Union Home Minister and BJP chief Amit Shah on Wednesday accused the Congress of raising questions over the Central government's move to identify "infiltrators" and said they will be made to leave the country in the next five years.

Addressing an election rally here, Shah alleged the rule of Congress government led by Bhupinder Singh Hooda in the state was marked by corruption.

Targeting Congress over land deals involving Robert Vadra, son-in-law of Congress president Sonia Gandhi, he said the Congress government worked on the principle of three Ds - Government of "Darbaris" (courtiers), Government of "Damad" (son-in-law) and Government of "Damad Ke Dalal" (brokers of son-in-law).

He said BJP has also 3Ds - development, development, and development.

"Whenever Congress came to power in the state, there was a rise in corruption, casteism, and goondaism. Since the BJP came to power, there has been development, and corruption has been curbed," he said. 
Shah accused the Congress of rewarding those who had helped Vadra in the land deals.

He alleged the Congress was opposed to the National Register of Citizens and raises questions over the move to make the intruders leave the country.

"Congress opposes repeal of Article 370, NRC. Its leaders ask why intruders are being removed. Howsoever they may oppose, every intruder will be forced to leave the country," he said.

Shah said: "Beti Bachao, Beti Padhao' campaign had given a new life to the girls and the sex ratio in the state has substantially gone up from 830."

Referring to the development initiatives of the Manohar Lal Khattar government, he said Haryana was among the top states in ease of doing business rankings.

"Earlier, the Chief Minister focused on the development of his home district. Manohar Lalji has worked for the progress of the entire state," he said.

He said several governments came in the past 70 years but nobody could show courage to remove the Article 370.

"You made Narendra Modi PM again by giving him over 300 seats and he threw away Article 370," Shah said.

He urged the people to vote in large numbers in the October 21 assembly polls.

"On one side is the party of patriots led by Modiji, on the other is the Congress that has courtiers and brokers. You have to decide whom to give a chance," said Shah.

The legal notice stated that Kejriwal`s statement against Bihar born MP Tiwari is "false, unverified, misleading deliberately" and was made with the sole intention to spread misinformation with the objective of "creating a law and order situation in Delhi".

It said that despite being fully aware of NRC objectives, Kejriwal deliberately made the above said statement with mala fide intention to cause or which is likely to cause, "fear or alarm to the public, or to any section of the public whereby any person may be induced to commit an offence against the state or the public tranquillity."

The notice was also issued to AAP MLA Saurabh Bhardwaj for allegedly spreading "rumours" that people from Uttar Pradesh, Bihar and Odisha will be evicted if the NRC is implemented in the city.

The notice read that the remarks by Kejriwal and Bhardwaj will "incite feelings of enmity, hatred and ill will between two communities and the people coming from Eastern part of India to commit any offence against the people of Delhi".

It sought an apology from both AAP leaders within in 2 days stating that their comments are a punishable offence under Indian Penal Code (IPC).

"You are hereby called upon to apologise and publish your apology in at least two leading newspaper, with prominence within 2 days from the receipt of this legal notice failing which the undersigned shall initiate legal actions including, both civil and criminal," it said.

Tiwari had earlier demanded that the NRC is needed in Delhi as illegal immigrants who have settled here are `dangerous and the demand will be part of the party`s election manifesto for the Assembly polls next year.

Haryana Chief Minister Manohar Lal Khattar on Sunday announced to implement the National Register of Citizens (NRC) in the state.

"We will implement the NRC in Haryana as well," Khattar told reporters in Panchkula after meeting retired Judge SS Bhalla, who is going to review the NRC process in Assam.

Khattar met Bhalla, as a part of the five-day-long 'Maha Jan Sampark Abhiyan'&nbsp;by the BJP in which leaders from the party meet the prominent members of the society to discuss various issues.

"The state government is working on a fast pace on family identity card and its data would also be used in the National Register of Citizens (NRC)," the Chief Minister said.

Khattar, who is seeking his second term as Haryana Chief Minister, also appreciated the efforts of the retired justice who even after retirement, is going on a tour of Assam to study the NRC data.

Khattar said that in a way, it would also be better for the government as Bhalla`s services would be useful for the NRC to be established in the state.

(retired), Baljit Singh Jaiswal and discussed national and international news with them."

Those who had applied for inclusion of their names in the NRC list and have a valid ARN number can check their final status at nrcassam.nic.in.

Speaking to ANI here, a local resident, Vighu Kumar Nath said, "I checked NRC list online today. I am happy that my name and names of my family members are there in the list."

Another resident Akas Ali said, "I am happy that names of my family members including me are there in the list."

The final list of National Register of Citizens (NRC) in Assam was published on August 31, excluding over 19 lakh people.

He termed as "incorrect" commentaries in sections of the foreign media about aspects of the final NRC.

Kumar said updating of the NRC is a statutory, transparent, legal process mandated by the Supreme Court and this is not an executive-driven process.

"The process is being monitored by the Supreme Court directly and the government is acting in accordance with the directives issued by the court. The apex court of the land has itself set the deadlines for all steps that have been taken so far," he said.

Stressing that the NRC is a fair process based on scientific methods, Kumar said, "Inclusion in the NRC is a unique process, as it is based on 'application rather than 'house to house enumeration'. It means that any person in Assam could have sought to be included in the list on the basis of having documentation to prove lineage from an entitled person -- a person who was a resident of Assam as on March 24, 1971."

The NRC is a non-discriminatory process, which leaves "no room for bias and injustice".

As can be seen from the application form for data entry in NRC, there was no column in the application, asking for the "religion of the applicant", the MEA spokesperson said.

Anyone excluded from the list at this stage has a right to file an appeal within 120 days before a designated Foreigners Tribunal of receiving the notification of exclusion, Kumar said.

"All appeals and excluded cases will be examined by this Tribunal i.e. a judicial process. This judicial process will commence only after the appellate period is over. "Even BJP ministers are complaining. (There has been) careless implementation due to which many genuine Indian citizens will have to face the courts. Congress will provide all help. Nation above politics is our motto," he said.

Party leader in Lok Sabha Adhir Ranjan Chowdhury said that all genuine citizens must be protected and included in the NRC list.

BJP general secretary Ram Madhav complimented officials for publication of the final list of NRC and stated that the Assam government is taking steps to maintain law and order in the state.

Assam Finance Minister Himanta Biswa Sarma, however, said that the number of people excluded from the NRC should have been higher.

"There should have been a little more (exclusion) as we had evidence of legacy data manipulation. We thought re-verification will be ordered. But it didn't happen. I think the number is a bit conservative. It should have been more," he told ANI in Guwahati.

The 1951 NRC and the electoral rolls up to March 24, 1971, are collectively called as the legacy data.

He said that the ruling BJP will now approach the Supreme Court again for "re-verification" of the citizenship in the districts bordering Bangladesh.

The CPI-M politburo said in a statement that publication of the final list of NRC has raised legitimate fears that a large number of Indian citizens have been excluded.

The politburo said it is important to ensure that all Indian citizens, who have not found a place in the list, are included.

"Till their appeals are heard and the process is completed, the status quo should be maintained with regard to their existing rights and facilities," it said.

Noting that those excluded can apply to the designated Foreigners Tribunals within 120 days for their cases to be heard, the party said the right to appeal should be processed through a judicial mechanism.&nbsp;

He also spoke about monitoring social media in the district to stop any kind of rumour-mongering. "We have social media monitoring centre in our district. I appeal to people that in case they receive any message, they should not react without verification," Kumar added.

Some residents of Barpeta said that even if they are excluded from the final list, they have 10 months time to challenge their exclusion and exuded hope of continued peace in the region.

BJP MP Manoj Tiwari on Saturday said that a <a href="National Register of Citizens">National Register of Citizens</a> (NRC) is needed in Delhi as lillegal immigrants who have settled here are 'dangerous and the demand will be part of the party's election manifesto for the Assembly polls next year.

Speaking to ANI, Tiwari said that the situation of illegal migrants has crossed the danger mark and there is a need to look into the situation.

"National Register of Citizens (NRC) is needed in Delhi as the situation is becoming dangerous. Illegal immigrants who have settled here are the most dangerous, we will implement NRC here as well," he said.

When asked if BJP will include it in its manifesto, the BJP MP said, "Why not? It will be in our manifesto. Delhi needs it." "NRC will help in eliminating terrorism and prevent crime from illegal immigrants," he added.

"Names of many Indian citizens who migrated from Bangladesh as refugees prior to 1971 have not been included in the NRC because authorities refused to accept refugee certificates. Many names got included because of manipulation of legacy data as alleged by many," Assam BJP leader Himanta Biswa Sarma tweeted.

The BJP, a staunch supporter of National Register of Citizens (NRC), exercise had made it a poll issue during the Assembly elections in Rajasthan, Madhya Pradesh, and Chhattisgarh last year.

BJP president Amit Shah had stated, "We will ensure implementation of NRC in the entire country. We will remove every single infiltrator from the country, except Buddha, Hindus, and Sikhs. "

It's inception rooted in 1985 Assam accord, the Supreme Court mandated NRC exercise, to identify 'foreigners' from ethnic Assamese, has excluded 19 lakhs from the final list published on NRC Assam website.

While it is in 2013 that court had directed the government to begin the process. the process began in May 2015 when applications were invited.

The final list of NRC in Assam was published on Saturday excluding over 19 lakh people. Whereas over three crore people have been found eligible for the inclusion in the final NRC, Prateek Hajela, the State Coordinator of the NRC, said in an official statement.

"A total of 3,11,21,004 persons are found eligible for inclusion in final NRC leaving out 19,06,657 persons, including those who did not submit their claims," Hajela, said.

On being asked about Pakistan's Prime Minister Imran Khan's warning of a possible military confrontation in the wake India government's decisions in Jammu and Kashmir, the BJP MP said, "After Imran Khan became Prime Minister of Pakistan, the people there are dying of hunger."

"India is working towards development and is a peaceful nation. But Imran Khan should not forget 1965 and 1971. He should remember Kargil. If he makes a mistake then he will lead his country to a situation where they will suffer," Tiwari said.

National Register for Citizens (NRC) has sparked a massive debate in the country on what defines citizenship and how should India treat immigrants who have become embedded in the Indian economy.&nbsp;

Illegal immigration was a product of blatant vote bank politics whereby successive government turned blind eye to the immigrants. Instead of stopping them from entering the border, it turned into a lucrative trade. &nbsp;

Neither borders were fortified not illegal immigrants were marked to be deported later. Instead, local politicians ensured that they end up with ration cards which became the first step to get a voting card from the government of India.

Bangladeshis infiltrate to India because of lack of opportunity in their own country. &nbsp;Sovereign states have the right to deny access to illegal immigrants when they end up changing the demography of the area, thereby affecting social harmony.&nbsp;

The indigenous communities of North East have suffered for long. Today you can travel deep inside Arunachal Pradesh and Manipur and you would discover to your horror that large settlements of illegal Bangladeshis have come up there. It is not difficult to recognise them. The ethnic differences are too pronounced to be ignored. It has created hundreds of mini insurgencies in the North East as the majority of communities feel that they may end up becoming minorities in their own land.

Worst is the case with Assam. Not only illegal immigration has altered the demography, but also altered the power dynamics within Assam. Same has been the case in West Bengal where both Left and Congress did not attend to the issue of illegal migration.&nbsp;

So porous has been the eastern border that a large colony of Rohingya Muslims exists in Jammu which is another corner of the Indian state. After the creation of nation-states and formalisation of borders, migration is not a free-wheeling affair. The argument that India should be large-hearted is also very elitist in nature. It is unfair in nature and, in the garb of diplomatic issues, does not address the problems faced by the original inhabitants of the land. Assamese cannot be allowed to become a minority in their own land.&nbsp;

The same goes for the state of West Bengal where the majority community cannot be subject to politics which rests on the votes of the immigrants.

Many scholars argue that anti-immigrant politics amounts to xenophobia. However, I strongly disagree. These politics rests on the demonisation of the cultural aspirations of the Hindu majority which through rising national middle class has expressed itself solidly in 2014 and 2019 Lok Sabha elections.

Politics cannot be divorced from the cultural and faith-related aspirations of people. India has always remained a plural society, but it can never be at the expense of the majority community. North East is ethnically fragile area and the first duty of the state remains the protection of its indigenous people. India’s relationship with Bangladesh remains an important issue.

The question of deportation is also crucial and a vexed question. But it does not mean we turn a blind eye to the plight of the Assamese in their own land. BJP government must fulfil its promise of 'Khilonjia Sarkar' - a government made up of indigenous / locals that works in their interest.

NRC row: Assamese can't be allowed to become minority in their own land

Adequate security arrangements have been made in Assam ahead of the publication of the final list of the government's National Register of Citizens (NRC).

As per the orders of Supreme Court, the final NRC list is scheduled to be published on August, 31.

"Ahead of NRC's final list release, we have taken care of all the security arrangements. Police and other security forces have also been briefed about the arrangements.

Superintendents of Police in all districts have sensitized police personnel in order to assure proper security arrangements," Kuladhar Saikia, Director General of Police (DGP), Assam told ANI on Thursday.

"We hope that the citizens of Assam will support the legal process and I believe this entire process will be completed peacefully," Saikia added.

Earlier in the day, the Ministry of Home Affairs (MHA) had urged the people to not believe in rumours related to the final publication of the National Register of Citizens (NRC) in Assam on August 31.

The ministry reiterated that non-inclusion of a person's name in NRC does not amount to his or her being declared a foreigner.

"Every individual left out from final NRC can appeal to Foreigners Tribunals (FTs), an increased number of which are being established," the spokesperson of Home Ministry had tweeted.

Posting guidelines for those who have been left out of the final list, the spokesperson said that time limit for filing appeals in FTs has been increased from 60 to 120 days.

NRC is a register containing names of Indian citizens, which was prepared for the only time in 1951. It is being updated for Assam as of now to weed out illegal immigrants. Last month, the Supreme Court had extended the deadline for the final publication of NRC from July 31 to August 31. It had rejected a plea to extend the NRC deadline for sample verification.&nbsp;

Union Home Minister Amit Shah has reviewed the issues related to the final publication of National Register of Citizens (NRC) in Assam.

It was decided in the meeting, held on Monday, that in order to facilitate those excluded from NRC.

On July 19, Solicitor General (SG) and senior Supreme Court lawyer, Tushar Mehta, appearing for the Centre and Assam Government, pleaded the Supreme Court to extend the July 31 deadline for finalisation of NRC in Assam.

Mehta told the SC, "There is a growing perception that lakhs of illegal migrants have been included in the NRC list in alleged collusion with local NRC officials in the state of Assam. Illegal immigrants have to be dealt severely. India cannot be the refugee capital of the world."

On Tuesday, the government said that it has adopted a multi-pronged approach to ensure effective surveillance and domination of international borders to check infiltration of illegal immigrants.

The Ministry of Home Affairs said in a written reply to Parvesh Sahib Singh in Lok Sabha said that physical infrastructure like border fencing, floodlighting, construction of border roads and establishment of border outposts have been created.

Currently, the National Register of Citizens (NRC) is being updated under the direct monitoring of the Supreme Court. The apex court has fixed July 31 as the deadline for finalisation of the NRC in Assam.

Assam Chief Minister Sarbananda Sonowal on Friday met Home Minister Amit Shah and Defence Minister Rajnath Singh and discussed with them various issues concerning the state.

During the 15-minute meeting with the home minister, the chief minister briefed him about the prevailing situation in Assam, where the final list of the National Register of Citizens (NRC) will be published on July 31.

"It was a courtesy call and I have congratulated him on behalf of the people for being chosen as the home minister of the country. I have also briefed him about the prevailing law and order situation in Assam," he told reporters after the meeting with Shah.

Sonowal is also believed to have discussed with Shah about the situation which may arise after the publication of the final list of the NRC.

During his meeting with the defence minister, the chief minister discussed with him certain issues concerning Assam.

Deadline for finalisation of Assam NRC will not be extended: Supreme Court

Home Minister Rajnath Singh Tuesday asserted that the government is committed to complete the NRC process in Assam within the stipulated time and will ensure that no foreigner is included or any Indian citizen excluded.

He also said the home ministry wants that the National Register of Citizens, a list of Assam's residents, is completed with fairness and for this the state government has been provided with all necessary assistance, including funds.

"Our government is committed to complete the update of NRC within the stipulated time so that no foreigner is included in it and no Indian is left out," he told PTI here.&nbsp;

His comments came hours after the <a href="http://www.wionews.com/india-news/assams-national-register-of-citizens-supreme-courts-slams-centre-says-it-is-hell-bent-on-destroying-process-195312">Supreme Court came down heavily on the government</a>, saying it is not cooperating in the NRC process and seems the entire effort of the MHA is to destroy the exercise.
