The Biden administration is reportedly planning to delay military aid to Saudi Arabia to punish the Gulf country for leading OPEC’s decision to cut oil production going against the request.

According to NBC, which has quoted two US officials, the administration might delay shipments of advanced Patriot MIM-104E guided ballistic missiles, among other arms and ammunition to Saudi Arabia.

Saudi has Patriot launch systems and needs missiles to defend against the Houthi rebels in Yemen. It had inked a deal with the US to purchase 300 missiles from it.

While some military officials have supported the retributive move, there are others who want to keep the oil production cuts a separate issue, said NBC report citing sources.

Apart from that, the other methods that might be employed by the US to punish the Saudi regime include excluding them from any upcoming military exercises and engagements like regional meetings or conferences, the officials said.

Though nothing has been decided yet, the Biden administration might drop the idea if the Saudis increase the production in the upcoming December OPEC meeting, the officials added.

The ties between the US and Saudi soured after the Gulf nation, apart from Russia, influenced the OPEC group to cut oil production by two million barrels a day, contrary to the requests by Joe Biden.

The move incensed the White House which has been struggling to control inflation and reduce gas prices, which have been at new highs since the Russia-Ukraine war broke out in February this year.

Earlier this month, Biden while speaking to CNN said, "There's going to be some consequences for what they've done with Russia."

The West Asia Post | Tensions in U.S.-Saudi Arabia ties after OPEC oil cut

On Monday, a report by Bloomberg citing various people with knowledge of the matter claimed that Abu Dhabi and Saudi Arabia are looking to invest in Credit Suisse Group AG’s investment bank and other businesses amid depressed values. While the talks are in the early stages, sources said, the potential investors are already being cautious regarding the risk of future losses or legal issues.

The sources have asked to remain anonymous since the talks are private, said the report. Meanwhile, the two countries are supposedly looking through sovereign wealth funds like Abu Dhabi’s Mubadala Investment Co. and Saudi Arabia’s Public Investment Fund. However, the deal may also come through other places where the countries own high stakes, said the sources.

This comes ahead of the bank’s announcement regarding the latest restructuring which is expected to take place in less than two weeks and also includes potential separation from its advisory and leveraged finance business. In a previous report, Bloomberg said that the bank has sought outside investment for this venture. This is the entity that Abu Dhabi’s highest levels of government could potentially invest in, said the report citing sources.

The report also noted how this separation of the dealmaking and underwriting unit would let Credit Suisse break from the troubled investment banking division into three pieces while keeping the smaller trading unit and breaking off its securitized products group and other assets that it wants to offload.

Earlier this month, sources also elucidated how an outside investment for the new unit could help the bank lessen the cost of “retaining and attracting talent for a business that is almost entirely driven by key rainmaker’ relationships.”

Meanwhile, Credit Suisse in a statement said that they are in the midst of a comprehensive strategic review and will give an update on its progress when they announce its third-quarter earnings. “It would be premature to comment on any potential outcomes before then,”, the statement added. On the other hand, the representatives from the two countries have declined to comment, the report indicated.

This comes amid the company’s shares rising as much as 8.7% in New York trading and 4.1% in Zurich, having lost at least of its value this year. Furthermore, the report citing anonymous sources also indicated the departure of investment banking head Christian Meissner as a part of the upcoming restructuring of the company which may be announced around October 27.

However, this would not be the first time as Credit Suisse has a history of relying on wealthy middle eastern investments as top shareholders like Qatar Investment Authority and Saudi Arabia’s Olayan Group which have invested in times of need, said the report. The world is eagerly counting down to the start of the FIFA World Cup 2022 in Qatar. With millions of fans making their way to Qatar, many should also consider neighbouring Saudi Arabia as their destination instead. Saudi has already announced that it will allow multi-entry visas for the holders of the FIFA World Cup Qatar 2022 Hayya Card. Tourists who have gained their visa with the Hayya card can make their way to Saudi Arabia for up to 90-days in the country, starting 10-days before the tournament begins. The e-visa is also available for tourists from 49 eligible countries. Tourists can catch all their favourite matches in Qatar while staying in the comfort of the neighbouring country, as the Qatari capital Doha is only a 90-minute flight from Riyadh, the capital of Saudi Arabia. Popular destinations in Saudi for tourists include the capital of Riyadh, where they can stay in luxurious hotels like the Four Seasons, The Ritz-Carlton, the Intercontinental, Fairmont and Shaza; Jeddah, which is fast becoming the hub of Saudi’s burgeoning art and music scene, and AlUla, which is home to Saudi Arabia’s first UNESCO World Heritage Site. In the capital city of Riyadh, tourists can make their way to one of the tallest buildings in Saudi Arabia, the Kingdom Center Tower. From the Center Point observatory, tourists can see the sprawling city below. If shopping is in mind, then many malls like the glitzy Al Nakheel Mall, the elegant Riyadh Gallery Mall and the sprawling Hayat Mall can fulfil those needs. Cultural areas like King Abdullah Park where water and light shows can enthral visitors and the imposing clay-mudbrick Masmak Fortress are the places, which can’t be missed. The National Museum and the stunning Edge of the World are places to visit when trying to enjoy things at a slower pace. Tourists can enjoy a variety of cuisine like authentic Saudi food, traditional Japanese cuisine, Brazilian steakhouses and French-bistro style food at restaurants throughout the city. In the bustling hub of Jeddah, a visit to the Jeddah Corniche against the sea, also known as the Jeddah Waterfront, is a must for all visitors. A visit to the Fakieh Aquarium will introduce tourists to a variety of aquatic species. For shopping, Jeddah offers a throwback to the past with traditional markets like that in Al Balad and Gabel Street Souq, and modern shopping centres like the Mall of Arabia and Al Salam Mall. A trip to the city, however, won’t be complete without a visit to Nasseef House and Al Tayebat International City. The cuisine in Jeddah is vibrant with world-class seafood being served at almost every restaurant. Saudi Arabia will also be hosting a series of events during the World Cup, including music festivals, film festivals, sports festivals and more. MDLBeast, the biggest music festival ever seen in the Middle East, will coincide with the FIFA World Cup. The country has also prepared to host the Red Sea Film Festival in Jeddah. Tourists can also make their way to the annual entertainment and sports festival, Riyadh Season in the capital. However, if tourists are looking for cultural programmes instead then they can make their way to the Winter at Tantoura cultural festival in AlUla. All of these festivals and events will be taking place at the same time as the World Cup, giving tourists plenty of opportunities to enjoy other activities than just football during lulls between the matches. Increased Number of Flights from Qatar Travelling from Saudi Arabia to Qatar has never been easier for travellers wanting to explore the authentic home of Arabia. The country has increased the number of shuttle flights to 60 daily flights on the Saudi team’s match day and to 40 daily flights on other days during the FIFA World Cup. The flights will be taking off from both Jeddah and Riyadh. Saudi adventures await World Cup fans from around the world

The decision by Saudi Arabia to support Russian interests by cutting oil production next month by 2 million barrels a day along with other OPEC+ nations has caused panic in the United States.

Richard Blumenthal, a member of the Senate armed services committee, said on Monday that there is a chance that Saudi Arabia can share US defence technology with Russia considering the new relationship between the nations. The Democratic politician added that he will “dig deeper into the risk”.

“I want some reassurances that they are on top of it and if there are risks, I want to determine what can be done to mitigate those risks immediately,” Blumenthal told The Guardian in an interview.

Saudi Arabia, a country that shares a political alliance with the US, surprised a number of people by supporting the cut in oil production. According to experts, it was viewed by Washington as a sign of their support for Russia in the ongoing Ukraine war in a major blow to the Joe Biden-led government.

Blumenthal earlier proposed a one-year ban on weapons exports to Riyadh and in the interview, he hinted that the proposal could end up getting bipartisan support in the US Congress.

Saudi Arabia could share US defence technology with Russia, warns senator

The Saudi-led OPEC+ recently announced major cuts in oil production. The decision by the group that includes Russia has worsened fears of a recession. The announcement bought the US-Saudi relations to a new low. The US President Joe Biden while expressing disappointment said that it's 'time for the US to rethink its relationship with Saudi Arabia.'

US President Biden warns Saudi Arabia, weigh options to punish Riyadh

Congressional Democrats are introducing legislation to suspend U.S. arms sales to Saudi Arabia after the kingdom sided with Russia to cut oil production at last week's OPEC+ meeting. The White House says President Joe Biden is open to working closely with Congress to "recalibrate" ties with Riyadh. VOA's Senior Diplomatic Correspondent Cindy Saine reports.

WION-VOA Co-Production: Will US stop arms sale to Saudi?

Leonardo da Vinci’s painting, Salvator Mundi - Latin for Saviour of the World - might see the light of day again, in an interview with the Times and The Sunday Times British professor, Martin Kemp revealed that he has been invited to Saudi Arabia in order to inspect the $450 million painting.

It is said to be the world’s most expensive artwork which is now owned by Riyadh and has controversially been attributed to the polymath. However, this topic has widely been debated among art experts, said the report. The painting has also not been seen in public since it was bought, back in 2017 when it became the most expensive painting to be sold to date.

In the interview, Kemps, an art historian at the University of Oxford, said that he was reluctant to visit Riyadh because of “iniquities of the Saudi regime”. However, he said if it helps bring the painting “into the light” he would consider it. The sale of the painting happened five years ago in New York, notably, a book titled, “The Lost Leonardo” later revealed that it was bought by the US in 2005 for merely $1,157.

The report also maps the painting’s rise to prominence, how following significant conservation work the painting was unveiled at an exhibition at the National Gallery in the UK. At the time, the painting was showcased as a Leonardo painting, despite scepticism from the art world on the polymath’s involvement in the work.

The report suggests that many given the painting’s “inferior quality” questioned if Salvator Mundi has been painted by the polymath himself comparing it to paintings like Mona Lisa they suggested that it might have been painted by Leonardo’s student or another artist. Notably, when the sale was made in 2017 the painting seemingly disappeared and only later reported that it had been bought by the crown prince of Saudi Arabia, Mohammed bin Salman, who has reportedly not confirmed the ownership of the painting.

“It is in Saudi Arabia and the country is constructing an art gallery, which is to be finished in 2024 I think. There have been moves to get me out to look at it and I have been slightly reluctant to go to Saudi Arabia for very obvious reasons,” said Kemps during the interview. He was also the one who attributed this painting to Leonardo before it sold at the 2017 auction, the report indicated.

While speaking about the painting, the British professor and author of several books including “Living with Leonardo” said that he is “confident” that it is Leonardo’s original. He added, “Can I say that every brushstroke is by Leonardo? Not necessarily. Perhaps all the geometric patterns on the stole, it may be that it is a repeat motif and he could have assigned that to a student.”
