Navalny shuts anti-corruption foundation: Protests demanding Putin's resignation

President Vladimir Putin named a new acting governor to head Russia`s Far Eastern region of Khabarovsk on Monday after the previous regional head was arrested on murder charges, sparking a wave of protests.

At least 10,000 people demonstrated in Khabarovsk on Saturday to demand Moscow release Sergei Furgal, a member of the ultra-nationalist Liberal Democratic Party (LDPR) who won election in 2018 after beating a rival from the ruling pro-Putin party.

Furgal, born in Russia`s Far East, was detained on July 9 and flown to Moscow to face charges over the murder and attempted murder of multiple businessmen 15 years ago. He denies wrongdoing.

Protests broke out soon afterwards and have continued for over a week. Their size is unusual for Russia`s regions, as is the fact that the authorities have not yet moved to break them up.

Putin on Monday formally removed Furgal from his post and appointed Mikhail Degtyaryov, 39, a lawmaker and also an LDPR member, to take over as the acting head of the region, according to a decree published on the Kremlin website.

The Kremlin has so far publicly played down the protests which have highlighted anger among some in the Far East over what they see as policies emanating from detached federal authorities located in Moscow seven time zones to the west.

The unrest also comes less than three weeks after Russians voted to back a set of sweeping reforms clearing the way for Putin to run for two more presidential terms, potentially remaining in the Kremlin until 2036 rather than stepping down in 2024.

Kremlin critic Alexei Navalny, whose allies in the region have backed the demonstrations, cast Degtyaryov as a detached Kremlin appointee whose selection he predicted would fail to appease protesters.

Khabarovsk will hold regional elections to choose a fully-fledged new governor in September next year, Russia`s election commission said.

Another protest was held in Moscow against the constitutional reform that allows President Vladimir Putin to remain in power until 2036.

A rally was organized in Russia's capital in which protestors came together to rally and leave signatures on a petition which voices concern against the results of a nationwide vote on a set of constitutional amendments that extend Putin's rule, redistribute executive powers within the government, prioritise Russian law over international law and outlaw same-sex marriage.

The voting, amid the coronavirus, attracted a lot of international criticism, combined with reports of rigging in elections and various other malpractices.

The rally was broken off by Moscow police which claims to have detained 132 protestors. However, OVD-Info rights group that monitors arrests and detentions in Russia reported the detainee number as 147.

The rally was unauthorised and reportedly was blocking Moscow traffic. In the videos shown on the local news channels, the riot police and protetsors were seen clashing and some images also showed the riot police dragging the protestors to the police vans, before detaining them.

Chair of Russia's Journalists Union Vladimir Solovyov also reported that several reporters, who were covering and reporting the protest, were also detained.

Russia President Vladimir Putin has said his country showed unity by voting to back reforms allowing him to stay in power until 2036 and that Russians had felt the need for the changes in their hearts.

Putin also decreed the constitutional amendments would enter force on July 4 after they were backed by almost 78% of Russians, according to official results, in a week-long vote that ended on Wednesday.

The Kremlin has hailed the landslide victory as a triumph for Putin, but critics said the vote was illegal and illegitimate. An independent monitoring group said the vote was deeply flawed.

"People felt with their hearts that what was on offer (the amendments) ... was in demand and what the country needed," Putin said in his first public comments on the vote.

"In general, the results of the vote showed a high level of unity in society on key questions that are of national significance," Putin said.

Other changes in the reform package grant former presidents immunity from prosecution, enshrine a reference in the constitution to God and define marriage as a union of a man and a woman.

Putin also used a meeting with officials broadcast on state television to try to poke fun at the US embassy in Moscow for flying the rainbow flag as part of LGBT pride celebrations.

Earlier, the parade was scheduled on May 9, 2020. But it was delayed due to the outbreak. On May 8, 1945, Germany signed the instrument of surrender, signifying the end of the Second World War for Russia.

Over 40,000 Red Army soldiers and more than 1,800 military vehicles took part in the first ever Victory Parade. Troops returning from the frontline were greeted by joyous crowds showering flowers on them.

Monopolising the parade?

The Kremlin has used the auspicious day to push for Putin’s legitimacy as the Russian leader, many critics believe.

Many believe that the event was pushed back not because of the virus, but owing to the referendum on the Russian constitution. As part of this, over 200 provisions will be amended. However, the most controversial amendment would allow Putin to clench on to his presidency indefinitely.

Currently, the Russian president is limited by terms. During his first stint as president, Putin had two terms, for four years each, from 2000 to 2008. After this, he made way for his trusted deputy and became the prime minister. In 2012 he took office again, and this time his terms lasted for six years each, with his current term slated to end in 2024.

What many critics are calling a “constitutional coup” will enable him to stay in power at least until 2036, which would make him Russia’s longest-serving leader. Stalin currently holds the record, with a 29-year term.

The world’s longest serving leaders include Fidel Castro in Cuba with 49 years, followed by Chiang Kai Shek in Taiwan for 47 years, and Kim Il Sung of North Korea who held power for 46 years.

Will the Russian people agree?

Many analysts have pointed out fears of the referendum being democratic only on paper. They believe this “symbolic referendum” is strategically designed to eliminate threats.

Putin had earlier claimed to have “full confidence” in winning this referendum, which would provide legitimacy to his leadership and constitutional changes therein.

Many international contingents including India, China, and Mongolia were in attendance at this parade.

On the stands at the Red Square were the defence ministers of Armenia, Azerbaijan and India. The presidents of Belarus and Serbia also attended the event. The world legitimised this event while US president Donald Trump was recently denied from conducting a G7 meeting.

Coronavirus danger, or not?

Russia is the third worst hit country by the coronavirus, but has begun to open gyms, restaurants, cafes and salons.

Putin made a series of public appearances ahead of the parade, including opening a vast military cathedral, laying a wreath on the tomb of an unknown soldier, following an interaction with veterans.

At the parade he sat next to Galina Beltsova. The 95-year-old is the last surviving member of a Soviet female air force regiment. However, no social distancing protocols were followed, and no masks were spotted.

Turns out, everybody who met Putin at the parade were forced to undergo a two-week-long quarantine, with extensive measures in place for his safety.

Putin also has a special disinfectant tunnel at home, which sprays fine mist on visitors to kill the virus. At 67, Putin has completed 20 years in power, but has also hit his lowest approval ratings of 59.

Russia will soon be in a position to counter hypersonic arms deployed by other countries, President Vladimir Putin said on Sunday, adding that Moscow was ahead of the United States in developing new types of weapons.

Hypersonic glide vehicles can steer an unpredictable course and manoeuvre sharply as they approach impact. They also follow a much flatter and lower trajectory than ballistic missiles.

Washington and Moscow have been expanding their defence capabilities as some Cold War-era arms control agreements collapsed during worsening of Russia`s ties with the West.

Last year Russia deployed its first hypersonic nuclear-capable missiles, while the Pentagon has a goal of fielding hypersonic capabilities in the early to mid-2020s.

"It's very likely that we will have means to combat hypersonic weapons by the time the world`s leading countries have such weapons," Putin was quoted as saying by the RIA news agency.

President Vladimir Putin appealed to what he termed Russians' core values on Friday, the country's national day, as he sought to rally support for a vote on constitutional reforms that could potentially keep him in office until 2036.

Russian President Vladimir Putin on Wednesday ordered a state of emergency and criticised a subsidiary of metals giant Norilsk Nickel after a massive diesel spill into a Siberian river.

The spill of over 20,000 tonnes of diesel fuel took place on Friday. A fuel reservoir collapsed at a power plant near the city of Norilsk, located above the Arctic Circle, and leaked into a nearby river.

During a televised video conference, Putin lambasted the head of the Norilsk Nickel subsidiary that runs the power plant, NTEK, after officials said it failed to report the incident.

"Why did government agencies only find out about this two days after the fact? Are we going to learn about emergency situations from social media? Are you quite healthy there?" Putin asked NTEK chief Sergei Lipin in an unusually stern dressing-down.

Norilsk Nickel said in a statement that NTEK had reported what happened in a "timely and proper" way.

Krasnoyarsk region governor Alexander Uss told Putin he only "learned of the real situation" on Sunday after "alarming information appeared in social media."

Putin said he agreed that a national state of emergency was needed to call in more resources for the cleanup effort.

Russia's Investigative Committee, which deals with major incidents, announced that it launched three criminal probes over environmental violations and detained an employee of the power plant.

It released video footage shot on a mobile phone that appears to show fuel cascading down from the reservoir and under a fence.

World Wildlife Fund expert Alexei Knizhnikov told AFP the environmental group was the one who alerted cleanup specialists after confirming the accident through its sources.

"These are huge volumes," he said. "It was difficult for them to cover it up."

The volume of the spill is vastly larger than a major 2007 spill in the Kerch strait of the Black Sea that involved 5,000 tonnes of oil, the WWF expert said.

The Kerch spill, which at the time was the largest Russia had experienced, required the intervention of the military and hundreds of volunteers.

Troops could help clean-up
Knizhnikov said diesel fuel is lighter than oil, so it is likely to evaporate rather than sink, but it is "more toxic to clean up".

Environment Minister Dmitry Kobylkin said only the emergencies ministry could handle the cleanup, "maybe with the involvement of the military".

He that burning the fuel, which some are suggesting, was too risky.

"It's a very difficult situation. I can't imagine burning so much fuel in an Arctic territory... Such a huge bonfire over such an area will be a big problem."

The Ambarnaya river that bore the brunt of the spill will be difficult to clean up because it is too shallow to use barges and the remote location has no roads, officials told Putin.

Norilsk Nickel said the fuel tank was damaged when supporting pillars that had "held it in place for 30 years without difficulty" began to sink.

Norilsk is constructed on permafrost and its infrastructure is threatened by melting ice caused by climate change.

The company has been guilty of spillage in the past. In 2016, it admitted pollutants from a "filtration dam" at its plant washed into another local river, colouring it bright red.

It was fined less than $1,000 for the incident.

Russia recorded the highest number of daily coronavirus infections today with 11,656 additions.

As of now, Russia has 221,344 cases of COVID-19 and is the third most infected country. In terms of the growing rate of infections, Russia is right behind the United States.

In the last 24 hours, ninety-four deaths have been recorded in the country, with a total tally of 2,009.

End of non-working period

On Monday, President Vladimir Putin announced the end of Russia’s non-working period from Tuesday.

The period was put in place to contain the spread of COVID-19 in the country.

"Starting from tomorrow, May 12, the national period of non-working days will be over for all sectors of the economy," the president said.

According to him, during the period of non-activity, Russia invested in improving and expanding its healthcare services.

This had allowed the country to save “many thousands of lives”, as Putin said. He further asserted plans to gradually reopen the economy over the course of the upcoming weeks.

Starting Sunday, the rate of infection has been jumping phenomenally in Russia. Now, over 10,000 infections are reported daily. On the other hand, west Europe is now in the process of easing lockdown restrictions.

Moscow officials claim that the increase is owing to the increased rate of testing, and also by taking into account patients that are asymptomatic.

Russia is staring at major challenges - the country's growth almost halved in 2019, and with the coronavirus outbreak, it could slow down even further.

Also, Russia is locked in a spat with Saudi Arabia over oil prices. The OPEC bloc was demanding cuts in Russia's oil production, but Moscow disagreed, as it would have threatened a key source of revenue.

It is a situation that allows Putin to sell the plans to extend his term. In his speech to the DUMA - the Russian President hinted at the same.

Putin said that he 'strongly believes' that a strong 'presidential vertical' is necessary for Russia. But, the Russian President went on to say that in the years to come, the post of the President must see regular changes. In other words, a change of guard is necessary, but not now.

By removing the term limits, Putin has joined a club of global leaders, that have prolonged their tenures one way or another.

This includes Chinese president Xi Jinping and Turkish President Recep Tayyip Erdogan. This also reflects a global trend.

Since the year 2000, about one-third of all Presidents in the world who reached the end of the term made an attempt to stay on.
Two out of three leaders who tried succeeded.

WION Edit: Vladimir Putin may remain President for life

Russian President Vladimir Putin might stay in power for the foreseeable future. But Russia is staring at several challenges.

Gravitas: Vladimir Putin could remain President for life

WION Edit: Putin may remain President, but Russia faces multiple challenges

Russian President Vladimir Putin has been the leader of Russia for 20 years now. In that entire time, all throughout he has maintained a firm grip on the country.

And now, with the new Constitutional amendments, it looks like Putin is bound to touch the pinnacle of power - an authoritarian as described by the West or a nationalist who doesn't take no for an answer.

Perhaps the best adjective to describe the Russian President is power - at least that's what he likes to project. This week, Russia watchers had a close eye on Russia's state Duma.

The point of discussion was the landmark constitutional amendments that Russian Parliament plans to make.

Among a long list of proposals, there is one that stands out - an end to the Constitutional term limits for Presidents. Putin gave his endorsement to the plan on Tuesday. Russia's Parliament approved it on Wednesday. Something that would allow Vladimir Putin to run for President once again in 2024 when his Presidential term expires. The amendment allows him to stay in power for two more terms (until 2036, when he will be 84).

Back in January, Putin had announced plans to make some fundamental changes to the Russian Constitution. He wants a ban on handing over Russian territory to foreign powers - something that could strengthen Moscow's grip on Crimea.

Putin also wants a marriage to be defined as a union of man and woman - a move that would rule out marriage between homosexuals.

The Russian President wants the new amendments to be ironclad. He has proposed a referendum to allow citizens to approve the changes. A nationwide vote on the constitutional amendments is planned for April 22.

But, this is a vote that the Russian president is favoured to win - many even term the referendum just a formality. Russia watchers say that neither the legal system nor the voters present a serious challenge to Putin's plans.
