Beijing has set quotas for the mass transfer of rural labourers within Tibet and to other parts of China, according to over a hundred state media reports, policy documents from government bureaus in Tibet and procurement requests released between 2016-2020 and reviewed by Reuters.&nbsp;

The quota effort marks a rapid expansion of an initiative designed to provide loyal workers for Chinese industry.

A notice posted to the website of Tibet's regional government website last month said over half a million people were trained as part of the project in the first seven months of 2020 - around 15% of the region's population.&nbsp;

Of this total, almost 50,000 have been transferred into jobs within Tibet, and several thousand have been sent to other parts of China. Many end up in low paid work, including textile manufacturing, construction and agriculture.

"This is now, in my opinion, the strongest, most clear and targeted attack on traditional Tibetan livelihoods that we have seen almost since the Cultural Revolution" of 1966 to 1976, said Adrian Zenz, an independent Tibet and Xinjiang researcher, who compiled the core findings about the program. These are detailed in a report released this week by the Jamestown Foundation, a Washington, DC-based institute that focuses on policy issues of strategic importance to the US "It's a coercive lifestyle change from nomadism and farming to wage labour."

Reuters corroborated Zenz's findings and found additional policy documents, company reports, procurement filings and state media reports that describe the program.

In a statement to Reuters, China's Ministry of Foreign Affairs strongly denied the involvement of forced labour, and said China is a country with rule of law and that workers are voluntary and properly compensated.

Moving surplus rural labour into industry is a key part of China's drive to boost the economy and reduce poverty.&nbsp;

But in areas like Xinjiang and Tibet, with large ethnic populations and a history of unrest, rights groups say the programs include an outsized emphasis on ideological training. And the government quotas and military-style management, they say, suggest the transfers have coercive elements.

The Tibetan program is expanding as international pressure is growing over similar projects in Xinjiang, some of which have been linked to mass detention centres. A United Nations report has estimated that around one million people in Xinjiang, mostly ethnic Uighurs, were detained in camps and subjected to ideological education. China initially denied the existence of the camps, but has since said they are vocational and education centres, and that all the people have "graduated."

Reuters was unable to ascertain the conditions of the transferred Tibetan workers. Foreign journalists are not permitted to enter the region, and other foreign citizens are only permitted on government-approved tours.

In recent years, Xinjiang and Tibet have been the target of harsh policies in pursuit of what Chinese authorities call "stability maintenance." These policies are broadly aimed at quelling dissent, unrest or separatism and include restricting the travel of ethnic citizens to other parts of China and abroad, and tightening control over religious activities.

In August, President Xi Jinping said China will again step up efforts against separatism in Tibet, where ethnic Tibetans make up around 90% of the population, according to census data. Critics, spearheaded by Tibetan spiritual leader the Dalai Lama, accuse the Chinese authorities of carrying out "cultural genocide" in the region.&nbsp;

The 85-year-old Nobel Laureate has been based in Dharamsala, India, since he fled China in 1959 following a failed uprising against Chinese authorities.

Eliminate 'lazy people'

While there has been some evidence of military-style training and labour transfers in Tibet in the past, this new, enlarged program represents the first on a mass scale and the first to openly set quotas for transfers outside the region.

A key element, described in multiple regional policy documents, involves sending officials into villages and townships to gather data on rural labourers and conduct education activities, aimed at building loyalty.

State media described one such operation in villages near the Tibetan capital, Lhasa. Officials carried out over a thousand anti-separatism education sessions, according to the state media report, "allowing the people of all ethnic groups to feel the care and concern of the Party Central Committee," referring to China's ruling Communist Party.

The model is similar to Xinjiang, and researchers say a key link between the two is the former Tibet Communist Party Secretary Chen Quanguo, who took over the same post in Xinjiang in 2016 and spearheaded the development of Xinjiang's camp system. The Xinjiang government, where Chen remains Party boss, did not respond to a request for comment.

Around 70% of Tibet's population is classified as rural, according to 2018 figures from China's National Bureau of Statistics. This includes a large proportion of subsistence farmers, posing a challenge for China's poverty alleviation program, which measures its success on levels of basic income. China has pledged to eradicate rural poverty in the country by the end of 2020.

As in Xinjiang, private intermediaries, such as agents and companies, that organize transfers can receive subsidies set at $74 for each labourer moved out of the region and $44 for those placed within Tibet, according to regional and prefecture level notices.

Officials have previously said that labour transfer programs in other parts of China are voluntary, and many of the Tibetan government documents also mention mechanisms to ensure labourers' rights, but they don't provide details. Advocates, rights groups and researchers say it's unlikely labourers are able to decline work placements, though they acknowledge that some may be voluntary.

The liberation of Tibet 2020 has claimed its first martyr, a 51-year-old Company Leader, Nyima Tenzin, of the Special Frontier Force (SFF). Founded in 1962, the SSF is a special commando group of Tibetans in exile, integrated with, and working alongside the Indian Army.&nbsp;

Tenzin, a father of three, died, some reports say, after stepping on a Chinese landmine planted under the snow, not now, but back in 1962. Other reports state he was shot in the neck by the Chinese. His funeral, with full military honours, will take place today on September 7. His body was draped in both the Indian flag and the flag of free Tibet.

This death, and the outflanking of the entire LAC issue it symbolises, is the new strategic landscape in Ladakh.&nbsp;

India has revamped its military posture. The Rubicon has been crossed politically. By going up well behind the LAC, over 4 km deep, capturing the territory and features in between, India has turned the tables. The Chinese now have to contend with a proactive India that has abandoned its defensive game.&nbsp;

India now controls as many as 39 of the high points along with the Pangong Tso. These give India oversight and military advantages all along the Pangong Tso, from South to North. There is a line of vision in other strategic directions as well. &nbsp;

These heights, connected valleys, roads, and passes, have not been captured in a token sense, but for the purposes of exerting pressure on the ongoing negotiations. They are designed to affect military domination of the theatre of confrontation and are to be seen as a signature to a new policy.&nbsp;

The initial capture of the heights began on August 29-30, after a Chinese attempt to unilaterally alter the status quo on the South Bank of the Pangong Tso. It was reinforced with heavily armoured vehicles, tanks and missiles, some of it in place within hours.&nbsp;

These took up position in the valley overlooking both Pangong Tso and Chushul.&nbsp;

This rapid deployment has taken away the initiative from the PLA and the Chinese leadership in the CCP back in Beijing. Four months after the latest Chinese intrusions began in May, the ground situation has been radically altered.&nbsp;

All Chinese positions after the intrusions, and even in the massed areas behind the front lines have been rendered vulnerable. In fact, the recapture of territory lost in 1962 has begun.&nbsp;

India is no longer acting for a restoration of the status quo as it was in April 2020. There will be no Indian pullback, no giving back of captured territory. The changed scenario has put the focus on the reclamation of over 1,000 sq.km in Ladakh encroached upon since the late 1950s.&nbsp;

By using the SSF as the spearhead, India is gaining from its legendary ferocity, prowess, its considerable knowledge of the terrain, and ability to fight at elevated heights in extreme conditions.&nbsp;

Underlining the new thrust which has cut through the stalled talks, is a bid to free Tibet and undo a historical wrong from the 1950s.&nbsp; 
India has always had a peaceful Indo-Tibetan border for centuries. And the disruption, destruction, murder and humiliation wrought by Chairman Mao’s China will have to be obliterated if India is to see peace along its northern borders once more.

India has begun a process that apparently has the full diplomatic backing of the United States. This, given the bellicose stand taken by President Xi Jinping with multiple countries simultaneously, in the region, and the world. Both The NATO allies and the EU are now clear they will have to resist Chinese imperialism.&nbsp;

Meanwhile, President Xi Jinping has unleashed a new wave of repression in Tibet as China fears a groundswell of rebellion.&nbsp; 
India will have to free the occupied territories in Siachen, Akshai Chin and Ladakh first. And this is the face of hysterical threats from the Chinese.&nbsp;

But India’s priorities have changed beyond going back and forth on an undefined LAC. China is fond of citing obscure historical and cultural precedents, even as it refuses to honour treaties or recognise any of the older or colonial-era protocols.&nbsp;

India has now moved on. It has decided not to engage with ever-changing Chinese maps of the LAC region, all 4,000 km or so of it.&nbsp;

The Chinese, on their part, think the LAC is only 2,500 km. long, because they claim Arunachal Pradesh as theirs, calling it South Tibet.&nbsp;

China has also advanced unsustainable claims in Uttarakhand, Himachal Pradesh, and the Sikkim/Bhutan areas. These have become ever more aggressive over the years and made a mockery of negotiations at all levels of interaction. In addition, China is playing a predatory role in PoK, Gilgit-Baltistan directly, and via Pakistan as well.&nbsp;

India has no choice but to outflank existing Chinese strategies and tactics. To place China on the mat the best course is to put Tibet, captured by Red China as recently as the 1950s, back into contention.&nbsp;

This will no doubt see India foraying across the LAC regularly, and at various points along with it, to create military advantages and pursue the broader objective. Every excursion will hopefully result in a gain of territory that will not be returned to China.

All this cannot happen without a fight or perhaps many skirmishes to come. But China is already aware, judging by its agitation at its Defence Minister level, that it is a battle ignited out on the fringes of its empire that it will find hard to sustain and win. The hostile Tibetans, armed and trained by India and its allies, will do everything to help themselves.&nbsp;

It could turn into a debacle for China going forward, no less humiliating than the defeat of the USSR in Afghanistan. Certainly, the dragon is not likely to see a day’s rest from now onwards.

This is China's highest-level meeting on Tibet. The Chinese president had two clear goals for the attendees. Number one, make the communist party the only religion in Tibet. Number two, crush any dissent. Xi Jinping delivered a speech. He wanted senior leaders to implement a series of steps to meet the two goals. Xi Jinping's three-step plan to takeover Tibet: Step number one: promote the sinicisation of Tibetan Buddhism. Buddhism with Chinese characteristics is what Xi Jinping wants. After Christians and Muslims, he wants to kill the religious freedom of the Buddhists. Step number two: Xi Jinping wants officials to strengthen political and ideological education in Tibetan schools. This means re-education. He said that officials need to "plant the seeds of loving china in the depths of hearts of every youth". Does this sound familiar? Ask the Uighurs. China plans to implement the Xinjiang playbook in Tibet. Replace religious texts with the communist party rulebook and --- influence young minds. So that they follow the diktats of the communist party. Step number three: Xi Jinping wants his officials to build an impregnable fortress around Tibet. The Chinese president was quite specific about this. He wants officials to strengthen border defence and frontier security of Tibet which means strengthen security to crush the dissent that is brewing in Tibet. Xi Jinping added that it is necessary to educate Tibetans to strengthen the "struggle against separatism". Xi Jinping is worried about the dissent that is brewing in Tibet. × In the garb of building a "new socialist modern tibet" --- the Chinese president wants to make sure that the calls for independence are crushed because --- a united voice for freedom will be a serious challenge for Beijing to tackle. Consider this statement from Xi Jinping: "We must adhere to the strategic thinking that governing the country must govern the borders and stabilize tibet before governing. It is necessary to maintain the unity of the motherland and strengthen national unity as Tibet's work." In Xi Jinping's eyes, Tibet needs to be stabilized. So --- he has ordered senior officials to sinicize Buddhism, re-educate students and fight those who call for separatism. Why is China worried about the stability of Tibet? The reason --- is Dalai Lama. China wants to install its own choice as the next Dalai Lama. But --- it faces opposition from young Tibetans. They say --- Beijing has no right to choose the next Dalai Lama. There is no clear successor. Given the Dalai lama's age and health --- Beijing perhaps anticipates an upheaval in the future. Beijing wants to impose its will on the Tibetans. So it is deploying the same tactics --- used against the Muslims in Xinjiang. China has turned to cultural genocide to seize control of Tibet.

He said he was restricting visas to Chinese officials determined to be "substantially involved" in the exclusion of foreigners from Tibetan areas.

He did not name the officials and the State Department did not immediately comment on how many people would be affected.

The United States has increasingly been issuing such visa sanctions, including over China's recent clampdown on rights in Hong Kong and its ongoing incarceration of some one million Uighurs and other Turkic Muslims.

The Tibet action comes after a 2018 law passed by Congress that aims to pressure China over its tight restrictions in the region.

Beijing has largely barred foreign journalists from visiting Tibet since 2008, when the region saw a wave of self-immolations as protests to conditions and has not responded to US requests to set up a consulate in Lhasa.

This sanctuary is said to be a lost world of bio-diversity waiting to be discovered. It houses a wide diversity of terrestrial ecosystems, and it his home to isolated nomadic tribes.

Beijing says this sanctuary is on Chinese land. This the first public instance of China making border claims in eastern Bhutan. It happened at a virtual meeting of the Global Environment Facility (GEF).

A proposal to develop the sanctuary was made at this meeting. China called the area 'disputed' and opposed the request. China stated the reason behind this that "the Sakteng wildlife sanctuary is located in the China-Bhutan disputed areas which is on the agenda of China-Bhutan boundary talk" and&nbsp;"China opposes and does not join the council decision on this project."

A 'disputed area'

However, this area was never featured as a disputed area&nbsp;in the many boundary talks between China and Bhutan. Chinese maps as old as 1962 show this sanctuary and surrounding areas as lying with Bhutan.

China is using the same overused two-word answer to justify its claim --&nbsp;historical precedent.

This sanctuary was once a part of Tibet. A 1715 agreement between the Tibetan local government and Bhutan affirmed Tibet's sovereignty over it. However, Bhutanese herders were still allowed to use and develop these grasslands.

So in 1949, it officially became a part of Bhutan and has since lawfully belonged to Bhutan. Since 1984, Bhutan and China have held 24 comprehensive boundary talks and signed several resolutions and not once was the Sakteng sanctuary brought up during these talks or disputed by China.

Chinese foreign ministry's statements have been stating that this issue is set to complicate further in the coming days.

"The boundary between China and Bhutan has never been delimited," the Chinese foreign ministry said.

In simpler words, it means that China and Bhutan don't have a defined border and there are no fixed boundaries. Hence, the Sakteng wildlife sanctuary, as the Chinese call it, is now a disputed land.

This sounds familiar because&nbsp;China used the same reasons to provoke India in Ladakh. It said that the Line of Actual Control (LAC) had never been defined and has used this logic to increase its military presence in disputed areas.&nbsp;

Now it clearly wishes to do the same in Bhutan. Thimphu has&nbsp;issued a demarche to the Chinese embassy in New Delhi. Bhutan has categorically stated that the sanctuary is an "integral and sovereign territory of Bhutan".

In 2019, no such invitation was extended. In 2016, then President Pranab Mukherjee felicitated the Dalai Lama. In 2018, Delhi denied permission for "thank you India"&nbsp;events-- these were to mark 60 years of the Dalai Lama's arrival in India.

Delhi did not allow them, top government officials were told to distance themselves from the occasion.

The reason given was this that it was a very sensitive time for India's relations with China.

It was just after the Doklam standoff and the Wuhan summit with ties with the Dragon on the mend which were&nbsp;strained two years later in the wake of the Galwan Valley clash.&nbsp;

Now in probably the most sensitive time for India-China relations and what better way to send China a message than through engagements with the Dalai Lama.

Some in India want this message to be stronger. Like giving the Dalai Lama India's highest civilian award, the Bharat Ratna, while others suggest he should feature on the Chinese embassy's address and others say Delhi's&nbsp;Shanti Path should be renamed Dalai Lama Marg.

The government has not ventured beyond Birthday greetings. The message has reached both Dharamsala and Bejing.

Despite tense India-China relations, New Delhi warms up to Dalai Lama on his 85th birthday

The US has thanked India for hosting the Dalai Lama since 1959 as the world commemorated the 85th birthday of the Tibetan spiritual leader.

The Dalai Lama has been living in India ever since he fled Tibet in 1959 following a Chinese invasion on Tibet. The Tibetan government-in-exile operates from Dharamsala in Himachal Pradesh. Over 1,60,000 Tibetans live in India.

"Happy 85th birthday to His Holiness @DalaiLama, who has inspired the world through his peace &amp; kindness, and as a symbol of the struggle for Tibetans and their heritage. We thank India for hosting His Holiness and Tibetans in freedom since 1959 &amp; wish His Holiness happiness," the US State Department's South and Central Asian Affairs (SCA) bureau tweeted on Monday.

Speaker of the US House of Representatives Nancy Pelosi also conveyed her greetings to the Tibetan spiritual leader on his birthday.

"The Dalai Lama is a messenger of hope, whose spiritual guidance has been a vital force to advance warm-heartedness and compassion, promote religious harmony, secure human rights and preserve the language and culture of the Tibetan people," she said.

Sadly, the aspirations of His Holiness and the Tibetan people remain unfulfilled as the oppressive Chinese regime continues its disgraceful campaign of persecution, Ms Pelosi said.

She noted that the US Congress on a bipartisan basis has long spoken with one voice in defence of those persecuted by Beijing and will continue to do so.

In January, House Democrats defended the rights of Tibetans to practice their faith, speak their language and celebrate their culture free from Beijing's repressive grip by passing the Tibet Policy and Support Act, which makes clear the US position that interference by Beijing in the process of recognising a successor or reincarnation of the 14th Dalai Lama would represent a clear violation of the religious freedoms of the Tibetan people.

"The Senate must pass this bipartisan legislation and support the bond of friendship that has existed between the United States, the Dalai Lama and the Tibetan people for decades," Ms Pelosi said.

In honour of this special day and of the dreams of the Tibetan people, America remains committed to opposing the acceleration of Beijing's aggression toward the people of Tibet, as well as its brutal campaign against the Uyghur people, its suppression of free speech and assault on the 'one country, two systems' doctrine in Hong Kong, and its violent efforts to undermine religious freedom and human rights throughout China, she said.

"May this next year bring His Holiness The Dalai Lama, the people of Tibet and all those working to advance freedom in China and around the world a future of peace, security and prosperity for all," Ms Pelosi said.

Congressman Andy Levin in a tweet wished the Dalai Lama a joyous birthday. "May we all follow the example set by His Holiness in the coming year and work towards a more peaceful world," he said.

According to the Anglo-Tibetan Declaration "The governments of Great Britain and China recognizing that Tibet is under the suzerainty of China, and recognizing also the autonomy of outer Tibet, engage to respect the territorial integrity of the country, and to abstain from interference in the administration of outer Tibet (including the selection and installation of the Dalai Lama), which shall remain in the hands of the Tibetan government at Lhasa. The Government of China engages not to convert Tibet into a Chinese province. The Government of Great Britain engages not to annex Tibet or any portion of it,".

'not in the interest of China or peace’.

The point was hammered in —- in the year 2003. India's former Prime Minister — late Atal Bihari Vajpayee was visiting China. He signed a joint declaration along with Chinese premier Wen Jiabao.

''The Indian side recognizes that the Tibet autonomous region is part of the territory of the people's republic of china and reiterates that it does not allow Tibetans to engage in anti-china political activities in India. The Chinese side expresses its appreciation for the Indian position and reiterates that it is firmly opposed to any attempt and action aimed at splitting China and bringing about "Independence of Tibet”.

While the two leaders agreed on the fate of a third nation. They could not reach common ground on the issue of the common border.

The two sides exchanged views on the India-China boundary question and expounded their respective positions. They reiterated their readiness to seek a fair, reasonable and mutually acceptable solution through consultations on an equal footing. 17 years on, there is no equal footing. Tibet, meanwhile, is facing the blows of historical wrongdoings.

China violated the Mc-Mahon line and India-China border region has become a hotbed of conflict.

The LAC is still neither defined, nor demarcated. Beijing continues to make use of every opportunity to grab land. 
 
The Galwan skirmish is one such example. In Tibet, 1.2 million people have died since the Chinese occupation. If there is one lesson we can draw from the situation. When it comes to conflicts — the past is never dead.

On June 2, Global Times reported that the People’s Liberation Army had conducted night time high-altitude drills in Tibet.

It said: “China and India share borders at the high altitude area, and incidents have recently occurred between the two countries' troops."

China has recruited a squad of mixed martial arts fighters into its army. One report claims that China had reinforced its troops near the Indian border, and this squad was part of this deployment.

US Lawmaker Scott Perry recently moved a bill in the Congress. If passed, it will authorise the US President to recognise Tibet as a separate, independent country.

Tibet was indeed an independent country, until it was invaded and annexed by China.

Mao Zedong, the founding father of China oversaw two such takeovers.

The first one was Xinjiang. In 1949, the PLA entered Xinjiang. By the spring of 1950 - most of the territory was under the army’s control. Ultimately, Mao Zedong secured Xinjiang through political means.

China's continuous attacks on Tibet may be India's trump card

There are millions of people in India who have ardent desire to visit this country for several reasons including historical ones.

Of course, there are some border disputes with India which are not new and can be sorted out with the Narendra Modi government, which would always want peaceful relations with Nepal. The present time is ideal for Nepal to sort out its issues with India. Instead, the Nepal government has chosen the path of confrontation, which is very unfortunate and certainly not in the interest of Nepal.

Today, even as most countries in the world feel concerned about the territorial expansion policies of China.

The enmity&nbsp;that the present government of Nepal has unwisely developed towards India is clearly evident from the series of actions that the Nepal government has taken during the last few weeks. It has unilaterally changed the map, claiming parts of India to belong to Nepal. The Nepal government has blocked the maintenance work in the embankment on Gandak&nbsp;Barrage, by putting up a barricade on its border with India. The Nepal government has declared that Nepalese man marrying a woman from outside the country would mean that the bride will not be recognized by the Nepal government for seven years.&nbsp;

People with an understanding of the ground realities would readily know that Nepal has nothing to gain by spoiling its relationship with India. Are such sane voices in Nepal heard adequately by the Nepalese government?

Considering the strange and quixotic behaviour of the Nepal government, many people think that the present rulers in Nepal are being guided by the Chinese government to pick up friction with India.

That would be the end of Nepal and gradually the country would become another Tibet. No well-wisher of Nepal anywhere in the world would like this to happen.

Nepal is a beautiful country with people known for several special and laudable attributes. It would be tragic if Nepal would go the Tibet way.

By their short-sighted approach, the present rulers in Nepal are making a historical mistake and one only hopes that they would realize this soon and ensure that further moves towards catastrophe would be checked.

Is Nepal going the Tibet way?

While Lord Buddha attained enlightenment in Bodh Gaya on Indian soil, the principles and philosophy of Buddhism was practised from historical times in full measure in Tibet, amongst other countries. Tibet emerged as one of the principal countries in the world, where Buddhism is the sole religion. This was so until the Chinese aggressors occupied Tibet and systematically tried to undo Buddhist culture and traditions in Tibet.

The greatest loss for&nbsp;Buddhists around the world was the loss of independence for Tibet when China entered the country and massacred innocent Tibetan protestors several decades back.

While the Tibetans who had to leave Tibet after Chinese aggression have been fighting for the liberation of Tibet, the world conscience has still not heard the cry of Tibetans for freedom and to protect Buddhist culture and traditions.

While it is said that Tibet has lost its freedom which is absolutely true, what has not been adequately said is that Buddhists around the world have lost the citadel of Buddhism.

There are reported to be around 535 million Buddhists in the world, spread in several countries including China, Japan, Thailand, Vietnam, Myanmar, Sri Lanka, South Korea, Taiwan, India and others.&nbsp;

Just as Muslims think that their life would not be complete without visiting Mecca and Hindus think that their life would not be complete without visiting Varanasi, Buddhists are conscious of the fact that visit to Tibet and praying at the Buddhist monastery in Tibet is a compelling necessity for them. They are now denied this opportunity.

When the government of Sri Lanka, a predominantly Buddhist country, denied a visa to His Holiness the Dalai Lama, &nbsp;obeying the dictates of the Chinese government, the Buddhists in Sri Lanka did not launch any significant or meaningful protest.

While the political leaders and Buddhists in Sri Lanka utilize every opportunity to visit &nbsp;Bodh Gaya in India to pay respects to Lord Buddha and pray in the sanctified place, they do not seem to be adequately concerned about the harm done to the Buddhist religion by the Chinese government occupying Tibet and destroying the Buddhist culture and tradition.

The central theme of Buddhist philosophy is adherence to non-violence, maintaining a spirit of love towards everyone and compassion for the less privileged people. Certainly, Buddhists cannot take arms to defend Tibet, even when the occupier of Tibet is an unscrupulous and dictatorial regime. But, certainly, they can use the moral force that is gained by them due to their adherence to the Buddhist philosophy, to convince the world about the need to liberate Tibet and restore the glory of the country, for the benefit of not only Buddhism but also the entire world community.

The two countries that can decisively help Tibet in getting its freedom are India and the USA, where a considerable section of citizens sympathise with the Tibetan cause and want to see a liberated Tibet soon.

The present time is ripe&nbsp;as the world community is now increasingly realising the ruthlessness of the Chinese government, the response of the world community and several governments to the appeal of the Buddhists around the world for doing justice to Tibet would be overwhelming.

The recognition of the existence of two separate species could help guide conservation efforts for a mammal adored&nbsp;by many people even as its numbers dwindle in the wild, they added.

Chinese&nbsp;red&nbsp;pandas are found in northern Myanmar as well as southeastern Tibet, Sichuan and Yunnan provinces in China, while Himalayan&nbsp;red&nbsp;pandas are native to Nepal, India, Bhutan and southern Tibet in China, the researchers said.

International experts have estimated a total population of roughly 10,000&nbsp;red&nbsp;pandas in the wild.

"To conserve the genetic uniqueness of the two species, we should avoid their interbreeding in captivity," said Chinese Academy of Sciences conservation biologist Yibo Hu, who along with colleague Fuwen Wei led the study published in the journal Science Advances. "Interbreeding&nbsp;between species may harm the genetic adaptations&nbsp;already established for their local habitat environment."

Scientists previously recognised&nbsp;red&nbsp;pandas as divided into two sub-species. While it had been proposed that these were separate species, the new study was the first to provide the genetic data necessary to allow such a judgement.

The Himalayan&nbsp;red&nbsp;panda&nbsp;is the scarcer of the two and needs urgent protection because of low genetic diversity and small population size, Hu said.

The Yalu Zangbu River most likely marks the geographical boundary separating the two species, not the Nujiang River as previously believed, Hu added.

The two species also differ in colouration and skull shape.

"The Himalayan&nbsp;red&nbsp;panda&nbsp;has more white on the face, while&nbsp;the face coat colour of the Chinese&nbsp;red&nbsp;panda&nbsp;is&nbsp;redder with less white on it. The tail rings of the Chinese&nbsp;red&nbsp;panda&nbsp;are more distinct than those of the Himalayan&nbsp;red&nbsp;panda, with the dark rings being darker&nbsp;red&nbsp;and the pale rings being more whitish," Hu said.

Despite similar names,&nbsp;red&nbsp;pandas and giant&nbsp;pandas are not closely related. Giant&nbsp;pandas are one of the world's eight bear species.

Stating that the US is sending a 'clear signal' to China, House Speaker Nancy Pelosi said, "We are sending Beijing a clear signal that they will be held accountable for interfering in Tibet's religious and cultural affairs. We are making clear that Chinese officials who meddle in the process of recognizing a new Dalai Lama will be subject to targeted sanctions, including those in the Global Magnitsky Act."

"I rise in support of the Tibetan Policy Act of 2019: strong, bipartisan and urgently-needed legislation to strengthen America's commitment to the Tibetan people and their right to safeguard their distinct identity," she added.

Further, she added that this legislation deploys America's diplomatic weight to encourage a genuine dialogue between Tibetan leaders and Beijing.

"It is unacceptable that the Chinese government still refuses to enter into a dialogue with Tibetan leaders," she added.

Hundreds of monks, nuns, and Tibetans from all walks of life gathered at the Buddhist temple of Tsuglagkhang in the mountainous town Dharamshala and observed a prayer service on Monday evening to mourn the demise of Yonten who set himself on fire in protest against Chinese rule of Tibet and its hardline policies against the Tibetans on 26 November.

"A young Tibetan, named Yonten, set himself on fire. He was the 154th person to self immolate with a wish that his holiness the Dalai Lama should return to Tibet and freedom be restored to the land. Today, we have gathered here to continue advocacy for the basic freedom and human rights of the people in Tibet, "said Lobsang Sangay, president of the Tibetan government-in-exile.

Sangay added that self-immolation clearly demonstrates that the situation in Tibet is very serious and the Tibetans are still giving-up their precious life for the cause of their land.

"Yes, the Tibetan Administration, we discourage self-immolations because the life is precious but as a Buddhist, it becomes our responsibility to pray whenever a Tibetan passes away," he said.

The president in exile also remembered Dr&nbsp;Yeshi Dhondon, a renowned Tibetan doctor who used to be a personal physician to the Dalai Lama.

Dhondon breathed his last due to respiratory failure at his residence in Mcleodganj on Tuesday.

Expressing sadness over his demise, Sangay said, "Dr Yeshi Dhonden worked hard to establish the men-tsee-khang (Tibetan medical institute and astrology) in 1961. He has made the Tibetan medicine renown all over the world. He was so well known that patients from all over the world came to Dharamshala to get cured."

The 92-year-old was awarded the Padma Shri -- the fourth highest civilian award in India -- in 2018.

Dhondon was a foremost expert and proponent of Sowa Rigpa, which is a traditional Tibetan medicine system created as a combination of the ancient healing systems of India and China.

China accused the US on Monday of using the United Nations to "meddle" in Tibet, as Washington intensifies its bid to prevent Beijing from handpicking the Dalai Lama's successor.

China is encroaching into Nepal's land through an ongoing road expansion project in Tibet, Nepal's Survey Department has said.

Nepali news portal Khabarhub cited a detailed report issued by the department which said that around 36 hectors of land in four different districts, including Sankhuwasabha, Rasuwa, Sindhupalchowk and Humla, which touch the Chinese border.

A data revealed that around six hectors of land in the Bhagdare River in the Humla district and four hectors of land in Karnali district have been encroached upon that now falls in Tibet's Furang area.

Similarly, around six hectares of Nepali land in Sanjen River and Jambhu Khola of Rasuwa, have also fallen into Kerung in southern Tibet.

China has also encroached more than 10 hectares of land in Sindhupalchowk district's Bhotekoshi and Kharanekhola areas those are now under Nyalam area of Tibet, the report said.

In Sankhuwasabha, nine hectors of land have been encroached due to the road expansion in the autonomous region of Tibet where areas around Kamukhola, Arun River and Sumjung River now has fallen into Tingisyan County area.

With this, the survey data further divulged that some places near the Arun Khola, Kamu Khola and Sumjung now also fallen into Tibet's Tingisyan area. 
According to the ministry's data, Nepal would lose several hundred hectares of land.

The survey was released following a tense situation between India and Nepal over a new map showing Kalapani in Uttarakhand.

However, after a strong objection by the Nepali government, the Ministry of External Affairs on Thursday said that the new political map released by India after bifurcation of Jammu and Kashmir accurately depicts its sovereign territory and did not revise its <a href="https://www.wionews.com/india-news/jammu-and-kashmir-thousands-of-bunkers-being-constructed-for-safety-of-citizens-in-villages-near-line-of-control-259832">boundary with Nepal </a>in any manner.

"Our map accurately depicts the sovereign territory of India. The new map has, in no manner, revised our boundary with Nepal. The boundary delineation exercise with Nepal is ongoing under the existing mechanism. A top US diplomat has claimed that China's increased influence in Nepal has led to the ban on Dalai Lama's birthday celebration in the Himalayan nation.

Alice G Wells, Acting Assistant Secretary of US, Bureau of South and Central Asia in a briefing to the House of Foreign Affairs Sub-committee on Asia and Pacific had made the statement.

"Nepal's constitution and international commitments guarantee the right to practice and profess one's faith, but religious freedom remains a challenge in practice. A new criminal code enacted in 2018 restricts "forced conversion" and puts members of religious minority groups a risk," Wells said.

She further added, "The government has also increased restrictions on the Tibetan Buddhist community, including preventing the public celebration of the Dalai Lama's birthday. As Chinese influence has grown in Nepal, so has the Government of Nepal's restrictions on the Tibetan community."

The statement from a top US Diplomat comes shortly after Chinese President Xi Jinping's stop-over<a href="https://www.wionews.com/south-asia/chinas-xi-promises-aid-development-in-nepal-visit-255691"> state visit </a>to the Himalayan Nation.

The Chief District Office which has been issuing a permission for the celebration of Dalai Lama's Birthday this year denied granting permission citing orders from the high post.

About 20,000 exiled Tibetans are currently seeking shelter in Nepal and had been marking the birthday of Tibetan Spiritual Leader Dalai Lama annually.

With the uprising against Chinese Rule in March 1959, a number of Tibetan's fled Tibet and came over into Nepal and spiritual leader Dalai Lama has then been on exile.

Nepal Government's exaggerated "One China Policy" has downplayed the performance of the government itself.

In the month of July, an American citizen was sent back from Nepal's airport after Nepali officials misidentified him as a Tibetan Official. At that time also the Chinese Mission in Nepal had asked Nepali authorities to do so.
