Modi in a way became a factor in politics where he divided and united the electorate at the same time. The undivided Hindu vote will remain biggest of his legacy. His appeal brought different segments of Dalits, OBCs and upper castes into BJP's fold but at the same time his politics has ended up creating great anxiety in the minority and people with Left liberal ideology. He has united a diverse population under the new rubric of cultural nationalism but sidelined views who believe in constitutional nationalism. This debate has united and divided the country like never before.

Modi's politics ended minority exceptionalism in Indian politics but at the same time allowed crude majoritarianism to dominate political discourse. It allowed people to write and talk about violence perpetrated by minorities too. But it also created viciousness where a small child's rape in Jammu was being seen from the prism of community. Same happened on the nationalism debate. This time BJP turned the table on Congress. Congress, which used to call BJP anti-national for not participating in freedom struggle, was tagged as anti-national by BJP when it lent its support to a protest in JNU. It became part of a larger debate on nationalism. For the first time in history, Congress was being called anti-national. It united and divided India at the same time. It disallowed any intellectual discussion on the issue of patriotism and nationalism in mainstream but allowed coarse majority's view of the world to prevail.

Modi's politics allowed communities more say and share in the political discourse. Whether it was cow protection or conservative stand on films like Padmavat, Modi's politics allowed these individual voices to dominate. Individual voices were labelled as detached from the ethos of the Indian society. This led to violation of the spirit of the Constitution. Indian Constitution acknowledges individual rights. Communities are protected but do not enjoy right over an individual. But in case of Padmavat, community's honour became more important than individual right. BJP on this sided with community pride. It made liberals look undemocratic in world view as if they are not sensitive to the subaltern world view. It again created a divide.

Modi's politics ended Congress arrogance by attacking the principle of dynasty. Modi made dynasty into an issue which he continues to use during every state elections. It divided and united lot of people at the same time. His attack on the Gandhi family was a first of its kind. He broke the political Omerta code. It also unnerved lot of people in his party.

Modi's politics also tried to make up for the bankruptcy of RSS as a major figure during independence. His politics successfully stole couple of Congress icons like Netaji and Sardar Patel. It again created a political divide. BJP was accused of using historical figures to serve contemporary political interest. The case in point is Netaji papers appearing a year before Bengal elections.

The only place perhaps where Modi failed was to bridge the gap between industry and farming community through his personality. For this reason the land acquisition bill continues to languish. Modi had to over commit himself to the farming sector lest suit boot ki sarkar jumla extract its pound of flesh.

Narendra Modi like Indira Gandhi has become a central pole of discussion. His party rules 20 states. He has become undisputed national leader uniting the cadre in his praise. But like Indira Gandhi, from strong he has started to look authoritarian. It has united the whole Opposition which feels that BJP under Modi will derail democracy by making one party hegemonic.

His campaigns like demonetisation and Swachh Bharat have united and divided India at the same time. Both policies became political issues. Demonetisation went a step further an became an electoral issue. Modi, like Indira Gandhi, is loved and hated at the same time. He is a demon and God to many at the same time.

Bottomline is that Modi's strength does not flow from accommodation but by drawing strong political lines. He politically appropriates surgical strike. He criticises domestic Opposition abroad. He remains cold to the Opposition. His supports stems more from social media than mainstream and international media.

There is a reason too. The Lutyen's consensus never accommodated him so he ended up breaking the very consensus. His desire to conquer Delhi is married to his aversion to its durbar politics. For this reason he remains an eternal outsider to Delhi's politics. He continues to divide and unite India and this remains the crux of Modi's four year in Delhi's politics.

Opinion: Modi, a unifier and divider, rolled into one

The Petrol and Diesel prices are soaring and they are almost at the all-time highest level. Being the most essential commodity, Petroleum has been the favourite domain for the politicians for the slugfest.

With rising price, opposition parties got a much-awaited issue to put Government of India on backfoot. Rahul Gandhi is throwing a challenge to Modi for reducing prices. On the same time BJP's media cell is active too and these days social media is full of stuff proclaiming that how prices of petroleum products surged during UPA regime (2004-2014) and how Modi has been able to rein them in.

But if you go in a bit deep in the realities of this sector, you will find that all these claims and blames are simply bereft of any logic and they are rather hilarious. Indian Oil & Gas sector is in a state currently that any government can do little to tame price in the shorter run.

With rapid economic growth, India has become an energy guzzler over the past 10-15 years and currently, it is the third largest consumer of energy after USA and China. India consumes around 200 MMT (Million Metric Tonne) of petroleum crude oil per year and around 80 per cent of this is being imported on the international price.&nbsp;

The prices of petroleum products are done on import parity and after adding due taxes and dealer's commissions, MRP is fixed. Therefore MRP of Petrol and Diesel are linked with international prices of crude oil.

Since we (GOI) can't control the crude price and bound to pay it, the ways to tame MRP is either by reducing taxes or by forcing Oil PSUs to sell products with under-recoveries (basically selling with a loss). Both of these ways would be like feeding gulab jamun to a patient with diabetes. Mean, these measures will give short-term pleasure but they will inflict serious long-term complications.

Cutting taxes would disturb the fiscal discipline which Modi/GOI could bring to an extent over the past four years and would hamper GOI's huge infra push and other planned expenditure.

Forcing under-recoveries (which UPA-2 did for purely political reasons) to Oil companies would only make these companies sick for days to come, restrict the Capex infusion in this sector and of course it cannot last long.

All government can do (that too to silence opposition) in the short term is that it can give some relief by way of slashing tax but it can't make a huge impact on the selling price. Forcing under-recoveries would be the last thing, which Modi/GOI should and would exercise (in case of crude price further takes heavy jump).

The government should work to take measures to bring strength in this sector in long run. After Modi came to power, GOI has made its oil exploration policy more transparent and business friendly but impact of this on ground would be visible only after many years and that too will not be decisive as the gap between demand and supply is huge and no way India is in the position to multiply its oil production even in the long run.&nbsp;

OPEC (Organization of Petroleum Exporting Countries) is the international body, who plays the prominent role in fixing crude oil price and country like India are bound to pay it.

So the bottom line is that let the politician enjoy the blame and claim game, the onus to live with the problem and withstand with it lies with us, the citizens only. Don't expect a miracle from anybody to get the reprieve. We need to be a judicious energy consumer and take the high petroleum prices as a hard and unavoidable reality.

We can sum up like this. If you are getting petroleum product cheap (like in 2014-16), the government is an accidental hero or otherwise it is an unlucky victim of the situation.

Opinion: Rising petrol prices - the onus is on the citizens

The BJP will launch a fortnight-long programme to mark the fourth anniversary of the Modi government, with its president Amit Shah leading an exercise to reach out to one lakh personalities from different walks of life to highlight its achievements.

The programme will start on May 27, in which all ministers -- both from the Centre and BJP-ruled states, MPs, MLAs, mayors and all other office-bearers of the party will reach out to personalities or experts or influential people across the country, BJP general secretary Arun Singh said in a letter.

It will also include a special contact drive in SC and ST localities and also with senior citizens, he said.

"As part of the programme, each BJP leader will interact with at least 25 renowned people from various fields such as retired judges of the Supreme Court and high courts, retired bureaucrats, retired army personnel, sports stars, writers among others and will inform them about the achievements of the Modi government in last four years," Singh said.

Singh further said all party leaders have also been instructed to organise various events such as a conference of beneficiaries of various welfare schemes, get-together of intellectuals, press conference and gram sabhas.

Besides, the leaders have been asked by the party to meet at least 50 polling booth workers of the BJP and brief them about the Modi government's works.

Singh also asked the party leaders to promote the use of Narendra Modi App during their interactions with the people.

'India, Netherlands working closely on urban planning,' says PM Modi in joint press conference with PM Rutte

Karnataka Chief Minister H D Kumaraswamy today said the JD(S) along with Congress had succeeded in tying Prime Minister Narendra Modi's 'Ashwamedha' horse (victory horse) in Karnataka, fulfilling his aim.

"I had said after the Uttar Pradesh election results came out that my aim is to tie the Ashwamwedha horse of Narendra Modi and Amit Shah (BJP President). Today both Congress and JD(S) together have tied their Ashwamedha horse in Karnataka," Kumaraswamy said.

Calling himself a "child of circumstances," Kumaraswamy said he decided to join hands with the Congress on the advice of several political leaders in the "national interest."

Speaking to reporters after being sworn-in as chief minister, he said "Probably, in the days to come, Amit Shah has to go to Narendra Modi with lifeless Ashwamedha horse, as we have tied their horse."

He said many people were having doubts about whether the coalition government would last and assured them that he would provide a stable government.

"There is doubt whether this government will last long. With my conduct and that of my government, I will ensure that this opinion will change.

I want to make it clear to the people of the state," he said.

Conceding that people had these doubts because the JDS broke away from the Congress in 2006 to form a government with BJP, Kumaraswamy said "...The nature of our (JDS, Congress) relationship thereafter has led to a doubt about our confidence in each other, and can we work together."

"I want to tell people of the state that this government will be a stable one. This coalition government will be more stable than one party government.

We will not give chance for any differences and we will work to solve the problems of the state," he added.

JD(S) that had fought bitterly against the Congress, especially in old Mysuru region, had to join hands to keep BJP out of power in Karnataka, where the May 12 assembly polls threw up a hung assembly.

Pointing out that he had said before the election that if no party gets the majority, he would sit in the opposition and would not reach understanding with any party, Kumaraswamy called himself a "child of circumstances."

"I'm a child of circumstances it was unavoidable for me to keep aside my personal wishes and decisions," he said.

The Chief Minister said, several national leaders after the assembly election results advised him to form the government withCongress, keeping the national interest in mind.

Citing the presence of several political leaders at the swearing-in ceremony, Kumaraswamy said "they all coming together makes me feel, it is a new development.

With their coming together for the ceremony, you may understand why I called myself a child of circumstances," he added.

Congress president Rahul Gandhi, his mother and UPA chairperson Sonia Gandhi, West Bengal Chief Minister Mamata Banerjee, N Chandrababu Naidu, and Pinarayi Vijayan, her counterparts in Andhra Pradesh, and Kerala respectively, were present.

Tejashwi Yadav, the Leader of Opposition in the Bihar assembly, BSP chief Mayawati and SP leader Akhilesh Yadav, who has struck an alliance in Uttar Pradesh, NCP leader Sharad Pawar, CPI-M general secretary Sitaram Yechury, and socialist leader Sharad Yadav were also in attendance.

The show of strength by a galaxy of national leaders and regional satraps is being seen as a strong signal to the BJP about the possibility of formation of a broad-based front to take on the BJP-led NDA in the Lok Sabha polls next year.

Admitting that there were challenges ahead of him, Kumaraswamy said "it will not be easy for me to run this government easily. I will have to take every step with caution, that is the situation."

He said many leaders feel that under his leadership the new government would prove to be a "model government."

"I will try to keep up their trust and that of people in me and I will go ahead," Kumaraswamy said.

Karnataka Chief Minister H D Kumaraswamy today said the JD(S) along with Congress had succeeded in tying Prime Minister Narendra Modi's 'Ashwamedha' horse (victory horse) in Karnataka, fulfilling his aim. "I had said after the Uttar Pradesh election results came out that my aim is to tie the Ashwamwedha horse of Narendra Modi and Amit Shah (BJP President). Today both Congress and JD(S) together have tied their Ashwamedha horse in Karnataka," Kumaraswamy said. Calling himself a "child of circumstances," Kumaraswamy said he decided to join hands with the Congress on the advice of several political leaders in the "national interest." Speaking to reporters after being sworn-in as chief minister, he said "Probably, in the days to come, Amit Shah has to go to Narendra Modi with lifeless Ashwamedha horse, as we have tied their horse." He said many people were having doubts about whether the coalition government would last and assured them that he would provide a stable government. "There is doubt whether this government will last long. With my conduct and that of my government, I will ensure that this opinion will change. I want to make it clear to the people of the state," he said. Conceding that people had these doubts because the JDS broke away from the Congress in 2006 to form a government with BJP, Kumaraswamy said "...The nature of our (JDS, Congress) relationship thereafter has led to a doubt about our confidence in each other, and can we work together." "I want to tell people of the state that this government will be a stable one. This coalition government will be more stable than one party government. We will not give chance for any differences and we will work to solve the problems of the state," he added. JD(S) that had fought bitterly against the Congress, especially in old Mysuru region, had to join hands to keep BJP out of power in Karnataka, where the May 12 assembly polls threw up a hung assembly. Pointing out that he had said before the election that if no party gets the majority, he would sit in the opposition and would not reach understanding with any party, Kumaraswamy called himself a "child of circumstances." "I'm a child of circumstances it was unavoidable for me to keep aside my personal wishes and decisions," he said. The Chief Minister said, several national leaders after the assembly election results advised him to form the government withCongress, keeping the national interest in mind. Citing the presence of several political leaders at the swearing-in ceremony, Kumaraswamy said "they all coming together makes me feel, it is a new development. With their coming together for the ceremony, you may understand why I called myself a child of circumstances," he added. Congress president Rahul Gandhi, his mother and UPA chairperson Sonia Gandhi, West Bengal Chief Minister Mamata Banerjee, N Chandrababu Naidu, and Pinarayi Vijayan, her counterparts in Andhra Pradesh, and Kerala respectively, were present. Tejashwi Yadav, the Leader of Opposition in the Bihar assembly, BSP chief Mayawati and SP leader Akhilesh Yadav, who has struck an alliance in Uttar Pradesh, NCP leader Sharad Pawar, CPI-M general secretary Sitaram Yechury, and socialist leader Sharad Yadav were also in attendance. The show of strength by a galaxy of national leaders and regional satraps is being seen as a strong signal to the BJP about the possibility of formation of a broad-based front to take on the BJP-led NDA in the Lok Sabha polls next year. Admitting that there were challenges ahead of him, Kumaraswamy said "it will not be easy for me to run this government easily. I will have to take every step with caution, that is the situation." He said many leaders feel that under his leadership the new government would prove to be a "model government." "I will try to keep up their trust and that of people in me and I will go ahead," Kumaraswamy said.

Bharatiya Janata Party president Amit Shah on Tuesday addressed a press conference to present party’s report card and details of the NDA government’s achievements in the last four years.&nbsp;

BJP chief said that the NDA government had achieved its goal of electrification of villages in the country. Due to the efforts of the Modi government, every house in 16,850 villages now has an electricity and a gas cylinder connection. We have completed the task of providing an insurance policy to every member of the households in these villages."&nbsp;

He added that that the government had also undertaken the distribution of LED bulbs in these villages under the Ujala scheme.&nbsp;

Speaking on the rising petrol and diesel prices, Amit Shah said, “The government is taking the matter of oil prices seriously. Petroleum minister will have a meeting with the officials of the oil companies tomorrow. We are working out a formula to reduce the prices.”

Pakistan will raise the issue of India’s alleged violation of the Indus Waters Treaty with the World Bank, a media report said today, a day after Prime Minister Narendra Modi inaugurated the 330 MW Kishanganga hydroelectric project in Jammu and Kashmir.&nbsp

Pakistan’s Ambassador to the US Aizaz Ahmed Chaudhry told media that a four-member delegation led by Attorney General of Pakistan (AGP) Ashtar Ausaf Ali is in Washington to hold talks with the president of World Bank, Radio Pakistan reported. He said that the issue of construction of the Kishanganga Dam will be discussed in the meeting.

Pakistan’s Foreign Office on Friday voiced concern over the inauguration of the hydroelectric project, saying inauguration without resolution of the dispute between the two countries will tantamount to violation of the Indus Waters 1960 that regulates the use of waters in the shared rivers.

Islamabad had been raising objections over the design of the hydel project, saying it is not in line with the criteria laid down under the Indus Waters Treaty (IWT) between the two countries. But, India says the project design was well within parameters of the treaty.&nbsp

The project, located at Bandipore in North Kashmir, envisages diversion of water of Kishan Ganga river to underground powerhouse through a 23.25-km-long headrace tunnel to generate 1713 million units per annum.

The Kishanganga project was started in 2007 but on May 17, 2010, Pakistan moved for international arbitration against India under the provisions of the Indus Waters Treaty.&nbsp

The Hague-based International Court of Arbitration allowed India in 2013 to go ahead with construction of the project in North Kashmir and upheld India’s right under the bilateral Indus Waters Treaty to divert waters from the Kishanganga for power generation in Jammu and Kashmir.

The international court, however, decided that India shall release a minimum flow of nine cubic metres per second into the Kishanganga river (known as Neelam in Pakistan) at all times to maintain environmental flows. Pakistan is building a 969 MW Neelum-Jhelum hydroelectric project downstream.

Indus Waters Treaty: Pakistan delegation in US to raise ‘violation’ issue with World Bank

Ahead of Prime Minister Narendra Modi's visit, separatist leaders Mirwaiz Umar Farooq and Syed Ali Shah Geelani were put under house arrest on Saturday as restrictions were imposed in parts of the city following their call to march towards Lal Chowk.

The police reached the Hyderpora residence of Geelani and Naseem Bagh area residence of Farooq and conveyed to them the decision of the Jammu and Kashmir authorities of placing them under house arrest as a precautionary measure, officials said.

"As the authoritarian rulers once again belie any claim to democracy by imposing #HouseArrests #Curfew #Restrictions #Barricades #Blockades closure of educational institutions on the visit of Indian PM to valley, I will peacefully march towards #LalChowk at 11 am," Farooq tweeted this morning.

The separatists had given a call for a march to Lal Chowk, located in the heart of the city, to protest against the alleged violence by security forces in the valley.

During his Friday sermons, Farooq had said that the one-month suspension of anti-militancy operations in the Valley was not enough.&nbsp

He had urged the Centre to revoke draconian laws such as the Armed Forces Special Powers Act and the Public Safety Act besides initiating a dialogue process with Pakistan and the people of Kashmir, especially the separatist groups.

Lal Chowk has been barricaded and all entry points sealed to prevent people from gathering in the area, the officials said.

Tight security measures were placed in the entire city last night in the wake of the prime minister's arrival in Srinagar this afternoon.

Restrictions were imposed in downtown areas and vehicular movement, other than that of tourists, was bare minimum.

The roads wore a deserted look as people preferred to remain indoors.

A three-tier security ring has been thrown around the city ahead of Modi's visit and all roads leading to the Sher-e-Kashmir International Convention Centre were blocked for any vehicular movement.

According to the traffic police advisory, all roads leading to the venue would be closed until Sunday afternoon until the prime minister is in the city.&nbsp

The river police wing of state police, the CRPF and the BSF have been deployed in the Dal lake while the Army has been asked to dominate the Zaberwan peak overlooking the venue where Modi would carry out the inaugurate a power project and a ring road around Srinagar.&nbsp

Ahead of PM Modi's visit in J&K, separatist leaders Mirwaiz Umar Farooq, Syed Ali Shah Geelani put under house arrest

Prime Minister Narendra Modi arrived in Leh on Saturday morning on his day-long visit to Jammu and Kashmir, the first after the Centre announced the suspension of operations against terror groups during the holy month of Ramzan.

This is his second visit to Leh, a Himalayan town sharing the border with Pakistan and China and located 450 km north of the state's summer capital city of Srinagar. He had visited here on August 12, 2014, and inaugurated a hydel power project.

After reaching the airport, the prime minister stopped on the road and met people who had come to welcome him.&nbsp

The prime minister will participate in the closing ceremony of the 100th birth anniversary of the 19th Kushak Bakula Rinpoche.

Bakula was seen as the force behind several political agitations in the region and was its voice all over the world. He was born in Matho on May 21, 1917, and educated at Geshes, Lhasa (Tibet). A scholar of the Mahayana school of Buddhism, he was head priest of the Spituk Gompa. He died in 2003.&nbsp

Bakula Rinpoche served the state and nation as he was elected as the member of legislative assembly of Jammu and Kashmir in 1951. He became a minister in the then state government.&nbsp

He was elected as Member of Parliament representing Ladakh for two consecutive terms -- 1967 and 1971. During 1962 Sino-Indian war, he had allowed the Army to convert a section of his Pethub Monastery into a makeshift military hospital.&nbsp

In 1989, he was appointed as India's ambassador to Mongolia which made him the first and only Monk diplomat in the world.&nbsp

Over a period of ten years, he helped reopen ancient monasteries, organise Buddhist peace conferences and re-established Buddhism. Under his guidance, Pethub Monastery and Dechen Ling Nunnery in Ulaanbaatar developed into important centres of learning for the Mongolian Buddhists.&nbsp

About 30,000 Myanmar pilgrims visit the annual Bodh Gaya festival, &nbspbut in 2017 more than 50,000 pilgrims went to India, according to the ministry.&nbsp

There is also an opportunity for India’s northeastern region, which is close to Myanmar, and the land route border crossing is likely to open in two places to allow Myanmar travellers to visit, she said.&nbsp

Myanmar citizens have been traveling to India not only for the purpose of pilgrimages but also for medical tours and holidays in the Himalayas.&nbsp

Increase in tourism from Myanmar would indirectly help in the promotion of north-eastern states as favourable tourism destinations because of their geographical proximity to the former.

In the coming months, land routes border crossing are likely to open between the two countries, which could help increase tourism traffic, Dubey noted.

She said,"This is a good opportunity for the people between the two countries to engage with each other and look at the business opportunities for sending tourists from Myanmar to India or India to Myanmar."

PM Modi to address Karnataka BJP workers through NaMo app today

Kathmandu's local governing body will hold a civic reception in honour of Prime Minister Narendra Modi during his visit to Nepal this week.

Modi is paying a two-day state visit to Nepal on May 11-12 at the invitation of his Nepalese counterpart K P Sharma Oli.

Kathmandu Metropolitan City Mayor Bidya Sundar Shakya will read out the letter of felicitation to be handed over to Modi and hand over a symbolic key to him during the civic reception, according to deputy mayor Hariprabha Khadgi Shrestha.

"Handing over a symbolic key has a historic and cultural importance," she said, adding Oli will also attend the function.

KMC will also present a special gift to Modi along with the letter of felicitation printed on traditional painting. The reception will be organised at City Hall here.

A grand welcome gate decorated with national flags of Nepal and India as well as posters of Oli and Modi will also be installed near the venue.

KMC has already started work for beautification of different places in the city ahead of Modi's visit. Some of the works being carried out by KMC include blacktopping major roads, painting city walls and planting new flowers and shrubs along major routes.

Prior to his arrival in Kathmandu, Modi will visit Janaki Temple in Janakpur situated in southern Nepal and Muktinath Temple situated in Mustang district of northwest Nepal on Friday.

In Janakpur, the provincial government will separately organise a civic reception in honour of Modi before he flies to Mustang and Kathmandu.
