People protesting the results of a parliamentary election in Kyrgyzstan broke into government and security headquarters early on Tuesday and freed a former president from custody, local news websites said.

Kyrgyzstan: Hundreds storm parliament over vote-rigging claims

Kyrgyzstan goes to the polls to choose a new parliament Sunday with electors and smaller parties afraid vote buying will spoil a rare competitive election in former Soviet Central Asia.

Surrounded by authoritarian states with rubber-stamp legislatures, elections in mountainous Kyrgyzstan offer a colourful and sometimes unpredictable contrast.

Yet with the coronavirus pandemic battering paltry incomes, many observers are warning that the stage is set for massive ballot fraud by well-resourced parties.

Aisuluu Alybayeva, a 34-year-old school teacher in the capital Bishkek, told AFP she hoped the parties that made it into parliament would not be the same ones "buying people", whose votes sometimes cost as little as $25, according to reports.

The pandemic that saw new cases and deaths peak in July in Kyrgyzstan showed voters "how (officials) work," Alybayeva said.

"When the pandemic hit, our lawmakers took their (scheduled) holiday. I personally took offence."

Voting across the country begins at 0200 GMT and concludes at 1400 GMT, with the first results expected late on Sunday.

Rift over Russia

Of sixteen parties competing, two are almost certain to take seats in the 120-member legislature.

The Birimdik (Unity) party is viewed as loyal to President Sooronbai Jeenbekov and includes the president's brother and former parliamentary speaker Asylbek Jeenbekov among its candidates.

Its main rival, Mekenim Kyrgyzstan (My Homeland Kyrgyzstan), is associated with the powerful Matraimov family, whose figurehead Rayimbek Matraimov -- a former Customs Service official -- was the target of anti-corruption protests last year.

Both parties have spoken in favour of further integration with the Russia-led Eurasian Economic Union bloc, which has raised the status of hundreds of thousands of Kyrgyz migrants working in Russia since Kyrgyzstan joined in 2015.

But Birimdik's party chairman Marat Amankulov sparked indignation after comments emerged from last year of him saying it was "time to return" to Moscow's fold.

Rivals accused him of undervaluing Kyrgyz independence.

In a meeting with Russian leader Vladimir Putin in Sochi on Monday, Jeenbekov warned of "forces" that wanted to "drive a wedge into the (Kyrgyz-Russian) alliance" -- an apparent reference to a pro-sovereignty rally held in opposition to Amankulov's comments in the capital Bishkek last Sunday.

On Friday, the state prosecutor said it was investigating a video widely distributed on messaging apps.

The video, which showed two male students from a top university secretly filmed in a hotel room, appeared to imply that opposition parties were supportive of homosexuality, which is deeply frowned on in the conservative country.

The opposition parties targeted said this was an attempt to smear them ahead of the vote.

The state prosecutor is also investigating accusations that one party bribed voters with sacks of coal, the office said.

Political drama

Revolutions unseating two authoritarian presidents in the space of five years were seen as the driving force behind a fresh constitution to curb authoritarian excess and contain political in-fighting in 2010.

Electoral laws dictate that no one party can take more than 65 seats in the 120-member legislature.

Presidents are limited to a single six-year term -- a departure from the strongman trend seen in neighbours China, Kazakhstan, Tajikistan and Uzbekistan.

Jeenbekov will be hoping for a cooperative parliament as he plans for life after his term ends in 2023, knowing that his own predecessor and former protege Almazbek Atambayev is currently languishing in jail.

Tensions between the pair grew following Jeenbekov's electoral victory in 2017, peaking last year with a shootout at Atambayev's residence between the former president's armed supporters and state security forces trying to arrest him.

Atambayev was detained on charges of illegally releasing a crime boss from jail and jailed for 11 years in June.

He has also been charged in the murder of a Special Forces officer who died during the raid.

Kyrgyzstan's former president was detained in a major security operation Thursday, police said, a day after clashes between his supporters and law enforcement left one dead and dozens injured.

The Central Asian state, which has seen two revolutions in less than two decades, is on the brink of crisis amid a standoff between ex-leader Almazbek Atambayev and his protege-turned-foe President Sooronbai Jeenbekov.

Atambayev was detained by security services at his residence in the village of Koi-Tash near the capital Bishkek, after the second raid in two days on the compound.

He is currently being held at the building of the State National Security Service (GKNB) while hundreds of his supporters gathered in central Bishkek and blocked a major thoroughfare.

An AFP correspondent at the square next to the country's main house of government saw some of the supporters throw stones at a police vehicle driving through the area.

Police later broke up the crowd and brought the area under control using stun grenades.

The square was the site of two uprisings that unseated Kyrgyz presidents in 2005 and 2010.

Key ally Russia's Prime Minister Dmitriy Medvedev arrived in Kyrgyzstan Thursday for a meeting of a regional trade bloc and said he hoped that the situation would stabilise.

Kyrgyzstan "has already reached its limit for revolutions," Medvedev said.

"It would be very bad if this kind of event leads to political and, therefore, economic instability in the country."

Second operation successful

A widely shared video from Koi-Tash showed Atambayev negotiate the terms of his surrender with Deputy Interior Minister Kursan Asanov Thursday, securing a guarantee that police would not harm supporters who have holed up with him at the compound in recent weeks.

Police said that no-one had died during the second operation, which saw law enforcement ram a military vehicle through the gates of the residence before using tear gas and smoke grenades to counter resistance from supporters.

Atambayev has ignored three police summonses for questioning in connection with the release of a well-known underworld figure during his presidency. The state prosecutor said Thursday that Atambayev figures in a total of five criminal cases. Critics say the investigations are politically motivated.

On Wednesday an already tense political situation escalated when the national security service announced an operation to take Atambayev from the residence outside Bishkek, capital of the Muslim-majority nation of six million people.

The first operation failed and descended into violence.

Security officers beaten

The health ministry said a special forces officer had died from a gunshot wound and the head of the Chui province police department was in a critical condition after being injured during the clashes on Wednesday.

The ministry said that 98 people required treatment as a result of the clashes on both days.

Early Thursday President Jeenbekov convened a meeting of the state security council and an emergency session of parliament.

Jeenbekov said during the security council meeting that Atambayev had "rudely flouted the Constitution and laws of the Kyrgyz Republic" by resisting detention.

Putin intervention

Parliament in June stripped Atambayev of his immunity as a former president and the state prosecutor brought corruption charges against him.

The standoff has drawn in Russia -- the country's Soviet-era master and traditional political patron -- where hundreds of thousands of Kyrgyz work as migrant labourers.

Last month Russian President Vladimir Putin met with both Jeenbekov and Atambayev in Moscow in a bid to defuse the confrontation.

Erica Marat, associate professor at the National Defense University in Washington D.C., said Atambayev's outreach to Putin shows that "he clearly sees himself as a viable political figure in Kyrgyzstan", emboldening his stance against the incumbent leader.

Marat said the pair's confrontation is symptomatic of Kyrgyzstan's failure to reform its security institutions and courts.

"Jeenbekov must now decide whether to escalate violent confrontation with Atambayev's supporters or negotiate," Marat said.

Ex-friends

Jeenbekov and Atambayev were once friends, and the former leader backed the incumbent in 2017 elections that marked an unprecedented peaceful transfer of power between heads of state.

But they fell out just months after Jeenbekov's inauguration as Atambayev publicly criticised his successor and security services arrested several key Atambayev allies.

Political analyst and video blogger Azim Azimov raised fears that the standoff might devolve into a "civil conflict... if both sides decide to take it to the end."

"This is the scariest potential outcome," he said in a video published Thursday morning.

Kyrgyzstan special forces seize ex-president Almazbek Atambayev in raid

A Kyrgyz officer was killed Wednesday when special forces stormed the compound of former president Almazbek Atambayev, as mounting tensions with his successor Sooronbai Jeenbekov threaten to spark a political crisis in the fragile Central Asian state.

The officer died from a gunshot wound after Atambayev's supporters tried to prevent him being detained, the Kyrgyz health ministry said.

"A special forces officer was delivered (to hospital) in an extremely serious condition with a gunshot wound. Despite resuscitation attempts, he died," it said in a statement.

Atambayev, who ruled Kyrgyzstan from 2011 to 2017 before handing over to Jeenbekov, has increased security at his estate of Koi-Tash outside Bishkek in recent weeks, as tensions between him and Jeenbekov rise.

Clashes broke out there in the evening after Kyrgyzstan's national security committee (GKNB) said its special forces were undertaking a "special operation to detain former president Almazbek Atambayev."

The GKNB claimed that special forces were armed "only with rubber bullets" while Atambayev's supporters had shot back with firearms.

The health ministry said that 36 people, including 15 members of the security services, had been admitted to hospital with injuries.

Atambayev saw his immunity lifted in June as the authorities seek to prosecute him on corruption charges.

He has ignored three police summons for questioning in a case connected to the surprise release from jail of a well-known underworld boss during his presidency.

Atambayev has still not been detained, several key aides have confirmed.

Mirbek Aitikeyev, an eyewitness at Koi-Tash who broadcast footage from the compound live on Facebook, told AFP that some of the former president's loyalists had seized weapons from special forces.

"His supporters stole weapons from the special forces, who retreated under the onslaught of the crowd. Atambayev is still at his home... there are rumours that additional forces will be sent. The people here are making preparations," Aitikeyev said.

Blackout

Local and foreign media struggled to reach staff working at Koi-Tash as authorities appeared to block internet and mobile connections in the village located a short drive from capital Bishkek.

Dmitriy Lozhnikov, a member of the political council in Atambayev's Social Democratic Party of Kyrgyzstan, also told Russia's state-owned news channel, Russia-24, that electricity to the village had been cut.

Following the lifting of his immunity by parliament, which Atambayev says was unconstitutional, the former president vowed to "stand to the end" against the charges, calling Jeenbekov's administration a "mafia clan."

The two men were once friends and Atambayev backed Jeenbekov's candidacy in the 2017 vote. But they fell out just months after Jeenbekov's inauguration as Atambayev publicly criticised his successor.

Jeenbekov's office announced that the president had cut short his holiday at a popular lakeside resort in the mountainous country and would convene a meeting of the security council Thursday.

In the footage shot inside the compound by Aitikeyev, Atambayev could be seen meeting his supporters, when people suddenly started screaming and running for cover as gunshots ring out.

'Don't shoot'

Several people could be seen injured and bleeding as armed masked people in military fatigues and helmets run through the gates.

"Don't shoot at people!" somebody screamed.

Kyrgyz media said the road leading to the Koi-Tash residence has been blocked and an angry crowd has formed next to the police cars.

Atambayev became Kyrgyzstan's first elected president to hand over power peacefully in 2017, following revolutions in 2005 and 2010.

Jeenbekov has accused Atambayev of seeking to control politics from the comfort of retirement.

The conflict between the two men, both of whom have been accused of using law enforcement agencies to get rid of political opponents, could turn into a full-blown political crisis.

Last month, Atambayev travelled to Russia and met with Vladimir Putin, who pledged his support to Kyrgyzstan but advised "everyone to unite around the current president and help him develop the country."

The conflict in Kyrgyzstan is likely to be watched with apprehension both in Russia and China, whose political and economic interests in the country deepened during Atambayev's rule.

Last month, Atambayev travelled to Russia and met with Vladimir Putin, who pledged his support to Kyrgyzstan but advised "everyone to unite around the current president and help him develop the country." The conflict in Kyrgyzstan is likely to be watched with apprehension both in Russia and China, whose political and economic interests in the country deepened during Atambayev's rule.

PM Modi's two-day visit to Kyrgyzstan begins from Thursday; will meet Xi, Putin

Indian experience can help Shanghai Cooperation Organisation (SCO), ambassador of Kyrgyz Republic Asein Isaev has told WION. Speaking to WION's Sidhant Sibbal, envoy Isaev said they were taken by surprise with Indian invitation to his President for the oath-taking ceremony of Narendra Modi on May 30th at the Rashtrapati Bhavan in New Delhi. Kyrgyzstan is the chair of SCO for this year and will host the summit on June 13 & 14 in which PM Modi will participate.

WION: What will be the agenda of the SCO summit?

Asein Isaev: We will continue the Shanghai spirit. We have to strengthen our friendly relations in this region. After entering of India, SCO has became 3 and 1/2 billion strong. It is half of mankind. In this part of the world, everything will be good and peacefull and lead to development of the region.

WION: How are the preparations going?

Asein Isaev: This summit is very interesting. It's just not a political issue, it involves contact between people and countries. Before the summit we had a cultural and sports, and a joint military exercise. Our security forces had meetings. On June, 14th, there will be meetings of head of states.

WION: How do you see India's role?

Asein Isaev: The main objective of the organisation is the peaceful development of the region. We need Indian experience in all spheres - democratic development, security possibilities, cultural development and also we hope India will share experience with other members of the SCO.

WION: India invited President of the Kyrgyz Republic Sooronbay Jeenbekov for the oath-taking ceremony of PM Modi. How do you view it?

Asein Isaev: It was a big surprise. We were very excited by this invitation. Our president immediately answered, and immediately arrived. He was in Kazakhstan and after that he had to go to Saudi Arabia. He only had half a day but he decided to directly come here. Everytime close neighbours were invited, but this time invitation was also for our country, for our head of state.

It shows the growing importance of SCO countries, we are the chair of SCO. We have big intentions to be close friends and close partners of India. We very good relations with India in educational, medical, cultural and political sphere. We hope our relations will reach in the coming days to the level of strategic partnership. It's a big achievement for us. This coming visit of PM Modi has crucial importance for us.

WION: India has been focusing on programmes to connect central Asia? Your take.

Asein Isaev: One of the main problems in exporting goods from Kyrgyzstan to India and reverse is the issue of transportation. The completion of the transport corridor INSTC (providing the route for the delivery of goods from the seaport of Mumbai (India) to the port of Chabahar (Iran) will expand the opportunities and improve the economic situation of the country.

It would be a good help to India, too. We can export our agrarian products such as Kyrgyz ghee (yellow oil) that Indian people use in their food, it has excellent quality and taste. When my Indian friends have tasted it, they were definitely been very excited. We can also suggest white honey, dry fruits to our Indian friends.

Modi to visit Maldives and Sri Lanka next month

Terror, connectivity and Afghanistan were the main focus areas for India during External Affairs Minister Sushma Swaraj statement at the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers meeting in Bishkek, Kyrgyzstan.

Recalling the Sri Lanka terror attack on April 21, Swaraj said, "Our wounds of Pulwama attack were still raw and the news from the neighbourhood has made us more determined to fight firmly resolutely against this menace."

SCO's Regional Anti-Terrorist Structure or RATS has emerged as an important forum for counter-terror cooperation and India called for making it more effective.

On connectivity, India talked about five connectivity initiatives the International North-South Transport Corridor that will connect Mumbai with Moscow, Chabahar Port that will connect India to Afghanistan & beyond, the Ashgabat Agreement for central Asia connectivity, the India Afghanistan air corridor & towards the east the India-Myanmar-Thailand Trilateral Highway.

But New Delhi said the connectivity projects needs to be, "inclusive, sustainable, transparent and respect the principles of sovereignty and territorial integrity", a comment that questions Chinese Belt & road initiative that is causing debt crisis in many countries participating in it.

On Afghanistan, Sushma Swaraj said, "India stands committed to any process" which can help "Afghanistan emerge as a united, peaceful, secure, stable, inclusive and economically vibrant nation, with guaranteed gender and human rights."

Comments on Afghanistan comes in the backdrop of Delhi's increased engagement with stakeholders such as the US, China, Iran and Russia on the Afghan peace process.

This is the last high-level engagement of Sushma Swaraj in a foreign country as the external affairs minister under the present government.

This is the second SCO FMs meet in which New Delhi is participating as a full member of SCO, the first meet held in April of 2018 in Beijing.

During the SCO FMs meet on Wednesday, Sushma Swaraj and her Pakistani counterpart Shah Mahmood Qureshi came face to face for the first time since the Pulwama terror attack on February 14 whose responsibility was taken by Pakistan based UN-listed terror group Jaish-e-Mohammed.

On expected lines, no meeting happened between the 2 India Pakistan ministers.

The last time both ministers were under the same roof was during informal SAARC meet on the sidelines of United Nation General Assembly in New York in 2018.

India got full membership of the grouping along with Pakistan in 2017 during the Astana summit of SCO with the process beginning during 2015SCO summit in Russia.

The SCO FMs meet comes weeks before the SCO leaders summit in Kyrgyzstan in which the new Indian Prime Minister will be participating. Focus in that summit will be on his likely meet with Chinese President Xi Jinping or if New Indian PM would like to meet his Pakistani counterpart —Pakistani PM Imran Khan.

India speaks out against terror at SCO FMs' meet in Kyrgyzstan

Defence Minister Nirmala Sitharaman left for Kyrgyz capital Bishkek on Sunday on a three-day visit to attend a key meeting of the Shanghai Cooperation Organisation (SCO).

Sitharaman will attend the SCO Defence Ministers' conclave on Monday during which she is likely to press for concerted efforts by the powerful bloc to deal with terrorism and extremism, officials said.

She is also likely to hold bilateral meetings with a number of counterparts from the SCO member countries on the sidelines of the conclave, they said.

The SCO defence ministers will explore ways to further boost defence and security cooperation among the member countries in the wake of evolving security challenges in the region.

India became a full member of the China-dominated grouping in 2017 and New Delhi's entry into it increased the bloc's heft in regional geopolitics, besides giving it a pan-Asian hue.

India is also keen on deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS) which specifically deals with issues relating to security and defence.

India was an observer at the SCO since 2005 and has generally participated in the ministerial-level meetings of the grouping which focus mainly on security and economic cooperation in the Eurasian region.

Along with India, Pakistan was also granted membership of SCO in 2017.

The SCO was founded at a summit in Shanghai in 2001 by the presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan. India and Pakistan became its members last year.

Sitharaman will return to India on Tuesday, the officials said.
