Thailand on Sunday announced an expansion of coronavirus restrictions that include travel curbs, mall closures and a night-time curfew to three more provinces after the country reported a third consecutive day of record case numbers.

The country reported 11,397 infections and 101 deaths on Sunday, bringing the cumulative total to 403,386 cases and 3,341 fatalities, the vast majority from an outbreak since early April that is being fuelled by the highly transmissible Alpha and Delta COVID-19 variants.

Shopping malls will be closed and a 9 pm to 4 am curfew will be imposed from Tuesday onwards in Chonburi, Ayutthaya and Chachoengsao provinces, an announcement on the official Royal Gazette on Sunday showed.

Bangkok and nine other provinces have already been under these restrictions, the toughest in more than a year, since last Monday, as the country battles its longest-running and most severe outbreak so far.

The government earlier said it was planning to introduce more restrictions on movement as the surging number of cases, which continue to rise despite the partial lockdowns in high risk areas, had stretched healthcare capacity and health officials warned that the severe outbreak could continue for months.

A little after the Thailand government announced plans to extend coronavirus restrictions, locals took to the streets to denounce Premier Prayut Chan-O-Cha's handling of the Covid infections.

Thailand is currently facing one of the worst Covid waves as hospitals are struggling to cater to the needs of patients. The government has been coming under pressure for the increasing infections and death toll.

Protestors defied the rule of small gatherings and took to the streets in hundreds to demand the resignation of Premier Prayut Chan-O-Cha. "We will die from Covid if we stay home, that is why we have to come out," a protestor was heard yelling before listing out three demands. "Prayut Chan-O-Cha must resign without any condition; the second is a budget cut to the monarchy and army to be used against Covid, and the third is to bring in mRNA vaccine."

A leaked health ministry document has prompted calls in Thailand for medical staff inoculated against COVID-19 to be given a booster of an mRNA vaccine, after it included a comment that such a move could dent public confidence in Sinovac Biotech's vaccine.

The internal memo, which included various opinions, was reported by local media and shared widely on social media. It was confirmed by Thai Health Minister Anutin Charnvirakul as being authentic.

It included a comment from an unnamed official who recommended authorities do not give a booster shot of Pfizer-BioNTech's vaccine to frontline health workers, because such a move would be 'admitting that the Sinovac vaccine is not effective'.

Thailand has administered Sinovac's inactivated virus vaccine to most health workers and its real-world study showed two doses were 95% effective in reducing mortality and severe symptoms. The study showed it was 71% to 91% effective in stopping infection with the Alpha variant.

Sinovac in China did not immediately respond to a request for comment on the vaccine's efficacy.

The comment in the leaked document prompted calls from prominent Thai health experts, including a top medical council official, to give health workers a Pfizer-BioNTech booster shot.

The hashtag 'Give Pfizer to medical personnel' was trending on Thai Twitter with more than 624,000 tweets on Monday.

Senior health official Opas Karnkawinpong told reporters the document was not real, however, contradicting health minister Anutin.

Anutin said the comment on the booster shot was 'just an opinion' and there was an expert panel to set vaccine policy.

He said two doses of Sinovac's vaccine were effective and 'deliver results beyond the standard'.

Thai experts have urged the government to use various types of coronavirus vaccine to better protect the population.

It is relying mainly on AstraZeneca's locally manufactured viral vector vaccine, while authorities say Moderna's mRNA vaccine will also be available.

Thailand has procured 20 million doses of the Pfizer-BioNTech vaccine for future delivery and will this month receive 1.5 million doses donated by the United States.

World Health Organization experts found the Sinovac vaccine was efficacious in preventing COVID-19 in adults under 60, but some quality data on the risk of serious adverse effects was lacking.

Thailand announced a daily record in new coronavirus cases on Thursday after clusters in two jails saw nearly 3,000 inmates infected, among them a leader of anti-government protests held while awaiting trial for insulting the king.

Authorities reported 32 COVID-19 deaths and 4,887 infections, a new daily high in cases after 2,835 prisoners were added to the tally following the mass testing of thousands of inmates in two Bangkok jails.

Thailand is suffering its biggest outbreak so far, with overall cases tripling to 93,794 and deaths increasing fivefold to 518 in the past six weeks, after a year of success in containment.

So far only 1.3 million of its people have been inoculated against the coronavirus and the government has been rushing to secure 100 million doses of vaccines for use this year for a mass-inoculation campaign starting next month.

Thailand on Thursday authorised the emergency use of the vaccine of Moderna Inc, Food and Drug Administration (FDA) secretary-general Paisan Dankhum told Reuters.

It was the fourth vaccine approved following those of Sinovac, Johnson & Johnson, plus AstraZeneca, which will be manufactured locally.

Thai authorities say all of the country's residents will be eligible for free vaccination, but Bangkok health official Parnrudee Manomaipiboon on Thursday said Thai citizens would be prioritised, with the aim of registering foreigners from August.

A corrections department official said among those infected in the two jail clusters was Panupong "Mike Rayong" Jadnok, 24, who has been held since March 8 on charges that include sedition and insulting King Maha Vajiralongkorn.

He was the fourth member of the youth-led movement charged with lese majeste to test positive in jail, or within days of leaving.

Other infected protest leaders are Arnon Nampa and Chukiat "Justin" Sangwong, and Panusaya "Rung" Sithijirawattanakul, who tested positive a few days after her release on bail.

A corrections official said Panusaya may have been infected at home as inmates around her had negative tests.

Heavy fighting erupted at a Myanmar army outpost near the eastern border with Thailand early on Tuesday in an area largely controlled by forces of a Karen ethnic army.

The Karen National Union (KNU) said it had captured the army position, in some of the most intense clashes since a Feb. 1 coup plunged Myanmar into crisis. The fighting also came days after Southeast Asian leaders said they had reached consensus with the junta on ending violence.

Villagers across the Salween river in Thailand said heavy gunfire started before sunrise. Video posted on social media showed flames and smoke on the forested hillside.

Forces of the Karen National Union had taken the outpost at around 5 am to 6 am (2230 to 2330 GMT), the group`s head of foreign affairs, Padoh Saw Taw Nee, told Reuters.

He said the camp had been occupied and burned down and that the group was still checking on deaths and casualties. The spokesman said there had been fighting in other locations too, but did not give details.

The Karen Information Center, a local media group, said the army base had been overrun. It said villagers had seen seven soldiers running away.

Myanmar`s army made no immediate comment. It historically proclaimed itself the one institution that can keep the multi-ethnic country of over 53 million people together, though much of Myanmar has rallied in opposition to its coup.

The army base at the Thai border had been largely surrounded by KNU forces and food had run short there in recent weeks, according to Thai villagers who had had contact with the soldiers.

A Thai official from the Mae Hong Son province said one person had been wounded in Thailand during the fighting, but did not have further details.

KNU forces had clashed elsewhere with the army since it seized power and cut short a decade of democratic reforms that had also brought relative peace in Myanmar`s volatile borderlands.

THOUSANDS FLED

Karen groups say 24,000 people have been displaced in recent weeks by the violence, including air strikes by Myanmar’s air force, and are sheltering in the jungle.

Some of Myanmar`s two dozen armed groups have supported opponents of the junta, whose forces have killed more than 750 civilians to try to suppress protests against the coup, according to an activist group.

Elsewhere in Myanmar, there have been relatively few reports of bloodshed since the weekend meeting between junta leader Min Aung Hlaing and Southeast Asian leaders to try to find a way out of the crisis.

But Myanmar media reported at least one man was shot dead in the city of Mandalay on Monday. The circumstances were unclear.

Protesters have vowed to step up action against the junta.

On Monday, they called on people to stop paying electricity bills and agricultural loans and to keep their children away from school.

"Education staff and students are strongly encouraged to join the boycott and stand together by not attending school," protest leader Ei Thin Zar Maung posted on social media.

Activists have criticised the so-called five-point consensus that came out of the meeting of the Association of Southeast Asian Nations (ASEAN) at the weekend, saying that it helped to legitimise the junta and fell far short of their demands.

In particular it did not specifically call for the release of elected leader Aung San Suu Kyi, 75, and other political prisoners. The Assistance Association for Political Prisoners advocacy group says more than 3,400 people have been detained for opposing the coup.

Suu Kyi`s party won a second term in November. The election commission said the vote was fair but the military said fraud at the polls had forced it to seize power.

THOUSANDS FLED Karen groups say 24,000 people have been displaced in recent weeks by the violence, including air strikes by Myanmar’s air force, and are sheltering in the jungle.

Thailand`s government slapped restrictions on travel from India on Monday over concerns of imported coronavirus cases and closed more venues in Bangkok, even as it came under fire for not doing enough to contain a spike in infections.

The government has ordered parks, gyms, cinemas and day-care centres in its capital, the epicentre of the latest wave of infections, to shut from April 26 until May 9.

It has also introduced a fine of up to 20,000 baht ($635) for not wearing masks in public, with even the prime minister falling foul of mask-wearing rules.

But unlike last year, malls and restaurants have been allowed to operate with earlier closing times, fuelling concerns this could quickly lead to more infection clusters and prompting calls for the resignation of the country`s health minister.

Comparing the government`s COVID-19 response to playing a game of Whac-A-Mole, Thira Woratanarat, a professor at Chulalongkorn University`s Preventive and Social Medicine, warned "shutting places and activities one at a time would not be enough".

People should prepare for more clusters especially in work places, food courts and public transportation, he cautioned in a post on Facebook.

Thailand has managed to keep its caseload lower than many countries, but the latest outbreak has resulted in 57,508 infections and 148 deaths in just under 30 days. It reported 2,048 new cases on Monday, of which 901 were in Bangkok.

"They shouldn`t wait until there is a new outbreak to come up with regulations," said Ungkana Kesornphud, who owns a massage shop in Bangkok.

The president of Thailand`s Thoracic Society, Nithiphat Chiarakun, also urged the government to take "decisive measures to stop the movement of people as quickly as possible".

An online petition on Change.org calling for the resignation of health minister Anutin Charnvirankul had garnered over 160,000 signatures in two days.

Anutin has said he will not resign.

The city of Bangkok fined Prime Minister Prayuth Chan-ocha 6,000 baht ($190) after he posted a photo of him not wearing a mask during a meeting.

The photo was later removed.

Thailand plans to procure more vaccines from several producers with a vaccination goal of 300,000 doses per day to inoculate at least 50 million people by end-2021, the prime minister posted.

Thailand has a population of about 66.1 million.

INDIA TRAVEL CURBS

Thailand will consider additional restrictions later this week, Apisamai Srirangsan, a spokeswoman for its coronavirus taskforce said at a briefing, after the country announced curbs on travel from India where infections have set a global record for a fifth straight day.

The Thai embassy in New Delhi said in a statement that certificates of entry for non-Thai nationals travelling from India will be suspended until further notice.

The Civil Aviation Authority of Thailand (CAAT) denied reports that private jets carrying wealthy people from India were flying into Thailand.

"We confirm that no chartered flights from Indian millionaires have sought permission from the CAAT to come to Thailand," it said in a statement over the weekend.

A significant part of Thailand's economy relies on tourism, which has been tremendously affected by the ongoing COVID-19 pandemic. Now, to bring back vacationers into the island of Phuket, Thailand has fast-tracked inoculation of people living on the island.

The popular resort destination is receiving vaccines two months before the rest of the country. The island hopes to inoculate at least 460,000 people before July 1, when the provision for mandatory quarantine for tourists will be lifted.

The island boasts an international airport of its own. The mass inoculation hopes to prevent an outbreak during peak tourist season.

"If we can build immunity for 70-80% of the population on the island, we can receive foreign tourists who have been vaccinated without the need for quarantine," Reuters cited Phuket's Vice Governor Piyapong Choowong as saying.

Medical workers, cabinet members and the elderly have been prioritised as part of this rollout.

The tourism sector in the country has been hit hard, with over 1.45 million jobs lost since last year. Before the pandemic spending by foreign tourists accounted for 11-12 per cent of the country’s GDP.

Only 6.7 million foreign tourists went to Thailand in 2020, and spend about $11 billion. In 2019, 40 million tourists went to the country and spent at least $61 billion.

The government is hopeful of tourists’ return as global vaccinations reach milestones. The first ones that are expected to show up include Europeans and Americans, along with people from the United Arab Emirates.

Thai PM gets first shot of AstraZeneca vaccine after safety scare

Thailand has delayed its roll-out of the AstraZeneca Covid vaccine, a health official said Friday, after several European nations suspended their programmes over blood clot fears.

The kingdom was scheduled to start the Oxford/AstraZeneca vaccine roll-out on Friday, with Prime Minister Prayut Chan-O-Cha expected to get the first jab.

"Vaccine injection for Thais must be safe, we do not have to be in a hurry," said Piyasakol Sakolsatayadorn, an advisor for the country's Covid-19 vaccine committee, in a press conference.

"Though the quality of AstraZeneca is good, some countries have asked for a delay. We will delay (as well)."

The move comes after Denmark, Norway and Iceland suspended the use of the Oxford/AstraZeneca jab the day before.

Austria on Sunday stopped using doses from one batch after a 49-year-old nurse died of "severe blood coagulation problems" days after receiving an anti-Covid shot.

However, there is still no established link between the vaccine and side effects of blood clots, and Denmark stressed that its move was merely precautionary as they examine the risks more closely.

"We are waiting for Denmark and Austria to make a conclusion," said virologist Yong Poovarawan.

"We are delaying to let others prove (the side effects) of whether or not it is because of the vaccine or if it is only on that specific batch," he said, adding that the batch Thailand has received was manufactured in a factory in Asia.

Thailand appears to have escaped the brunt of the coronavirus, registering 26,000 cases and 85 deaths.

It had already rolled out its vaccination campaign last month with the Chinese-made Sinovac vaccine, and health workers were the first to receive the injections on February 28.
