A day after Tahawwur Hussian Rana's extradition, the United States shared the first photos of the 26/11 Mumbai terror attacks accused being handed over to the National Investigation Agency (NIA) officials. Pakistan distanced itself from Tahawwur Rana and said that it was "very clear" that he was of Canadian nationality. Responding to a question by WION Pakistan bureau chief Anas Mallick during a press conference, Pakistan Ministry of Foreign Affairs spokesperson Ambassador Shafqat Ali Khan said that Rana "has not renewed his Pakistani documents for over two decades." For those who don't remember, it's important to know what happened in Mumbai on those fateful days.

<h2>How the Mumbai terror attacks unfolded</h2>
The Mumbai terror attack lasted four days from 26 to 29 November 2008, and consisted of at least 12 shootings, bombings, wayside murders and hostage-taking. Sites that came under attack included Leopold Caf&eacute;, Chhatrapati Shivaji Maharaj Terminus, The Taj Mahal Palace Hotel, Oberoi Trident, Cama Hospital, Nariman House (also known as Chabad House housing a Jewish centre), Metro Cinema and St Xavier's College. All these were located along the seashore of Mumbai.&nbsp;At the end of the blood-curdling events, at least 175 people lay dead, including nine out of the 10 terrorists. Some of the 300 people who were injured suffered life-long damage.
On the night of November 26, the first reports emerged of random shootings by two terrorists at the Victoria Terminus railway station (later renamed Chatrapati Shivaji Terminus).&nbsp;
The choice of venue was not accidental. The station is pretty close to the seaside, where Gateway of India is located facing the Taj Mahal Palace Hotel, which was the main site of the terrorist mayhem for the next three days. It was teeming with foreign dignitaries, including European parliamentarians, at the time of the attack.
Sebastian D'Souza, a photo journalist who happened to be at the railway station, captured the first images of Ajmal Kasab, the terrorist who was shooting away at innocent passengers. Kasab, a Pakistani, would be hanged in 2012.&nbsp;

After coming to Mumbai by sea, the terrorists, reportedly 10 men, had separated into different small teams.
It later emerged that they had landed on the seashore of Colaba on inflatable speedboats, after hijacking a fishing boat and killing five people on board.
Some of them moved to nearby Leopold Cafe, shooting away at pubgoers. Even today, the cafe's walls bear the bullet marks, which they haven't hidden as a tribute to those who perished and to the spirit of Mumbai.
Another target was the Jewish Centre at Nariman House, where they killed several Jews including a rabbi.
The major attack happened inside the Taj Mahal hotel for three days, where the terrorists engaged in a long gun and bomb battle with the security forces for the remaining days after taking hostages.&nbsp;Indian commandos from National Security Guard and Marine Commando Force joined the fight. The commandos were airdropped to the Taj hotel. One of them, Sandeep Unnikrishnan, made the supreme sacrifice while fighting the terrorists.&nbsp;
Throughout the attack, the terrorist were getting instructions from their Pakistani handlers through mobile phone. When it emerged that they were also taking cues from breaking news on TV feeds in the Taj Hotel, the cable connection was cut.
<h2>How the event was planned</h2>
Kasab's capture alive was perhaps the greatest breakthrough for the investigators. He sang in the jail, and it became clear as daylight that it was an attack planned from Pakistan, with the blessings and possible involvement of its spy agency, the Interservices Intelligence or ISI, and former Pakistan Army officials.&nbsp;
The terrorists were trained in camps located inside Pakistan and Pakistan-occupied Kashmir. They were given blueprints of the main targets: The Taj Mahal Palace Hotel, Oberoi Trident, Nariman House, and the Chhatrapati Shivaji Maharaj Terminus.

Two names stood out in the investigations into the planning: David Coleman Headley (born Daood Sayed Gilani) and his childhood friend Tahawwur Hussain Rana.&nbsp;
Headly was the one who did the recce and surveillance for the terror attack sites. Posing as a tourist, the Pakistani-American took detailed videos and photos for planning the attack and provided GPS coordinates for the attacks.
Rana, who was a Pakistani Army doctor before emigrating to Canada and doing business in the US, helped in the planning of the attack.
<h2>Political fallout of Mumbai terror attack</h2>
The terror attack was a major political challenge to the Congress, which was ruling at the Centre. It was very clear that business as usual will not be acceptable in dealing with terrorism. Shivraj Patil, who was home minister at the time, was widely criticised for changing several outfits in his public appearances even as terrorists were shooting away in Mumbai. He was soon ousted, and P Chidambaram took over as home minister. BJP, which was in the opposition at the time, vowed to fight terrorism if it came to power.
<h2>What happened to the planners of Mumbai attack?</h2>
Headly is in jail in the US. LeT leader Zakiur Rehman Lakhvi, the ring leader, was arrested, disappeared, and re-arrested in Pakistan. Another mastermind, Sajid Majeed Mir, was convicted in a Pakistani anti-terrorism court. &nbsp;
Many of the organisers of the attack are still at large. They include former Pakistani Army officers who trained and handled the terrorists, as well as intelligence operatives with links to ISI.&nbsp;
<h2>How India changed its approach to terrorism: From 'soft state ' to surgical strike</h2>
It was when P Chidambaram was the home minister that NIA was formed. It became the nodal agency for investigating terrorism, with vast powers.&nbsp;
After the BJP government came into power under Prime Minister Narendra Modi, India changed how it approached terrorism.

Sites that came under attack included Leopold Café, Chhatrapati Shivaji Maharaj Terminus, The Taj Mahal Palace Hotel, Oberoi Trident, Cama Hospital, Nariman House (also known as Chabad House housing a Jewish centre), Metro Cinema and St Xavier's College. All these were located along the seashore of Mumbai. At the end of the blood-curdling events, at least 175 people lay dead, including nine out of the 10 terrorists. Some of the 300 people who were injured suffered life-long damage. On the night of November 26, the first reports emerged of random shootings by two terrorists at the Victoria Terminus railway station (later renamed Chatrapati Shivaji Terminus). The choice of venue was not accidental. The station is pretty close to the seaside, where Gateway of India is located facing the Taj Mahal Palace Hotel, which was the main site of the terrorist mayhem for the next three days. It was teeming with foreign dignitaries, including European parliamentarians, at the time of the attack. Sebastian D'Souza, a photo journalist who happened to be at the railway station, captured the first images of Ajmal Kasab, the terrorist who was shooting away at innocent passengers. Some of them moved to nearby Leopold Cafe, shooting away at pubgoers. Even today, the cafe's walls bear the bullet marks, which they haven't hidden as a tribute to those who perished and to the spirit of Mumbai. Another target was the Jewish Centre at Nariman House, where they killed several Jews including a rabbi. The major attack happened inside the Taj Mahal hotel for three days, where the terrorists engaged in a long gun and bomb battle with the security forces for the remaining days after taking hostages. Indian commandos from National Security Guard and Marine Commando Force joined the fight. The commandos were airdropped to the Taj hotel. One of them, Sandeep Unnikrishnan, made the supreme sacrifice while fighting the terrorists. Throughout the attack, the terrorist were getting instructions from their Pakistani handlers through mobile phone. When it emerged that they were also taking cues from breaking news on TV feeds in the Taj Hotel, the cable connection was cut. Rana has been found guilty on one count of 'conspiracy to provide material support to the terrorism plot in Denmark' and on one count of 'providing material support to the Lashkar e Tayyiba (LeT)'."
The nation said that it was "disappointed that Rana was acquitted on the count of conspiracy to provide material support to the Mumbai terrorist attacks."

Tahawwur Hussain Rana
Tahawwur Rana, a Pakistani-origin Canadian businessman and former Pakistan Army doctor, is wanted in India for his alleged role in the 2008 Mumbai attacks that killed over 160 people. Rana had prior knowledge of the attacks and was arrested in 2009 for plotting a terror attack in Denmark.&nbsp;
He has already been convicted of providing material support to Lashkar-e-Taiba (LeT), the militant group behind the Mumbai terror attack. In the latest update, the US Supreme Court cleared his extradition to India.
Arsh Dalla
Khalistani terrorist Arshdeep Singh Gill, also known as Arsh Dalla, is currently based in Canada, where he's been arrested and released on bail. India has been seeking his extradition, as he's wanted in connection with over 50 cases of murder, attempted murder, extortion, and terrorist acts.
He was designed as a "terrorist" in January 2004. Sources suggest he has been in touch with the Pakistani spy agency ISI. Dalla was arrested last October after he was injured in an attack. Since then, India has been trying to extradite him, but he secured bail in December.
Anmol Bishnoi
Anmol Bishnoi is the younger brother of gangster Lawrence Bishnoi and is wanted in India for several high-profile cases, including the murders of Punjabi singer Sidhu Moosewala and politician Baba Siddique. Lawrence runs the dreaded Bishnoi gang from a jail in India.&nbsp;
Anmol was arrested in the US last November for entering the country without valid documents. Intelligence sources had indicated he could not extradited so soon despite a custody request from Delhi.
Nirav Modi and Mehul Choksi
Nirav Modi, a diamond merchant, and his uncle Mehul Choksi are at the centre of the massive Rs 14,000 crore PNB loan fraud case. They're accused of colluding with the bank's officials to perpetrate the fraud, which involved issuing fake letters of undertaking to secure overseas loans without adequate collateral.
Nirav Modi left the country in 2018 and was arrested in London the same year. Lodged in a UK jail now, he has lost all his petitions against extradition to India so far. Mehul Choksi is now in Antigua.
Vijay Mallya
Vijay Mallya, the embattled liquor tycoon, fled India in 2016 amidst a massive loan default scandal exceeding Rs 9,000 crore. Currently residing in the UK, Mallya faces charges of fraud in connection with the downfall of his defunct airline, Kingfisher Airlines.
He was declared a fugitive in 2019. India is in a long legal fight for the custody of Mallya, which is unlikely to end anytime soon. Back home, a CBI court issued a fresh non-bailable warrant against him last year in a separate Rs 180 crore loan default case.
Besides this list, there are several other offenders that India is trying to bring back including Sanjay Bhandari, an arms deal consultant, who is in the UK and faces charges of tax evasion and money laundering.&nbsp;
Sourabh Chandrakar, promoter of the Mahadev betting app, is also facing extradition over money laundering charges after his arrest in Dubai in 2023. 
It was reported then that he had been kept under "house detention" amid efforts by Indian agencies to secure his deportation.

From Vijay Mallya to Nirav Modi: 5 India fugitives facing extradition

The outgoing US Ambassador to India Eric Garcetti has assured "justice will be served" in response to the extradition of Tahawwur Hussain Rana, a Pakistani-origin Canadian businessman who has been implicated in the 2008 Mumbai terror attacks. Rana was convicted in the United States in 2011 for providing material support to the terrorist group Lashkar-e-Taiba (LeT) and India has been seeking his extradition in the 26/11 terror attack case.&nbsp;

Speaking to WION's Sidhant Sibal, Ambassador Garcetti spoke on India's Khalistani concerns, India importing Russian energy, and defence deal. On India's Khalistani concerns, particularly the attack on the Indian consulate in San Francisco, he said, "We take very seriously any threat against Indian diplomats. We've made progress, deep investigation and working with Indian officials on the attacks which no diplomat, let alone an Indian diplomat, should ever have to face at the consulate in my home state of California."&nbsp;

Eric Garcetti: First and foremost, I know that people like to follow the challenging moments, but let me just say, as I end my time, just how remarkable the US India, relationship, friendship, partnership is. We've set records in visas, records in visitors, records in students, records in trade, records in defence cooperation, record defence sales, record space cooperation. The list goes on and on. So as we look at those challenging moments, I also think it's a sign of our strength that it's like a marriage. It's not whether you love each other, clearly, we do. It's whether we get through occasional fights or a difference of opinion. We're showing our ability to do that.&nbsp;We're working very closely. We take very seriously any threat against Indian diplomats. We've made progress, deep investigation and working with Indian officials on the attacks which no diplomat, let alone an Indian diplomat, should ever have to face at the consulate in my home state of California. And secondarily, we're pleased to see India making progress in what it said. Because systems are not perfect. We have to make sure systemic change ensures no laws get broken in the future and that accountability will occur in case of a misstep. Yesterday's news, we welcome that step. It's very positive, and again, adding to the positivity of what we've accomplished, it shows even in our challenging moments, we know how to move through them.

Eric Garcetti:&nbsp;We are excited that this is the most exquisite technology we've ever shared in the world with anybody, even our closest allies. And now those negotiations are really between two companies, HAL and GE, but I'm confident that the next generation of Indian fighter jets will be powered by the best engines in the world and produced here. In fact, we may buy some of our engine parts or engines in the future from India. We're really integrating supply chains. We're integrating our research and development. We know it's a tight moment to get supplies because of all the wars in the world, if you're committed to those deals, we're going to make sure only the 404, which will help the current generation of Tejas fighters go forward, the future generation of Tejas fighters, there will be that fifth generation fighter indigenously producer here. We are also committed to and have seen great progress.

Sidhant Sibal: On Russia, did India and the American side see eye to eye, because we saw earlier the American side criticizing India for importing energy. But it looked like there was a U-turn from the American side if you can perhaps set the record. And essentially, if you can talk about that
Eric Garcetti: I've certainly never criticised, the US government has not criticized the legal purchase that was authorized of oil and gas. But it is clear that India and the United States respect international law, and the most important international law is that you don't invade and cross a border, something India has to experience too many times in its own history. So making sure that we don't fuel an unwarranted War Machine coming out of Russia is very important to the American people. Even the incoming administration, as they have moved towards trying to help Russia and Ukraine find peace that is still non-negotiable. So we know that there is plentiful oil we put in other places so that India can purchase so that prices aren't affected here, from the Middle East, from North America. So we know that the world doesn't have to fuel a war in order to fuel its economy.&nbsp;

Sidhant Sibal: How do you&nbsp;see your legacy?
Eric Garcetti: I have been working very hard to the very end of this country, I love whether it's cricket, whether it's consulates, whether it's cooperation, record trade that we saw, record visas, and we're very excited that visa wait time, we'll be announcing in the weeks, visa wait time have dramatically come down. Visa wait time doesn't even exist for most categories now and 60% more, the more Indians we can come to America, the More Americans we can send to India. I hope that will be my legacy. Indians coming to watch a gold medal in the 2028 Olympics in Los Angeles. That will be part of what we have worked on. Increased trade and investment jobs here and jobs in America from our companies investing together. That will be the legacy. And at the end of the day, it's really about the people-to-people ties. When we know India's great history, we see its ambitions, you can count on America to be your closest friend, we will always be there for you.

Sidhant Sibal:&nbsp;So my last question to you is how much perhaps Bangladesh was an issue for India, US relationship. We saw Hasina leaving which was seen as a setback for India. There is a rise of Jamaat as well as increased Chinese engagement. What's your sense?
Eric Garcetti: I think we both share the principles that we want to see a peaceful, democratic South Asia, and we share those principles. We're coordinating on that together.&nbsp;We've spoken out clearly that, whether it's Bangladesh or any country, religious minorities should not be persecuted.&nbsp;And I think we have an opportunity. Both of us want to see democracy and democratic elections established in Bangladesh as soon as possible, and that can help Bangladesh open its next chapter. It's not about the past, it's about what we can do together. And India and the United States have never acted together around the world more closely than today.&nbsp;

The outgoing US Ambassador to India Eric Garcetti has assured "justice will be served" in response to the extradition of Tahawwur Hussain Rana, a Pakistani-origin Canadian businessman who has been implicated in the 2008 Mumbai terror attacks. Rana was convicted in the United States in 2011 for providing material support to the terrorist group Lashkar-e-Taiba (LeT) and India has been seeking his extradition in the 26/11 terror attack case. Speaking to WION's Sidhant Sibal, Ambassador Garcetti spoke on India's Khalistani concerns, India importing Russian energy, and defence deal. On India's Khalistani concerns, particularly the attack on the Indian consulate in San Francisco, he said, "We take very seriously any threat against Indian diplomats. We've made progress, deep investigation and working with Indian officials on the attacks which no diplomat, let alone an Indian diplomat, should ever have to face at the consulate in my home state of California." Eric Garcetti: First and foremost, I know that people like to follow the challenging moments, but let me just say, as I end my time, just how remarkable the US India, relationship, friendship, partnership is. We've set records in visas, records in visitors, records in students, records in trade, records in defence cooperation, record defence sales, record space cooperation. The list goes on and on. So as we look at those challenging moments, I also think it's a sign of our strength that it's like a marriage. It's not whether you love each other, clearly, we do. It's whether we get through occasional fights or a difference of opinion. We're showing our ability to do that. We're working very closely. We take very seriously any threat against Indian diplomats. And secondarily, we're pleased to see India making progress in what it said. Because systems are not perfect. It's very positive, and again, adding to the positivity of what we've accomplished, it shows even in our challenging moments, we know how to move through them. But in that as well, the GE, whether it's 404 or 414 deal, any update on the negotiations, and also the delay that is impacting India's Tejas program. Eric Garcetti: We are excited that this is the most exquisite technology we've ever shared in the world with anybody, even our closest allies. And now those negotiations are really between two companies, HAL and GE, but I'm confident that the next generation of Indian fighter jets will be powered by the best engines in the world and produced here. In fact, we may buy some of our engine parts or engines in the future from India. We're really integrating supply chains. We're integrating our research and development. We know it's a tight moment to get supplies because of all the wars in the world, if you're committed to those deals, we're going to make sure only the 404, which will help the current generation of Tejas fighters go forward, the future generation of Tejas fighters, there will be that fifth generation fighter indigenously producer here. We are also committed to and have seen great progress.
