourist-plans-new-flight-to-moon-aboard-spacex-starship-525038">SpaceX</a> documents given to the Pentagon and seen by CNN.

In a separate cover letter to the Pentagon, an outside consultant working for SpaceX wrote, “SpaceX faces terribly difficult decisions here. I do not think they have the financial ability to provide any additional terminals or service as requested by General Zaluzhniy.”

The previously unreported records offer an unusual breakdown of SpaceX's own internal Starlink data, including the expenses and expenditures related to many terminals in Ukraine. They also shed new light on covert discussions that gave Ukraine communications equipment and services worth millions of dollars at minimal expense to Kiev.

The announcement by SpaceX that it will discontinue supporting Starlink also coincides with growing scepticism about Musk's allegiance in Ukraine. Musk recently tweeted a peace proposal that calls on Ukraine to cede control of the eastern territories of Luhansk and Donetsk as well as Crimea, and came under fire on Twitter drawing from Ukrainian leadership, including President Volodymyr Zelensky.
