In response, the Venezuelan foreign ministry accused Trump and Bolsonaro of being apologists for war, and described their statements as "dangerous" and a "threat to international peace and security."

"No neofascist alliance will succeed in overcoming the independent and sovereign will of the Venezuelan people, nor will it succeed in its aim to spread hatred and war strategies," it said.

The United States and more than 50 other countries, including Brazil, recognize opposition leader Juan Guaido, the head of the National Assembly, as Venezuela's rightful president.

According to Marcano, that is indeed more or less what occurred, given that the building was being "occupied" by "officials of the Nicolas Maduro regime." 
Those people were mainly, he said, personnel accredited to Venezuela's mission to the United Nations, which remains in the control of the Maduro regime, although nobody was in the building when the diplomat and his team broke the locks on Monday afternoon.

Marcano, an opposition figure who previously served as a city mayor and lawmaker, insisted that the recovery of the consulate was "absolutely according to the laws."

The US, which was the first country to recognize Guaido as Venezuela's president after he proclaimed himself the country's interim leader on January&nbsp;23, has accredited the envoys he has named as diplomatic representatives, including Carlos Vecchio, who was tapped to be the opposition government's ambassador to Washington.

"Since yesterday, this space is being occupied by the legitimate government of Venezuela, by the diplomatic mission of the Venezuelan embassy to the United States. And, more importantly, this space soon will be open to all Venezuelans," Marcano said.

He added that this is a first step "so that we Venezuelans can begin to return home."

"When we set foot inside this consulate yesterday, we felt that the Venezuelans who have fought for freedom, ... who have suffered, who have endured all this struggle against the narco-regime that Nicolas Maduro heads, (that) we're conquering spaces, we're liberating spaces," he said.

In remarks to reporters, Marcano emphasized,&nbsp;"Here, we're beginning with spaces free of usurpation and we've convinced that sooner rather than later Venezuela's going to be free of usurpation."

At present, Guaido's representatives are focusing on taking an "inventory" of everything that they are finding inside the consulate, including the diplomatic pouch, computers and other materials with an eye toward preparing a report that they are intending to make public.

"There could be items of a criminal nature - that wouldn't surprise us," said Marcano, who also wants to assess the damage caused to state properties, including works of art that he and his colleagues say were removed to make room for portraits of the late Hugo Chavez and Maduro.

As a political gesture, on Monday a photograph of Chavez that hung on the wall was removed and replaced with a poster announcing the pending reopening of the consulate.

According to Marcano, the facility will soon be "free of any kind of political propaganda."

The downtown Manhattan consulate - a six-story building valued at millions of dollars - is a symbol for Guaido, since it is the most important diplomatic facility he controls in the US and, in contrast to others, it remains the property of the Venezuelan state.

The intention of the new landlords is to reopen the consulate within several weeks and to start providing services to Venezuelans.

The first step, they said, will be to begin registering all the Venezuelans who are in the US and to listen to their concerns.

The Maduro government, meanwhile, is denouncing the fact that the New York consulate and other diplomatic facilities are "being forcibly occupied" with the support of US authorities.

"We ask for the international community`s cooperation to make this measure effective so that the oil the Venezuelan people urgently need to attend to this national emergency is not given away," Guaido said.

US National Security Advisor John Bolton backed the measure, writing on Twitter that, "insurance companies and flag carriers that facilitate these give-away shipments to Cuba are now on notice." He did not specify any measures the US government may take.

Earlier on Monday, the US Treasury imposed sanctions on a Russian bank over its dealings with Venezuela's state-owned oil company PDVSA and Secretary of State Mike Pompeo criticised Russia's Rosneft for buying PDVSA oil.

The process of restoring service was "complex" and could take between five and six days, he said.

"We once had the best electricity system in the world - the most vigorous, the most robust, the most powerful - and those who now administer the system have destroyed it," he said.&nbsp;

A source at PDVSA also said the government had decided to ration electricity, in part to supply power to the Jose oil export terminal.

The Information Ministry did not respond to a request for comment.

Experts consulted by Reuters believe the nationwide blackout originated in transmission lines that transport energy from the Guri hydroelectric plant to the Venezuelan south.

Venezuela congress declares 'state of alarm' over blackout

Venezuela's opposition leader Juan Guaido urged lawmakers Monday to declare a "state of alarm" to pave the way for the delivery of international aid as the country's devastating blackout entered its fifth day.

The current was restored to some areas of the country over the weekend but -- with residents and businesses fearing that refrigerated food will spoil -- service was patchy and power often lasted just a few hours before dropping out again.

Guaido headed an emergency session of the opposition-majority National Assembly to force the issue of a "state of alarm." But even that fell victim to the blackout, as the partly-restored electricity supply failed an hour into the meeting.

"We cannot turn away from this tragedy our country is going through," said the 35-year-old National Assembly leader who in January declared himself interim president, triggering a power struggle in the oil-rich South American country of 30 million.

Businesses and schools remained closed as President Nicolas Maduro extended an order issued when the blackout began on Thursday. In any event, the lack of public transport made travel difficult, even in Caracas.

The situation on the ground was still confused as Maduro battled to restore power and maintain the upper hand in his struggle with Guaido.

A ball of flame flared across the darkened sky over southeastern Caracas in the early hours of the morning when the Humboldt power station erupted in a massive explosion, increasing the chaos in an area where looting was reported on Sunday.

"I felt like I was in a horror movie," said Carolina Molina, who witnessed the blast from her window.&nbsp;

State-owned electricity company Corpoelec declined to comment on the explosion.

The fire that followed the blast was still smouldering by mid-morning. A metal beam holding one of the huge transformers had melted and a permiter wall had been blackened, AFP reporters said.

'State of alarm'

Guaido -- recognised by more than 50 countries as interim president -- has no means to enforce a "state of alarm" as the army, police and civil service remains in Maduro's hands.

But Guaido hopes a declaration by the National Assembly would open the door to foreign intervention in the country in the name of delivering humanitarian aid.

He told supporters at a rally on Saturday he was ready to authorize a foreign miitary intervention. Maduro has shut Venezuela's border to keep out humanitarian aid, dismissing it as a precursor to a US military "invasion".

Maduro, who has blamed the blackout on US "sabotage" of the country's main hydroelectric complex at Guri, said a massive amount of food aid, water and fuel would be distributed on Monday.

He ordered that hospitals -- where patients were languishing without proper treatment, and where at least 15 people reportedly died due to a lack of kidney dialysis treatment -- should be given top priority.

Last month, Maduro used the military to block an opposition bid to bring in more than 250 tons of supplies over land from Colombia and Brazil.

On Sunday, the embattled president -- who has presided over a calamitous economic collapse that has left people in need of basic food and medicine -- vowed not to back down.

"This macabre strategy to bring us to a confrontation will fail," he wrote on Twitter.

Power was restored late Sunday in some areas of the capital Caracas, sparking enthusiastic cheers. But already twice so far, the restoration of electricity has been fleeting.

Guaido had to use a megaphone to address the thousands of people who had remained since the early hours at the area of the rally after protesters weren't allowed to install the platform from which he was to give his speech.

EFE observed that at least 200 members of the Bolivarian National Guard (GNB) blocked access to the Francisco Fajardo Motorway, which connects the east and west of the capital, and kept the crowds from two other demonstrations from making even larger the one led by the opposition leader.

The militarized police also deployed 12 armoured cars which, however, were not used to repress the demonstration.

"The night was terrible. Without light. Total madness," he said.

The putrid odor of rotting flesh hung around the entrance to Caracas' main Bello Monte morgue on Friday where refrigerators had stopped working and worried relatives gathered outside, waiting to be allowed to bury their dead.

More than 1.2 million Venezuelans fleeing widespread food and medicine shortages and a complex political crisis have migrated to Colombia in recent years, overtaxing the South American country's already-limited public healthcare, housing and utilities.

Many arrive without visas because they are unable to renew their passports.

Passport renewals in Venezuela are "nearly impossible because of the high cost of the document, because of a lack of primary materials to make them and because of other actions from the Venezuelan side to curb the exit of Venezuelans," said Christian Kruger, the head of Colombia's migration agency.

Venezuelans will now be able to use old passports for up to two years after their expiry date, Kruger said in a statement.

The measure is part of recent agreements made by the Lima Group bloc of nations to give migrants security and prevent them from turning to trafficking gangs in order to cross the border, the statement said.

Most Western nations recognize opposition leader Juan Guaido, and not President Nicolas Maduro, as Venezuela's legitimate leader.
