He added, "AFSPA was selectively relaxed in Arunachal Pradesh and Meghalaya, inviting a positive public response. Besides, to encourage the militants to join the mainstream, GoI has revised the Surrender-Cum-Rehabilitation Policy by enhancing financial benefits to the surrendering militants."

The Union Home Minister further said that India's security concerns have been conveyed to Myanmar even as efforts are on to harness the trade potential with the Eastern neighbour and beyond.

"A number of our militant groups are operating from the territories of neighbouring countries, particularly <a href="http://www.wionews.com/india-news/india-myanmar-friendship-driven-by-quest-for-mutual-peace-progress-prosperity-president-ram-nath-kovind-183403">Myanmar</a>. Our concerns have been highlighted in the bilateral meetings with these countries. "We achieved major operational successes in core areas of CPI/Maoist in Chhattisgarh, Jharkhand and Odisha. Coordination among different State Police Forces and CAPFs, and generation of regular actionable intelligence was among the main factors which led to an almost two-fold increase in the losses suffered by LWEs this year," he said.

"Reflecting on these successes and the upper hand of the government over the Maoists, after a comprehensive review the number of districts covered under SRE scheme was reduced from 126 to 90," he added.

The Union Home Minister said the communal situation has also remained under control this year to date.

Singh said terrorism in the hinterland has also been stamped out.

"Law enforcement agencies, through concerted action coordinated by Intelligence Bureau, have managed to overcome the first tide of propaganda and mobilization by Islamic State in Iraq and Syria. Consequently, India witnessed very few incidents of IS inspired violence. In concerted counter-terrorism operations, Law enforcement agencies have arrested nearly 125 terrorist suspects as against 117 arrested in 2017," Singh said."

The new phase of Islamic State propaganda emanating from Afghanistan-Pakistan region is also being countered effectively," he added.

The Union Home Minister commended the National Investigation Agency (NIA) for clamping down on terror activities.

"Attempts by militants to infiltrate in large numbers, intermittent attacks by militants and efforts at local recruitment continue. Terror infrastructure in Pakistan and PoK remains in the form of training camps, launching pads and communication control stations. Financing from across for militants and separatists is a cause of concern. The separatists also exploit every possible situation to agitate the people to fan further anti-India sentiments which lead to law and order situation."

The Union Home Minister directed the security establishment to check efforts to revive terrorism in Punjab.

"In Punjab, recent terror incidents and related interdictions indicate concerted efforts on part of Pak-establishment and Sikh extremist elements based in Pakistan to revive terrorism in Punjab with the active support of other Sikh radical/extremist entities based abroad, especially Europe and America. Pakistan-establishment is also seeking to forge an understanding between Sikh extremist groups and Pak-based Islamist outfits as well as Kashmir-centric terrorist groups for targeting Indian interests," he said.

"Pakistan continues to abet terrorism and during the period January 01, 2017 to November 29, 2018, 17 ISI backed espionage modules have been neutralized in the country resulting in the arrest of 25 espionage agents which include 02 Pakistanis. Various sensitive organisations, including the Indian Army, Air Force, Navy, ITBP, DRDO, BSF, CRPF, MEA, Airport Authority of India, Ministry of Petroleum and Natural Gas and the Indian Railways, etc. have been targeted by PIOs from across the border through spoofed / crank calls to elicit sensitive information," he said.

He said the Government is simultaneously pursuing diplomatic efforts to stop terror emanating from Pakistan.&nbsp;

"India is a Member of Financial Action Task Force (FATF), an inter-Governmental Body, which makes recommendations relating to Combating of Financing of Terrorism, Money Laundering, etc. Efforts on this platform by India have ensured that Pakistan is rightly put on the grey list."

The Union Home Minister meanwhile asked officials to be cautious in their dealings with foreigners.

"National Security has economic underpinning. In this area, two aspects become important. Firstly, the interface of various foreign entities with the political and administrative structure increase manifold. Here, I would like to advise police and administration officials not to bypass prescribed procedure for interaction with officials of foreign missions which requires communication to be routed through Ministry of Home or External Affairs, except in cases where such contact is permitted according to the Protocol Hand Book," he said.

Singh complimented the security establishment for continuously striving to make the country secure and safe.

"It is undeniable that the Police forces give a sense of confidence to people and allay their fears over security. I also acknowledge that the Police Forces are working in the difficult environment. I attribute the credit for India`s success in the area of security to her Intelligence Agencies, State Police Forces and Central Armed Police Forces," he said.&nbsp;

Internal security situation has vastly improved: Rajnath Singh

Minister of State (Home Affairs) Hansraj Ahir on Tuesday said the National Registrar of Citizens (NRC) will be limited to Assam for now.

Ahir filed a written reply in Lok Sabha amid the ongoing Winter Session of Parliament, which began on December 11.On December 12, the Supreme Court had extended the last date of filing claims and objections on the inclusion of names in the draft (NRC) from December 15 to December 31, 2018.

"Out of 40 lakh people who were left out of the final draft NRC, 14.8 lakh people have filed claims," NRC coordinator Prateek Hajela told the apex court.

The top court had also extended the date for commencement of verification to February 15 from the earlier date of February 1.

Earlier, the Assam government had sought an extension of the one-month deadline for filing claims for inclusion in the NRC draft from the Supreme Court.

NRC is a register containing names of Indian citizens, which was prepared for the only time in 1951 and is being updated for only Assam to weed out the illegal immigrants.&nbsp;

BJP chief Amit Shah said on Saturday that Indians have the right to the country's resources, and it is not a 'dharamshala' where illegal immigrants can come to settle down.

"NRC should not be seen by connecting it with the BJP only. It is a way to solve the country's basic problems. How is it possible that anyone can come and settle down here. The country cannot run like this. Those who are its citizens should stay here only and they only have the right to the resources of this country," he said.

"This country is not a dharamshala (charitable shelter home) that anyone can come and settle down here," Shah said while speaking at an event.

Taking on opposition over the issue, the BJP chief alleged that the intruders have been used as a vote bank for 70 years and they are a threat to the country, whereas BJP believes in taking tough decisions which are in the interest of the country.

"They (intruders) should be identified. Delete their names from the electoral roll. The BJP clearly believes that they should be identified and deported. Intruders are also threatening the security of the country," he said while replying to a question on NRC.

Assam, which faced an influx of people from Bangladesh since the early 20th century, is the only state having a National Register of Citizens (NRC), first prepared in 1951. It is being updated under the monitoring of the Supreme Court.

The complete draft of the NRC was published on July 30 and included the names of 2.9 crore people out of the total applications of 3.29 crore. Those omitted have been given an opportunity to submit documents afresh to prove their residency.

Your son`s name is mentioned, but there is no mention of your daughter. I urge that there should be no divisions over this," she had said.

Home Minister Rajnath Singh, BJP president Amit Shah, Assam Chief Minister Sarbananda Sonowal and National Security Advisor Ajit Doval reviewed the ongoing exercise to update the National Register of Citizens (NRC), a list of Assam's residents.

The meeting stressed on the need for ensuring inclusion of all genuine Indians in the NRC, an official privy to the meeting said.

The Supreme Court has fixed December 15 as the deadline for filing of claims and objections for inclusion of names in the NRC.

The meeting came amidst reports that the central government was considering a proposal to grant work permits, among other measures, to people living in Assam who do not qualify for inclusion in the NRC.

The central government's move to amend the Citizenship Act, to grant Indian nationality to Hindu, Sikh, Jain, Buddhists, Christians and Parsis of Bangladesh, Pakistan and Afghanistan also figured in the meeting, the official said.

As per the bill, these designated classes of people will be granted citizenship after six years of residence in the country, instead of 12, even if they don't possess any proper document.

A large section of people in Assam have vehemently opposed the Citizenship Amendment Bill saying it will nullify the provisions of the 1985 Assam Accord which fixed March 24, 1971 as the cut-off date for granting citizenship to illegal immigrants.

A Joint Parliamentary Committee (JPC) is currently examining the provisions of the bill and the panel is expected to table its report in the Winter Session of the Parliament beginning December 11.

The chief minister briefed the meeting about the situation arising due to the protests against the bill, recent violence perpetrated by the ULFA and the general law and order situation in Assam, another official said.

Union Home Secretary Rajiv Gauba and Director Intelligence Bureau Rajiv Jain were among those who attended the meeting.

The update of the NRC, a massive Supreme Court-monitored exercise to identify genuine Indian nationals living in Assam, excluded over 40 lakh people from the draft list published on July 30, creating a huge political controversy.

The exercise is aimed at identifying illegal immigrants in the state and it was carried out only in Assam, which faced an influx of people from the neighbouring Bangladesh since the early 20th century.

When the NRC was first prepared in Assam way back in 1951, the state had 80 lakh citizens.

As per the 2011 census, Assam's total population is over 3.11 crore. The process of identification of illegal immigrants in Assam has been widely debated and has become a contentious issue in the state's politics.

A six-year agitation demanding identification and deportation of illegal immigrants was launched by the AASU in 1979.&nbsp;

BJP president Amit Shah however has on more than once occassion said all Bangladeshi "infiltrators" will be tracked down and deported. He has also compared Bangladesh immigrants in India to "termites" saying they are a drain on the state's resources.&nbsp;

Bangladesh has said the comments were "unwanted".&nbsp;

In a public meeting at Ahmedpur in Birbhum district, the West Bengal chief minister reportedly described the current updation of the NRC as an attempt to drive out Bengalis from Assam.&nbsp;

She allegedly asked the BJP government of the state to not to play with fire. Banerjee also warned the government that she would not remain silent if Bengalis were uprooted from the state.&nbsp;
