Chancellor’s spokesperson Steffen Hebestreit said that Scholz, who has been running regularly for many years, was in good shape despite the injury. This week, he had planned to attend his scheduled appointments, which included a speech in the parliament on Wednesday and a tour of the IAA car show to be held in Munich on Tuesday.<br />

“He’s doing well under the circumstances,” Hebestreit said&nbsp;in a regular press briefing. “He was in a good mood this morning, although he still looks a little battered,” he added.<br />

<p>The German draft bill is being regarded as one of the most liberal cannabis bills&nbsp;in Europe and if turned into a law, it could provide a precedent for similar legislation across the world.&nbsp;</p>

<p>"No one should falsely understand the law. The consumption of cannabis will be legalised, but it remains dangerous," said&nbsp;Lauterbach in a joint statement with the&nbsp;agriculture ministry.&nbsp;</p>

<p>Chancellor Olaf Scholz's centre-left government is hoping that the law will&nbsp;attack the black market where the product is often adulterated with toxic substances&nbsp;and simultaneously help reduce&nbsp;drug-related criminality.&nbsp;</p>

<p>"The protection of children and teenagers is a central element of the entire legislative project. With the current procedures we could not seriously protect children and young people, the topic has been made a taboo," the statement added.&nbsp;</p>

<p>"We have rising, problematic consumption, we couldn't simply allow this to go on.&nbsp;So this is an important turning point in our drug policy."</p>

<p>A UN narcotics watchdog earlier this year, in a report, stated that moves by the government to legalise the drug had led to&nbsp;increased consumption and cannabis-related health problems.&nbsp;</p>

<p>He said it was unclear whether the Wagner mutiny "would make it easier or harder" to end the war.</p>

<p>"That is why it is important for Ukraine to do its part to make it (a resolution) possible -- that is what it is trying to do with the current offensive."</p>

<p>Scholz said Western allies were "supporting Ukraine so it can defend itself" but stressed that "the goal of our support for Ukraine is not regime change in Russia".</p>

<p>On being asked about the potential risks posed by Wagner forces in Belarus, Scholz asserted that NATO would be closely monitoring the developments.</p>

<p>"Private armies are always threatening, even for the countries that maintain them -- Russia has now seen that," he told reporters.</p>

<p>Calling it a "situation that we are watching with great concern", Scholz said nevertheless that NATO was prepared to "defend every centimetre of its territory".</p>

<p>"At the same time, I am not currently expecting a change in the situation," he said.</p>

<p>New Delhi is aiming to curb China's growing influence in the Indian Ocean and, hence, the replacement of India's ageing submarine fleet becomes important. India's 11 of 16 conventional submarines are more than two decades old. The Indian Navy also has two indigenous nuclear-powered submarines.&nbsp;</p>

<p>The source also told the news agency that as part of the deal, a foreign submarine manufacturer will have to partner with an Indian company to build the submarines in India.</p>

<p>This comes in the backdrop of PM Modi's Made-in-India push, which is to promote the manufacture of more weapons at home in collaboration with foreign partners to lessen the burden of arms imports.&nbsp;</p>

<p>So far, there's no official confirmation from either government.&nbsp;</p>

He commented on India's role in mediating the conflict in Europe and said, "the voice of New Delhi is one which is heard very clearly, one which is listened to in Moscow, and that makes it all the more important".</p>

<p>Regarding the tensions between India and China, he expressed his concerns and stressed the importance of dialogue, saying, "we see with concerns the tension...and this is not an area where arms should speak, dialogue is needed, and I see this willingness on the Indian side".</p>

While the German chancellor is expected to be in Delhi in February, the French President will be in the Indian national capital in March.&nbsp;The bilateral visits will be in addition to visits in September to participate in the G20 summit in Delhi.</p>

<p>Talks are underway to firm up the key outcomes from the visit, even as the focus has been to increase economic engagement, and cooperation in the Indo-Pacific. Remember, both France &amp; Germany have issued policy statements on the Indo-Pacific in which ties with India have been key.&nbsp;</p>

<p>Ahead of the French President's visit, likely to take place in March, his diplomatic&nbsp;adviser&nbsp; Emmanuel Bonne was in Delhi on Thursday. He took part in the 36th Indo-French strategic dialogue with India's National Security Adviser Ajit Doval, met EAM Dr S Jaishankar and called on PM Narendra Modi.&nbsp;</p>

<p>A French readout said that his focus&nbsp;during the one-day Delhi visit was&nbsp;defence and security cooperation, the Russia-Ukraine conflict,&nbsp;cooperation in the Indo-Pacific, counter-terrorism cooperation, cyber-security, space, and civil nuclear energy.&nbsp;Ahead of Macron's visit, both sides have also been discussing ways to speed up the setting up of the civilian nuclear power reactors at Jaitapur, Ratnagiri district of Maharashtra.</p>

That time, in&nbsp; addition to the visit joint statements, "Joint Strategic Vision of India-France Cooperation in the Indian Ocean Region” and the "India-France Joint Vision for Space Cooperation” were also issued.</p>

<p>When it comes to the German Chancellor's visit, this will be his first India visit since taking charge in December 2021. PM Modi visited Germany twice last year, first on a bilateral visit, then to attend the G7 summit. During the bilateral visit in March 2022, PM attended the&nbsp;6th Intergovernmental Consultations.&nbsp;A total of 14 agreements were signed in diverse fields such as green partnership, development cooperation, renewable energy, migration and mobility etc., after the key talks in Berlin.&nbsp;</p>

<p>Prime Minister and Chancellor also signed a Joint Declaration of Intent on a Green and Sustainable Development Partnership. Germany and India support each other on UNSC expansion within the framework of the G4. The last meeting of the G4 was held at the level of Foreign Ministers on the side-lines of the 77<sup>th</sup>&nbsp;UNGA in September 2022.</p>

<p>Scholz defended Germany's support for Ukraine, which has been criticised in Kyiv and elsewhere in Europe for being too cautious. He claimed that, after the United States, Germany was one of the country's biggest backers, including with regard to the provision of weapons.</p>

<p>Scholz's remarks come just two days after he held a telephone conversation with Putin. During their conversation on Friday (December 2), the chancellor reportedly pressed the Russian leader to seek a diplomatic end to the war in Ukraine.</p>

<p>He added that "it is also important that the French president and I, as representatives of the G7 countries, as two NATO countries, keep seeking dialogue again. However, we do so without any illusions because they are always long conversations and because all the public statements we hear to justify this war are repeated there."</p>

<p>In a statement released after the one-hour call, Scholz's spokesperson Steffen Hebestreit said that the chancellor condemned Russian airstrikes on civilian infrastructure "and stressed Germany's determination to support Ukraine in ensuring the defence capability against Russian aggression".</p>

<p>However, as per AFP Putin accused the West of pursuing "destructive policies" and also warned that the attacks on Ukrainian infrastructure are "inevitable", adding that thanks to the "political and financial support" from its western allies, " Kyiv completely rejects the idea of any negotiations".</p>

Putin's great Russian mission will fail. It has already failed dramatically."</p>

<p>This Marion Doenhoff Prize has been awarded to Irina Scherbakowa, a founding member of the Russian human rights organisation Memorial.</p>
