Pakistan, Afghanistan to hold talks about cross-border terrorism, ‘shared security concerns’

Tehreek-i-Taliban Pakistan (TTP) terrorist Muhammad Tariq Rafiq, believed to be responsible for the planning and execution of attacks against the Chinese installations in Pakistan and Afghanistan, has been killed, local media reports stated.

It is being reported that Rafiq, also known as Button Kharab, was killed near Paich Dara, Kunar Province, Afghanistan.

Details surrounding how he was taken down or who was responsible for his killing are still unclear.

“He has gone out of communication since yesterday,” a senior Tehrik-e-Taliban Commander (TTP) told The Khorasan Diary, a news website run by independent journalists, on Tuesday.

“We can only confirm his death if we see the body,” another TTP commander considered a close aide of Tariq was quoted as saying.

The same information was later confirmed by a Pakistani official, but he did not give further details, The Khorasan Diary reported.

The outlet confirmed the death stating that it has access to a video of Tariq Button Kharab with gunshot wounds.

<h2>Targeted Chinese workers&nbsp;</h2>

Tariq, who is a member of TTP in Pakistan’s Swat Valley, is the main brains behind the suicide bombing that killed nine&nbsp;Chinese workers in northern Pakistan on July 14, 2021.

These Chinese workers were headed for a hydropower project in Dasu Dam, Kohistan.

As per police, four members of the Frontier Constabulary, a paramilitary police assistance force, and two Pakistani security guards are among the dead.

Talking to AFP, district police chief Asif Bahadur said, "They were armed with light and heavy weapons and fired mortar shells, killing six security personnel at the main entrance."

While no group has claimed responsibility for the attack, the local chapter of the Taliban — which happens to be the most active militant group in the region, is believed to be responsible.&nbsp;

The attackers, as per district police chief Asif Bahadur, are believed to have originated from the nearby North Waziristan district, which has a history of militancy and borders Afghanistan.&nbsp;

The attack comes amidst a rise in militancy in Pakistan following the Taliban's return to power in the neighbouring country.&nbsp;

China is reportedly mediating between Pakistan and Afghanistan’s Taliban regime to tackle the outlawed Tehreek-e-Taliban Pakistan (TTP) terrorist group, Express Tribune newspaper reported citing official sources.

The TTP, or Pakistani Taliban, is an armed terrorist group and is considered a close ally of the Afghan Taliban. They seek the ouster of the civilian government and impose stricter Islamic laws like in the present-day Afghanistan.

According to news reports, China has asked Pakistan and the Taliban regime to come up with a “workable solution” and make sure that the TTP is brought back to the discussion table again.

China is reported to have voiced its opinion during a recent trilateral meeting between foreign ministers of the three countries in Islamabad to discuss the current situation in Afghanistan.

During that meeting, Beijing asked the Afghan Taliban to neutralise the threat posed by the East Turkestan Islamic Movement (ETIM)— an extremist group of native Uyghurs, a Muslim minority in China, whose objective is to form a sovereign nation of East Turkestan, carved out from China’s Xinjiang province.

The Express Tribune report quoting an unnamed senior official stated that Pakistan had requested China to intervene in the matter and leverage its economic power over Afghan Taliban to tackle the issue of TPP.

Reports further stated that China was keen that both sides do not lose sight of the bigger picture while addressing the issue of TTP.

“Essentially, China doesn’t want the TTP issue to undermine bilateral ties, something that would be detrimental to regional connectivity,” the report said quoting sources.

Last week at a press conference, Chinese Foreign Minister Qin Gang hoped "Pakistan and Afghanistan will bear in mind the larger picture and try to work out the issues between them through dialogue and consultation."

TTP was officially set up by Pakistani militants in 2007 when different outlawed groups agreed to work together against Pakistan and support the Afghan Taliban, who were fighting US and NATO forces.

The TTP seeks stricter enforcement of Islamic laws, the release of its members in government custody, and a reduction in Pakistani military presence in parts of Khyber Pakhtunkhwa, the province bordering Afghanistan that it has long used as a base.

Since November last year, the TTP has increased attacks on Pakistani soldiers and police, when it unilaterally ended a cease-fire with the government after the failure of months of talks, hosted by Afghanistan's Taliban rulers in Kabul.

TTP's operations have largely been aimed at targeting Pakistani forces, similar to the Afghan Taliban's agenda of ousting foreign forces from the country.

China plays peacemaker in Pakistan's war with Pakistani Taliban terror group: Report

The consultation on "Afghan peace and reconciliation: Pakistan's interests and policy options" was organised on Thursday by Pak Institute for Peace Studies (PIPS).

Experts here warned that the banned terrorist organisation Tehrik-i-Taliban Pakistan (TTP) is forging nexus with Baloch separatists and local militant groups based in Khyber Pakhtunkhwa and Balochistan, a development which will likely exacerbate the already precarious security situation in the country, Dawn reported.

The representatives of political parties and civil society, academics, and journalists, among others, participated in the discussion.

Unlike in the past, this is for the first time that the TTP has started carrying out terrorist attacks in the Pashtoon areas of Balochistan, which is very disturbing, Dawn wrote quoting experts.

There is no clarity about Pakistan's policy for Afghanistan and the ruling coalition in the centre is also unclear how to deal with the TTP since talks with the proscribed group failed last year, the experts added, Dawn reported.

The speakers said that the TTP and other local militant groups were filling the space left by mainstream and nationalist political parties in KP as they were no longer only jihadi-religious groups. They said these militant groups now promoted political and nationalist thoughts to achieve their vested interests., Dawn reported.

The Islamite militants, including TTP, and separatists have increased their attacks in Balochistan since the Taliban took over Kabul in August 2021, said a Quetta-based journalist who writes for international media. 
He said the group for the first time has started carrying out attacks in the Pashtoon areas of the province.

President International Research Council for Religious Affairs Mohammad Israr Madani said they would have to enhance people-to-people contacts and trade to decrease the hostility of Afghans towards Pakistan. 
Madani said Pakistan should hold talks with Afghanistan continuously on different issues and these should not be limited to a single sitting. He also said Pakistan should make its border management policy people-friendly to facilitate the Afghan people.&nbsp;

As per a report by The Express Tribune citing an anonymous senior Pakistan counter-terrorism officer, the Afghan Taliban actively participated in the said attacks.

"Our details show that in every 'tashkil' (movement) if 10 TTP members were dispatched, five or four would be Afghan citizens," said the officer.

He further revealed that over the past three months, 51 Afghan militants have been killed in targeted intelligence-based operations carried out by Pakistan's military, police and the Counter-Terrorism Department.

"Even in the attack on the police station in Karachi, two of the terrorists involved were Afghan citizens," he disclosed, adding that the regime in Afghanistan has been asked to help ensure "peace and stability" in the country.&nbsp;

"We have informed and warned the Kabul regime about the recent surge in militancy across Pakistan and the participation of Afghan Taliban in these activities. We have demanded that they play their role in ensuring peace and stability in our country," he said.

The Express Tribune's source further said that there were reports of more movement by Afghan Taliban in the upcoming spring season.

The report further quoted a senior journalist from North Waziristan, speaking on the condition of anonymity, confirming that many attackers could be traced back to Afghanistan.

"Three of the last 10 suicide attacks in North Waziristan were traced back to Afghanistan," he said, adding that this "shows that the bonds (between TTP and Afghan Taliban) are still at place and TTP is enjoying backing from Kabul."

The merger of Taliban groups has strengthened the TTP in Pakistan. With the Taliban back in power in Afghanistan, the TTP has reportedly regained its footprint in Pakistan's erstwhile tribal regions.

According to a former Afghan security analyst Fawad Lamay, the TTP and the Afghan Taliban are two sides of the same coin. He said that "with the Taliban back in power in Afghanistan, the TTP leadership now freely moves from one side to another, from border areas to main lands. It conducts meetings and more specifically has received intelligence from the Emirate-e-Islami (Afghan Taliban)."

"It would be a lie to believe that the Emirate-e-Islami have broken off ties with other Jihadi group," he added.

Recent reports indicate that the Balochistan Liberation Army has verbally agreed to an alliance with the TTP. A group of TTP from the Bannu Domail area and Abu Zar Fidae from the Peshawar adjacent Bara Tehsil of Khyber tribal district have reportedly also announced their alliance.&nbsp;

Hours after owning up the Peshawar mosque blast, Pakistani Taliban, also known as Tehreek-e-Taliban Pakistan (TTP), distanced itself from the attack.&nbsp;

Earlier, a&nbsp;commander for TTP,&nbsp;Sarbakaf Mohmand,&nbsp;took responsibility for the bombing, claiming it was revenge for his brother killed in Afghanistan last year.&nbsp;

But hours later, TTP spokesperson Mohammad Khurasani distanced the group from the attack, saying that it was not its policy to target mosques, seminaries and religious places. The spokesperson, however, did not address the previous claim of responsibility.&nbsp;

“Tehreek-e-Taliban has nothing to do with this attack,” a TTP statement said.&nbsp;

Though it is unclear as to who carried out the attack, Pakistan-based Dawn newspaper, quoting sources, reported that officials believe that a local faction of an outlawed group might have been responsible for one of the deadliest attacks.&nbsp;

Mohammad Asim, a hospital official, as per a Reuters report, said that while 93 people have perished, 221 are wounded, of which&nbsp;57 are currently in critical condition, undergoing treatment.

The attack occurred in one of the most fortified areas of northwestern Peshawar city, an area that houses offices&nbsp;and residences of police and counter-terrorism departments. It is still under investigation how the terrorist entered the sensitive area where entry is restricted and one must cross at least two check posts to enter.

As per an IANS report, police said that the bomber had placed himself in the front row of the prayer ceremony. Among those killed is Imam Sahibzada Noor ul Amin.

Many people were trapped under the debris, and a rescue operation during the night pulled out nine bodies. The "powerful explosion" caused damage to the mosque building, bringing down its roof and one wall.&nbsp;

AFP quotes Bilal Ahmad Faizi, a spokesperson for the rescue organisation 1122, as saying that on Tuesday the last part of the collapsed roof will be removed.&nbsp;

"This morning we are going to remove the last part of the collapsed roof so we can recover more bodies, but we are not hopeful of reaching any survivors," he said.

At least 20 slain police officers have been laid to rest with honour after a prayer ceremony, their coffins draped in the Pakistani flag.

Capital City Police Officer (CCPO) Peshawar Muhammad Ijaz Khan told Dawn newspaper that a number of security personnel are still stuck under the rubble and rescuers are trying to save them.

He said that between 300 to 400 police officials were present in the area at the time of the blast. "It is apparent that a security lapse occurred," he told the media.

He also said that a comprehensive strategy will be adopted to counter the deteriorating law and order situation in restive Khyber Pakhtunkhwa and the federal government will help provinces in increasing their anti-terrorism capacity.

Before initiating the talks,&nbsp;the group would have to surrender before the law and put aside arms and ammunition, he said, reported Pakistan Today. Pakistan must approach the situation in a way that keeps the TTP at its "lowest level," thereby preventing terrorist attacks in the future, he added.

“You will see the decisions that were made in regards to this being implemented in the coming days,” the minister said.

His comments came after the NSC reiterated its intention to destroy terrorist organisations operating within the nation.

Pakistan has lately been witnessing a series of deadly attacks carried out by TTP, after the group formally broke the ceasefire pact with Islamabad in November 2022, Geo News reported. The attacks were believed to be planned by Afghanistan-based TTP leaders.
