Major courier companies Yamato Holdings and SG Holdings’ Sagawa Express halted all parcel deliveries to Okinawa from other areas in Japan due to transport disruption.

<h2>China to be impacted next?</h2>

The typhoon is expected to move towards China's Zhejiang and Fujian provinces and then potentially head towards Kyushu, Japan's third-largest island, authorities announced.&nbsp;

As a precaution, authorities began evacuating nearly 700,000 people from Okinawa.

Now, as China grows increasingly assertive in the Pacific region and tensions rise around nearby Taiwan, which Beijing considers a renegade province, Okinawans are concerned that they could once more end up on the front lines - especially after Russia's invasion of Ukraine.

"Building up a military base will not protect them but rather make them a target of attack."

Okinawa's current governor, Denny Tamaki, noted that despite his prefecture's small area, it still hosts 70% of U.S. bases in Japan, adding: "We still haven't been able to make Okinawa an island of peace."

In a written message, U.S. President Joe Biden - who will visit Japan next week - lauded bilateral ties and shared values.

"I am profoundly grateful for Japan’s resolute support for democracy, freedom, and the rule of law and for Okinawa’s contribution to advancing these ideals," he said.

Tensions in Okinawa are likely to rise further given that lawmakers in Kishida's ruling Liberal Democratic Party (LDP) have said they want a commitment to more defence spending, including missiles that can hit targets on foreign soil - missiles that could be deployed on Okinawa.

Outside the ceremony, the mood was subdued.

"What has changed? Nothing much, really," one man, visiting a memorial for citizens who died in the war, told NHK.

"We can't celebrate or be happy. It's just another historical marker."

The Shuri castle is a key part of a complex dating back to the Ryukyu Kingdom, and is believed to have been in use from around the 1400s. Most of the current structures are reconstructions based on original plans and photos of the old castle.

"All the (three) main buildings have burnt down, with nothing left behind," Daisuke Furugen, an official with the local Naha fire department, told AFP.

"Efforts to extinguish the fire are continuing, with 30 fire engines and some 100 firefighters involved."

"We have no reports of injuries," he added.

The blaze started before 3:00 am on Thursday morning, with the cause unknown as yet.

It started in the elaborate main building of the complex, a grand red structure with traditional tiling on the roof, and spread quickly to nearby buildings, officials said.

Television footage showed large orange flames engulfing the castle before sunrise, with daylight revealing the extensive damage done to the site. In some cases little more than charred and smoking wood was left behind.

"I am extremely saddened by this. I am utterly in shock," Naha Mayor Mikiko Shiroma told reporters.

"We have lost our symbol."

"Naha city will make our greatest possible efforts to do everything in our power" to deal with the fire and its aftermath, she pledged earlier, during an emergency meeting on the fire.

The complex was largely destroyed during World War II, when the headquarters of the Japanese army was dug underneath the monument.

But it was extensively restored, with the work on the main hall based on scale drawings and photographs taken before the destruction, as well as extensive archaeological excavation.

The complex reopened as a national park in 1992.

Thanks to the faithful nature of the reconstruction, the site along with the remaining ruins was registered along with other Ryukyu sites in the region as a World Heritage Site in 2000.

"Five hundred years of Ryukyuan history (12th-17th century) are represented by this group of sites and monuments," the entry on the UNESCO website explains.

"The ruins of the castles, on imposing elevated sites, are evidence for the social structure over much of that period, while the sacred sites provide mute testimony to the rare survival of an ancient form of religion into the modern age."

The reconstructed main hall of the Shuri castle, in particular, is praised as "a great monument symbolising the pride of the Ryukyu people".

The facility's Shurei-mon Gate, with its striking red-tiled roof, was featured on a special banknote issued in 2000 when the G8 summit was hosted in Okinawa.

Just over 70 per cent of voters opposed relocating the US&nbsp;Marines' Futenma air base within Okinawa in Sunday's non-binding referendum, with a turnout of 53 per cent. Okinawa governor Denny Tamaki was elected on that platform in September.

Okinawa is host to the bulk of US military forces in Japan, whose alliance with Washington is central to its security. Many Okinawa residents associate the bases with crime, pollution and accidents.

The governor is required to respect the outcome and notify the premier and the US&nbsp;president if the top response was backed by more than 25 per cent of eligible voters.

Tokyo's central government and Okinawa authorities have long been at loggerheads over the plan to move the airbase.

A US-Japan agreement calls for moving the base, which is surrounded by schools, hospitals and shops, to a less populated area, called Henoko, on the northern part of Okinawa.

However many Okinawa residents, indignant at what they see as an unfair burden, want the base off the island altogether.

Japanese Prime Minister Shinzo Abe told reporters on Monday the government was taking the results seriously and would work to obtain the understanding of Okinawa residents, but that plans to move the base could not be deferred.

"We cannot avoid the necessity of moving Futenma, said to be the most dangerous base in the world," Abe said, noting that two decades had passed since the agreement to do so was made.

"We can't put this off any longer," he said.

Tamaki called on the government to accept the "firm decision" of the Okinawa people that the base relocation was unacceptable.

"I urge the government to change their view that relocating the base to Henoko is the only way and halt construction, along with more dialogue with us on closing Futenma and returning the land to us," Tamaki said.

The referendum result was unlikely to derail the central government's stance, said former Chuo University professor Steven Reed.

"It's not a matter of local government policy. It's a matter for foreign policy. The deal has been made," he said.

The outcome could give a bit of a boost to the struggling opposition Constitutional Democratic Party of Japan (CDPJ) - the largest among Japan's opposition groups - ahead of an upper house election this year, Reed said.

The CDPJ opposes the Futenma relocation plan.

It was initially planned as a yes-no vote, but a "neither" option was added after several cities with close ties to the central government threatened to boycott the vote.

Polls opened early on Sunday morning, with about 1.15 million Okinawans eligible to vote.

Speaking after casting her ballot at a local school, voter Yuki Miyagaki said, "They are using a lot of tax money and manpower for this referendum, even though the result will not have any legal power. So we thought that we should take this opportunity and think very carefully about this issue."

"We usually shout no to the new base construction. This is a good opportunity to tell the government directly with concrete numbers, 'No'. This is an important vote," 32-year-old Narumi Haine told AFP.

Although the referendum is not legally binding, "it is significant that people in Okinawa can express their will through the vote," said Jun Shimabukuro, a professor at Ryukyu University in Okinawa.

"It can be a test to gauge if democracy is working in Japan," Shimabukuro told AFP before voting opened.

The relocation of Futenma to Nago, 50 kilometres (30 miles) away, was first agreed in 1996 as the US sought to calm local anger after US servicemen gang-raped a local schoolgirl.

But the plan has long been stalled in part over local opposition.

The base has stoked tension with local residents over problems ranging from noise and military accidents to a crime involving base residents.

But the vote has not stopped reclamation work at Nago, with construction workers continuing to shovel dirt into the ocean offshore with bulldozers.
