Key takeaways from Paris Climate Summit 2023

Hello and Welcome. This is The Capitals.

In a relatively credible biographical account of Vladimir Putin's life, 'His Life and Times: Putin' by British journalist Philip Short, the Russian president has been described as ruthless, shockingly pragmatic and a leader with autocratic bend who hates historical amnesia — a loss of collective national memory about an event — a euphemism for present-day Russia's lost Soviet glory.

But over the weekend, after Putin's own former chef-turned-businessman-turned-warlord directed his mercenaries towards Moscow, the shockwaves were felt across global capitals. The people in newsrooms, like this writer, felt they were witnessing history. A coup d'état appeared nearly imminent.

But in less than 36 hours, the armed uprising by Russia's Wagner mercenary group led by its boss Yevgeny Prigozhin ended as dramatically as it began. Putin's shocking pragmatism prevailed after he deployed one of his vassal states' leaders to diffuse the crisis. Prigozhin is now in Belarus after pulling his men back to their bases.

Here is a blow-by-blow account of the hours when Putin's former chef served him a dish of 'treason'.

According to local officials, at least 30 people have been injured after a supposed gas explosion occurred in the French capital city of Paris, on Wednesday (June 21). The police have also said that seven of those injured are in critical condition after a blast in Rue Saint-Jacques in the historic fifth arrondissement. Two people are missing, who are believed to be buried under the rubble.

What do we know so far?

Images and videos show police, and multiple fire and ambulance service vehicles surrounding the facade of one building fallen onto the street, with plumes of black smoke emerging from the debris. At least 230 firefighters were at the site and nine doctors, said the police officials.

According to the French Interior Minister Gerald Darmanin, the incident happened on Rue Saint-Jacques in the fifth arrondissement, close to the Jardin Du Luxembourg and Sorbonne University and has asked people to stay away from the area and not hinder the massive deployment of firefighters and police.

Similarly, the police have also asked the locals to avoid the Val de Grace church area after the facade of a building collapsed and the fire is said to have spread to neighbouring buildings. The reported blast occurred at around 4:55 pm (local time).

Some two hours later at 6:45 pm (local time) the Paris police chief Laurent Nunez said that the fire is under control and rescue work was continuing. The prosecutors also said that two people were still unaccounted for after the blast and fire.

What caused the fire?

French media reports citing nearby residents also reported a loud explosion preceding the fire. Meanwhile, French prosecutors said the cause of the fire remains unknown. Notably, the site of the incident is at the edge of the Latin Quarter which is one of the most prominent tourist areas in Paris.

Paris police spokeswoman Loubna Atta said it was too early to determine the source of the fire and did not confirm reports about the gas explosion. This comes after local deputy mayor, Edouard Civel, said it was a gas explosion which caused the blast in a Twitter post. Additionally, witnesses also told the local media that had been a strong smell of gas moments before the blast.

“I was at home writing…I thought it was a bomb,” an art historian, Monique Mosser told Reuters. Meanwhile, Paris prosecutor Laure Beccuau, as per media reports, said initial checks of camera footage suggested the explosion occurred within the building which was next to the Val de Grace church.

France's national capital Paris, which has been battling the notorious rodent problem, is now finding the answer to a unique question - “Can humans and rats live together?”

A committee has been formed by Paris Mayor Anne Hidalgo to study “cohabitation” and understand to what extent can rodents and humans live together, said one of her deputies during a city council meeting on Thursday.

The city's deputy mayor Anne Souyris, who is in charge of public health, announced the step has been taken in response to questions raised by Geoffroy Boulard, the head of Paris’ 17th arrondissement and also the centre-right Republican party's member.

The city government was called upon by Boulard to outline a more ambitious plan against the increasing number of rats in public spaces.

ALSO READ | Explained: Plastic recycling in focus as countries meet in Paris for treaty talks

Sufficient measure to eliminate rats not taken: Hidalgo

Previously, Boulard had criticised Hidalgo, a member of the centre-left socialist party, for not taking sufficient measures to eliminate rats from Paris, especially during strikes which were held earlier this year and saw garbage pile up throughout the city.

“The presence of rats on the surface is harmful to the quality of life of Parisians,” said Boulard.

Boulard said that he decided to raise the question after he came across an ongoing study, Project Armageddon. The mission of the project is to help the city in managing it's escalating population of rats. Its aim also includes fighting prejudices against rats to help citizens live a better life in Paris.

The government of France is financing the study and the city of Paris is a partner in the project.

Souyris stated that they are studying to understand the extent to which humans and rats can live together in a way that is “the most efficient and at the same time ensure that it’s not unbearable for Parisians.”

France's national capital Paris, which has been battling the notorious rodent problem, is now finding the answer to a unique question - “Can humans and rats live together?” A committee has been formed by Paris Mayor Anne Hidalgo to study “cohabitation” and understand to what extent can rodents and humans live together, said one of her deputies during a city council meeting on Thursday.
