The National Investigation Agency (NIA) has attached 17 properties of Kashmiri businessman Zahoor Ahmed Shah Watali. According to the NIA, Watali has been involved in the Hurriyat terror funding case. Jammu and Kashmir Liberation Front (JKLF) chief and separatist leader Yasin Malik is currently serving life imprisonment in connection with the case.

“Besides Yasin Malik, 17 others, including Hafiz Muhammad Saeed, amir of Jamaat-ud-Dawah & top commander of Lashkar-e-Taiba (LeT) and Mohammed Yusuf Shah aka Syed Salahuddin, top Commander of Hizb-ul-Mujahideen, were charge-sheeted in the case, which had been registered suo moto by the NIA on 30 May 2017. Malik was convicted in all the various charges against him, and sentenced to life imprisonment and fine, in the case in May 2022,” said National Investigation Agency.

According to the NIA, the case relates to terrorist and secessionist activities in Jammu & Kashmir carried out by proscribed ISI-backed organisations, such as LeT, Jammu and Kashmir Liberation Front (JKLF), Jaish-e-Mohammad (JeM) etc. These outfits were spreading terror and perpetrating violence in the Valley by promoting and conducting attacks on civilians and security forces.

“Seventeen properties belonging to Watali in the Handwara area of Kupwara in Kashmir have been attached by the NIA on orders by Special NIA Court, Patiala House, under section 33(1) of the UA(P) Act today,” said NIA.

These banned terrorist groups were using the All Party Hurriyat Conference (APHC) as a front for carrying out and supporting secessionist activities in Kashmir. Investigations in the case have revealed that the secessionists, arraigned as accused in the case, including from the APHC, had entered into a criminal conspiracy and adopted a strategy of instigating the general public to create a supercharged atmosphere in the Kashmir Valley. NIA added that Watali had been sending the funds raised by him from various sources to the Hurriyat leaders to promote the secessionist activities in Jammu & Kashmir.

“NIA investigations have revealed that Watali was a Hawala conduit, who was receiving money from Hafiz Saeed, a ‘Specially Designated Global Terrorist’ of the United States and a ‘listed global terrorist’ of the UN. Hafiz Saeed had masterminded the 2001 Parliament attack and the 2008 Mumbai attacks. He had received foreign remittances into a bank account running into crores between 2011 and 2013 from various sources. Besides, he had received foreign remittances in his proprietorship firm named M/s ‘Trisson International’, Srinagar and unexplained remittances were also found in his NRE Bank accounts,“ said NIA.

The NIA said that Watali had shown the sale of a plot of land, purportedly owned by Watali’s company, M/s ‘Trison Farms and Constructions Pvt. Ltd.’ to one Naval Kishore Kapoor, a co-accused in the case. However, the investigations found that neither Watali nor his above-mentioned company was the owner of this plot of land. Watali is presently facing trial before the Special NIA Court in New Delhi.

Jammu & Kashmir Lieutenant Governor Manoj Sinha inaugurates first smart city projects

After Jammu and Kashmir's summer capital Srinagar was listed among the creative cities across the world by UNESCO, the state administration is busy giving a new look to the city. Srinagar is being converted into a smart city and the work is going at a fast pace. Most of the work is likely to finish before May 2023. Kashmir is hosting G20 meetings in the first week of May 2023.

Almost the whole of Srinagar city is under construction at the moment. With over 80 construction projects going on across the city, the authorities believe that there would be a major revamp of the roads, pathways, cycle tracks, commercial centres and other amenities. The authorities believe that once the work is completed, which is going to be by the end of this month, Srinagar will have a new look with more facilities and a clean environment.

"Right now, we have some 80 projects going on around Srinagar city, these projects are broadly based around eight themes. All the access ways towards the river are being developed. We hope to complete one side of the riverfront by the end of this month. Some heritage structures such as temples and shrines are also beincroohe planning has been crucial. There are proper urban design principles that we have followed, the road design is not being made by the whims and fancies of somebody but by following a design principle. There is logic to it and science works. The city like Srinagar has to be a walkable city, if people can't walk near the Dal Lake, if people can't walk around Lal Chowk to shop, what kind of Lal Chowk are we talking about. We have heavily invested around the periphery of Dal Lake. We are making a walkway," said Athar Amin Khan, Commissioner, Srinagar Municipal Corporation.

The project, which has a budget of about $360 million, has $244 million allotted for the line departments. These departments are working in convergence with Smart City Limited on various projects. Smart City Limited on its own has a budget of around $100 million.

The authorities are also pushing for making the whole city specially-abled friendly. The footpaths, traffic lights are made in such a way that it would be easier for them to move. The state administration is also working on making the city walk cycle-friendly. Over 100 cycle booths have been set up across various parts of Srinagar city to allow people to enjoy the beauty of Srinagar city.

"We are heavily investing in non-motorised traffic, we are making walking and cycling spaces. We have tried to add cycling lanes, wherever it is not possible it will be shared. We have ensured to have proper standard footpaths. All the draining has been put underground. Our footpaths are 6 inches above the road surface. And every footpath has a proper tactile line in it which will guide the specially abled while they are walking on that. Entire portion of around 80 kms length, every inch has been made to the standard. The design, every footpath is just 6 inches above the road surface making it very easy for pedestrians to get on to. Footpaths are slightly wider, and people will have more space to walk, the surface of the entire footpath has been made very smooth so that there are no interruptions. We have shifted the poles to the edge and most lines have been put underground. There is a proper transition. The road crossings are extremely important, they have been properly designed," said Athar Amin Khan

Under the new developmental works, Dal Lake's front is being revamped along the Foreshore Road from Dalgate from Nishat to Naseem Bagh. This includes construction of pedestrian walkway, cycle track and viewing decks, and other projects.

However, the construction work going on across the Srinagar city has created a traffic mess across the various parts of the city. People are apprehensive that the new look of roads and pathways could turn out to be a traffic nightmare. The commercial centre of Srinagar city, Lal Chowk is also getting a facelift and the shopkeepers are hopeful that the work would be finished before the month of May which is a major tourist arrival season to the Kashmir Valley.

"It will beautify the place for sure but as far as our work is going on, it has hit us badly. We are waiting for this work to finish; the tourism season is about to begin, and we are hoping that this work is done before the month of May. Tourists start coming in the month of May and we as a business community are waiting for tourist arrival and this work to finish by the end of this month," said Bashir Ahmad, Local Businessman.

The authorities however have given assurance that everything has been done meticulously with proper planning and soon the work will be finished and a better, clean Srinagar would be ready for the locals as well as the tourists coming to the Valley.

Farooq Ahmad Ganai, a lawyer by profession and sarpanch (head) of the village Sadiwara, has become an inspiration for everyone in the Kashmir Valley. In order to get a coin, a person needs to hand over 200 kg of plastic waste.

The campaign became popular and just two weeks after its launch, the whole village was declared plastic-free.

"I started a slogan in my village, give polythene and get a reward. I took the initiative to clean the rivers and streams. Everyone in the village helped us to clear the sites. And finally on January 7, the deputy commissioner announced the area to be plastic-free. The gold that we are giving is from the plastic we are collecting. We will soon be a green village. I will not stop at my village but also take it to all districts of the Union Territory and later from Kashmir to Kanyakumari," said Farooq Ahmad Ganai.

Ganai's initiative stands out from those started by the government.

The whole village took part in the drive and now it is the first village to be called plastic-free in the Kashmir Valley. The youth of the area have joined forces with the sarpanch in cleaning the village and setting an example for the rest of the Valley and country.

“The Swachh Bharat Abhiyaan inspired by Mahatma Gandhi and launched in 2014 by PM Narendra Modi, was our starting point. The sarpanch is a brilliant leader and makes sure to take us all on board to carry forward such initiatives. We took two weeks to make our village plastic-free. We will take it forward to other districts," said Shakeel Wani, youth leader and activist.

The streams flowing through the village have been now cleaned and plastic that choked these streams been taken out. The water is finally crystal clear after years. Women also participated in the initiative and helped in cleaning the roads, streams and fields as well.

“We have been working with the Sarpanch for four months now, and he is hardworking. He made sure our village was clean and he did it. You can see it with your eyes. He comes from a good background but despite that you can see him cleaning the drains in the area. It’s his hard work that is making sure our village is clean. We will give plastic and get gold. It has worked wonders in the area," said Sakeena Begum, Anganwadi worker.

The village that had heaps of plastic thrown on the roads before is now completely clean and all the plastic that is collected is handed over to the panchayat members. This village is setting an example for other villages and the government is also trying to replicate the same idea in every village of the Union Territory.
Jammu and Kashmir government inaugurates two multipurpose cinema halls in South Kashmir

Kashmir used to be the favourite location for the Bollywood Film Industry till the 1980s before the insurgency started. And after 30 long years, the Indian Film Industry is back in the Valley. The Jammu and Kashmir government has received more than 500 applications from filmmakers across the country for granting permission to shoot in the Valley. Over 150 permissions have been granted by the Jammu Kashmir government till now.

''The film industry in the country has had a great romance with Jammu and Kashmir, most of the films in the past were shot there. It was only for a brief period that people started going out looking for locations which were as beautiful which they could not find in the country, they had to travel abroad to go and shoot. Jammu and Kashmir provides the finest locations for the film shooting and recently the LG administration took an initiative and came out with a new film policy where many incentives are being given and a single window system is being provided. We have received a great response," said Sarmad Hafeez, Secretary of Tourism.

"A number of films are being shot here, almost around 150 film units and shoots are going on. Not only from Bollywood but from south and other platforms too. This has tremendous potential and it's going to benefit the tourism in Jammu and Kashmir. It's a brand known all over the world. When we saw these locations in 1960 movies, I think today it is more beautiful and we have many other locations as well. We have added 75 untapped destinations which have tremendous beauty. I am sure these film people shooting here will open new avenues and greatly benefit tourism,'' added Hafeez .

Under the new Film Policy, the Jammu and Kashmir government has put the permission system under Public Service Guarantee Act (PSGA). The JK administration has to give permission to filmmakers within a stipulated time of 30 days. A single window system has also been put in place to make it easier for the producers. The filmmakers can apply for permission online.

The government is also providing these filmmakers with incentives to shoot at various locations across the Valley. The local filmmakers of the Valley are happy that Kashmir is progressing, and local artists will also get a chance to work on these projects.

''Being a Kashmiri Filmmaker, I am very excited to know that 150 Films have been cleared for shooting in Kashmir. Maybe at different places like Gulmarg, Pahalgam, Sonamarg, Srinagar city and Dal Lake or anywhere. It's a welcome step. I am very happy and thankful to LG Manoj Sinha, who was interested in making a new film policy and keeping some benefits for the filmmakers so that more and more filmmakers come to Kashmir. It will help in so many ways like tourism etc. I would be interested if these crews hire local people for these projects. I appeal to these Filmmakers to consider the local artists as well. Kashmir is unparalleled. The filmmakers get great support from the locals. We want Kashmir to progress,'' said Mushtaq Ali, Khan Local Filmmaker.

With the Indian Film Industry returning to the Kashmir Valley, the first multiplex is being thrown open this month. The theatres in the Valley were shut in the early 1990s and it is after a gap of three decades that a Multiplex is being opened. It seems that Kashmir is returning to its earlier charm.

Also read | After three decades, cinema returns to Kashmir; first multiplex to open in September "A number of films are being shot here, almost around 150 film units and shoots are going on. Jammu and Kashmir: Security forces believe that terrorists are trying to join mainstream political parties in India to gain access to their offices and new approach to kill political leaders.

India: Police arrests two LeT terrorists, Pakistan's new terror ploy in Jammu and Kashmir?

Pakistan is hatching a new terror Policy in Indian Union Territory of Jammu and Kashmir. Sources in Security forces believe that terrorists are joining mainstream political parties to gain access into their offices and hatch a plot to kill the political leaders of these parties.

Jammu and Kashmir Police arrested two terrorists of Lashkar-e-Taiba identified as Talib Hussain of Rajouri and Faisal Ahmed Dar of Pulwama. The arrest was made in Reasi area of Jammu region. According to BJP Spokesperson, Talib Hussain was an active member of Bharatiya Janata Party (BJP) and was also in-charge of minority morcha social media in Jammu. The BJP says open online membership is the reason as there is no background check done on these people. BJP also says that Pakistan has a new Modus Operandi to put these terrorists in political party offices.

"With the arrest of Talib Hussain, a new issue has come up, the terror organisations across the border in Pakistan are hatching a new conspiracy. By entering the BJP, gaining access and doing recce is to make a plot to kill the top leadership. The Police have busted the module which has come from across the border by those who want to spread terror. Anyone can become a member of the BJP online. I'd say this is a drawback since there is no system to check the criminal record or antecedents of the people who are taking membership online," said R S Pathania, spokesperson, BJP.

Jammu and Kashmir Police said that these two terrorists were caught by villagers of Tukson Dhok while they were taking shelter in the area. Police also recovered two AK-rifles, 7 Grenades, a pistol, and a huge quantity of ammunition from their possession. Jammu and Kashmir Police had declared Talib an absconder and reward was announced for him ten days ago after a terror module was busted in the same region. Police says that Talib Hussain was in constant touch with LeT terrorist Qasim based in Pakistan and was involved in at least 3 cases of IED blast in Rajouri District besides in civilian killings and grenade blasts.

"From the last few days, we were searching for Talib Hussain in the Rajouri area of Jammu Region. We had recovered 5 IEDs from the residence of Talib Hussain. We were constantly looking for Talib Hussain and our search was going on in the area. Areas in Rajouri and Raesi were searched. During the search operation, he reached the higher reaches in the area where they were trying to take shelter. We had declared a reward on Talib Hussain. People saw them moving in the area, which looked suspicious as they were carrying arms and bags along. People showed courage and caught them despite these terrorists having arms and ammunition and could have done anything to them," said Mukesh Singh, ADGP Jammu.

The government of Jammu and Kashmir has awarded the villagers for their bravery. State has rewarded them with 5 lakh rupees while Jammu and Kashmir Police has given 2 lakh rupees to the villagers for catching the terrorists. The Lieutenent General of UT of Jammu and Kashmir Shri Manoj Sinha has also applauded the courage of villagers and said that with this kind of determination shown by the villagers, the end days of terrorism is not far.

However, the political parties across India are pointing fingers at BJP, as this is the second incident in recent time where someone Like Talib Hussain, an active LeT terrorist connected with handlers across the border was also having close connection with BJP.

While congress has taken strong exception to the presence of dreaded terrorists in the ranks of the BJP and asked the ruling party to explain it to the nation how the dreaded terrorists have been enjoying its patronage by getting important assignments in the party. The People's Democratic Party (PDP) chief Mehbooba Mufti has also commented and said that all criminal elements in the society are associated with the BJP.

"One of the murderers of Udaipur case whose name is Riyaz was associated with BJP. His pictures are all over with leaders from BJP. The same way, Talib Hussain has been arrested, he is a LeT militant and was in charge of BJP's IT Cell. It seems all the criminal elements in the society are associated with the BJP. They get these people to do work which leads to communal tensions. The killing in Udaipur, which was so inhuman, the killer is a worker of BJP. The cow vigilantes who killed the Muslims were garlanded by BJP," said Mehbooba Mufti, Former Chief Minister of Jammu and Kashmir.

The security forces have started the investigation in the case and are looking at possibilities of other people in the mainstream political parties.

Indian government to make Jammu-Kashmir a sports hub by building world class infrastructure

Braving the harshest winter season on the Line of Control (LoC) in north Kashmir, Indian security forces have been guarding the border facing sub-zero temperatures. And now with the melting of snow on the higher reaches of northern Kashmir, the vigil on the traditional infiltration routes has been increased to foil any infiltration bids.

The security forces have inputs that more than 350 terrorists are waiting across the border in various terror launch pads to cross over to the Kashmir Valley. Security forces also believe that a lot of 'fanatic warriors' from Afghanistan can be sent to Kashmir, but the forces are ready to tackle any such issue. All the high-ranking officers of Army and BSF are making special visits to LoC to take stock of the situation on ground zero.

"After the snow has started to melt on these higher reaches. We have increased the vigil on those areas which are prone to infiltrations. Our sources say that around 125-150 terrorists are waiting across the border to infiltrate. Army and Border Security Force (BSF) have made sure the terrorists are neutralised and situation is very peaceful in the valley. There is a possibility of fanatic warriors trying to infiltrate from across the border," said Raja Babu Singh, Inspector General (IG0, BSF, Kashmir Frontier.

The jawans guarding the border have been given all new technology equipment which include sophisticated weapons, surveillance cameras with night vigil, drones and thermal imaging tracers. The patrolling has also been increased across the LoC.

"We are here guarding the LoC 24/7 for the whole year and there is no chance for infiltration in this area. We won't let any infiltrator cross into our territory. The citizens of the country need to be assured that they are secure," said Dheeraj Singh, a BSF soldier.

The soldiers who have been posted in these higher reaches have been given special training. The area has 8-10 feet of snow in the winters as well as in summers. Oxygen levels on these higher reaches are low. Since it's a densely forested area, the security forces must work much harder to locate infiltrators here.

"We are properly trained for these locations. Higher reaches have low oxygen levels and difficult terrain to move on. But our training is such that we don't find it difficult. We are dominating this area all through the year. You need to be assured that till the time BSF is here on LoC, everyone is secure in the country," said Malik Showkat, BSF Soldier.

During the winter season, LoC witnessed zero infiltrations. The vigil on the borders is so tight that no one has managed to cross over to the Kashmir Valley from across the border in North Kashmir. The security forces in Jammu and Kashmir have also increased the anti-terror operations in which around 40 terrorists have been killed in various encounters in 2022.

Security forces believe that terror organisations across the border are frustrated with the numbers of terrorists in the valley going down and that's why they want to send more. Sources say that terrorists are ready to infiltrate into Kashmir from four terror launchpads in Pakistan-occupied Kashmir. Each launch pad is suspected to shelter around 125-130 terrorrists.
