Vietnam's deputy minister of information and communications said on Tuesday (May 9) that the country plans to ask all social media users to verify their identities. The minister cited the need to tackle online scams. Vietnam plans to bring social media platforms, including Facebook, Youtube and TikTok, under the purview of this decision.

The Southeast Asian nation has one of the highest online fraud rates in Asia, with financial, identity and romantic scams particularly common, according to the Global Anti Scam Alliance.

However, restrictions on social media are also used by the communist state to curb freedom of expression. Government critics with online following are reportedly regularly targeted.

"Unidentified social network accounts will be dealt with," said Nguyen Thanh Lam, deputy minister of information and communications, without elaborating.

Lam said that a new government decree on online information will be issued later this year. The decree will make the measure compulsory. The deputy minister said that there were times in the past authorities couldn't track social media users who violated the law.

This measure, he said, will "prevent the using of those platforms to create fraud groups that are untraceable". He did not elaborate further. Lam was quoted by AFP.

No details were shared about the potential punishments for breaking this law.

The announcement from the government comes a month after authorities said they'd probe TikTok over alleged "toxic content". Vietnam has also asked foreign tech companies to store Vietnamese users' data inside the country and establish representative offices.

The requirement is part of a sweeping cyber security law introduced in 2018 that compels Facebook and Google to take down posts deemed to be a national security threat within 24 hours.

Facebook, TikTok and YouTube do not ask users in Vietnam to verify their identity.

Earlier this year, authorities ordered mobile phone users to verify their identities and subsequently blocked around 1.2 million SIM cards.

A 16-year-old teen from North Carolina in the United States suffered burns covering 80 per cent of his body while he was attempting a viral TikTok challenge trying to create a makeshift torch using a spray paint can and a lighter.

The dangerous stunt triggered an explosion as it involved the use of flammable aerosols to create miniature flamethrowers. This caused several wounds and further evoked warnings from the authorities.

As per the New York Post report, the incident left the teenager, who has been identified as Mason Dark, with third-degree burns on his back.

Mason's mother Holli Dark said, "We all heard a big boom. And then Mason came running out and started taking off his shirt." She further added that her son is "unrecognizable" after the tragic incident.

In an attempt to soothe his burns, Mason jumped into a river nearby and emerged with charred skin.

This further worsened his condition and increased the risk of infection.

As per the reports, doctors said that the 16-year-old also suffered T-shaped third-degree burn on his back from ripping off his t-shirt, which was engulfed in flames.

He is currently being treated in the UNC Burn Centre where he has undergone several surgeries to receive skin grafts. His mother said that their family is hopeful that Mason will heal over time. He is expected to be in the hospital for at least six months.

A note by his mother reads, ''My son Mason, needs your prayers. 75% of his body is burned. The accident occurred on the afternoon of Sunday, April 23, 2023. He jumped into a river to extinguish the flames. The risk of infection from the river water is high, on top of having 2nd and 3rd-degree burns. We are thankful to be at the UNC Burn Center in Chapel Hill. It is one of the top in the nation. Mason has a long road ahead of him. Please pray for his recovery. He is in an incredible amount of pain and is sedated."

'Blackout Challenge'

The "blackout challenge" had&nbsp;allegedly claimed the life of a 10-year-old girl, last year, in the United States who died in intensive care after performing the deadly stunt.

The viral challenge encouraged users to choke themselves until passing out due to lack of oxygen. The mother of the girl, Tawainna Anderson, said that her daughter Nylah fell unconscious at home in December last year after choking as she took part in the TikTok challenge.&nbsp;

She had sued TikTok over wrongful death and negligence among other damages.&nbsp;
&nbsp;
According to court documents, Anderson claimed TikTok's algorithm allegedly determined that the blackout challenge was "well-tailored and likely to be of interest" for the 10-year-old.

'Benadryl challenge'&nbsp;

Earlier, a 13-year-old boy from Ohio, United States, lost his life after he took an overdose of the medication while attempting a dangerous TikTok trend. He ingested 12 to 14 pills of Benadryl as a part of the social media challenge.

Brazil lifted the suspension of the encrypted messaging app Telegram on Saturday after Flávio Lucas, a judge from Brazil's Federal Regional Court of the Second Region, partially revised a ruling which suspended the social media application over its non-compliance in sharing information about extremist and neo-Nazi groups using the platform.&nbsp;

The judge in his decision stated that complete suspension of the app “is not reasonable, given the broad impact throughout the national territory on the freedom of communication of thousands of people who are absolutely strangers to the facts under investigation.”

However, Judge Lucas did impose a daily fine of one million reais ($200,553) on the company for failing to provide the requested data.

<h2>Telegram's CEO says complying with Brazil 'technologically impossible'</h2>

Earlier this week, Telegram's CEO, Pavel Durov had said that the company will appeal the Brazilian judge’s decision to suspend the encrypted messaging app for failing to provide data on neo-Nazi activity.

He said that the "requested data" the Brazil court has asked them to hand over is "technologically impossible" for them to obtain, as per AP reports.

The federal police had requested the countrywide suspension order after its parent organisation failed to provide data sought by authorities on neo-Nazi groups operating on the network, accused of instigating violence in schools.

<h2>App previously prohibited in country over failing to stop spread of fake news&nbsp;</h2>

Last year, Brazilian Supreme Court Justice Alexandre de Moraes ordered the suspension of messaging app Telegram over its hosting of misinformation and fabricated news content.

“Telegram’s disrespect for Brazilian law and repeated failure to comply with countless court decisions … is completely incompatible with the rule of law,” Moraes wrote in his decision.

The app had then been offline for less than 48 hours till the company chose to collaborate with Brazilian regulators.

The encrypted messaging application, Telegram has been suspended in the past by other governments, including Iran, China and Russia.

Only a few people are aware of a very disturbing trend which became viral on TikTok in 2021. The trend resulted in unofficially designating the 24th of the month of April, which is apparently Sexual Assault Awareness Month, as "National Rape Day." &nbsp;A video purportedly surfaced on the Chinese video hosting service TikTok where a group of men reportedly urge&nbsp;others to commit sexual assault on this day by claiming that doing so is lawful.

However, TikTok in a statement to the USA Today media outlet confirmed that it has not found the purported original video on its platform. Even though the existence of the original video is not known yet, the hashtag #April24 apparently received 38 million views overall.&nbsp;

In reaction to the trend, hundreds of other TikTok videos were created by netizens. Some of these reaction videos offered safety advice to women.&nbsp;In the videos, people advised women to exercise caution and stay at home on April 24. TikTok's troubling trends: What is the truth behind April 24?

Twitter removed "state-affiliated" and "government-funded" labels from media accounts, as per a review by AFP news agency on Friday.

According to AFP, the news agency looked at a number of prominent pages on the platform and saw that many of the top media organisations from Western countries, Russia, China, and other nations that had previously used either of those tags no longer had them.&nbsp;

Media portals like National Public Radio (NPR) and Canadian Broadcasting Corporation (CBC) lost their labels which is given by Twitter to imply a government involvement in editorial content, as per Reuters.&nbsp;

China's official Xinhua news agency and RT from Russia also lost the tags.&nbsp;

US President Joe Biden is not leaving any stone unturned to achieve a successful outcome in the 2024 Presidential Elections. In its efforts to reach out to a young electorate, the White House could create a separate briefing space for new-age media influencers. The briefing room is to be on similar lines as the existing press briefing room. President Joe Biden, who is yet to announce his re-election bid, is taking all preparatory measures needed to return to the White House. Biden’s digital strategy team has promised social media celebrities their very own briefing room in the White House.

As of Friday (April 7), the Twitter Verified handle has unfollowed all accounts in what is being seen as the microblogging platform’s move to revoke legacy verified accounts getting underway. This also comes amid confusion over the Twitter revoking legacy verified program and removing legacy verified checkmarks for those who still had them but were not paying for a Twitter Blue subscription which was supposed to take place starting April 1, the company had previously said in a statement.&nbsp;

According to reports, ‘Twitter Verified’ account followed some 420,000 legacy verified accounts. Earlier, notable Twitter accounts used to receive their blue check mark once the Twitter Verified handle followed them.&nbsp;

“On April 1st, we will begin winding down our legacy verified program and removing legacy verified check marks. To keep your blue checkmark on Twitter, individuals can sign up for Twitter Blue,” Twitter’s official account had previously stated its official handle. However, the company has not revealed how it will deal with the accounts of people who have “notable” mentioned on it.&nbsp;

As of now, only individual Twitter users who will have verified blue check marks are those paying for Twitter Blue, which in the United States cost around $8 a month on the web and $11 per month through the in-app payment on iOS and Android. However, the service is now said to be available worldwide.&nbsp;

Twitter Blue is now following only Twitter’s official account on the microblogging platform. While the microblogging platform has not revoked the legacy verified blue tick from most of the accounts that have not paid for the ‘Twitter Blue’, as per media reports. Furthermore, as Twitter plans to discontinue legacy blue ticks for users, last week, it announced that it will make its ‘Verification for Organisations’ service available across the world.&nbsp;

The feature will allow organisations and their affiliates to differentiate themselves on Twitter which is reportedly not different from the Twitter Blue service except it is for businesses rather than individuals. As of Friday (April 7), the Twitter Verified handle has unfollowed all accounts in what is being seen as the microblogging platform’s move to revoke legacy verified accounts getting underway. This also comes amid confusion over the Twitter revoking legacy verified program and removing legacy verified checkmarks for those who still had them but were not paying for a Twitter Blue subscription which was supposed to take place starting April 1, the company had previously said in a statement. According to reports, ‘Twitter Verified’ account followed some 420,000 legacy verified accounts. Earlier, notable Twitter accounts used to receive their blue check mark once the Twitter Verified handle followed them. “On April 1st, we will begin winding down our legacy verified program and removing legacy verified check marks. To keep your blue checkmark on Twitter, individuals can sign up for Twitter Blue,” Twitter’s official account had previously stated its official handle. However, the company has not revealed how it will deal with the accounts of people who have “notable” mentioned on it. As of now, only individual Twitter users who will have verified blue check marks are those paying for Twitter Blue, which in the United States cost around $8 a month on the web and $11 per month through the in-app payment on iOS and Android. However, the service is now said to be available worldwide. Twitter Blue is now following only Twitter’s official account on the microblogging platform. While the microblogging platform has not revoked the legacy verified blue tick from most of the accounts that have not paid for the ‘Twitter Blue’, as per media reports. Furthermore, as Twitter plans to discontinue legacy blue ticks for users, last week, it announced that it will make its ‘Verification for Organisations’ service available across the world. The feature will allow organisations and their affiliates to differentiate themselves on Twitter which is reportedly not different from the Twitter Blue service except it is for businesses rather than individuals. The subscription will cost $1,000 per month (plus tax) and $50 per month (plus tax) for each additional affiliate sub-account. The microblogging platform first introduced verified accounts in 2009 to help users identify celebrities, politicians, companies, news organisations, and other accounts of “public interest” that were genuine and not impostor or parody accounts and did not charge for them. The state of Utah in the US on Thursday (March 23) became first state in the country to impose rules on social media sites that'll make them get parental consent for accounts used by under-18s. With this, Utah has placed the burden on social media platforms to verify age of users. The law will come into effect in March 2024.

The legislation was introduced in response to fears over growing youth addiction to social media, and to security risks such as online bullying, exploitation, and collection of children's personal data.

However, the law has led to warning from tech firms as well as civil liberties group that it would limit online access of marginalised teens and have implications for free speech.

"We're no longer willing to let social media companies continue to harm the mental health of our youth," tweeted Spencer Cox, governor of the western US state, who signed two related bills at a ceremony Thursday.

The bills also require social media firms to grant parents full access to their children's accounts, and to create a default "curfew" blocking overnight access to children's accounts.&nbsp;

They set out fines for social media companies if they target users under 18 with "addictive algorithms," and make it easier for parents to sue social media companies for financial, physical or emotional harm.

"We hope that this is just the first step in many bills that we'll see across the nation, and hopefully taken on by the federal government," said state representative Jordan Teuscher, who co-sponsored the bill.

Michael McKell, a Republican member of Utah's Senate who also sponsored the bill, said it was a "bipartisan" effort, and praised President Joe Biden's recent State of the Union address, in which he raised the issue.

The UK has announced an immediate ban on TikTok on government devices. TikTok is a Chinese-owned short video sharing social media app that is raising privacy and security concerns, especially in Western countries.

"We're moving to a system where government devices will only be able to access third-party apps that are on a pre-approved list," Dowden told lawmakers.

"We are also going to ban the use of TikTok on government devices. We will do so with immediate effect."

TikTok has been in the crosshairs over privacy concerns. Voices, predominantly in the Western sphere have repeatedly alleged that the user data collected by TikTok can be used by the Chinese state for surveillance and espionage.

The app has already been banned in India.

The ban does not include personal devices and there would be limited exemptions where TikTok is required on government devices for operational reasons, Dowden added.

"This is a proportionate move based on a specific risk with government devices," Dowden had said earlier.

Earlier in the week, when the prospect of such a ban was reported, TikTok has said it would be disappointed by such a ban.

The United States Federal Trade Commission (FTC) said on Thursday (March 9) that it is expected to vote on March 16 on whether to send demands for information about deceptive advertising to eight social media and video streaming companies.&nbsp;

According to a statement released by the FTC, "the Commission will vote on whether to issue 6(b) Orders to eight social media and video streaming platforms concerning how they monitor and review deceptive advertising on their platforms."

The FTC said that these orders would examine the ad review practices of the companies and if any measures were taken to detect, prevent and reduce deceptive advertising on their platforms. This would include advertising related to fraudulent healthcare products, financial scams, and fake goods, the commission added.&nbsp;

The social media and video streaming companies that would receive the demands have not been identified yet.&nbsp;

Also on March 16, the FTC would vote on issuing demands for information to five business credit reporting agencies concerning how they collect data and market their products.&nbsp;

"A business credit report can affect a small business in many ways, including potentially impacting the terms on which it can obtain goods, services, and equipment necessary for the operation of the business. This study will provide the public with information about an industry that has a significant impact on small businesses, but that currently has little publicly available data about it," Thursday's statement read.&nbsp;

The above developments come after the FTC asked Twitter to turn over some internal communications related to the owner Elon Musk and other detailed information about business decisions as part of an investigation into the social media giant.&nbsp;

The commission has sent over a dozen letters to Twitter and its lawyers since Musk became the owner in October last year. One of the requests was that the social media giant identified all journalists who were granted access to company records. The FTC also wants Musk to testify in connection with the investigation.&nbsp;

Meta, Grindr 'not doing enough' to safeguard LGBTQ people: Human Rights Watch

Only Twitter Blue subscribers will be allowed to use text messages as their two-factor authentication (2FA) method from March 20, the social media giant said on Saturday (February 18) in a blog. The announcement by the social network, however, has not been received well by many users. Under Elon Musk's leadership, the social media firm has seen multiple changes ever since he took over as the chief executive in October and many of these decisions have been criticised. This is the latest move, which seems to have generated a pushback.

In its blog, Twitter said: "While historically a popular form of 2FA, unfortunately we have seen phone-number based 2FA be used - and abused - by bad actors. So starting today, we will no longer allow accounts to enroll in the text message/SMS method of 2FA unless they are Twitter Blue subscribers." Those who are not subscribed to the Twitter Blue feature will have 30 days to disable this method and enroll in another, it added.&nbsp;

After March 20, it stressed, "We will no longer permit non-Twitter Blue subscribers to use text messages as a 2FA method. At that time, accounts with text message 2FA still enabled will have it disabled." It has suggested such users to "consider using an authentication app or security key method instead". "These methods require you to have physical possession of the authentication method and are a great way to ensure your account is secure," the blog read.&nbsp;
