In a report titled "Hunger, punishment and fear, the formula for repression in Venezuela," Amnesty said dozens died during five days of protests from Jan 21 to Jan 25, almost all from gunshot wounds, and 900 people were arrested.

Amnesty called on the UN Human Rights Council to take action to address the "total impunity that prevails in Venezuela" by creating an independent investigative body to report on the human rights situation.

The protests were sparked by opposition leader Juan Guaido's call for people to demand a change in government after Maduro began a second term following a vote last year widely considered as fraudulent. Guaido on Jan. 23 invoked the constitution to assume an interim presidency, though Maduro says Guaido is leading a U.S.-directed coup against him.

"The authorities under Nicolas Maduro are trying to use fear and punishment to impose a repulsive strategy of social control against those who demand change," said Erika Guevara-Rosas, Americas director at Amnesty.

"His government is attacking the most impoverished people that it claims to defend, but instead it murders, detains and threatens them."

Venezuela's Information Ministry did not respond to a request to comment.

Amnesty said state authorities carried out extrajudicial executions as a method of social control, mainly using the National Police's Special Actions Force (FAES) to target poor areas that had risen up against Maduro.

The FAES have carried out dozens of deadly raids in recent weeks. The unit has said reports of abuses are "fake news" spread by right-wing opponents and their "struggle is against all criminals that ravage our communities."

A third centre is due to open this week on the Dutch island of Curacao, off Venezuela's north coast.

Tensions mounted on Sunday after Guaido branded the government "irrational" for expelling five visiting European lawmakers.

Venezuelan President Nicolas Maduro said on Monday that 300 tons of humanitarian aid from Russia will arrive in the country later this week, an announcement made at a time when the opposition is pressing for the entry of donations from other countries amid a shortage of medicines.

"On Wednesday, 300 tons of aid and humanitarian assistance will, legally, arrive from Russia at the Maiquetia (International) Airport (which serves Caracas)," he said in a presidential council which was broadcast on radio and television on a mandatory basis.&nbsp;

He indicated that this aid was paid for by the executive and indicated that his government is receiving "technical assistance" from the United Nations (UN).

The president said that was possible that in the next few days there will be an announcement made by several countries to offer their support, through the UN, to Venezuela.

"This is a visit prior to the formal request that is going to be made to the Organisation of American States by President Juan Guaido to ask for the cooperation of the OAS in conducting the next Venezuelan electoral process," Gustavo Tarre told reporters, confirming that the request will be made this week.

Tarre spoke on Monday with the secretary for the strengthening of democracy at the OAS, Francisco Guerrero, to whom he also expressed Guaido's interest in asking for an observer mission for a future election.

"First, we want to reconstruct the electoral branch and an electoral mechanism that will be trustworthy, where not the slightest doubt exists that the will of the voters will be reflected in the results," he added.

Tarre said that a process will be launched for selecting the members of an independent electoral authority, moving toward a new list of voters and creating a voting mechanism.

The United States, Canada, numerous Latin American countries and the major European powers all consider leftist President Nicolas Maduro's May 2018 re-election victory to be tainted by fraud and have recognized Guaido, speaker of the opposition-controlled National Assembly, as interim president.

On a related matter, Tarre said that a small portion of the humanitarian aid now sitting in a warehouse in the Colombian border city of Cucuta will enter Venezuela "at the end of this week or the start of next week."

"A complex logistical process" is under way regarding the aid, he said.

"Because we have to position the aid and also guarantee that once it crosses the border we have organizations from civil society that will distribute the goods," said the delegate, who added that it is expected that the trucks will enter through the border crossing points with Colombia and Brazil.

Although he admitted that any mobilization of aid depends on whether the military allows it to pass, he expressed confidence that there would be no obstacles.

"I don't see a Venezuelan soldier halting with a rifle someone bringing food to his dad, his mom, his kids and his siblings," he said.
