<p>India on Saturday briefed Heads of Missions of Arab countries about Islamabad's role in sponsoring terror outfit—Jaish-e-Mohammed (JeM) that orchestrated the terror attack that killed 40 CRPF personnel in Jammu and Kashmir's Pulwama on Thursday.</p>

<p>Ambassadors of UAE, Iran, Bahrain, Jordan, Oman, Morocco, Egypt and Kuwait arrived for the Ministry of External Affairs briefing.</p>

<p>The meeting comes a day after the MEA apprised around 25 Heads of Mission (HoM) including representatives from South Korea, Sweden, Slovakia, France, Spain, Bhutan, Germany, Hungary, Italy, European Union, Canada, Britain, Russia, Israel, Australia, and Japan.</p>

<p>On Friday, India lodged a strong protest with Pakistan over Pulwama terror attack and its High Commissioner to India Sohail Mahmood was summoned by the Foreign Secretary in connection with the attack.</p>

<p>According to sources, Gokhale issued a strong demarche in connection with the terrorist attack in Pulwama and conveyed that Pakistan must take immediate and verifiable action against JeM.</p>

<p>He also conveyed to Mahmood that Pakistan must immediately stop any groups or individuals associated with terrorism from operating from its territories, the source added.</p>

<p>The Foreign Secretary also rejected the statement made by the Foreign Ministry of Pakistan on Thursday with regards to the attack.</p>

<p>The involvement of Jaish-e-Mohammad(JeM) in Thursday's<a href="http://www.wionews.com/south-asia/reject-insinuation-by-india-to-link-pulwama-attack-to-pak-without-investigation-pak-government-197496"> terrorist attack in Jammu and Kashmir </a>has raised serious questions about the role of the Pakistani spy agency, ISI, in it, American experts on South Asia have said.</p>

<p>The Pakistan-based JeM has claimed responsibility for the attack that <a href="http://www.wionews.com/india-news/all-countries-should-uphold-responsibility-to-deny-safe-haven-to-terrorists-says-us-after-pulwama-attack-197497">left over 40 CRPF</a> personnel dead and many critically wounded.&nbsp;</p>

<p>The experts said the terror strike shows the United States has failed to persuade Pakistan to act against <a href="http://www.wionews.com/india-news/adil-ahmad-dar-the-man-who-carried-out-the-pulwama-attack-197476">Jaish-e-Mohammad</a> and other terrorist groups.</p>

<p>"The self-proclaimed involvement of JeM in the attack raises serious questions about the role of the ISI in supporting the masterminds of this operation," Bruce Riedel, a former CIA analyst, told PTI.</p>

<p>The terrorist attack, which has direct footprints inside Pakistan, poses the first major challenges to Pakistan Prime Minister Imran Khan, said Riedel, who is now a scholar at the Brookings Institute think-tank.&nbsp;</p>

<p>"This will be a real challenge for Imran Khan, the first serious challenge of his administration," he said.</p>

<p>Anish Goel, a former National Security Council official in the previous Obama administration, said the horrific attack highlights just how actively Pakistan-based terrorist groups still operate in Kashmir.</p>

<p>"By claiming such quick credit for the attack, Jaish-e-Mohammed is clearly indicating that they will continue to cause trouble in the region and stoke tensions between Pakistan and India," he said.</p>

<p>"In the wake of this attack, there will likely be increased pressure on Prime Minister (Narendra) Modi to take action against all militant groups still active in Kashmir," said Goel.</p>

<p>Alyssa Ayres from the Council on Foreign Relations said, "Unfortunately, the attack also shows the limits of US and international policy efforts to date to persuade Pakistan to take serious action against these groups. The urgent question is what else the international community can do."</p>

<p>According to Moeed Yusuf from the US Institute of Peace, the current situation has all the making of an India-Pakistan crisis.&nbsp;</p>

<p>As part of the Cabinet Committee on Security (CCS) decision, India will be taking action to diplomatically isolate Pakistan. CCS which was chaired by Prime Minister Narendra Modi held a meeting on the aftermath of the terror attack on Friday morning. &nbsp;</p>

<p>After the Uri attack, India along with Bangladesh, Bhutan, Maldives, Sri Lanka and Afghanistan, had boycotted the SAARC Summit in Islamabad.</p>

<p>India also rejected the statement made by the foreign ministry of Pakistan on Thursday. Pakistan had said it, "strongly reject any insinuation by elements in the Indian government and media circles that seek to link the attack to the State of Pakistan without investigations".</p>

<p>This is the second time this year when the Pak envoy has been summoned. He was summoned in January after Pakistan Foreign Minister SM Qureshi had made a phone call to pro-Pakistan Hurriyat leader Mirwaiz Umar Farooq.</p>

<p>In all, as many as 7 times a Pakistan High Commissioner has been summoned under the Modi-government since 2014.</p>

<p><strong>China doesn't budge on Masood Azhar</strong></p>

While the US, UK and France backed India's bid, China continued to block it.</p>

<p>China was the only country that took time to condemn the attack and the last of the P5 -- Permanent five countries of UNSC -- to react.&nbsp;</p>

<p>Meanwhile, Chinese Foreign Minister Wang Yi wrote to External Affairs Minister Sushma Swaraj and condemned the terror attack. <p>Pakistani officials complained that Indian goods flowed into the country hindering the flow of Pakistani goods into India. In 2009-2010, of the $1.4 billion in trade, exports to Pakistan stood at $1.2 billion while Pakistan exports to India totalled $268 million, according to official data, a fact disliked by Pakistani officials.</p>

<p>In 2014, during Nawaz Sharif's government, there was again a buzz on granting India MFN status which could cool political temperatures. The development occurred after both countries decided to have bilateral trade top $6 billion in 2014 but it has remained far off the mark.</p>

<p>The MFN status was accorded under WTO's General Agreement on Tariffs and Trade (GATT). Both India and Pakistan are signatories and are members of the World Trade Organisation (WTO), which means they have to treat each other and the other WTO member countries as favoured trading partners in terms of imposing customs duties on goods.</p>

<p>Removal of this status means India can now enhance customs duties to any level on goods coming from Pakistan, a trade expert said.</p>

<p>Total India-Pakistan trade has increased marginally to $2.41 billion in 2017-18 as against $2.27 billion in 2016-17. India imported goods worth $488.5 million in 2017-18 and exported goods worth $1.92 billion in that fiscal.</p>

<p>Under MFN pact, a WTO member country is obliged to treat the other trading nation in a non-discriminatory manner, especially with regard to customs duty and other levies.<br />
India mainly exports cotton, dyes, chemicals, vegetables and iron and steel; while it imports fruits, cement, leather, chemicals and spices.</p>

<p>Last year, Pakistan's Commerce and Industry minister Abdul Razak Dawood had said the country had "no plans" to grant India MFN status although he added that Pakistan was working out free trade agreements(FTAs) with various countries, especially China.</p>

<p>Pakistan had signed a free trade agreement(FTA) with China in 2005 which came into effect in 2007. Despite&nbsp;China Pakistan Free Trade Agreement (CPFTA), Pakistan's trade deficit with China had grown from $4.1 billion Bn in 2012 to $12.1 billion in 2016.</p>

<p>According to a report by Pakistan's business council, "Pakistan in 2016 managed to utilize just four per cent of the tariff line on which concessions were offered under the CPFTA. China, on the other hand, utilised 60 per cent of the tariff line concessions."</p>

Both India and Pakistan are signatories and are members of the World Trade Organisation (WTO), which means they have to treat each other and the other WTO member countries as favoured trading partners in terms of imposing customs duties on goods. Removal of this status means India can now enhance customs duties to any level on goods coming from Pakistan, a trade expert said. Despite China Pakistan Free Trade Agreement (CPFTA), Pakistan's trade deficit with China had grown from $4.1 billion Bn in 2012 to $12.1 billion in 2016. According to a report by Pakistan's business council, "Pakistan in 2016 managed to utilize just four per cent of the tariff line on which concessions were offered under the CPFTA. China, on the other hand, utilised 60 per cent of the tariff line concessions."

Reject insinuation by India to link Pulwama attack to Pak without investigation: Pakistan government

<p>The bereaved families must be left in no doubt that the whole nation shares their loss. Condolences aren’t enough- relief must follow swiftly. There can be no compensation for lives lost or limbs severed. Still, families of those who have shed their blood to protect the nation should not feel orphaned. This is the first priority.</p>

<p>But we can’t remain petrified in a state of shock for long. Words like dastardly, cowardly and barbaric have been used ad nauseam to condemn such terrorist attacks. They have lost all meaning. Our resolve to ‘give a fitting reply' to a treacherous neighbour at an opportune time’ has begun to sound a cliche.&nbsp;</p>

<p>At this moment of national grief and unprecedented anger let’s not quibble about lapses and options. What we need to agree on is to treat Pakistan like a pariah. Our diplomacy, of course, will exert to isolate the rogue and the failed state.&nbsp;</p>

<p>For Pakistan, this poses no problem. As long as it’s patrons - the USA and People’s Republic of China continue to protect Pakistan, it will gleefully continue its proxy war via terrorist attacks mounted from its soil.&nbsp;</p>

<p>No one should live in the fatal fool’s paradise that there has been a change of heart with a change of guard in Islamabad. Imran Khan remains a helpless puppet manipulated by those who pull all the strings behind the curtain. Unfortunately for India, this is no innocent performance but truly a dance macabre.&nbsp;</p>

<p>The armed forces in Pakistan and the ISI continue on a reckless path because they have been reassured time and again by the US and China that as long as they stand with it, India dare not retaliate.</p>

<p>Ever since Pakistan acquired what it likes to call the 'Islamic Nuclear Bomb' it has harboured megalomaniac dreams of parity with India founded on a balance of terror.</p>

<p>The Pakistan generals have fed their people a totally different narrative on 1965, 1971 and Kargil. As far as they are concerned the strategy of a ‘War of Thousand Cuts’ has served them well. Disaffection in the state of J&amp;K has grown thanks to Pakistan sponsoring agitators demanding ‘Azadi’ that goes far beyond autonomy and creates the dangerous mirage of Independence after cessation.&nbsp;</p>

<p>Let us rid ourselves of the illusion that Pakistan is a normal nation-state committed to respecting other’s sovereignty. It has no respect for rule of law. Either domestic or international. What late Kuldip Nayyar called distant neighbours have become deadly enemies next door. India is left with no choice but to reciprocate the sentiment of belligerence.&nbsp;<br />

It is not out of place to remind ourselves that the Father of the Nation, an Apostle of Peace and Non-Violence, had nothing against taking up arms against an aggressor. We are conscious that this is the 150th anniversary of the Mahatma’s birth but Pakistan is an immoral bully that can’t be tamed by <em>ahimsa</em> and <em>satyagraha</em>. We have already suffered heavy losses trying to continue a meaningless dialogue or to normalise relations through unilateral confidence-building&nbsp;measures. Enough is Enough.&nbsp;</p>

<p>Time to defang the venomous reptile. This doesn’t mean a hasty surgical strike. Pakistan and its allies, patrons and protectors&nbsp;should be made to pay an economic and political price. No doubt this will hurt us too. &nbsp;But can we live with shame swallowing our pride? What is the guarantee that India will be allowed to develop and prosper once we succumb to sinister designs of a treacherous neighbour encouraged by unreliable strategic and significant economic partners.</p>

<p>Earlier in September 2016, an Army camp was stormed by terrorists in Uri, killing 19 soldiers. Prior to that, 28 BSF personnel were killed in an attack on a convoy of the paramilitary force in 2004.</p>

<p>China and Pakistan call themselves as "all-weather friends" with the Chinese economic project China-Pakistan economic corridor&nbsp;passing through the country, providing Beijing with a lucrative link to&nbsp;West Asia. &nbsp;</p>

<p>In the deadliest attack on security forces in Kashmir, around 40 CRPF personnel were killed on Thursday when their convoy was targeted by a suspected suicide bomber of Pakistan-backed Jaish-e-Mohammad in Pulwama district on the Srinagar-Jammu National Highway.&nbsp;</p>

<p>The convoy of 78 buses, in which around 2500 CRPF personnel were travelling from Jammu to Srinagar, came under attack at around 3.15 pm at Ladhu Modi Lethpora. This is the deadliest attack on security forces in Jammu and Kashmir.</p>

<p>Earlier in September 2016, an Army camp was stormed by terrorists in Uri, killing 19 soldiers. Prior to that, 28 BSF personnel were killed in an attack on a convoy of the paramilitary force in 2004.</p>

<p>The convoy, comprising 70 buses in which around 2500 personnel were travelling, was targeted in Ladoora area on the new Expressway, CRPF Director General RP Bhatnagar told ANI.&nbsp;</p>

<p>The bus was extensively damaged in the blast which was followed by firing on the vehicle, he said.&nbsp;</p>

<p>The cause of the blast is being ascertained, Bhatnagar added. "We suffered damage to the vehicle and men," said a senior CRPF official.&nbsp;</p>

<p>Inspector General of Police (Kashmir) SP Pani told reporters that it was a terror incident and an investigation is being conducted to ascertain the nature of the explosion.&nbsp;</p>
