He also inaugurated the first phase of the Bastar Internet scheme under which a 40,000-km-long network of fibre optics cable would be spread across the seven districts of the tribal region.

The districts are Bijapur, Narayanpur, Bastar, Kanker, Kondagaon, Sukma and Dantewada.

Modi, who is the first prime minister to visit the tribal district of Bijapur, also inaugurated a new rail line and a passenger train between Gudum and Bhanupratapur, bringing north Bastar region on railways' map.

This was the prime minister's fourth visit to Chhattisgarh, where assembly elections are due later the year. He had visited Dantewada in May 2015, Naya Raipur and Rajnandgaon in February 2016 and Naya Raipur in November 2016.

Modi also inaugurated bank branches in seven villages and visited rural BPO centre developed under the India BPO promotion scheme. The BPO centre is provided Internet by the Bastar internet scheme.

He also laid foundation stones for road and bridge projects worth over Rs 1,700 crore.

The prime minister's visit to the state coincides with the birth anniversary of Dalit icon B R Ambedkar.

Chhattisgarh Chief Minister Raman Singh chaired the programme while Health Minister J P Nadda was the chief guest on the occasion.

Under the Ayushman Bharat Scheme, the government aims to open 1.5 lakh health and wellness centre by 2022, which would be equipped to treat host of diseases, including blood pressure, diabetes, cancer and old-age illness.

Speaking after dedicating the Dr. Ambedkar National Memorial to the nation in New Delhi, Modi said ''In 2015, we strengthened the law against atrocities on Dalits. We have increased the number of crimes against Dalits enlisted in the law from 22 to 47.''&nbsp;

Modi also came down heavily on the previous Congress government for not recognising the contribution of Dr. Ambedkar to the country and said that Congress insulted Baba Saheb .&nbsp;

''Congress used all its power to remove any mention of Baba Saheb from the country's history. This is the bitter truth of history that when Baba Saheb was alive, Congress left no stone unturned to insult him,''Modi said.&nbsp;

After Atal Ji's government, when Congress came to power they closed the files related to this project, Modi said and added that when he was given a chance to serve people in 2014, he dug out the files and worked on it.&nbsp;

Many governments came to power after independence but what should have been done much before has happened now, after decades, Modi noted. This memorial is a tribute to Baba Saheb Ambedkar, he further said during his address.&nbsp;

The decision was announced by the BJP on the last day of the Budget session last week after accusing the opposition, mainly Congress, of practicing divisive politics.&nbsp;

While Modi will go about his day and fast from his residence in Lok Kalyan Marg, BJP president Amit Shah, on the other hand, will be sitting on a dharna (silent protest) in Hubli-Dharwad against the Siddaramaiah government in poll-bound Karnataka.&nbsp;

BJP spokesperson GVL Narasimha Rao said that the idea of the fast was mooted by Modi to communicate to the nation that BJP is aware of the suffering imposed on them by the logjam in Parliament. "This is why all NDA MPs decided to forego their salaries for 23 days of the Budget session," Rao added.

This year’s Budget session has been the most unproductive in the last eight years and the BJP has tried to put the blame on Congress for stopping deliberation in both Houses.&nbsp;

The Congress had stopped important bills from being passed, which led to a "criminal wastage" of the taxpayer's money, parliamentary affairs minister Ananth Kumar had told reporters.

The BJP's announcement of a fast comes just a day after Congress chief Rahul Gandhi led his party on a nationwide fast targeting the Modi government over the washout of the Parliament session and a host of other issues, including the alleged caste and communal violence.&nbsp;

Dalit organisations staging fresh protests and called for a strike in Kerala, Thiruvananthapuram, on Monday over alleged&nbsp;dilusion of the SC/ST (Prevention of Atrocities) Act.&nbsp;

The strike call&nbsp;was called by 30 Dalit organisations, reports said. It was also reported that the protestors blocked vehicles and shutdown shops, Dalit activists are laying siege on road at Thiruvananthapuram.&nbsp;

Request for Information for procurement of fighter aircraft for Indian Air Force for 110 fighter aircraft has been released by the Ministry of Defence.

"Procurement should have a maximum of 15 percent aircraft in flyway condition and 85 percent will be manufactured in India under 'Make in India'," said the Ministry of Defence.

It added that 25 percent fighter aircraft will be twin seat and 75 percent single seat.

The Nationalist Democratic Alliance (NDA) government had earlier signed a deal with France based Dassault Aviation of France to purchase 36 Rafale jets.

This is not the first time that Gandhi has alleged corruption in the Rafale deal.

In February, Gandhi posed eight questions to Prime Minister Narendra Modi on the deal and alleged that the Prime Minister personally went to Paris and changed the deal.&nbsp;

Jignesh Mewani asks Karnataka youth to hurl chair in PM's election campaign, BJP files complaint

After a washout of the budget session of Parliament that ended Friday, the BJP and the Congress blamed each other for the impasse and announced countrywide fasts as protest even as Prime Minister Narendra Modi accused the opposition party of taking parliamentary proceedings "to a new low".

While Modi announced that NDA MPs would hold a fast on April 12 to protest the opposition's behaviour in Parliament, Congress chief Rahul Gandhi told party workers to hold a fast on April 9 to "expose" the BJP's "lies" on the issue.

Addressing BJP MPs on the party's foundation day, Modi kept the Congress in his line of fire and spelt out an exercise by party lawmakers and ministers for reaching out to villages with substantial Dalit and tribal population through implementation of his government's seven key welfare schemes.

Modi at the BJP parliamentary party meeting accused the Congress of paralysing Parliament proceedings during the Budget Session that ended Friday, and said it was "throttling" democracy and "abusing" people's mandate.

Briefing reporters on the meeting, Union minister Ananth Kumar quoted the prime minister as saying that while the BJP's strength has been rising, the opposition, especially the Congress, has resorted to "divisive and negative" politics. 
Parliamentary proceedings stooped to a new low due to the conduct of the Congress, Modi said.

All BJP MPs will observe a day long fast on April 12 to protest the opposition's conduct in Parliament, he said.

On the other hand, Gandhi directed party workers to organise nationwide fast to protect and promote harmony among various sections on April 9.

In a letter to all PCC chiefs, party general secretary Ashok Gehlot said "peace and harmony have been embodied in the soul of this country and the responsibility to uphold it lies with the Congress".

He said what has happened on April 2 during Bharat bandh was very unfortunate and it was very dangerous for the social fabric of this country and blamed BJP-ruled Centre and state governments for not initiating steps to curb violence neither to protect the fraternity.

"Therefore, it becomes even more important for the Congress to lead the nation in tough time," he said.

At the AICC briefing, senior party leaders Mallikarjun Kharge and Anand Sharma hit back at the BJP and held it responsible for not letting Parliament function and termed as a "gimmick" and "drama" the move by NDA MPs to forgo their salary for 23 days when Parliament did not function.

The Congress leaders said their party MPs had met Rajya Sabha chairman requesting him that the house should not be prorogued so that it can be reconvened for two more weeks to discuss issues of national importance as they could not be taken up due to disruptions.

Sharma alleged that the BJP and RSS were spreading hatred in society through their "divisive" agenda. The Congress "will expose it" and their chief Rahul Gandhi has appealed to the public to maintain peace and harmony in society, he said.

Kharge also alleged that it was the government and its allies which were disrupting the Lok Sabha and questioned why members causing disturbance were not suspended and the no-confidence motions taken up for discussion.

The government and its allies were "orchestrating" disruptions and blaming the Congress for it, he alleged.

"Government encouraged its allies to disrupt proceedings which resulted in the Houses being adjourned day after day in the session, within seconds of the ruckus created at government's behest."

"We gave prior notice under the rules of Parliament. The Government is sole responsible for disruption of parliament and now 'the thief is blaming the cop'", Kharge said.

Sharma said, "one thing we want to make absolutely clear with truth and force of facts at our command that Congress is not responsible for the disruption. We wanted debate, we wanted accountability and we shall continue to demand that."

"Today we have told the Chairman of Rajya Sabha to inform the Government that we are willing, do not prorogue the Houses they have been adjourned only sine die. Reconvene the Parliament for two weeks or ten days to debate these five issues and to legislate, bring the important Laws.

"We have said the ball is in their court. This is what we have conveyed today and we are informing you," he said.&nbsp

Modi today ordered the Information and Broadcasting Ministry to cancel its contentious guidelines on fake news after widespread criticism and outcry by journalists and opposition parties who dubbed these norms an attempt to "muzzle" the free press.

Soon after, the ministry issued a statement, saying press release regarding fake news put out by it last night "stands withdrawn."

In the release, the ministry had said: "Noticing the increasing instances of fake news in various mediums including print and electronic media, the Government has amended the Guidelines for Accreditation of Journalists. Now on receiving any complaints of such instances of fake news, the same would get referred to the Press Council of India (PCI) if it pertains to print media & to News Broadcasters Association (NBA) if it relates to electronic media, for determination of the news item being fake or not."

“Determination is expected to be completed within 15 days by these regulating agencies. Once the complaint is registered for determination of fake news, the correspondent or journalist whoever created or propagated the fake news will, if accredited, have the accreditation suspended till such time the determination regarding the fake news is made by the regulating agencies mentioned above," the statement further mentioned.

Earlier in the day while addressing a public meeting in Karnataka, Rahul had also hit out at the Prime Minister for "not uttering a word" on the alleged atrocities on Dalits and tribals and "dilution" of the SC/ST (Prevention of Atrocities) Act. Rahul is currently in the fifth leg of his tour of the poll-bound Karnataka.&nbsp;

TIME's 100 most influential list: Modi, Putin, Trump among contenders

Prime Minister Narendra Modi today lamented that disruptions in Parliament have unfortunately prevented several members, retiring from the Rajya Sabha, from being able to participate in debates on historic legislation like the triple talaq bill.

Without directly referring to the disruptions which have virtually washed out proceedings through the second leg of the budget session, he said it was unfortunate that the retiring members "lost an opportunity to leave their legacy" on important issues like triple talaq.

Addressing the Rajya Sabha which bade farewell to about 60 of its members whose tenures end over the next few weeks, Modi stressed that the responsibility of smooth functioning of Parliament lay not only with the opposition but also the government.

"It is not necessary that whatever happens in the Green House (Lok Sabha), should happen in the Red House (Rajya Sabha)," Modi said, adding the Upper House was a distinguished House with eminent members serving and playing a vital role in the Indian democracy.

He said many members of the House of Elders would have thought of raising major issues vital to the country before retiring, but were debarred from the opportunity to leave behind their great ideals and legacy.

"It is unfortunate that the retiring members will not be part of Parliament when the long due decision on Triple Talaq is taken," Modi said, adding they would be unable to participate in the debates when the House decides on important bills.

He, however, said those members who would return to the House on being re-elected, would be able to participate in this historic bill.

"We will realise in the next 10-20 years that we have not been able to contribute to this historic legislation," he said in his brief speech.

"It would have been much better had they left behind some good things but they could not get the opportunity," Modi said, indicating the noisy protests which have disrupted the proceedings.

The Prime Minister said the outgoing members must have prepared speeches on important issues so that their contribution is remembered but have not been able to do so.

He said the Upper House, which has senior members, has a unique significance and plays a key role in policy formulation.

Commending the contributions of all retiring members of the Rajya Sabha and wishing them well for the future, he expressed confidence after retiring from the House, they would play an even stronger role in social service.

He said all of them have unique strengths and have contributed in their own way and added that they have worked to the best of their ability for the brighter future of the nation which can never forget their contribution.

The Prime Minister made special mention of some of the retiring MPs and their contributions including former Attorney General K Parasaran, cricketer Sachin Tendulkar and former Indian hockey captain and BJD member Dilip Tirkey.

Modi especially mentioned Deputy Chairman P J Kurien, saying he would be remembered for running the House smoothly even during crises and sending serious messages with a smile.

&nbsp;Prime Minister Narendra Modi will visit China to take part in the SCO summit in June during which there will &quot;definitely&quot; be a bilateral meeting between him and President Xi Jinping, India&#39;s envoy Gautam Bambawale has said.

&quot;During that (SCO summit), we will definitely have a bilateral meeting between Prime Minister Modi and President Xi Jinping. And before that happens we want to have a lot of other meetings,&quot; said Bambawale in an interview to Hong Kong-based South China Morning Post.

The Shanghai Cooperation Organisation (SCO), a China-dominated security grouping, is increasingly seen as a counterweight to NATO.

The SCO summit is due to be held in the Chinese city of Qingdao from June 9-10.
