Russian President Vladimir Putin says 'mistakes' of military mobilisation should be corrected

Once unthinkable, mobile phones could go dark around Europe this winter if power cuts or energy rationing knocks out parts of the mobile networks across the region.

Russia's decision to halt gas supplies via Europe's key supply route in the wake of the Ukraine conflict has increased the chances of power shortages. In France, the situation is made worse by several nuclear power plants shutting down for maintenance.

Telecoms industry officials say they fear a severe winter will put Europe's telecoms infrastructure to the test, forcing companies and governments to try to mitigate the impact.

Currently there are not enough back-up systems in many European countries to handle widespread power cuts, four telecoms executives said, raising the prospect of mobile phone outages.

European Union countries, including France, Sweden and Germany, are trying to ensure communications can continue even if power cuts end up exhausting back-up batteries installed on the thousands of cellular antennas spread across their territory.

Europe has nearly half a million telecom towers and most of them have battery backups that last around 30 minutes to run the mobile antennas.

FRANCE

In France, a plan put forward by electricity distributor Enedis, includes potential power cuts of up to two hours in a worst case scenario, two sources familiar with the matter said.

The general black-outs would affect only parts of the country on a rotating basis. Essential services such as hospitals, police and government will not be impacted, the sources said.

The French government, telecoms operators and Enedis, a unit of state-controlled utility EDF, have held talks on the issue over the summer, the French government and the sources said.

The French Federation of Telecoms (FFT), a lobby group representing Orange, Bouygues Telecom and Altice's SFR, put the spotlight on Enedis for being unable to exempt antennas from the power cuts.

Enedis declined to comment on the content of the talks held with the government on the matter.

Enedis said in a statement to Reuters all regular customers were treated on an equal footing in the event of exceptional outages.

It said it was able to isolate sections of the network to supply priority customers, such as hospitals, key industrial installations and the military and that it was up to local authorities to add telecoms operators infrastructure to the list of priority customers.

"Maybe we'll improve our knowledge on the matter by this winter, but it's not easy to isolate a mobile antenna (from the rest of the network)," said a French finance ministry official with knowledge of the talks.

A French finance ministry spokesperson declined to comment on the talks with Enedis, the telecoms groups and the government.

SWEDEN, GERMANY & ITALY

Telcos in Sweden and Germany have also raised concerns over potential electricity shortages with their governments, several sources familiar with the matter said.

Swedish telecom regulator PTS is working with telecom operators and other government agencies to find solutions, it said. That includes talks about what will happen if electricity is rationed.

PTS is financing the purchase of transportable fuel stations and mobile base stations that connect to mobile phones to handle longer power outages, a PTS spokesperson said.

The Italian telecoms lobby told Reuters it wants the mobile network to be excluded from any power cut or energy saving stoppage and will raise this with Italy's new government.

The power outages increase the probability of electronic components failing if subjected to abrupt interruptions, telecoms lobby chief Massimo Sarmi said in an interview.

TRAFFIC FLOW

Telecom gear makers Nokia and Ericsson are working with mobile operators to mitigate the impact of a power shortage, three sources familiar with the matter said.

Both companies declined to comment.

The European telecom operators must review their networks to reduce extra power usage and modernise their equipment by using more power efficient radio designs, the four telecom executives said.

To save power, telecom companies are using software to optimise traffic flow, make towers "sleep" when not in use and switch off different spectrum bands, the sources familiar with the matter said.

The telecom operators are also working with national governments to check if plans are in place to maintain critical services.

In Germany, Deutsche Telekom has 33,000 mobile radio sites (towers) and its mobile emergency power systems can only support a small number of them at the same time, a company spokesperson said.

Deutsche Telekom will use mobile emergency power systems which mainly rely on diesel in the event of prolonged power failures, it said.

France has about 62,000 mobile towers, and the industry will not be able to equip all antennas with new batteries, the FFT's president Liza Bellulo said.

Accustomed to uninterrupted power supply for decades, European countries usually do not have generators backing up power for longer durations.

"We are a bit spoiled maybe in large parts of Europe where electricity is pretty stable and good," a telecom industry executive said. "The investments in the energy storage area have maybe been less than in some other countries."

Europe braces for mobile network blackouts - sources

The United States announced Wednesday that it is doubling the number of deadly Himars rocket systems sent to Ukraine as part of a new military aid package worth $1.1 billion.

The 18 additional multiple rocket systems, which have pinpoint accuracy and have been used by Ukraine to wreak havoc on high-value Russian targets such as command posts and ammunition dumps, will be sent over the medium- and long-term, the Pentagon said.

Instead of weapons taken from existing stockpiles, this package will consist of newly procured arms, and the Himars alone could "take a few years," according to a senior Pentagon official.

So far, 16 Himars have been deployed by the Ukrainians, and the rocket systems have been credited with playing a key role in recent counteroffensives against the invading Russians.

The latest package of orders for US military suppliers also includes 150 armored vehicles, 150 tactical vehicles for towing weapons, trucks and trailers, and systems to help Ukraine defend against Russia's Iranian-made drones increasingly deployed on the battlefield, according to a Defense Department statement.

The package "represents a multi-year investment in critical capabilities to build the enduring strength of Ukraine's Armed Forces" as they continue to battle the invading Russian army, the Pentagon said.

The new package took the total US military aid to Ukraine since the Russians invaded in late February to $16.2 billion.

White House Press Secretary Karine Jean-Pierre said the commitment to keep supplying weapons shows "we will not be deterred from supporting Ukraine. We will continue to stand with the Ukrainian people and provide them with the security assistance they need to defend themselves for as long as it takes."

White House Press Secretary Karine Jean-Pierre said the commitment to keep supplying weapons shows "we will not be deterred from supporting Ukraine. We will continue to stand with the Ukrainian people and provide them with the security assistance they need to defend themselves for as long as it takes." West vows to 'never recognise' referendums in Ukraine as Russia claims victory

The world seems to be inching back towards nuclear sabre-rattling years after gingerly stepped back from the edge of a global disaster after the cold war, foes are the same Russia and the West. Moscow has once again warned that the use of nuclear weapons has not been ruled out.

'Willing to use nukes to defend Russia's territorial integrity,' Russia's stark warning to Ukraine

The outcome of the stage-managed referendums in three eastern provinces of Ukraine (Donetsk, Luhansk, Zaporizhzhia) and Kherson towards the south controlled by Russia is on the expected lines. The results were announced on September 27 and according to media reports, citing Russia-installed officials in these areas, between 87 % to 99.2% voted in favour of joining Russia.

It is a foregone conclusion that the Russian parliament, scheduled to meet on October 4 will ratify the annexation agreements and formalise the annexation of these Ukrainian regions which together constitute about 15% of the Ukrainian territories. In a way, the history is repeating itself.

In 2014 Russia had annexed the Ukraine’s Crimean peninsula. A qualitative difference, however, is that the annexation this times comes in the midst of a bloody military conflict between Russia and Ukraine the fall-out of which (in terms of threats to food security, energy security, disruptions in supply chains, steep rise in inflation etc.) is being felt much beyond the borders of Russia and Ukraine, particularly in Europe as well as in several poor and developing countries located far away from the scene of the conflict.

The response to the referendums and the anticipated ensuing annexation of the Ukrainian territories by Russia is also on expected lines. The referendum have been widely condemned and dubbed as illegitimate and as a sham. Reports at hand suggest that the US is preparing to move a resolution in the UN Security Council calling on member states not to recognise any change to Ukraine’s territory and to obligate Russia to withdraw its troops from the occupied territories. The US Resolution in the UNSC will definitely be vetoed by Russia.

Afterwards, the US in all likelihood will move the resolution in the UN General Assembly where it will go through in all probability. In addition, the USA may announce further sanctions on Russia. But will it help?

How will the annexation impact on the on-going conflict?

It is noteworthy that none of the four regions which held referendums is under Russia's full control. The Ukrainian forces which of late are in an offensive mode, recently made notable headway in the province of Kharkiv which had at one stage fallen under Russia’s control.

Encouraged by the extensive moral, military and material support from the West, Ukraine’s president has repeatedly pledged to retrieve the Ukrainian territories which have fallen under Russia’s control in the course of the war now in its seventh month. Ukrainian President Zelensky told the UN Security Council through a video message from Kyiv that Moscow's attempts to annex Ukrainian territory will mean “there is nothing to talk about with this president of Russia (Vladimir Putin).” President Zelensky’s statement read with the reports that the USA is planning to announce a $1.1 billion military package for Ukraine is a signal that the possibility of any meaningful dialogue in near future is ruled out.

According to Reuters, the new US arms package will include HIMARS launcher systems, accompanying munitions, various types of counter drone systems and radar systems, along with spares, training and technical support.

In this context, Russia’s Foreign Minister Lavrov's recent statement in New York is of considerable significance. He assured that Russia will provide full protection to these territories on becoming a part of the Russian Federation and any attack on these territories will be treated as an attack on Russia. In an alarmist tone he cautioned that Russia would use all means at its disposal to protect newly annexed territories. This part of Lavrov’s statement is being interpreted as an implied warning that Russia will not hesitate to use nuclear arsenals if required.

By all available indications the conflict is likely to escalate even though Russia can be said to have partially achieved its objective of establishing its foothold in the eastern parts of Ukraine and putting an obstacle to the prospects of NATO membership for Ukraine. The Americans, however, would like to prolong the conflict and weaken and isolate Russia as much as possible. Meanwhile the world community will continue to live under the fear of an outbreak –by accident or by design - of a nuclear war and its devastating impact for rest of the world.

The larger issues on the floor are the issues of the territorial integrity and right to self-determination. Most of the 3.6 million people living in the Donetsk and Luhansk regions speak Russian, a result of a migration of Russian workers to the regions after World War II, during the Soviet era. Moscow has in recent years issued more than 720,000 Russian passports to roughly one-fifth of the region's population. The pro-Russian separatists in Donbas region (Donetsk and Luhansk) had earlier declared independence and have now voted for joining Russian Federation. Prima-facie, the population in the region is exercising its right to sel-determination which from Ukraine’s perspective is a violation of the territorial integrity of Ukraine whose borders with Russia were settled after the disintegration of the USSR in 1991. Further, technically Russia is only responding to the request from these regions for becoming a part of the Russian Federation.

However, it is well known that the ground realities are different and the entire show has been scripted by Russia. The referendums as per Russia’s narrative are an expression of the will of the people of these regions and their annexation by Russia legitimate.

The pity is that on several occasions, the big powers have intervened militarily in other countries in pursuance of their vested interests using different pretexts and the world community and the UN have been only silent spectators.

Ukraine: Through stage-managed referendums, the history is repeating itself

Thousands of Russian men are fleeing into neighboring countries to avoid being called up to fight in the war in Ukraine. A miles long line was seen at the Russia-Georgia border with young men leaving their families behind after President Vladimir Putin announced partial mobilization, here's a report for more details.

Putin's mobilisation call: Russian men flee country to avoid fighting in the ongoing Ukraine war

On Tuesday (September 27), a day after the Russian security service FSB announced that it had detained a Japanese consul in Vladivostok for possible espionage and ordered him to leave the country, Tokyo accused Moscow of mistreating the diplomat and demanded a formal apology.

As per AFP, talking to the press, top government spokesman Hirokazu Matsuno claimed that the "official was blindfolded, with pressure applied to both his hands and head so he was unable to move while being detained, and then he was questioned in an overbearing way."

The United States on Sunday (September 25) reacted sharply on possibility of Russia using nuclear weapons in Ukraine conflict. US warned Russia that it would face 'catastrophic consequences' if it used nuclear weapons. US National Security Adviser Jake Sullivan sounded the warning on NBC's "Meet the Press" program.

"If Russia crosses this line, there will be catastrophic consequences for Russia. The United States will respond decisively," he said.

Russia also is staging a referendum in four eastern Ukrainian regions with the goal of annexing territory that Russian forces have taken during their invasion of Ukraine launched in February. Ukraine and its allies have called the referendums a sham designed to justify an escalation of the war and Putin's mobilization drive after recent battlefield losses.

By incorporating the areas of Luhansk, Donetsk, Kherson and Zaporizhzhia into Russia, Moscow could portray attacks to retake them as an attack on Russia itself, a warning to Ukraine and its Western allies.

Former Italy premier Silvio Berlusconi clarifies Putin 'pushed' into Ukraine war remark

President Putin has ordered a partial mobilisation for the Ukraine war, and the world has not been calm ever since because this is just like a formal declaration of war on Ukraine. The last time Russia made such a move was over 77 years ago…during the second World War. But what is mobilisation, what’s partial mobilisation and what can it mean for the world?

What is military mobilisation?

Military mobilisation is basically when a nation assembles and readies military troops and supplies for war. If a country has ordered a mobilisation, it is organising its armed forces for active military service. The last time Russia had ordered a general mobilisation, anyone who was 19 years old was obliged to join the Soviet Army. Those who were 18 were eligible to volunteer.

What is partial mobilisation?

Currently, Putin has ordered a partial mobilisation which means that only a certain percentage of Russia’s potential fighters will be asked to join the offensive on Ukraine. As of now, Putin has signed a decree that will see 300,000 reservists who will be called to fight in Ukraine out of approximately 25 million potential fighters at Moscow's disposal.

What’s the difference?

While mobilisations have been carried out in different ways by different nations, generally a full mobilisation would have meant that any military-aged man, ranging from 18 to 60-years-old, could not leave Russia and would need to join the military.

As of now, Putin stressed on partial mobilisation which means only those citizens would be mobilised who are currently in the reserves or those who have served in the armed forces or have military skills and relevant experience. Russian citizens from 18 and 50 fall under the partial military mobilisation.

The world has reacted sharply. Just hours after Putin's announcement, US President Joe Biden took to the podium in the 77th session of the United Nations General Assembly (UNGA) and accused Putin of 'shamelessly violating' the UN charter.

Russia invaded Ukraine on February 24. After several months of sustained retreat, Ukrainian forces have been recently able to mount a counter-offensive and retake some territory from the Russian forces. This is why Putin's call for partial mobilisation is being seen by many as a desperate move to make up for recent defeats on the battlefield.

What is partial military mobilisation exactly?

Russia unfolds annexation plan for Ukraine

There was one topic of conversation among the women bundled up in front of a bombed-out building the other day as they waited in a long line at a humanitarian food truck, a nippy wind swirling around them.

“When are you going to get your glass?” one asked.

“Have you called about the glass?” another said.

“It was really cold last night. Didn’t you feel it?” said a third. “When’s the glass coming?”

This is becoming a big problem in Ukraine. So many windows have been shattered by explosions — “millions of them,” one humanitarian official estimated — that there is a nationwide run on glass.

In the towns and cities that the Russian military has pounded with earthshaking artillery barrages, nothing has been spared — not the high rises, not the schools, not the squat little cottages. The shock waves from a powerful Russian missile that exploded less than 900 feet from a nuclear power plant in southern Ukraine on Monday blew out more than 100 windows at the plant.

Many of the buildings that have avoided total destruction during the war have had all their windows blown out. And winter is coming. Fast.

The other week here in Chernihiv, a city in northern Ukraine, the temperature dropped from about 80 degrees Fahrenheit to almost freezing.

No doubt that Ukraine is facing a host of crises within crises, but one of the most urgent is the scramble to get damaged homes ready for winter, and that is where the glass comes in.

Appreciate this material just for a moment, because hundreds of thousands of Ukrainians really need it right now. Glass lets in light and keeps out cold. You can see through it, so no matter how small or cramped your place is, you have a view. Glass keeps out birds, bugs and dust, and you can open a window and let in fresh air.

The alternatives, which you can see all over Ukraine now, have obvious deficiencies.

Plywood may cover a hole in the wall, but it leaves the inside space dark, which can be depressing. And the scraps of tablecloths or plastic film that a lot of people are using — one man said he had nothing better than the Ukrainian version of Saran Wrap to cover his windows — might let in sunlight. But they don’t seal well and leave people curled up at night under three blankets, dreading winter.

“That stuff?” said Oleksandr Zhyla, a retired architect who used the plastic food wrap on his blown-out windows in Chernihiv. He pointed to his handiwork and laughed: “It doesn’t keep us warm at all.”

Even before the Russian invasion in February, Ukraine had glass issues. One of its biggest glass factories was in the eastern Donbas region, but it was bombed during the pro-Russian rebellion there a few years ago, and shut down.

That left Ukraine relying heavily on Russia and Belarus for glass. But after this war started, those trade links were cut. So now almost all of Ukraine’s glass, two distributors said, is imported, much of it from pricier European markets.

And there are more problems. To make glass, you have to melt sand. And to melt sand, you need a lot of energy. And with global energy prices soaring, glass prices have risen sharply as well.

Add all of this up — the higher production costs, the increased demand, Ukraine’s logistical nightmares, like its seaports being blockaded by Russian submarines — and it’s no mystery that an ordinary pane of glass costs double, triple or even quadruple what it used to, according to glass suppliers. That makes it impossible for many people to fix their windows, even as the cold air begins to blow in. And every day, with the fighting still raging, more are being broken.

During a war, windows are always the first to go. If a bomb is powerful enough, the shock waves or reverberations will shatter glass far from the explosion, creating a blizzard of potentially lethal shards.

“You wouldn’t believe how small the pieces were,” said one woman, Nataliia Medvedok, who sat by a blown-out window in her living room in Chernihiv. She had been hiding in a shelter when her building was hit in March and came back to find the floor covered with pea-sized pieces of super-sharp glass.

Humanitarian groups have stepped in. A private French aid organization, ACTED, is helping Medvedok pay for her window repair, part of its plan to get people ready for winter.

“Everyone is rushing, rushing, rushing to do what we can, right now,” said Frances Oppermann, ACTED’s deputy country director for programs. Winter in Ukraine, she said, is “intense.”

It’s also long, nearly half the year, with wintry weather stretching from mid-October to mid-March, and temperatures can plummet to 10 below zero. Fixing windows is part of a broader winterization strategy laid out by aid agencies that includes buying tens of millions of dollars worth of blankets, coats, woolen hats and traditional felt boots.

In Chernihiv, a first look can be deceptive. It is a beautiful city of about 200,000 people. Gazing across its immense cobblestone town square lined with elegant old buildings and seeing people jogging through the parks with their perfectly clipped bushes, it almost looks as if nothing happened here. But then you notice how many windows are boarded up or missing.

Chernihiv was blasted by Russian missiles and rockets in March, but has not seen much fighting since then. While there has been a lightning Ukrainian offensive this month that pushed back Russian troops around the northeastern city of Kharkiv, Chernihiv has remained relatively quiet.

At the mayor’s office, there is still plywood covering some of the broken windows.

“I have bigger problems,” said the mayor, Vladyslav Atroshenko. “I can’t have children freezing in their apartments.”

His priority is to repair critical infrastructure to ensure the city is ready to turn on the heat when winter arrives, no small feat given the extent of the damage and how expensive energy has become.

Mykolaiv, a city in the south, has been shelled mercilessly by Russian forces. Vitaliy Kim, a top local official, said he has 50,000 square meters of windows to fix — that’s almost 10 football fields of glass.

“Even the windows in my own house are blown out,” he said.

Nationwide, the figures are staggering. Some 140,000 residential buildings have been destroyed; 44 million square meters of housing have been damaged; and millions of Ukrainians are living in homes “ill-suited to provide sufficient protection from harsh winter conditions,” according to the United Nations.

Considering that the front line zigzags for more than 1,000 miles and that Russia has hammered hundreds of places with artillery, it’s not hard to see how Oppermann came to an estimate of “millions” of broken windows. But no one really knows.

Zhyla went around his blown-out nine-story building in Chernihiv, counting the broken windows. He found 496. And that’s just one building.

He is worried that if the windows are not fixed by wintertime, the pipes in his building could turn to ice and burst, and then it will be really hard to live there.

“A simple $100 window can prevent an entire family from freezing this winter,” said Michael Capponi, the founder of Global Empowerment Mission, an aid group that has installed thousands of windows in Ukraine.

Viktoriia Markova, whose home in Chernihiv was smashed to smithereens by an artillery shell, was recently given a small shelter in her backyard for her, her husband and teenage son. It is the size of an ordinary bedroom, and its walls are made of the same material as a porta-potty.

It’s dark and stuffy inside and smells like plastic. And it doesn’t have any real windows.

“It’s not great,” Markova conceded. “But there’s just one thing on everyone’s mind. Victory. We’re all just waiting for victory.”

Winter in Ukraine, she said, is “intense.” It’s also long, nearly half the year, with wintry weather stretching from mid-October to mid-March, and temperatures can plummet to 10 below zero. “I can’t have children freezing in their apartments.” His priority is to repair critical infrastructure to ensure the city is ready to turn on the heat when winter arrives, no small feat given the extent of the damage and how expensive energy has become.

One big problem for Ukraine is clear: Glass

President Vladimir Putin of Russia, in a speech Wednesday that was a reminder of how easily the war in Ukraine could spread, doubled down on his nuclear threat, accused the West of seeking to “destroy” his country, and suggested that Ukrainians are mere pawns of the “military machine of the collective West.”

In a videotaped address to the nation, he effectively conceded that the war he started Feb. 24 has not gone as he wished. By calling up roughly 300,000 reservists to fight on what he called a 620-mile front, and abandoning the original objective of demilitarizing and “de-Nazifying” all of Ukraine, he acknowledged something he had consistently denied: the reality and growing resistance of a unified Ukrainian nation.

But Putin cornered is Putin at his most dangerous. That was one of the core lessons of his hardscrabble youth that he took from the furious reaction of a rat he cornered on a stairwell in what was then Leningrad.

His speech at once inverted a war of aggression against a neighbor into one of defense of the “motherland,” a theme that resonates with Russians, and warned the West in unmistakable terms — “this is not a bluff” — that the attempt to weaken or defeat Russia could provoke nuclear cataclysm.

“Russia won its defensive wars against Napoleon and Hitler, and the most important thing Putin did here from a psychological perspective was to claim this, too, is a defensive war,” said Michel Eltchaninoff, the French author of “Inside the Mind of Vladimir Putin.” “It was an aggressive war. Now it’s the defense of the Russian world against the Western attempt at dismemberment.”

That “Russkiy Mir,” or imagined world imbued with some inalienable Russian essence, grew in size as Putin suggested in the speech that the country’s nuclear arsenal could be used to defend eastern and southern areas of Ukraine captured since the war began.

Putin said Russia would support imminent referendums on the future of four regions in Ukraine. This method, described this week by President Emmanuel Macron of France as “simulacra” of referendums, was used in Crimea in 2014 to justify Russian annexation.

It seems likely that the referendums in Donetsk and Luhansk in the east, and Kherson and Zaporizhzhia in the south — which the United States and Western allies have denounced as “sham” votes — would also lead to Russian annexation. At that point, a Ukrainian attack next month on the city of Kherson in the south, captured by Russia at the start of the war, could, in Russia’s view, be viewed as an attack on Russian soil, justifying a nuclear riposte.

A Ukrainian counteroffensive is underway in the Kherson region, and senior Ukrainian officials have vowed to recapture the city.

“If the territorial integrity of our country is threatened, we will of course use all means at our disposal to defend Russia and our people,” Putin said.

His speech, which may of course be a bluff despite his denial, nevertheless placed before the West a dilemma that has been inherent in its policy from the start of the war: How far can intense military and logistical support of Ukraine — effectively everything short of NATO troops on the ground — go without setting off nuclear confrontation?

It was also an attempt to divide the West before a winter that promises to be hard, with inflation and energy costs rising. While the Biden administration has little apparent interest in diplomacy at this stage, France, Germany and Italy still seek the “dialogue” with Russia that Macron mentioned in his speech Tuesday to the United Nations, a dialogue judged necessary, he said, because “we seek peace.”

Germany says ready to take Russians fleeing to evade conscription for partial mobilisation

President Vladimir Putin said on Wednesday that Russia will use all available means to protect its territory as he has ordered the nation's first partial mobilisation since World War II. Putin said that the additional manpower was needed to win a war against not only Ukraine but also its Western backers.

In a televised address, Russian defence minister Sergei Shoigu said that Russia will draft 300,000 reservists to support its military campaign in neighbouring Ukraine. Notably, this is a partial call-up as Russia's defence minister says that the nation has a reserve force of 25 million.

Putin's move has been labelled as an "act of desperation" by the West. On the sidelines of the UN General Assembly, German Chancellor Olaf Scholz insisted Russia "cannot win this criminal war" in Ukraine and that Putin "with his most recent decision makes everything much worse".

Since the announcement, there have been several reports on how it has impacted the common people in Russia.

Flights out of Russia sell out

One-way flights out of the country were surging in price and selling out fast. Google Trends data showed an increase in the demand for direct flights from Moscow. There was a spike in searches for Aviasales, which is Russia's most popular flight-booking site.

Aviasales data also showed that the direct flights from Moscow to Istanbul in Turkey and Yerevan in Armenia were sold out on Wednesday. Notably, both destinations allow Russians to enter without a visa.

No tickets being sold to Russian men aged 18-65

In the latest development, media reports stated that the Russian airlines had stopped selling tickets to Russian men between the age of 18 to 65, those who are potential to be drafted into the reservists' list.

Ukraine war: US says Russian military company Wagner trying to recruit over 1,500 felons

Russian army is using mobile recruiting trucks to attract volunteers who'll become contract soldiers in the country's war effort in Ukraine. An incentive of USD 3000 a month is also being offered to these volunteers.

A special unit stationed one such truck in a central park in the southern Russian city of Rostov on Saturday and removed the sides to reveal a mobile office.

Soldiers in camouflage and black masks showed their guns to interested passersby and handed out colour brochures titled "Military service on a contract - the choice of a real man."

Neither Russia nor Ukraine have disclosed their losses in the ongoing military conflict. Experts believe that number of of soldiers killed on both sides is at tens of thousands.

Kremlin said last week that there wasn't any discussion of nationwide mobilisation to help forces in Ukraine.

However, these mobile trucks for recruitment are being perceived to be a sign of need for more soldiers.

Reuters said that officer in charge of Rostov truck said Russians and even foreigners between the ages 18 and 60 with at least high school education were eligible to join.

"Patriotically-minded citizens are choosing to sign contracts for three or six months to take part in the special military operation," major Sergei Ardashev said, promising training for everyone.

The minimum monthly wage on offer is 160,000 roubles ($2,700), which is almost three times the national average.

One potential recruit was musician Viktor Yakunin, who said he had always been attracted by the idea of military service and was now collecting necessary documents.

"I would love to serve in the airborne troops," he said. "My parents brought me up since childhood to love my homeland, to protect the Russian world. I believe the power is with us."

Soldiers in camouflage and black masks showed their guns to interested passersby and handed out colour brochures titled "Military service on a contract - the choice of a real man." Neither Russia nor Ukraine have disclosed their losses in the ongoing military conflict.
