North Korea has notified Japan that it plans to launch a rocket satellite into space between Wednesday (Nov 22) to Friday (Dec 1) in the direction of the Yellow Sea and East China Sea, said Japan's coast guard.

The latest development comes despite South Korea issuing a warning to Pyongyang to immediately halt its preparations to fire a spy satellite into space which would be Pyongyang's third attempt this year.

Japanese Prime Minister Fumio Kishida instructed government ministries and agencies to fully prepare for a possible North Korean launch, said Tokyo's Kyodo news agency citing the PM's office.

Earlier this month, Seoul's spy agency said that Pyongyang was in its definitive phase of preparations for another effort to launch its spy satellite.

"We sternly warn North Korea to... immediately suspend the current preparations to launch a military spy satellite," Kang Ho-pil, chief director of operations at the South Korean Joint Chiefs of Staff, said Monday.

"If North Korea goes ahead with the launch of a military reconnaissance satellite despite our warning, our military will take necessary measures to guarantee the lives and safety of the people."

China announced on Monday that it has granted approval for the resumption of commercial flights between Beijing and the North Korean capital, Pyongyang. This marks a significant development as it is the first time such flights have been allowed since North Korea closed its borders in early 2020 due to the COVID-19 pandemic. During a regular press briefing, Wang Wenbin, spokesperson for China's foreign ministry, said, "During the summer and autumn flight season... the Chinese side approved flight plans for passengers such as the Pyongyang-Beijing and Beijing-Pyongyang routes of Air Koryo."

But as Air Koryo was set to return to the Chinese skies, there was an abrupt cancellation of flights. North Korea's national airline, Air Koryo, was poised to launch its first commercial flight in over three years on Monday, August 21.

North Korean dictator Kim Jong Un has called for an increase in the production of weapons-grade nuclear materials to stockpile the arsenal, according to state media Korean Central News Agency (KCNA). Kim made the remark a day after North Korea launched two short-range missiles towards the East Sea that landed just outside Japan's exclusive economic zone. Kim gave the call for ramping up production while inspecting the country's new nuclear weapons programme. Terming the decision a 'far-sighted way' to boost the production 'exponentially', the state media reported that Kim also took a view of the technology used for mounting warheads on ballistic missiles and nuclear counterattack plans. It added that N Korea's policy of expanding the nuclear stockpile was 'solely aimed' at defending the country, regional peace and stability. The exercise started on March 13 and concluded last Thursday. At the time, Kim said the country should be ready to launch nuclear attacks at any time to deter war. He went on to slam the US and South Korea for expanding military ties involving American nuclear assets. Consequently, N Korea managed to conduct multiple missile launches, including the firing of an Intercontinental Ballistic Missile (ICBM) into the sea between the Korean Peninsula and Japan. A day after firing two ballistic missiles, North Korean state agency on Monday confirmed that an 'important, final phase' test for the development of a first-of-its-kind spy satellite that Kim Jong-un wants to be readied by April 2023 was completed. According to KCNA, National Aerospace Development Administration (NADA) conducted the satellite test at the Sohae satellite launching station in Cholsan, North Pyongan province. “We confirmed important technical indicators such as camera operating technology in the space environment, data processing and transmission ability of the communication devices, tracking and control accuracy of the ground control system,” said NADA, adding that the launch took from a 'lofted angle to an altitude of 500 kilometres. It termed the results “an important success which has gone through the final gateway process of the launch of reconnaissance satellite.” Two black-and-white, low-resolution images of Seoul and Incheon, the two big cities in South Korea were captured by the satellite. However, experts analysing the photos said they were of extremely low-quality given the military standards. Notably, the South Korean presidential office in a statement said that Seoul convened a National Security Council (NSC) meeting over the missile launch and "strongly condemned" Pyongyang for escalating tensions on the Korean Peninsula. Reports stated that the missile was fueled by a high-thrust solid-fuel engine which will allow the North to facilitate quicker and more mobile launch of such ballistic missiles. Chinese President Xi Jinping in a letter to his North Korean counterpart has expressed willingness for both countries to work together for regional and global peace, according to Korean Central News Agency (KCNA). The message from Xi comes in the backdrop of Pyongyang launching missiles left, right and centre. Last week, North launched an intercontinental ballistic missile with Japan describing it as one of the most powerful tests yet. Moreover, a day after the launch, North Korean leader Kim Jong-un said his country will respond to continued threats by using nuclear weapons. “Kim Jong-un solemnly declared that if the enemies continue to pose threats...our party and government will resolutely react to nukes with nuclear weapons and to total confrontation with all-out confrontation,” reported KCNA. "This is precisely what happened. So now is the time to take that action." The unanimously adopted text was voted on a month after Pyongyang fired its last previous intercontinental ballistic missile (ICBM), the Hwasong-15, which was deemed powerful enough to reach the continental United States. Following Friday's meeting, a group of 15 nations including permanent Security Council members Britain, France and the US -- but minus China and Russia -- released a joint statement condemning Pyongyang's latest launch "in the strongest terms" and warning it "poses a threat" to the entire international community. "The DPRK is demonstrating its determination to continue advancing its weapons program as it escalates its provocative behavior -- and yet the Council has remained silent," said the countries, which include non-permanent Security Council members Brazil, Ireland and Norway, as well as Germany, Japan and South Korea. The statement urged UN states, especially Security Council members, "to join us in condemning this behavior and in urging the DPRK to abandon its weapons of mass destruction and ballistic missile programs and engage in diplomacy toward denuclearization." "All is not quiet on the international front. No parties should take any action that would lead to greater tensions," China's UN ambassador Zhang Jun said. Russia, for its part, warned against following Washington's lead on tightening sanctions. Deputy Russian envoy to the UN Anna Evstigneeva said Moscow believes that doing so would "go beyond the framework of cutting off financing" for the DPRK missile and nuclear programs and would "threaten North Korean citizens with unacceptable socio-economic and humanitarian problems." In 2018, North Korean leader Kim Jong Un formalized a moratorium on nuclear testing and long-range ballistic missile launches, stating that his goals had been met and proclaiming his country a fully nuclear state. He nonetheless personally supervised Thursday's launch, which state media outlet KCNA reported was meant to ensure the country is ready for "long-standing confrontation" with the United States. The Group of Seven nations and the EU on Friday condemned what they said was North Korea's "blatant violation" of its obligations under Security Council resolutions. US calls for tougher UN Security Council sanctions against North Korea

North Korea fired an "unknown projectile" on Wednesday which appeared to fail immediately after launch, South Korea's military said, amid reports that the nuclear-armed North is seeking to test-fire its largest missile yet.

The United States and South Korea have warned that North Korea may be preparing to launch an intercontinental ballistic missile (ICBM) at full range for the first time since 2017.

The projectile was fired from Sunan Airport outside the North Korean capital of Pyongyang, South Korea's Joint Chiefs of Staff (JCS) said in a statement.

"It is presumed that it failed immediately after launch," the statement said. The projectile seemed to explode in mid-air shortly after liftoff, Yonhap news agency reported, citing unnamed sources.

The US military's Indo-Pacific Command called it a "ballistic missile launch." The command did not mention the reported failure, but condemned the launch and urged Pyongyang to refrain from further destabilising acts.

A source at Japan's Ministry of Defence also called the projectile a potential ballistic missile, Japanese public broadcaster NHK reported.

Debris fell in or near Pyongyang after the failed test, Seoul-based NK News reported, citing unnamed witnesses and a photograph of the test showing a red-tinted ball of smoke at the end of a zig-zagging rocket launch trail in the sky above the city.

"The report of a failure from Sunan is concerning because of the possibility of damage to heavily populated civilian areas," said Ankit Panda, a senior fellow at the U.S.-based Carnegie Endowment for International Peace.

In 2017, an intermediate-range ballistic missile launched from another location failed shortly after liftoff and crashed into an industrial or agriculture complex in the city of Tokchon.

The Sunan airport has been the site of several recent launches, including on Feb. 27 and March 5. North Korea said those tests were for developing components of a reconnaissance satellite and did not identify what rocket it used, but Seoul and Washington said they were tests of a new ICBM system.

SERIES OF NEW MISSILE TESTS

Reclusive North Korea has fired missiles at an unprecedented frequency this year, conducting its ninth weapons test on March 5, drawing condemnation from the United States, South Korea and Japan.

The USS Abraham Lincoln aircraft carrier led military exercises in the Yellow Sea, and air defence artillery at Osan air base in South Korea intensified drills in response to the increased North Korean missile activity, U.S. forces in Asia said on Tuesday.

The new ICBM system, the Hwasong-17, was unveiled at a military parade in 2020 and reappeared at a defence exhibition in October 2021.

The Feb. 27 and March 5 launches did not demonstrate the missile's full range, and analysts said the North might have used only one stage of the missile or adjusted its fuel volume to fly at lower altitudes.

The Hwasong-17 would be North Korea's largest ICBM yet, and the government appears to be restoring some tunnels at its shuttered nuclear test site, U.S. and South Korean officials said last week.

North Korea has not tested an ICBM or nuclear bomb since 2017, but has said that it could resume such testing because denuclearisation talks with the United States are stalled.

REGIONAL RESPONSE

U.S. National Security Adviser Jake Sullivan and China's top diplomat Yang Jiechi discussed North Korea in Rome on Monday during talks that focused on Ukraine.

A senior U.S. official said the two discussed ensuring there would soon be follow-up talks to earlier discussions between U.S. Special Representative for North Korea Sung Kim and his Chinese counterpart, Liu Xiaoming, on ways to press Pyongyang to drop its nuclear weapons programme.

The official said Washington had "serious concerns about the recent escalatory actions" by North Korea and Sullivan made clear to Yang the steps the United States believed to be necessary.

Last week, the United States and 10 other countries bemoaned the failure of the U.N. Security Council - where China has veto power - to condemn North Korea's repeated missile launches, saying this eroded the credibility of the council and the global non-proliferation regime.

Washington imposed fresh North Korea-related sanctions on Friday, targeting Russian individuals and companies after the two recent launches.

Past US punitive steps and international sanctions at the United Nations have failed to arrest North Korea's weapons development.

Russia and China, which backed U.N. sanctions after North Korea's last ICBM and nuclear tests in 2017, have since argued that sanctions should be eased to encourage dialogue.
