The central Asian nations of Kazakhstan, Uzbekistan and Kyrgyzstan suffered electrical power outages in major cities on Tuesday, according to authorities and residents, after a major power line in Kazakhstan was disconnected.

The grids of the three ex-Soviet republics are interconnected, and via Kazakhstan are linked to the Russian power grid which they can use to cover unexpected shortages.

But Kazakhstan's North-South power line, which links densely populated southern Kazakhstan and its two neighbours to major power stations in northern Kazakhstan and the Russian network, was disconnected on Tuesday morning due to "emergency imbalances" in the Central Asian part of the grid, grid operator KEGOC said.

The blackout caused chaos across the region for several hours, with subway trains stuck in tunnels and skiers on lifts, airports closing, district heating and tap water pumps going idle and traffic lights switching off.

Neither of the three countries reported any problems with its power stations that could have caused the imbalances.

Kazakhstan, which has previously experienced power shortages due to the influx of cryptocurrency miners, has started routinely cutting off their power supply and did so from Jan. 24 until the end of the month, according to a document published online by one of the local miners.

Outages were reported in Kazakhstan's largest city Almaty and several major southern cities close to the Uzbek and Kyrgyz borders. The airport of the Uzbek capital, Tashkent, briefly stopped accepting flights.

Authorities in Uzbekistan and Kyrgyzstan said they were restarting power plants after emergency shutdowns and would initially remain disconnected from the Central Asian grid.

A new wild animal rehabilitation center that has opened in Kyrgyzstan is hoping to reverse the damage climate change has done to the country's population of snow leopards. Often dubbed the "Switzerland of Central Asia," Kyrgyzstan's colossal mountains provided the perfect setting for snow leopards, but due to poaching, their numbers have fallen in recent years.

Voters in Kyrgyzstan supported handing greater powers to the presidency in a referendum on Sunday, confirming public trust in the populist head of state Sadyr Japarov, although the turnout was low.

The constitutional reform will bring the political system of the Central Asian nation closer to that of its ex-Soviet neighbours, such as Kazakhstan and Uzbekistan, making it easier for Japarov to push through his policies.

Japarov and his supporters also hope a strengthened presidency will make the country more stable after violent revolts toppled its leaders in 2005, 2010 and in 2020, when Japarov was catapulted from a prison cell and into office.

Preliminary Central Election Commission data based on 75% of ballots found a majority of voters - 79% - supported the reform, although total turnout was just above the 30% threshold required to make the referendum valid.

A poll commissioned by the United States-based International Republican Institute and published this month found Japarov was by far the most trusted politician in the country.

The percentage of voters, who believed Kyrgyzstan was heading in the right direction jumped from 41% last August, when Japarov’s predecessor Sooronbai Jeenbekov was in charge - to 70% in February and March, the poll data showed.

In contrast to its neighbours, when Kyrgyzstan gained independence from the Soviet Union in 1991, it adopted a political system that allowed both parliament and the presidency to wield significant powers, forcing its leaders to seek the backing of broader elites.

Kyrgyzstan referendum backs presidential rule

Voters in Kyrgyzstan went to polls Sunday for a constitutional referendum widely expected to see incumbent leader Sadyr Japarov's powers expanded while allowing him to run for office a second time.

Japarov, a 52-year-old populist, has brushed aside political opponents since coming to power on the back of an October political crisis in which he was first released from jail by supporters, beginning a dizzying rise to the leadership.

He confirmed his dominance by posting a landslide victory in a presidential election in January that also saw voters indicate a preference for presidential over parliamentary rule in a parallel vote, boosting his drive to overhaul the basic law.

Two of his opponents on the ballot and a former prime minister were arrested in the weeks after the vote as Japarov and his allies further cemented their control.

The new leader's proposed constitutional amendments promise a presidency in line with impoverished Kyrgyzstan's Central Asian neighbours, ending a decade-long experiment with a mixed system.

Local critics have dubbed the draft document a "khanstitution" for its expansion of presidential powers of appointment at the expense of parliament, which will be downsized from 120 to 90 lawmakers if the changes pass.

The Organisation for Security and Cooperation in Europe and the Council of Europe's Venice Commission criticised the lack of "meaningful and inclusive public consultations and debate in parliament" before the basic law was put to the people in a joint opinion published in March.

The two bodies also raised fears over the "overly prominent role and prerogatives of the President".

President Vladimir Putin of Russia, a key ally, expressed support for the constitutional drive in February when Japarov went to Moscow in his first foreign visit, saying that he hoped it would bring stability to the country of 6.5 million.

Japarov's predecessor, Sooronbay Jeenbekov, became the third Kyrgyz president to resign during a political crisis since the country's independence from the Soviet Union in 1991 last October.

If voters back the draft constitution, presidents including Japarov will be able to run in consecutive elections once more, reversing the single-term limit imposed on leaders during an overhaul of the basic law in 2010.

That change was championed as a safeguard against entrenchment after two revolutions in the space of five years unseated authoritarian leaders and their powerful families.

Voting in the referendum began at 0200 GMT and will conclude at 1400 GMT with results expected shortly after polls close and a 30 per cent turnout required to validate the election.

The Nationalist Politician Sadyr Japarov has won by a landslide in Kyrgyzstan's presidential election, one triggered by the collapse of the previous government.

Kyrgyzstan choose their next leader & new political system

Nationalist politician Sadyr Japarov appears poised to win Kyrgyzstan’s presidential election on Sunday, a snap vote triggered by the collapse of the previous government in the Central Asian nation closely allied with Russia.

Violent protests which erupted last October sprung Japarov, 52, from a prison cell to the prime minister’s chair and culminated in him assuming the interim presidency, although he later gave it up to run for a full-time role.

Japarov, who had been sentenced to a lengthy prison term for kidnapping a provincial governor as part of a protest, had his verdict quashed amid the October unrest and has outspent his 16 competitors by a wide margin during the campaign.

Despite his nationalist stance - Japarov’s first act as prime minister was to add ethnicity information to national ID cards - he has repeatedly pledged to develop a strategic partnership with former Soviet overlord Moscow.

Russia operates a military airbase in the mountainous nation and is also the main destination for hundreds of thousands of Kyrgyz migrant labourers.

Neighbouring China is another key trade partner and investor in the impoverished and predominantly Muslim nation which, in addition to electing a president, votes on Sunday on whether to give greater presidential powers at parliament’s expense.

Japarov’s prison sentence stems from his campaign in the early 2010s to nationalise the giant Kumtor gold mine operated by Canada’s Centerra Gold. After coming to power last year, however, he said that was no longer a goal and he would only seek to ensure profits from the mine are split fairly.

Japarov’s campaign which combined references to traditional symbols and values with promises such as doubling healthcare spending appears to have struck a chord with voters across the country, especially in rural areas.

According to local pollsters, he enjoys a comfortable lead over competitors and could potentially win more than 50% of the vote, thus avoiding a runoff. Nationalist politician likely to win Kyrgyz presidential vote

Kyrgyz Prime Minister Sadyr Japarov said on Thursday he would step down as acting president of the Central Asian nation in the coming days in order to run in the January 10 presidential election.

Parliamentary speaker Talant Mamytov, a close ally of the prime minister, will take over as acting head of state in line with the constitution, Japarov told a news briefing.

The former Soviet republic, known for its political volatility, is closely allied with Moscow and hosts a Russian military airbase. Its constitution bars caretaker leaders from running in the presidential elections that they oversee.

Japarov, a 51-year-old nationalist politician, came to power after violent protests over a parliamentary election last month toppled the government of President Sooronbai Jeenbekov.

He had initially planned to delay the presidential election until after a planned constitutional reform, but Thursday's announcement indicated that was no longer an option.

Protests have toppled three Kyrgyz leaders over the last 15 years, but Japarov has said that last month's revolt would change nothing in Bishkek's "strategic" relations with Moscow.

On Thursday, he promised not to contest the results of the January vote in the event of his loss and to stop his supporters from taking to the streets.

"We need a clean vote," he said. "(Rigged votes) were the reason why we have had three revolutions."

Kyrgyzstan PM to step down as acting president, run in election

Even as things struggle to settle in Kyrgyzstan after unrest due to disputed election, the Kyrgyz envoy to India has said democracy will continue in the country.

Speaking exclusively to WION's diplomatic correspondent Sidhant Sibal, Kyrgyzstan's envoy to New Delhi Asein Isaev said, "According to our constitution, new elections will be held. The new government is working on it."

This is the first time the envoy has spoken about political developments in his country.

Excerpts from his interview --

WION: If you can describe what has happened in your country...

Asein Isaev: It was result of unfair parliamentary elections. Specific of this election, 16 parties were contesting. And when result of elections were announced, only three parties won, and the other 13 parties could not be in the parliament. By opinion of people, it was unfair. Three parties do not represent the interest of all people. People gathered at the main square and demanded to eliminate the result. It was provocation -- some groups started to damage buildings and cafes and restaurants. Police force was called in to forge law and order, but to no avail. People called for new elections. It was unexpected and no one expected this result. And as a result, the prime minister and the minister of home affairs had to resign.

WION: Will new elections take place?

Asein Isaev: The new leader came from jail -- he was a political prisoner. His name is Sadyr Japarov -- he is now the prime minister and the current president. He was in jail for 11 years. People demanded he must be elected as the PM. When our president resigned, according to constitution, obligation of his duties were put on current PM. He announced everything must be done by constitution and by law. According to constitution, new elections will be done. The new government is working on it.

WION: Any foreign influence in what has happened in your country ?

Asein Isaev: Everything happened very quickly, and nobody had expected it. There was, however, no foreign influence. Not even from China. China has said it respects our sovereignty and never will be involved in our internal affairs. We respect each other. There's no evidence to show China was involved in our internal affairs.

WION: On ties with India, any engagement by new administration?

Asein Isaev: Our new prime minister announced he would continue agreements with our foreign partners. He will continue democracy, and India is our natural ally. We are proud that last year we were able to sign an important agreement with India.

WION: The SCO virtual meet will take place on Nov 30. You are part of SCO. Have you received the SCO Council of Heads of Government invitation?

Asein Isaev: Yes, we have recieved a formal invitation and our head of state will participate in it.

Speaking exclusively to our diplomatic correspondent Sidhant Sibal, Kyrgyzstan's envoy to New Delhi Asein Isaev said,"According to constitution, new elections will be done. New govt working on it.". Democracy will continue in Kyrgyzstan, says the country's envoy; Dismiss claims of foreign influence

Kyrgyzstan`s parliament voted on Friday to end a state of emergency imposed by its ousted president, as interim Prime Minister Sadyr Japarov, a Kyrgyz nationalist, took temporary control of the presidency of one of Russia`s close allies.

Former President Sooronbai Jeenbekov, who resigned on Thursday, ordered troops to be deployed in Bishkek last week after days of unrest triggered by an Oct. 4 parliamentary election in which his allies were accused of vote-buying.

Japarov, freed from prison by his supporters and quickly elected prime minister by parliament, also took over the interim presidency after parliament speaker Kanatbek Isayev - constitutionally first in line - turned it down on Friday.

The prime minister is second in line under the constitution, but Japarov`s assumption of both roles prompted concern.

"This is an unprecedented case in Kyrgyzstan`s history," parliament deputy Omurbek Tekebayev said. "Such tremendous powers in the hands of one man."

Jasparov has said Russia would remain a key strategic partner of Kyrgyzstan, a former Soviet republic in Central Asia with significant ethnic Russian and Uzbek minorities, and he had no plans to review the terms of Russia`s Kyrgyz air base.

His foreign minister Ruslan Kazakbayev also told the Chinese ambassador to Bishkek on Friday that the cabinet would stick to all existing agreements with Beijing, its giant neighbour, major trade partner and investor.

ELECTION RE-RUN

Japarov told parliament he would address the nation of 6.5 million within hours. However, some four hours later it remained unclear when and where he planned to do that and his office could not be reached for comment.

In a brief speech in parliament, he proposed lowering the threshold for political parties to win seats from the current 7% in a re-run of the parliamentary election, which must take place later this year.

As interim president, Japarov cannot run in the presidential election, which he must oversee no later than mid-January.

Tekebayev urged Japarov to make sure people close to him do not run for president either, singling out Kamchybek Tashiyev, the leader of the nationalist Ata Zhurt party, who spearheaded the efforts to free Japarov from prison and install him as PM.

Later on Friday, Japarov named Tashiyev head of the State National Security Committee and reshuffled a few other senior officials at the main state security body.

Japarov, a former presidential adviser and member of parliament, had been in prison since 2017 on charges of kidnapping over a 2013 event in which protesters briefly held a provincial governor hostage.

Kyrgyzstan, which borders China and hosts a large Canadian-owned gold mining operation, has seen three presidents, including Jeenbekov, toppled by popular uprisings over the last 15 years.

Kyrgyzstan prime minister resigns during post-vote chaos

People protesting the results of a parliamentary election in Kyrgyzstan broke into government and security headquarters early on Tuesday and freed a former president from custody, local news websites said.

President Sooronbai Jeenbekov described their actions as a bid by some political forces to seize power illegally, but said the authorities did not rule out holding another vote as public rallies started in several cities across the country.

The thousands-strong protests broke out after two establishment parties, one of which is close to Jeenbekov, swept Sunday's vote, according to preliminary results.
