After Taiwan opens de-facto embassy, China downgrades diplomatic relations with Lithuania

The US and Taiwanese governments will convene a formal dialogue on Monday meant to strengthen commercial and economic cooperation between Washington and Taipei.

US, Taiwanese governments to convene formal dialogue

The US and China agreed to continue dialogue on managing “strategic stability” on issues such as Taiwan, nuclear arms control, and cybersecurity. But as Voice of America White House Bureau Chief Patsy Widakuswara reports, the fundamentally contentious nature of the US-China relationship is unlikely to change.

Taiwan President Tsai Ing-wen on Thursday invoked 'steadfast promise of the Taiwan-US partnership' as she oversaw commissioning of US-made advansed F-16 fighter jet squadron into country's air force. The induction of the advanced fighter jet is likely to strengthen Taiwan's defences against overly assertive China.

The ceremony took place at an airbase in Chiayi, a city in southern Taiwan. Sandra Oudkirk, Washington's de-facto ambassador to Taiwan was also present.

"I trust that in holding fast to democratic values, there will definitely be more countries with similar values who will stand with us on this front," said President Tsai Ing-wen.

The F-16V is an upgraded and much more sophisticated version of Taiwan's other ageing F-16 fighters which date back to the 1990s. The island also has French-made Mirage jets and its own indigenous warplane.

A fourth-generation multi-role fighter, the F-16V boasts more advanced radar systems as well as more sophisticated weaponry, navigation and electronic warfare systems.

It is however less advanced than fifth-generation fighters like China's J-20, Russia's Su-57 as well as the US-made F-22 and F-35 warplanes.

Taiwan is in the middle of upgrading 141 older F-16s to make them the V version and has also ordered 66 new F-16Vs.

Latest deployment of F-16s has come amid soaring tension between US and China over Taiwan.

The self-ruled democracy of 23 million is claimed by Beijing which has vowed to one day take the island, by force if needs.

The ceremony prompted a fiery response from Beijing at a press briefing, with an official saying "China opposes any official contact between the US and Taiwan".

Chinese foreign ministry spokesman Zhao Lijian urged the United States not to send "wrong signals to separatist forces", adding that those supporting Taiwan's independence "have spared no effort to split the motherland and collude with foreign forces".

"Their actions are akin to throwing an egg against a rock," he said.

Biden and Xi will be meeting virtually on Tuesday morning (Beijing time) —Monday evening in Washington—for the first time since Biden became the president. The meeting comes in the backdrop of rising tensions over Taiwan, trade, human rights and other issues.

In a phone with US Secretary of State Antony Blinken on Saturday to discuss preparations for the meeting, Chinese Foreign Minister Wang Yi warned of the dangers of US actions that might seem supportive of “Taiwan independence”.

“Any connivance of and support for the ‘Taiwan independence’ forces undermines peace across the Taiwan Strait and would only boomerang in the end,” Wang told Blinken, according to a readout of the call released by China on Saturday.

Taiwan’s health minister Chen Shih-chung has said that they are suspending second doses of the Pfizer-BioNTech (BNT) Covid vaccine to children in the 12-17 age group amid concerns that it may increase the risk of myocarditis.

He said that a panel of experts will review the data on cases of myocarditis (inflammation of the heart muscle) and pericarditis (inflammation of the outer lining of the heart) and will decide on the further course of action in two weeks, according to local Taiwanese media.

“Taiwan's Advisory Committee on Immunization Practices had decided to hold off on administering second doses to the 12-17 age group and will meet in two weeks to make a final decision on the matter,” he was quoted as saying.

During these two weeks, experts on the committee will collect and review data on cases of myocarditis and pericarditis in other countries and Taiwan, Chen said.

According to Central Epidemic Command Center spokesperson Chuang Jen-hsiang, 1.1 million people aged between 12-17 have received their first dose of the Pfizer-BioNTech vaccine in Taiwan.

Out of those, 17 cases of myocarditis or pericarditis have been reported. Fourteen of the patients were male and three were female, Chuang said.

Some countries have adjusted their policies regarding administering COVID-19 vaccines to adolescents. For instance, Hong Kong has changed from two doses of BNT to only a single dose for those aged 12-17. The U.K. has done something similar, recommending only one shot for children between 12 and 18 years of age, according to news outlet CNA.

In a shocking reveal, a Taiwanese minister told the Taiwanese parliament that government agencies faced around five million cyber attacks a day. The minister's statement came after a report warned of increasing Chinese warfare targetting Taiwan.

Taiwanese officials have said earlier that the island faces millions cyber attacks every month. They have said that around half of these attacks are believed to have originated from China.

Speaking in parliament, cyber security department director Chien Hung-wei said Taiwan's government network faces "five million attacks and scans a day".

China's military said on Tuesday it had conducted a combat readiness patrol in the direction of the Taiwan Strait, after its defence ministry condemned a visit to Taiwan by a US congressional delegation it said had arrived on a military aircraft.

The patrol was aimed at the "seriously wrong" words and actions of "relevant countries" on the Taiwan issue and the activities of pro-independence forces in Taiwan, a Chinese military spokesperson said in a statement.

Cross-strait tensions have been rising in recent months, with Taiwan complaining for a year or more of repeated missions by China`s air force near the self-ruled island that Beijing claims as its own.

Taiwan`s defence ministry said six Chinese military aircraft entered its southwestern air defence zone on Tuesday, including four J-16 fighter jets and two surveillance planes.

Several Taiwan media outlets reported on Tuesday that unspecified members from both the U.S. House of Representatives and Senate had arrived in Taipei on a US military plane.

When asked about the visit, Taiwan Premier Su Tseng-chang told reporters on Wednesday that Taiwan-U.S. relations are "very important" and that he respects "mutual visits between friends".

The government will make "appropriate arrangement" based on each others` need, he said, without elaborating.

China`s defence ministry said in a statement that members of the U.S. Congress had arrived in Taiwan by military plane.

"We firmly oppose and strongly condemn this," it said.

A spokeswoman for China`s Taiwan Affairs Office similarly condemned the visit, but played down the notion that war is imminent.

"We urge everyone not to believe or spread rumours," spokeswoman Zhu Fenglian told a regular press briefing on Wednesday.

In Washington, the Pentagon said it was not uncommon for congressional delegations to be transported in military aircraft.

Pentagon spokesman John Kirby did not provide details on who was on the flight, but said this was the second such congressional trip to Taiwan this year.

"It`s not unusual," Kirby said.

Taiwan's democracy is "a treasure" to be protected, the head of a visiting European Parliament delegation said, promising to stand with the island as tensions between Beijing and Taipei spiral to their highest level in years.

Western allies counter China's pressure

Making their intentions and rivalry with Taiwan very clear, China has, for the first time, announced that Taiwanese politicians who support the island’s independence will face punishment for their actions.

The announcement came from China’s Taiwan affairs office. Taiwanese politicians have been warned that if any politician is found supporting the idea of Taiwan’s independence will be made "criminally liable for life" and will also be forever barred from entering or having any kind of connection with the mainland China.

To prove their point, the Chinese officials have already named Taiwan's Premier Su Tseng-chang, parliament speaker You Si-kun and foreign minister Joseph Wu as part of the list. The ministers have been labelled as people who are “stubbornly pro-Taiwan independence” and have thus been barred from China.

The announcement came from China’s Taiwan affairs office. Taiwanese politicians have been warned that if any politician is found supporting the idea of Taiwan’s independence will be made "criminally liable for life" and will also be forever barred from entering or having any kind of connection with the mainland China. The ministers have been labelled as people who are “stubbornly pro-Taiwan independence” and have thus been barred from China. Taipei's military recently introduced its first generation of battery-powered exoskeletons, designed to improve the efficiency and endurance of soldiers in the field.

It is possible that soldiers will one day use these exoskeletons during warfare or humanitarian missions.

The suit, which is attached to the legs, works by increasing the efficiency of the human body. It does so by supporting the knees, thereby reducing the loads that are placed upon soldiers' lower limb joints.

A budget proposal submitted by Taiwan's defence ministry shows that the powered exoskeleton suit is part of a four-year NT$158 million ($5.67 million) project running from 2020 and 2023.

At present, Taiwan is embroiled in tensions with China due to Beijing's claim that Taiwan is in fact a breakaway province of China. This claim is, however, denied by Taiwan. Moreover, the conflict has resulted in sharp statements from both sides as well as an increase in Chinese airspace incursions.

US Joint Chiefs Chairman Mike Milley emphatically said on Wednesday that US 'absolutely' had the ability to defend Taiwan if it is attacked by China and is called on to do so.

However, the top Pentagon general also warned that Chinese military had made stunning technological advances in a short time signified by its recent globe-circling hypersonic missile test, leaving the world poised to enter an era of increased strategic instability.

"Having said that, though, the Chinese are clearly and unambiguously building the capability to provide those options to the national leadership if they so choose at some point in the future," he said.

China on Saturday warned Lithuania and European officials not to disrupt ties over decisions by Taiwan and the Baltic country to open reciprocal representative offices.

China on Saturday warned Lithuania and European officials not to disrupt ties over decisions by Taiwan and the Baltic country to open reciprocal representative offices. China demanded in August that Lithuania withdraw its ambassador in Beijing and said it would recall China's envoy to Vilnius after Taiwan announced that its office in Vilnius would be called the Taiwanese Representative Office in Lithuania. Lithuania said earlier this year it planned to open a representative office in Taiwan, a decision that also angered Beijing. China "resolutely opposes" official contacts between countries that have diplomatic relations with China and authorities in Taiwan, Wang Wenbin, a foreign ministry spokesman said in a statement on its website. China warns Lithuania, European officials over Taiwan row

Top United States representative in Taiwan on Friday said that US was committed to help Taiwan defend itself. The statement has come amid heightened tension between Taipei and Beijing.

Sandra Oudkirk, head of American Institute in Taiwan which is also the de-facto US embassy in absence of formal ties, was speaking to reporters at her first news conference since assuming her post in July. She described US-Taiwan relations as 'rock-solid'

"The United States has a commitment to help Taiwan provide for its self-defence," said Oudkirk

Her remarks come as tension between Taiwan and China, which has not ruled out taking the democratically ruled island by force, has escalated in recent weeks.

Chinese foreign ministry told Reuters that it opposed Oudkirk's comment. It urged the US to be aware of the sensitive nature of the Taiwan issue.

"Don`t play with fire, or it will severely impact China-U.S. relations and the peace and stability of the Taiwan Strait," the statement said.

While the United States, like most countries, has no formal ties with the Chinese-claimed island, it is its most important international backer and main arms supplier. President Joe Biden`s administration has moved to restate that support, to the anger of Beijing.

Washington is required by law to provide Taiwan with the means to defend itself but it has long followed a policy of "strategic ambiguity" on whether it would intervene militarily to protect Taiwan in the event of a Chinese attack.

When asked if the United States would come to Taiwan`s defence if China attacked, Oudkirk said the policy towards Taiwan has been clear and remains unchanged, citing several U.S. laws governing its relations with Taiwan.

A recent increase in Chinese military exercises in Taiwan`s air defence identification zone are part of what Taipei views as stepped up military harassment by Beijing.

Taiwan Defence Minister Chiu Kuo-cheng said earlier this month that military tensions with China are at their worst in more than 40 years.

US committed to help Taiwan defend itself: US official

Taiwanese President Tsai Ing-wen has confirmed that the American troops are stationed in the island nation and training the Taipei military.

Speaking with CNN on Tuesday, Tsai said the threat from Beijing is growing “every day”, while expressing confidence that US will defend the island against the Chinese attack.

Tsai is the first Taiwan President in decades to acknowledge the presence of US troops on the island for training purposes. The last official US garrison left was in 1979, the year Washington switched formal diplomatic recognition from Taipei to Beijing. However, there were US media reports last year hinting at small deployments.

According to CNN, the US military posted and then deleted a video in early 2020 that showed US Army Special Forces training soldiers in Taiwan.

In November 2020, Taiwan's Defence Ministry announced and then denied to local media that US troops were training local soldiers on the island.

The comments from Tsai came after US President Joe Biden last week asserted that Washington would defend Taipei if China attacked.

But a White House spokesman later told some US media outlets that the president's remarks did not signify a change in policy. The US has a law that requires it to help Taiwan defend itself.

Tsai told CNN that Taiwan was a “beacon” of democracy that needed to be defended to uphold faith worldwide in democratic values.

“Here is this island of 23 million people trying hard every day to protect ourselves and protect our democracy and making sure that our people have the kind of freedom they deserve,” she said.

"If we fail, then that means people that believe in these values would doubt whether these are values that they (should) be fighting for,” she added.

Tsai said she is willing to meet with Chinese President Xi Jinping in order to “reduce misunderstanding” and address the differences in their political systems.

“We can sit down and talk about our differences, and try to make arrangements so that we will be able to co-exist peacefully,” she said.

However, China seems to be in no mood for the talks as it has expressed displeasure over Taiwan joining the United Nations.

The US proposing more involvement of Taiwan in the United Nations does not make sense for Beijing as the Xi Jinping government considers Taiwan as a part of China. "Taiwan has no right to join the United Nations," Ma Xiaoguang, spokesman for the Taiwan Affairs Office in Beijing, told reporters.

"The United Nations is an international governmental organisation composed of sovereign states... Taiwan is a part of China."
