Pakistan's deadliest industrial fire, which killed more than 260 garment factory workers in 2012, was a case of arson and not an accident, a court ruled on Tuesday as it sentenced two former political party activists to death for starting it.

The Anti-Terrorism Court found that the men set the factory ablaze because the owners did not give in to their extortion demands and pay them money.

The fire at Ali Enterprise, a multi-story unit for readymade garment manufacturing in the southern city of Karachi, sent shockwaves through the country as survivors told of people trapped and killed behind locked factory doors.

Of the eight other people accused in the case, four were found complicit while the other four were acquitted, including the then provincial minister for industries, Rauf Siddiqui, defence counsel Abid Zaman told reporters outside the court.

Siddiqui belongs to the Muttahida Qaumi Movement-Pakistan (MQM-P), a party linked to years of at times violent political rivalry in Karachi and now a partner in Prime Minister Imran Khan's coalition government.

The two men given the death sentence, Rehman Bhola and Zubair Chariya, were both MQM activists.

As many as 400 witnesses gave statements in 171 hearings that spanned eight years.

While the MQM is part of the ruling coalition, the party split into several factions in 2017.

The current MQM leadership denies any involvement with the fire and says such activities were directed from abroad, where several important leaders live, including the founder of the party, Altaf Hussain, who lives in exile and is now a British citizen.

The party says it has cut all ties with Hussain.

Pakistan has launched Phase III clinical trials for CanSino Biologics' COVID-19 vaccine candidate, a government minister and an official at the Chinese pharmaceutical company said on Tuesday.

Pakistan gave the go-ahead for the country's first Phase-III clinical trial in August for CanSino's candidate, Ad5-nCoV, led by the government-run National Institute of Health (NIH) and pharmaceutical company AJM - the local representative of CanSino.

"Just launched the Phase III trials for a COVID-19 vaccine in Pakistan," said the minister for planning, Asad Umar, who also oversees command and control operations headed by the country's military to combat the coronavirus outbreak.

He said a total of 40,000 people across seven countries will participate in the trial, including up to 10,000 in Pakistan. Initial results are expected in four to six months, the minister said in a tweeted statement.

The trial began at a hospital in Islamabad, where 20-25 subjects were expected to be enrolled daily, and will expand to several other cities in the coming days, Hassan Abbas Zaheer, who is heading the trial for AJM, told Reuters.

"Our team is there and they have told us a lot of people have turned up to participate, and it is very encouraging," Zaheer said.

Pakistan: Opposition parties form alliance to oust Imran Khan

A massive number of protesters participated in a Pashtun unity march in Wana of South Waziristan on Sunday against the Pakistan Army, condemning the re-emergence of terror groups and long-pending demand to produce missing persons to courts.

'Pashtun long march' is a protest movement led by young Pashtuns from the Federally Administered Tribal Areas (FATA), where they have long been the targets of military operations, internal displacement, ethnic stereotyping and abductions by the security forces.

"Congratulations to all on the successful meeting of PMT Wana South Waziristan. Red salute to the spirit and struggle of the people raised fist. #Pashtun long march 2 Wana # long live resistance," Nargis Afsheen Khattak, an activist of Pashtun Tahafuz Movement, tweeted.

The march was called by the Pashtun Tahafuz Movement (PTM) -- a political party -- which exposes the military offences and brings to the front the issues, which continue to plague the locals including enforced disappearances and fake encounters by the state.

"Let's see how many get arrested from #PashtunLongMarch2Wana under the new law that bans criticizing #Pakistan army. 1000s of peaceful protesters condemned the reemergence of terror groups & asked to produce missing persons to courts. As usual no coverage on media," a Twitter user said.

Demonstrators condemned the atrocities carried out by the Pakistani army -- gross human rights violations, enforced disappearances, extra-judicial killings, torture, and arbitrary detentions of their leaders and workers living in Pakistan.

The protests are being carried out on a large scale. However, Pakistani media has been mum about the event.

#PashtunLongMarch2Wana was seen trending on Pakistani Twitter.

"Thank you Wana. #PashtunLongMarch2Wana," said Mohsin Dawar, a member of the National Assembly from North Waziristan.

Pakistan's former Prime Minister Nawaz Sharif could be making a comeback into country's politics after a year long gap. Sharif has been invited by PPP leader to attend a joint opposition meeting.

Pakistan: PPP leader Bhutto invited Nawaz Sharif to key opposition meet

Pakistan's deposed premier Nawaz Sharif is set to make a comeback in active politics following a year-long absence after PPP chairman Bilawal Bhutto Zardari invited him to virtually attend the Opposition-led multiparty conference aimed at launching a protest movement against the Imran Khan-led government on Sunday.

Sharif, 70, the Pakistan Muslim League Nawaz (PML-N) supremo, has been living in London since November last year after the Lahore High Court granted him permission to go abroad for four weeks for treatment.

The three-time premier, his daughter Maryam and son-in-law Muhammad Safdar were convicted in the Avenfield properties case on July 6, 2018.

Sharif, who was deposed in 2017, was also sentenced to seven years in the Al-Azizia Steel Mills case in December 2018. But, he was bailed out in both cases and also allowed to go to London for medical treatment.

He was given eight weeks to return but failed to come back due to health complications, according to his lawyer.

On Friday, Pakistan Peoples Party (PPP) chairman Zardari talked to Sharif over phone and invited him to virtually attend the Opposition-led All Parties Conference (APC) scheduled to be held on Sunday.

The APC will evolve a strategy to counter the government led by Prime Minister Imran Khan's Pakistan Tehreek-e-Insaf (PTI) which, they said, has failed to address issues like price hike and poverty.

Quoting sources, The Express Tribune reported that the meeting will decide to go for a street movement. He said that every party wanted to send the government led by Prime Minister Khan packing, adding that approaches might be different but this is exactly what all parties are attending the APC for -- to agree on a unified approach.

"Just spoke to Mian Mohammad Nawaz Sharif. Enquired about his health. Also invited him to virtually attend opposition APC, hosted by PPP, on 20th September," Bilawal said in a tweet.

Maryam, who is Sharif's political heir, tweeted back to thank the PPP leader.

However, the PML-N has not officially confirmed his participation but party Senator Musadik Malik told Samaa TV that Sharif would attend virtually and also address the APC.

Maryam Nawaz will also attend, he said.

Dawn newspaper also reported that the former prime minister would attend the conference.

Sharif's participation in the high-profile political conference, to be attended by all the top leaders of the opposition parties, would help to reinvigorate his party as well as fuel up anti-government struggle by the Opposition.

Sharif's decision to become active in politics coincided with the issuance of a non-bailable arrest warrant by the Islamabad High Court (IHC).

Foreign Office spokesman has said that the warrant was sent to Pakistan's High Commission in London for compliance.

Produce Nawaz Sharif on Sept 22: Top court official to Pakistan foreign secretary

Militants have stepped up attacks on security forces in northwest Pakistan raising fears of a revival of their insurgency and a return of lawlessness as brighter prospects for peace in Afghanistan herald shifting Islamist alliances.

The ethnic Pashtun border region was for years a haven for militants who fled the U.S. invasion of Afghanistan in 2001.

But the Pakistani military cleared out the strongholds in a 2014 offensive, driving most of the fighters into Afghanistan.

But since March, al Qaeda-linked Pakistani Taliban, facing the risk of losing havens on the Afghan side of the border if their Afghan Taliban allies make peace there, have unleashed a wave of attacks on the Pakistani security forces.

Bolstering their bid to re-establish themselves in the border lands, the Pakistani Taliban, or Tehrik-e-Taliban Pakistan (TTP), struck an alliance in July with half a dozen small militant factions.

"The group`s capability and military strength has increased, as has their reach," said Mansur Khan Mahsud, executive director of the Islamabad-based FATA Research Centre.

September has seen near daily incidents, from roadside bombs to sniper attacks, to ambushes and the killing of residents accused of collaborating with government forces.

The militants have killed at least 40 soldiers since March, according to a Reuters tally of official figures.

At least 109 people were killed in 67 attacks between January and July - twice the number in 2019, according to the FATA Research Centre.

"TTP`s regrouping is concerning both because of its own activities and its links to groups like al Qaeda," said Elizabeth Threlkeld, a former State Department official who served in Pakistan, now deputy-director for the South Asia program at the Washington-based Stimson Center.

"It could again provide significant support to international terror groups if it continues to regain ground."

UNINTENDED CONSEQUENCE

Militant violence surged in Pakistan after it was pressed to sign on to the U.S.-led war on terror after the Sept. 11, 2001, attacks, even though it had for years supported the Afghan Taliban.

Soon the Pakistani government found itself under attack from home-grown Taliban but the military succeeded in pushing them out of the region, known as the tribal areas, in 2014, forcing the Pakistani Taliban into Afghanistan.

Millions of residents were displaced by the fighting but since then, militant violence in Pakistan has largely ceased.

But now fears are growing that the surge of Pakistani Taliban violence is an unintended consequence of efforts to make peace in Afghanistan.

In February, the Afghan Taliban and the United States struck a deal allowing for the withdrawal of U.S. forces in exchange for Afghan Taliban guarantees they would not harbour other militants.

The United Nations said in a report in July there were more than 6,000 Pakistani fighters in Afghanistan, most affiliated with the TTP, who could be heading home if they lose their refuge.

"It`s a concern for everyone," a Western security official based in Pakistan told Reuters on condition of anonymity.

Pakistan`s military did not respond to a request for comment on the violence but its spokesman said on Twitter recently that the attacks were "meant to derail (the) Afghanistan Peace Process."

For those living in the area, insecurity is again becoming a daily worry.

The TTP issued a statement this week telling residents to leave "until peace returns".

"Our war against Pakistan is continuing and you will continue to see daily attacks," the militants said.

"It could again provide significant support to international terror groups if it continues to regain ground." UNINTENDED CONSEQUENCE Militant violence surged in Pakistan after it was pressed to sign on to the U.S.-led war on terror after the Sept. Pakistan`s military did not respond to a request for comment on the violence but its spokesman said on Twitter recently that the attacks were "meant to derail (the) Afghanistan Peace Process." For those living in the area, insecurity is again becoming a daily worry. The TTP issued a statement this week telling residents to leave "until peace returns". "Our war against Pakistan is continuing and you will continue to see daily attacks," the militants said.

The impact of Abraham Accords and normalisation of ties between Israel -- with United Arab Emirates and Bahrain -- will be seen on both India and Pakistan. For India, it is a good news -- as it has close ties ties will all three countries.

To this end, Ministry of External Affairs spokesperson said, "We have followed the Abraham Accords signed in Washington DC by UAE, Bahrain, Israel and the US. India has always supported peace and stability in West Asia which is our extended neighbourhood. As such, we welcome these agreements for normalisation of relations between Israel and UAE and Bahrain."

"We also continue our traditional support for the Palestinian cause and hope for early resumption of direct negotiations for an acceptable two-state solution," he added.

The first signs of realignment in the Arab world were seen during the Islamic Conference held at Kuala Lumpur, Malaysia in December 2019. This event saw the participation of leaders from Turkey, Iran and Qatar as well as representatives from other Muslim countries of the region.

Saudi Arabia, de facto leader of the Muslim world and Pakistan, heavily dependent on its largesse, were conspicuous by their absence. This led to speculation that Turkish President Recep Tayyip Erdogan, wanted to project his country as an alternate power centre of the Ummah and reclaim the erstwhile Caliphate.

This development perhaps catalysed Israel and UAE to sign a historic deal in August 2020 and establish full diplomatic relations. Similar deals also exist between Israel and two other Arab countries, Egypt and Jordan.

Further, reports have also surfaced suggesting diplomatic and intelligence co-operation between Israel and Saudi Arabia, possibly to counter the common threat of Iran and the rising stature of Turkey in the Ummah.

And then, it's the China angle to West Asian politics. A recently publicised document revealed that China and Iran may be considering the conclusion of a 25-year Strategic Partnership deal.

This deal would guarantee energy supply from Iran to China at cheap rates, while Iran would benefit from billions of dollars of Chinese investment to overcome crippling economic sanction imposed by the US after it withdrew from the Iran Nuclear Deal in 2018.

These developments are likely to lead to a realignment in West Asia with Turkey, Iran and Qatar forming one group and Saudi Arabia, UAE, Jordan, Egypt and Israel forming the other group.

The Chinese have interests in both groups but can be expected to invest in connecting Turkey's 'Middle Corridor' with its own Silk Route and also get Iran onboard in the BRI--Belt and road initative.

The result of the forthcoming presidential election in the US would influence Iran's stance. If President Trump is re-elected in end 2020, Iran would be left with no choice but to partner with Beijing, else it could look at re-implementing the Iran Nuclear Deal of 2015 with the newly-elected Democratic Party Administration. That would put the lid on Chinese aspirations in Iran.

Imran Khan's Pakistan has so far played a tight rope between the two groupings.

In July 2020, China signed a $1.5 billion contract with Pakistan for construction of the Azad Pattan and Kohala hydro-electric power projects in Pakistan Occupied Kashmir.

As part of the China Pakistan Economic Corridor (CPEC), China is likely to invest about USD 62 Billion in Pakistan over 15 years.

It is common knowledge that Gwadar is being developed as a dual-use port to ensure that China has a permanent military base at the mouth of the Persian Gulf, just as it has in the Gulf of Aden at Djibouti.

With Turkey and possibly Iran likely to be important hubs in the Silk Route, Pakistan has no option but to remain engaged with this particular Arab group. In this grouping, Qatar, whose diplomatic relations with Saudi Arabia, UAE, Bahrain and Egypt have been severed since June 2017, is a natural partner and financer.

However, it will have to be seen how China engages with Turkey, Iran and Pakistan in the name of BRI, to expand its global footprint.

In that case, Imran Khan's Pakistan cannot think of taking sides against the oil rich Saudi Arabia -- which has agreed to commit $20 billion to create sustainable projects in Pakistan and likely to provide good returns in future. This includes an investment of about USD 8 Billion for construction of an oil refinery at Gwadar Port.

UAE has also invested in this area.

Not playing ball with the Saudis may impact 4 million Pakistani expatriate workers in the country in favour of Indians or Bangladeshis.

The key question also is whether Pakistan would be able to provide adequate security to make projects in Gwadar profitable in light of the ongoing insurgency in Baluchistan. Pakistan has for long maintained that it is the only Islamic country to possess nuclear weapons and has derived considerable mileage out of it.

By taking sides between the two likely power blocks in the Arab world, Pakistan might inadvertently compel the other block to develop nuclear weapons of their own.

Pakistan is also slowly but surely being sucked into a financial debt trap. While being on FATF's grey list means a lost of $10 billion according to Pakistani govt information, a blacklisting will be devastating for the economy. Infact, Pakistani PM himself has warned many times blacklisting will have a devastating impact on the economy and inflation will be sky rocketing.

It now seems the only way out for Imran Khan to deliver on his election promise of 'rooting out corruption' and embark on a path of inclusive development in the region.

Pakistan has decided to elevate Gilgit-Baltistan's status to that of a full-fledged province, a Pakistani media report on Thursday quoted a senior minister as saying.

India has clearly conveyed to Pakistan that the entire union territories of Jammu and Kashmir and Ladakh, including the areas of Gilgit and Baltistan, are an integral part of the country by virtue of its fully legal and irrevocable accession.

According to a report in the Express Tribune, Minister for Kashmir and Gilgit-Baltistan Affairs, Ali Amin Gandapur, on Wednesday said that Prime Minister Imran Khan would soon visit the region and make the formal announcement to elevate Gilgit-Baltistan to the status of a full-fledged province with all constitutional rights.

Gandapur said Gilgit-Baltistan would be given adequate representation on all constitutional bodies, including the National Assembly and the Senate.

"After consultation with all stakeholders, the federal government has decided in principle to give constitutional rights to Gilgit-Baltistan," the minister told reporters.

India has said the Government of Pakistan or its judiciary has no locus standi on territories illegally and forcibly occupied by it.

India completely rejects such actions and continued attempts to bring material changes in Pakistan occupied areas of the Indian territory of Jammu and Kashmir. Instead, Pakistan should immediately vacate all areas under its illegal occupation, the Ministry of External Affairs said in May while protesting Islamabad's efforts to bring material change in Pakistan occupied territories.

Gandapur also said that work on the Moqpondass Special Economic Zone would begin under the China Pakistan Economic Corridor (CPEC).

The CPEC, which connects Gwadar Port in Pakistan's Balochistan with China's Xinjiang province, is the flagship project of Beijing's ambitious multi-billion-dollar Belt and Road Initiative (BRI).

The CPEC is a collection of infrastructure and other projects under construction throughout Pakistan since 2013.

Originally valued at USD 46 billion, the projects were worth over USD 60 billion as of 2017.

India has protested to China over the CPEC as it is being laid through Pakistan-occupied Kashmir.
