Volodymyr Zelensky has downplayed the loss of the eastern city of Avdiivka to Russian forces. However, the Ukrainian president admitted that the last year had been "complicated" for Ukraine. Even so, Ukraine faces a new wave of ammunition shortages; European defense officials concede that Kyiv can put up a creditable show by rationing its ammunition smartly and efficiently.

Revelations that a North Korean missile fired by Russia in Ukraine contained a large number of components linked to U.S.-based companies underline the difficulty of enforcing sanctions against Pyongyang, but could help uncover illicit procurement networks, experts say.

Russia invaded Ukraine from three fronts in the biggest assault on a European state since World War Two. Tens of thousands flee. Russian President Vladimir Putin announced a "special military operation" to demilitarise and "denazify" Ukraine.

A North Korean missile used by Russia and recovered in Ukraine had several hundred parts that could be sourced from overseas manufacturers, showing that Pyongyang is finding ways to evade sanctions on components, a report said.

Conflict Armament Research (CAR) scrutinised the components of a North Korean missile used by Russia in Ukraine. The report that they released later disclosed that a significant portion of these components, particularly those for the missile's navigation system, were recently manufactured and bore the marks of US-based companies, as per a Reuters report.

Despite years of international efforts to restrict North Korea's access to parts and funding for its missile and nuclear programmes, CAR's findings indicate the ongoing challenge in enforcing sanctions.

The report highlighted the intricate network through which countries like North Korea, Russia, and Iran procure technology.

Experts emphasise the necessity for robust enforcement of sanctions, stressing the inadequacy of merely having stringent sanctions policies.

Anthony Ruggiero from the Foundation for Defense of Democracies underscored the importance of continually updating sanctions lists and investing in enforcement efforts, particularly targeting Chinese entities aiding sanctions evasion.

“North Korea (and Russia and Iran) are experts in avoiding U.N. and U.S. sanctions through front companies and other efforts,” Ruggiero told Reuters.

CAR, in collaboration with industry partners, is tracing the origins of the missile components to identify responsible entities. While refraining from naming specific companies, their efforts aim to uncover illicit procurement channels.

Martyn Williams of 38 North told Reuters about the availability of common components online but suggested that specialised components, critical for missile functionality, should raise more significant concerns regarding sanctions enforcement.

“That North Korea can get these is not surprising at all, and I don’t think anyone imagined the sanctions regime would be able to stop the flow of common components,” he said.

“There are however much more specialized components in missiles and some of those are not a click away on the internet. Those are also the type of thing that sanctions are meant to stop, so the presence of more specialised components would be more worrying,” he added.

Oxana Malaya, a woman from Ukraine claims to have been raised by stray dogs after her parents left her out in the cold at the age of three. Over the years she adopted traits of her newfound fur family which included barking, growling, and walking on all fours.

How did Malaya end up with stray dogs?

Growing up we were fascinated with stories like Tarzan and Mowgli, about children who were separated from their human habitat to live with wild animals, and while these stories typically have a happy ending, it is far from the reality of such cases seen over the years, like Oxana Malaya’s story.

In an interview with 60 Minutes Australia, Malaya recalled how at the age of three she was locked outside in the cold by her alcoholic parents who “were too drunk to take care of her”. She eventually found her way to their pup Naida’s kennel where she lived till the age of nine.

“Mom had too many kids…we didn’t have enough beds,” Malaya, who turned 40 last November, told “60 Minutes Australia” speaking about her abusive childhood in the Ukrainian village of Nova Blahovishchenka.

She was quickly welcomed as a part of the “pack” and eventually abandoned her ability to speak for barks and growls in the six years that she lived with her dog and other neighbourhood strays, reported the New York Post.

“I would talk to them, they would bark and I would repeat it,” said Malaya, adding that this was their “way of communication.”

Long journey

At the age of nine, Malaya was taken away from her pack after Ukrainian authorities were alerted about the child’s canine-like condition. However, attempts to take the nine-year-old were met with fierce resistance by the dogs, but they eventually managed to succeed.

By then, Malaya also licked herself clean, ate raw meat, rummaged through garbage bins for food, and walked on her hands and knees. Her condition was described as “catastrophic” for her development.

“I don’t think she’s ever going to be able to read or do anything else that is going to be useful,” child psychologist Lyn Fry said about Malaya, as quoted by the New York Post. “If you haven’t got language by about 5, you’re probably not going to get language at all.”

In 2006, Malaya reunited with her family but it was not enough to heal her years of trauma. “When I feel lonely, I find myself doing anything I crawl on all fours. This is how lonely I feel,” she told 60 Minutes Australia.

A former FBI informant, who has been charged with lying regarding the dealings of US President Joe Biden and his son Hunter Biden in Ukraine, has told investigators that Russian intelligence officials had passed on that information to him.

The claims were made by the informant after his arrest, said the prosecutors in a new court filing on Tuesday (Feb 20), noting that the information was false.

Prosecutors also claimed that Alexander Smirnov has been “actively peddling new lies that could impact US elections” after he met with Russian spies late last year.

Smirnov has said that he has “extensive and extremely recent” contacts with foreign intelligence officials, said the prosecutors in the filing.

FBI officials said that he had claimed earlier about having longstanding and extensive contacts with Russian spies, which include individuals he said were command Russian assassins abroad or high-level intelligence officers.

Smirnov, who was an FBI informant, was arrested last week and has been facing charges of making false statements as well as for creating a false and fictitious record.

On Tuesday (Feb 20), he appeared in a federal court in Nevada for his detention hearing and the arguments from both sides were heard by Magistrate Judge Daniel J. Albregts, who then ordered that Smirnov be released on a personal recognizance bond.

The ruling was against the government which had appealed for the custody of Smirnov in the court.

The prosecutors, in their detention memo, emphasised what they said were four "indisputable facts" which favoured his detention.

Smirnov, they said, "claims to have contacts with multiple foreign intelligence agencies". He was, as per his previous plans, gearing up to leave the country just two days after the day he was arrested to hold meetings with Russian intelligence officials, among others.

Prosecutors said that if the informant flees from the United States now, his foreign intelligence contacts can resettle him.

Prosecutors claimed that 43-year-old Smirnov has access to $6 million in "liquid funds," which was not disclosed to Pretrial Services.
