District Magistrate of Karauli issued a notice to Gujjar leader Kirori Singh Bainsla for not following the High Court’s guidelines. The District Magistrate got the notice pasted outside Bainsla’s residence.

Deputy district collector Suresh Bunkar said, “We have put this notice by the District Magistrate at his (Bainsla) residence for not following the directions of the High Court.

”Bainsla of the Gujjar Arakshan Sangharsh Samiti (GASS) had staged a 'rasta-roko' dharna on Friday at the railway tracks in Rajasthan's Swai Madhopur district, demanding implementation of the 5 per cent reservation that was promised to them by the state government.

Urging the Rajasthan government to act upon its promise Bainsla on Friday had said, “We want 5 per cent reservation. The state government hasn't responded to our request. So, we have decided to do an agitation to seek the government`s attention."

Last month on January 27, Bainsala asserted that if they were not given 5 per cent reservation in government jobs and academic institutions in next 11 days, they would be constrained to adopt the course of agitation.

As the "ultimatum" given by Bainsla ended on Friday, the Gujjar leader started the dharna with his supporters after holding a 'Maha Panchayat' at Malarna Dungar in Sawai Madhopur district.

Rajasthan government on October 26, 2018, passed a bill which increased Other Backward Classes (OBC) quota from 21 per cent to 26 per cent.

In December 2018, the Rajasthan government also approved one per cent reservation for Gujjars and four other backward castes (OBCs). At present, these communities are getting one per cent separate reservation under the legal limit of 50 per cent reservation meant for the most-backwards category in addition to OBC reservation.

The Backward Classes (Reservation of Seats in Educational Institutions in the State and of Appointments and Posts in Services under the State) Bill will provide reservation to the five "most backward" OBC communities, including Gujjars and four other communities- Banjara,Baldiya, Labana; Gadiya Lohar, Gadoliya; Raika, Rebari, Debasi and Gadariya, Gadri, Gayari, which were earlier grouped as the special backward classes (SBC).

The government had tabled the Bill in assembly's monsoon session last year to provide reservation in educational institutions and state jobs for the category of more backward classes within the backward classes.

The Bill was tabled in the wake of widespread agitation by the Gujjar community demanding reservation under the backward classes category. However, with this quota of five per cent to OBCs, the total percentage of various quotas crossed 50 per cent. Now, the total quota in Rajasthan stands at 54 per cent- 26 per cent for OBCs, 16 per cent for SCs, and 12 per cent for STs.

This is in violation of the Supreme Court guidelines, which say the total quota in government jobs and educational institutes for different reserved categories in the state cannot go beyond 50 per cent.

Last year, the Rajasthan High Court had struck down government`s attempt to grant 5 per cent quota to Gujjars as it would have shot the overall reservation to 54 per cent.

Virtually putting the Congress-led governments in Madhya Pradesh and Rajasthan on notice, the BSP supremo Mayawati Monday said she might have to "reconsider" her party's outside support to them if cases against "innocent" persons framed in Bharat Bandh on April 2 were not withdrawn.

"If the newly-elected governments in Madhya Pradesh and Rajasthan do not act swiftly and withdraw the cases against the innocent persons framed in Bharat Bandh, the BSP may have to reconsider extending the outside support to the Congress governments," she said in a hard-hitting
press release here.

Mayawati said the cases against the innocent people framed out of political and caste considerations in Uttar Pradesh and other BJP-ruled states including MP and Rajasthan, which were previously under the BJP.

She said now that MP and Rajasthan are ruled by the Congress, the new governments should immediately withdraw such cases, failing which her party would have to reconsider its decision of extending outside support.

The BSP has two members in Madhya Pradesh's 230-member assembly, while in Rajasthan her party has six seats in the House of 200 MLAs.

The BSP extended outside support to the Congress to form governments in these two states as it had failed to reach majority on its own.

Mayawati also said the governments formed by the Congress in Madhya Pradesh, Chhattisgarh and Rajasthan should not work like the BJP, which did not fulfil its promises made to the farmers and the unemployed.

"The warning to the Congress is necessary, as now merely making announcements is not enough. People are of the view that in making promises on papers, the Congress and the BJP are two sides of the same coin. Now, it depends on the Congress whether it is able to change this perception," she said in the statement.

She said had the Centre left its "stubborn" behaviour pertaining to triple talaq bill, 2018, and sent it to the joint select committee of Parliament as demanded by the entire Opposition, it would have been better.

The BSP chief said in the past five years, there have been non-fulfilment of promises, and by showing dreams of 'achchey din', demonetisation and GST have been implemented in an immature manner.

News brief: Big stories of the day

After discussions that lasted hours, the Congress Wednesday failed to bring about a consensus in its ranks in Rajasthan on who should be the chief minister even as it staked its claim to form the government.

The decision on the chief minister will be taken Thursday by party president Rahul Gandhi, All India Congress Committee general secretary Avinash Pande told reporters after a party delegation met Governor Kalyan Singh to seek an invitation to form the government.

Pande said Gandhi will be briefed about the deliberations by the Congress Legislature Party (CLP) in Jaipur over the chief minister's post

Pradesh Congress Committee president Sachin Pilot and former chief minister Ashok Gehlot, both MLAs, are the frontrunners for the post and were part of the delegation that met Kalyan Singh.

Earlier in the day, the CLP held a scheduled meeting at the party office, where it passed a one-line resolution in which the newly elected MLAs authorised Gandhi to decide on the chief minister's post.

After the resolution was passed, K C Venugopal, the AICC observer sent by the party to Jaipur, held discussions with individual MLAs, seeking their opinion.

The exercise went on for several hours but there was no consensus and the CLP then left the decision on Gandhi.
"We will hand over our report to the party president tomorrow," Pande said.

Apart from AICC general secretaries Venugopal and Pande, the party had also sent four AICC secretaries to Jaipur.
They are all expected to meet Gandhi in Delhi. Both Pilot and Gehlot would remain in Jaipur, party leaders said.

"A delegation of the party met the Governor. We have the majority and will form the government," Pande said.
Leader of opposition Rameshwar Dudi, who lost election on Nokha seat, was also part of the delegation.

"The party observer held discussions with the MLAs and the name of the chief minister will be decided at the level of the party president Rahul Gandhi by tomorrow evening," Dudi told reporters outside Raj Bhawan.

Congress won 99 out of the 199 seats that went to the polls on December 7. Its alliance partner Rashtriya Lok Dal (RLD) also bagged a seat, taking the combined tally to 100 needed to form the government.

The party is also looking for support from independent candidates and non-BJP parties.

Pande said several other MLAs have also extended support to the Congress in writing and the final list will be handed over to the Governor later.

The Bharatiya Janata Party won 73 seats.

Resolution unanimous that Rahul will decide

Meanwhile, newly-elected Congress MLAs in Madhya Pradesh Wednesday asked Congress president Rahul Gandhi to nominate the new legislature party leader.

At a meeting here in the evening, they unanimously passed a resolution authorising Gandhi to name the CLP leader.

"The resolution was moved by senior MLA Arif Aqueel and seconded by other MLAs. They passed it unanimously, authorising the Congress president to nominate the legislature party leader," state Congress media cell chairperson, Shobha Oza told reporters.

The meeting lasted for about two hours, she said.

Senior Congress leaders A K Antony and Bhanwar Jitendra Singh attended the meeting as the central observers.

Oza said Gandhi will be conveyed the decision of the newly-elected MLAs, after which he will name the CLP leader.

The observers are also talking to the MLAs to seek their views, she said.

All the four independent MLAs, elected in the November 28 poll, were also present in the meeting, she said.

The Congress Wednesday emerged as the single largest party in the state by winning 114 seats, two short of a simple majority of 116 in 230-member house and claimed that it has the support of 121 members.

BSP supremo Mayawati Wednesday morning extended support of her party to the Congress.

Assembly Elections 2018: Voting underway in Rajasthan, Telangana

The results of the electoral battle in five states will be declared on Tuesday. According to reports, exit polls for the recently concluded assembly elections have predicted a tight finish between the ruling BJP and the Congress in Madhya Pradesh and Chhattisgarh and a win for the opposition party in Rajasthan.

Experts bill the 5-state assembly elections as semi-finals before the 2019 Lok Sabha polls -- a major test for the two biggest political parties in the country, the BJP and the Congress.

The exit polls have also predicted a clean-sweep for KC Rao's TRS in Telangana, whereas the Mizo National Front is predicted to have an edge in Mizoram's electoral battle, throwing up a hung assembly.

Reports suggest the trends to begin pouring in as early as 8am. By noon, the larger picture of the results in the poll-bound states is likely to emerge.

Tuesday's results are set to test the hold of the incumbent governments in Chhattisgarh, Madhya Pradesh, Rajasthan, Mizoram and Telangana and examine the potency of the Opposition's challenge.

The BJP holds power in Chhattisgarh, Madhya Pradesh and Rajasthan at present, however, the exit polls hint at the Congress putting up a tough fight to change the game in its favour in the states with incumbent BJP governments.

These assembly elections are being seen as crucial for the BJP ahead of the Lok Sabha elections as it is in power in three of these states.

The saffron party is trying for a fourth term in Madhya Pradesh and Chhattisgarh and is seeking to retain power in Rajasthan. The three states also played a significant role for the BJP in the 2014 general elections, when it had won 62 out of the 65 Lok Sabha seats in these three states.

The elections are also significant for Congress, which is out to challenge the BJP's rule in three states and protect its last bastion in the North-East, where Mizoram remains the only state not (rpt) not under the rule of BJP-led NDA. The eight North-East states together have 25 Lok Sabha seats.

In the multi-phase polling, Chhattisgarh voted on November 12 (18 seats) and November 20 (72 seats); Madhya Pradesh (230 seats) and Mizoram (40 seats) on November 28; and Rajasthan (199 seats) and Telangana (119 seats) on December 7.
