The foreign woman was apparently angry at one of her Mexican neighbors over tree-trimming on their street, and at one point calls her the Spanish phrase "India horrible," an insulting way to refer to Indigenous or dark-skinned people.

The National Migration Institute said that the foreigner caught a flight out of Mexico after the incident earlier this week and that she would be prohibited from returning.

The agency did not identify the woman or her nationality, but she is heard on the video speaking with a strong Argentine accent and after the incident the Argentine Embassy posted a statement condemning the incident.

The embassy wrote on its Facebook page, "Regarding the events made public yesterday involving people who are apparently Argentine citizens, the country's Embassy in Mexico rejects and condemns any expression of discrimination and/or gender violence." It was unclear why ethnicity came up at all.

The incident took place in Mexico City's upscale Hip?dromo-Condesa neighborhood, where few Indigenous people can afford to live. Most Mexicans have some Indigenous ancestry and are often darker-skinned than Argentines, whose ancestors were often immigrants from Europe.

The issue of the coded language used by engineers has been a topic of discussion since last few weeks. Considering these discussions, two of the engineers started the discussion on a greater platform and led the movement. The engineers Regynald Augustin&nbsp;tweeted that he was inspired to push for changes after an email went to the engineering team with the line "automatic slave rekick."

The black man, an avid birder, asked the white woman to leash her dog in New York's Central Park, as the rules required. She refused.

The encounter then took an ugly turn, and was recorded on video.

The man, Christian Cooper, filmed on his phone, the woman, Amy Cooper, clutching her thrashing dog, and calling the police, with her voice rising in hysteria.

“I’m going to tell them there’s an African-American man threatening my life,” she said to him while dialling, then repeated to the operator, twice, “African-American.”

On Tuesday, the video went viral on Twitter and garnered over 40 million views, setting off a painful discourse about the history of dangerous false accusations against black people made to police.

The man in question, however, now says he did not envision such a consequence.

"Any of us can make — not necessarily a racist mistake, but a mistake. And to get that kind of tidal wave in such a compressed period of time, it’s got to hurt. It’s got to hurt," Mr Cooper told New York Times.

“I’m not excusing the racism,” he added.&nbsp;

“But I don’t know if her life needed to be torn apart.”

“She went racial. There are certain dark societal impulses that she, as a white woman facing in a conflict with a black man, that she thought she could marshal to her advantage,” he said.

“I don’t know if it was a conscious thing or not,” he added. “But she did it, and she went there.”

“If we are going to make progress, we’ve got to address these things, and if this painful process is going to help us address this -- there’s the yellow warbler!”

“If this painful process helps to correct, or takes us a step further toward addressing the underlying racial, horrible assumptions that we African-Americans have to deal with, and have dealt with for centuries, that this woman tapped into, then it’s worth it,” he said, setting his binoculars down on his chest.

“Sadly, it has to come at her expense,” he added.

On Tuesday, Ms Cooper was fired by her employer, Franklin Templeton, where she had been a head of insurance portfolio management, according to her LinkedIn page.

In her public apoloy, Ms Cooper said she had misread his intent.

“I reacted emotionally and made false assumptions about his intentions when, in fact, I was the one who was acting inappropriately by not having my dog on a leash,” she said.

On Wednesday, New York City’s Commission on Human Rights began an investigation into Ms Cooper’s actions.

The president first <a href="https://www.wionews.com/world/if-youre-not-happy-here-you-can-leave-trump-to-democratic-congresswomen-236251">attacked the four lawmakers</a> -- all but one of whom were born in America -- with a series of tweets on Sunday, saying they should "go back" to their countries of origin.

The four -- Alexandria Ocasio-Cortez of New York, Rashida Tlaib of Michigan, Ilhan Omar of Minnesota and Ayanna Pressley of Massachusetts -- struck back at a news conference Monday and urged people not to "take the bait."

Trump was simply trying to distract with his "blatantly racist attack" on the four women of color, Omar said.

"This is the agenda of white nationalists," she said.

Pressley also urged the American people "to not take the bait."

"This is simply a disruption and a distraction from the callous chaotic and corrupt culture of this administration, all the way down," Pressley said.

The four lawmakers -- who have been nicknamed "The Squad" by some media -- said attention should instead be focused on healthcare and immigration and, in particular, the treatment of asylum seekers on the southern border.

"Weak minds and leaders challenge loyalty to our country in order to avoid challenging and debating the policy," said Ocasio-Cortez.

Trump "does not know how to defend his policies, so what he does is attack us personally, and that is what this is all about," she said.

Tlaib said Trump's tweets and remarks were "a continuation of his racist and xenophobic playbook."

"We cannot allow these hateful actions by the president to distract us from the critical work to hold this administration accountable to the inhumane conditions at the border that is separating children from their loved ones and caging them up in illegal, horrific conditions," she said.

Omar and Tlaib repeated calls for Trump to be impeached.

The president also came under fire from some members of his Republican party but remained unrepentant.

"All they do is complain," Trump told reporters at a White House event featuring products made in America.

"These are people that hate our country," he said of the four lawmakers.

"If you're not happy here, you can leave."

Trump also accused the four first-term congresswomen -- who are of Hispanic, Arab, Somali and African American origin -- of having "love" for US "enemies like Al-Qaeda."

Asked by a reporter whether he was concerned that many people saw his comments as racist, Trump said: "It doesn't concern me because many people agree with me."

'Destructive'

Trump's extraordinary attacks on the lawmakers prompted critical reactions from foreign leaders and outrage from Democrats.

Republicans were initially silent, but on Monday several of his party faithful began to speak up.

"My view is that what was said and what was tweeted was destructive, was demeaning, was disunifying, and frankly it was very wrong," said Senator Mitt Romney, a Republican from Utah.

"There is no excuse for the president's spiteful comments -- they were absolutely unacceptable and this needs to stop," said Senator Lisa Murkowski, a Republican from Alaska. "We must demand a higher standard of decorum and decency."

Republican Senator Susan Collins of Maine said she disagreed with the policies espoused by the "far-left" Democratic lawmakers, but that Trump was "way over the line."

Texan Will Hurd, the only black Republican in the House of Representatives, told CNN that Trump's behavior was "unbecoming of the leader of the free world."

New Zealand Prime Minister Jacinda Ardern became the latest international leader to condemn Trump's tweets.

"I completely and utterly disagree with him," she told Radio New Zealand, noting that her country welcomed diversity in the corridors of power.

Canadian Prime Minister Justin Trudeau and Britain's Theresa May also expressed disapproval.

Hollywood star Liam Neeson insisted on Tuesday he was "not racist" after <a href="http://www.wionews.com/entertainment/liam-neeson-reveals-how-he-had-once-hunted-for-a-black-bd-to-kill-195204">confessing that he once set out to</a> attack a random black man after a friend of his told him she had been raped.

"I'm not a racist," Neeson said on ABC News while admitting he had felt a "primal urge to lash out" about 40 years ago after hearing from his close friend that she had been attacked by a black man.

The 66-year-old star of 'Schindler's List' triggered an international backlash by sharing his story in an interview with British newspaper The Independent this week.

In damage limitation mode on ABC's "Good Morning America," the Northern Irish actor expanded on the incident, which he said left him shocked at himself.

"I went out deliberately into black areas in the city, looking to be set upon so that I could unleash physical violence," Neeson recalled. "I did it four, maybe four or five, times until I caught myself and it really shocked me, this primal urge."&nbsp;

While he says no violence ultimately occurred, Neeson said he sought help from a Catholic priest, spoke to friends, and walked for hours to rid himself of the episode.

But he also insisted race was not the driving factor behind his actions.

"If she had said an Irish or a Scot or a Brit or a Lithuanian, I know it would have had the same effect," he told ABC. "I was trying to show honour and stand up for my dear friend in this terrible medieval fashion."

By way of explanation, he pointed to his experience growing up in Northern Ireland, at the time locked in a deadly cycle of sectarian violence pitting Catholics against Protestants.

Neeson first revealed the incident to The Independent in an interview to promote his new thriller 'Cold Pursuit,' about a father seeking revenge after his son is murdered by a drug gang.

In the bombshell interview, he spoke of "hoping some black bastard would come out of a pub and have a go at me about something, you know? So that I could... kill him."

Neeson's acting career has spanned five decades and included a star turn in the 2008 hit 'Taken' -- about a former CIA agent trying to track down his kidnapped daughter.

With his own revelations now threatening to derail his career, Neeson pleaded for his story to be taken as part of a broader, honest debate on race relations.

"We all pretend we're all politically correct," he said. "Sometimes you scratch the surface and discover this racism and bigotry, and it's there."

Many of the reactions were unequivocally damning.

He said promiscuous women deserved to be crucified and he suggested putting up land mines to keep people from crossing into the US from Mexico. The existence of the videos was first reported by BuzzFeed.

Tallahassee police say Beierle shot six people and pistol-whipped another after walking into the yoga studio that sits on the second floor of a shopping centre located near the city's fashionable midtown neighborhoods. Tallahassee Police Chief Michael DeLeo said some in the studio showed courage by trying to stop him.

Witnesses at the shopping centre described how people who had been in the studio ran away, seeking shelter in nearby bars and restaurants as shots rang out.

Police responded within a few minutes, but by then Beirele had fatally shot himself, leaving police to search for a motive and a community to wonder what prompted the violence.

"It's a place that brings me joy and peace, and I think it's ruined," said Katie Bohnett, an instructor at the yoga studio who skipped her normal Friday practice to meet a friend for dinner.

"This monster ruined it." Police said Beierle acted alone but they were still looking into what prompted the shooting. He was originally from New York, had served in the military and once was a teacher in Maryland.

After his military service, he wound up attending FSU.

Kristi Malone, who had a graduate class with Beierle, said in a Facebook message that she did not interact with him outside of the classroom because of "his odd leering, inappropriate comments and general demeanor."

"I know that myself and several of my female colleagues made a point to never be alone with him even at school because of his odd behavior," Malone said.

Mike Orgo, who was friends with Beierle on Facebook, said he met him back in 2011 at comedy night open microphone sessions held at a Tallahassee restaurant. He said that he did not know him well but said he "definitely seemed angry and on edge".

Witnesses told police that Beierle posed as a customer to gain entrance to the studio, then started shooting without warning. Police have not yet said what kind of gun he used. Bohnett said that those at the studio Friday were yoga devotees. She said she did not recognize Beierle.

The two slain Friday were a student and faculty member at Florida State University, according to university officials. The department identified them as Dr. Nancy Van Vessem, 61, and Maura Binkley, 21.

Binkley was a student from Atlanta who was due to graduate in May. Police said two other victims were in stable condition, and three had been released from the hospital.

Van Vessem was an internist who also served as chief medical director for Capital Health Plan, the area's leading health maintenance organisation. Court and FSU records show that Beierle had been previously arrested for grabbing women&nbsp;and had once been banned from FSU's campus.

Beierle was charged by police with battery in 2016 after he slapped and grabbed a woman's buttocks at an apartment complex pool. Records show that the charges were eventually dismissed after Beierle followed the conditions of a deferred prosecution agreement.

Ryanair said that they were aware of the matter and had reported it to the police. The airline's chief financial officer declined to comment on the story.

"Essex Police takes prejudice-based crime seriously and we want all incidents to be reported. We are working closely with Ryanair and the Spanish authorities on the investigation," the police said in a statement.

The video was taken by another passenger while the plane was waiting to take off from Barcelona to London Stansted airport on Friday.

The 80-year-old life peer defended his remark by saying Varadkar had been "most provocative" over the course of the Brexit negotiations and had "misunderstood the views of many unionists". He added that the Irish premier had a "dismal lack of knowledge" about Northern Ireland affairs. 
 
The comments came after Northern Ireland's DUP accused Maharashtrian-origin&nbsp;Varadkar of breach of protocol saying he visited the region without informing local elected representatives of his visit to counties Armagh and Down. The Irish leader stressed that he followed standard protocol by informing the Northern Ireland Office of his visit. 
 
I can assure anyone that I'm not an invader. I just want to be a good neighbour and I received a very warm welcome in Northern Ireland,"&nbsp;Varadkar said. 
 
"The only future that we have on this island is to work together and that's what I want to do. I'm not here to upset anyone or make anyone uncomfortable. I'm just here as a neighbour," he added. 
 
Ireland and Northern Ireland have a long history of political troubles, brought to the fore by the ongoing Brexit negotiations which will leave European Union member-state Ireland bordering a non-EU member state, Northern Ireland. The border issue is seen as a major stumbling block in Britain and the EU finalising any exit deal. 
 
This is not the first time&nbsp;Kilclooney has been caught up in a racism controversy. Last November, he acknowledged that a remark he made about&nbsp;Varadkar had caused "upset and misunderstanding" and withdrew his tweet that referred to the premier as "the Indian".

"In Twitter one is restricted to a limited number of words and so for shorthand, I used the term Indian for the new PM in Dublin. This has caused upset and misunderstanding and so I withdraw it. I am no way racist and accept that Mr Varadkar is a 100 per cent Irish citizen," he had said at the time.

The vote to leave was largely an anti-immigrant vote and the Leave campaign seems to have given legitimacy to the ugliest facets of society &ndash; xenophobia and racism. 
 
I have spent the week interviewing experts on what the vote means for Britain. It turns out some of the brightest minds are foreign-born &ndash; an American risk analyst, an Indian economics professor, a Belarussian negotiation expert, and a Slovenian international economics expert. 
 
We had all considered the vibrant international capital of London home... but there&#39;s doubt seeping in now. Our beloved city has grown an ugly underbelly. The Slovenian economics expert put it best.&nbsp; 
 
His 26-year-old son, raised in Britain since he was a year old, called him after the vote. &ldquo;They don&rsquo;t like us. They don&rsquo;t want us,&rdquo; he said.&nbsp; 
 
We are &ldquo;the other&rdquo;. 
 
The American is considering returning to New York or perhaps Frankfurt; he has German roots and can get a passport. Letters stuffed through the doors of Polish families calling them &ldquo;Polish vermin&rdquo;, Muslims threatened with violence, an African American man verbally abused by teenagers in Manchester, a woman of South Asian descent born in Britain told to &ldquo;go home&rdquo; -- she swiftly retorted, &ldquo;I AM HOME&rdquo; -- and children of foreign parents taunted at schools.&nbsp; 
 
It all makes me sick. 
 
Then I wonder if this &ldquo;sudden&rdquo; surge of hatred for immigrants &ndash; &ldquo;the other&rdquo; &ndash; has always been there. Bubbling under the surface. Do the postman, the bartender, and the saleswoman all quietly judge me as soon as I open my mouth? Are they also wishing I would just go home? 
 
If this is the real Britain, well, I don&rsquo;t love you either and in this break-up, it&rsquo;s not me &ndash; it&rsquo;s you.

Letters stuffed through the doors of Polish families calling them “Polish vermin”, Muslims threatened with violence, an African American man verbally abused by teenagers in Manchester, a woman of South Asian descent born in Britain told to “go home” -- she swiftly retorted, “I AM HOME” -- and children of foreign parents taunted at schools. It all makes me sick. Then I wonder if this “sudden” surge of hatred for immigrants – “the other” – has always been there. Bubbling under the surface. Do the postman, the bartender, and the saleswoman all quietly judge me as soon as I open my mouth? Are they also wishing I would just go home? If this is the real Britain, well, I don’t love you either and in this break-up, it’s not me – it’s you.
