Speaking to WION, Mahat said, Nepal would like to see the bilateral decision made by the country be respected by all its allies.

“I have heard some statements made by the spokesperson of the Chinese Foreign Ministry. But as far as Nepal is concerned, we want to conduct our bilateral relations with each of our allies based on mutual benefits and principles. If there is a bilateral corporation between the US and Nepal, we are capable of deciding what is best for Nepal. The same thing will be done with China, India too. So, we would like to see that it is respected by all sides,” Mahat said when asked if the MCC ratification has made China uncomfortable.

He also confirmed the visit of the Chinese Foreign Minister Wang Yi to Nepal, it is assumed that the visit will take place in the last week of March.

There are speculations in Nepal of the sudden visit by the Chinese side as it is taking place after the MCC ratification, of which China has publicly and several times expressed its reservations.

However, spokesperson Mahat termed the visit a ‘coincidence’.

“This is just a coincidence of Foreign Minister of China coming to Nepal after the MCC ratification. We will discuss the relations between the two countries in terms of trade, development corporation. I am not exactly sure what they (China) have to say during the meet. As far as Nepal is concerned, it is basically about development corporation which is mutually beneficial to both countries. From our side, we will focus on national interest and necessities,” Mahat told WION on what will the focus of the visit.

While agreeing that Belt and Road Initiative (BRI) development works have stalled in Nepal, he said, “The BRI framework was signed during my time when I was the Foreign Minister of the country. We selected projects which are most beneficial to Nepal. We would also like to see terms and conditions of those projects are good for the country.”

Even though Nepal and China signed the Framework Agreement on the BRI in May 2017, four months before Nepal signed the MCC compact with the United States, there has not been any desirable progress.

Ahead of the MCC endorsement, leaders of the Chinese Communist Party (CPC) had held a series of video conferences with their Nepali counterparts, considered close to China — CPN-US chair Madhav Kumar Nepal and JSP chair Upendra Yadav.

US welcomes Nepal parliament for ratifying $500 million MCC infrastructure aid deal

Nepal’s House of Representatives on Friday was for the second time postponed to hold a discussion on the contentious USD 500 million Millennium Corporation Challenge (MCC) programme as the ruling alliance failed to reach a consensus on the endorsement of the US-funded grant assistance.

The session will be held on February 27, as per the parliament secretariat.&nbsp;

Major political parties, including those in the ruling coalition, are divided over whether to accept the US grant, which has yet to be ratified by parliament.&nbsp;

Nepal Prime Minister Sher Bahadur Deuba on Tuesday evening met opposition CPN-UML chairperson KP Sharma Oli ahead of a parliament session scheduled to discuss the much-debated US government’s Millennium Challenge Corporation (MCC).&nbsp;

As Prime Minister Deuba is struggling to garner a majority in support of the pact within his coalition government, which needs to be endorsed before February 28, the PM is seeking support from the opposition.&nbsp;

According to Central Committee Member and Deputy Chief of Central Publicity Department, CPN (UML) Bishnu Rijal, the discussion ended inconclusively as the stance of both sides remained the same. The Prime Minister asked Oli for the smooth running of parliament and support in ratifying the MCC.&nbsp;

"The Prime Minister asked our party for assistance in approving the MCC in the House of Representatives as there was no cooperation from within the ruling coalition," Rijal told WION.&nbsp;

"We don’t want to disturb the house, and we have already declared our demand and requested the speaker and ruling alliance. We expelled the 14 lawmakers who violated the whip in parliament. Our demands remain the same, first remove the parliament membership of those 14 MPs," said Rijal.

On MCC, the leader said, "We know MCC is a serious issue and national consensus should be reached on this. Whether the ruling coalition is in the majority or not, it is their duty to move forward with the MCC. As an opposition, our role is limited."

Oli requested the Prime Minister to address UML demands first so that doors for parliamentary cooperation would be opened.

"If PM Deuba wants support from our side, then 14 lawmakers should be banned from taking part in the parliament and this coalition should be dismantled. This is an undemocratic coalition that was formed by the verdict of the Supreme Court and is against the UML. After these demands are met, "UML is ready to talk," Rijal added.&nbsp;

Ratification of the MCC Nepal Compact has become a topic of growing interest as the ruling Nepali Congress is in a rush to ratify it.&nbsp;

While the ruling coalition partners, the CPN-Maoist Center and the CPN-Unified Socialist, have stated that they will not support the MCC endorsement without amendments.

Earlier in the day, US Ambassador to Nepal Randy Berry held a meeting with opposition chairperson Oli and ‘expected UML’s role in the ratification of MCC’. While the opposition reiterated their demands.&nbsp;

The UML is obstructing the House over the role of the Speaker in the split of the UML and the formation of the Unified Socialist by the 14 lawmakers.

The Nepali Congress has been holding extensive talks with the main opposition after it failed to reach common ground with its ruling coalition partners on the MCC agreement.

Amid growing opposition over a United States-funded infrastructure programme in Nepal, the US embassy in Kathmandu on Saturday said the decision to ratify the compact solely rests with the Nepal government.

In September 2017, the US government signed a $500 million compact with the Government of Nepal under the Millennium Challenge Corporation (MCC) initiative.&nbsp;

The compact aims to fund the maintenance of road quality, increase the availability and reliability of electricity, and facilitate cross-border electricity trade between Nepal and India.

It aims to spur investments, accelerate economic growth, and reduce poverty in the Himalayan country.

Issuing a statement a day before the parliament session’s schedule, the embassy said, “This $500 million MCC grant is a gift from the American people and a partnership between our nations that will bring jobs and infrastructure to Nepal and improve the lives of Nepalis.”

“This project was requested by the Nepali government and the Nepali people, and is designed to transparently reduce poverty and grow the economy of the country,” it added.&nbsp;

According to the MCC agency, Nepal faces extensive economic development challenges caused by an inadequate supply of electricity and high transportation costs to move both goods and people.&nbsp;

It says that MCC Nepal Compact marks a new chapter in the US-Nepal Partnership and is designed to increase the availability of electricity and lower the cost of transportation in Nepal.

An additional $130 million contribution from the Government of Nepal in support of the compact—the largest up-front partner country contribution in MCC’s history—will enable even greater impact and benefits for the Nepali people.

Meanwhile, the coalition of five-ruling parties in Nepal has failed to reach a common ground so far on the parliament ratification.&nbsp;

Prime Minister Sher Bahadur Deuba, who came to power only in July last year, has assured the US that the pact will be ratified in the ongoing winter session.&nbsp;

Coalition partners, mainly communists, and the opposition believe that the compact will undermine the country's constitution and that the US may use Nepal's soil against China under its Indo-Pacific strategy.&nbsp;

There has been a wide range of protests against the compact across the country.&nbsp;

Following which, US Ambassador to Nepal Randy Berry on Friday said, “Violence and incitement to violence are never acceptable.”

“We are a strong supporter of free speech and public discourse based on facts, including on MCC. The right to express one’s views is intrinsic to democracy, and people must be allowed to peacefully share their views. Violence and incitement to violence are never acceptable,” Berry said in a tweet.&nbsp;

The session of the House of Representatives on Friday concluded without the controversial MCC being tabled in parliament due to a lack of consensus among the coalition partners.

Adjourning the session, Speaker Agni Sapkota informed that the next meeting on the issue will be held on Sunday at 1 pm.

“Without action on your part by February 28, the MCC board will discuss next steps as its March 22 meeting, including whether to continue with the compact. Absent ratification, it is within the board’s authority to discontinue Nepal’s eligibility to receive the $500 compact grant with the grant from the United States. Such a decision would end MCC’s partnership with Nepal," the MCC Board of Directors said in a letter.&nbsp;

This letter has come in response to the commitment letter sent by Prime Minister Deuba and CPN-Maoists chairman Prachanda on September 29, 2021, to the MCC Board of Directors.&nbsp;

In which they “acknowledge with appreciation” the MCC Compact signed between the US and Nepal on 14 September 2017 and “jointly make a request to the MCC Board for providing additional time for the ratification of the Compact.”&nbsp;

However, Prachanda's party is protesting the MCC ever since asking to amend the compact before tabling it in the parliament.&nbsp;

More importantly, House speaker, Agni Sapkota, a leader close to Prachanda is blocking the ratification process for months. Speaker Agni Sapkota has been known to be close to Beijing and has made no secret for his opposition to the MCC.&nbsp;

In the letter, Nepal has committed to passing the compact with the required parliamentary majority within four-five months, the deadline which is approaching.&nbsp;

"We would discuss clarifications received from the MCC with all the coalition partners and party members, use the resource of Nepal to communicate publicly with the Nepali people and to dispel misunderstandings and apprehensions about the compact," the letter signed under the name of PM Deuba and Maoist leader Prachanda said.&nbsp;

"Will hold a joint conference with leaders of the coalition partners to demonstrate government’s positive views on the MCC ratification, disseminate accurate information about the compact through state media, encourage MCA Nepal for the implementation of the MCC compact and to jointly request Speaker to table the MCC compact in the Parliament," Nepali leaders committed in the letter.&nbsp;

PM Deuba is making efforts to convince other party leaders, including CPN-UML Chairman KP Oli to support the compact.&nbsp;

Prime Minister has been holding meetings with opposition leader KP Sharma Oli and is employing a strategy to move the MCC agreement forward by joining hands with Oli as no agreement has been reached within the ruling coalition.

Sources have said the US has threatened Nepal to stop all the aid not only from the US but also from its allies and strategic partners like WB, UN, EU, Canada, Australia.&nbsp;

The delay in the ratification is also because China influences some ruling parties like CPN-Maoist. Pushpa Kamal Dahal held an hour-long hush-hush virtual meeting last week with Song Tao, the high-ranking head of the International Department of the Communist Party of China (CPC).&nbsp;

Chinese leader Song Tao said China wants to deepen traditional ties with Nepal's political parties based on mutual political trust.&nbsp;

Former Nepali Ambassador to the US, Suresh Chalise spoke to WION and said one of the reasons behind the delay in the ratification is an ideology shared by Nepali political parties and Beijing.

"MCC is important for Nepal because it has a surplus of clean energy and we would like to see that it is being exported to other countries like India, Bhutan. This compact will also be a beginning of new trilateral relations," Chalise told WION.&nbsp;

''Is Maoists' close relation with Beijing a reason for the delay in the ratification?&nbsp;Ideologically yes, they think&nbsp;that communism is in the larger interest of Nepal than democracy. That is why they are closer to our northern neighbour."

He is of the view that if Nepal fails to pass the compact, it will "lose the trust of superpower" on a global platform.&nbsp;

China's suspicions about the MCC&nbsp;as being an American geo-strategic counter to its own Belt Road Initiative (BRI) have shaken the domestic politics in Nepal.

Nepal Communist party lobby against MCC, US sets deadline to ratify compact

A week-long 8th General Convention of the CPN (Maoist Centre) has concluded, selecting 236 Central Committee (CC) members and endorsing a political document tabled by party Chairman Pushpa Kamal Dahal ‘Prachanda’.&nbsp;

The document says the&nbsp;Millennium Challenge Corporation&nbsp;(MCC) compact will be approved only after amendments and only on the basis of broad political consensus.

The closed session of the party endorsed the names proposed by Prachanda. The size of the Central Committee is 299 and Prachanda will nominate the rest of the&nbsp;members.

Earlier on Monday, Dahal presented his political report titled&nbsp;“The Path to Socialism in the 21st Century”&nbsp;before the seven-member closed-session that includes Krishna Bahadur Mahara, Giriraj Mani Pokhrel, Ganesh Shah, Parshuram Tamang, Parshuram Ramtel, Purna Kumari Subedi, and Rupa Shrestha Maharjan.

Dahal in his document has outlined the Nepali way to achieve socialism in the 21st century. He added that the party should strive to ensure identity-based federalism from three fronts - street, parliament, and the government.

“The document includes reviews of where we went wrong in the past in terms of ideas, organization, structure building, and strategy,” Dahal had said on Sunday.&nbsp;

“The document will start the process of formation of revolutionary ideas of the party, lead the party in a revolutionary direction and initiate a great debate for the synthesis of ideas,” he further added.&nbsp;

In the Maoist party, the political document presented by the chairman defines the course for the organisation.&nbsp;

Political leadership from other political parties made notable remarks on issues ranging from the much-contested MCC to social and transitional justice to Maoist reunification.

Prime Minister Deuba, recently re-elected party leader at his own&nbsp;Nepali Congress&nbsp;general convention, maintained that the MCC would be ratified in&nbsp;Parliament soon, with forging consensus among political alliance and urged people to “actually read and be informed on the terms of the MCC before branding it as anti-national, traitorous, and against the interest of the country”.&nbsp;

A Nepalese daily has claimed to have access to a confidential document prepared by the Nepalese security officials which revealed the involvement of Chinese intelligence agency in playing an “active role” to sour Kathmandu’s relations with other countries.

I will try to bring my range of experiences from the dressing room and the boardroom to support, influence and work alongside the Club`s leadership and committees over the next 12 months. I am really looking forward to being part of the MCC team," said Clare in a statement by the MCC. 
 
Clare made her England debut in 1995 as a 19-year-old. She took over the captaincy of England in 2000, leading England at Lord`s against Australia a year later. An all-rounder who bowled left-arm spin, Connor led England women`s team to their first Ashes triumph in 42 years, overseeing a 1-0 series win in 2005. 
 
After retiring from the game shortly after winning the Ashes, Clare moved towards developing the women`s and girls` game.
