Search operation continues in Gulmarg's Botapathri for second day; J&K LG says forces will take 'revenge'

<p>The Indian Army's Lt Gen MV Suchindra Kumar, GOC-IN-C Northern said that they are making all the efforts and concentrating on breaking the cycle of violence and dismantling the terror ecosystem in the Indian Union Territory of Jammu and Kashmir. The army is focused on an anti-infiltration grid along the Line of Control and counter terrorism operations in the hinterland.</p>

<p>He also said that there is a synergy between the Indian Army, civil administration, Central Armed Police Forces, police and intelligence agencies which has paid rich dividends.&nbsp;</p>

<p>Lt Gen Kumar, said "A variety of weapon platforms and equipment are under procurement. Major impetus has also been given to upgrade/overhaul/ modify and refurbish existing equipment to enhance the operational capability."</p>

<p>Lt Gen Kumar said that the Indian Army is also a major participant in the 'Make In India' initiative to transform itself into a modern, Atmanirbhar and technologically advanced force. Northern Command with its focus on operations has remained at the forefront of this drive. J&K: Pakistan-based terror outfit The Resistance Front (TRF) has owned responsibility for Sunday’s terror attack on unarmed, innocent civilians in Jammu & Kashmir‘s Ganderbal district, official sources have confirmed.

<p>Police in the Indian Union Territory of&nbsp;Jammu and Kashmir&nbsp;have swung into action after the recent terrorist attack in Gagangeer area of Ganderbal district in which&nbsp;seven people were killed.</p>

<p>The police department's Counter-Intelligence Kashmir (CIK) wing carried out multiple raids in six districts of the Kashmir Valley. The raids were conducted in districts – Srinagar, Ganderbal, Pulwama, Anantnag, Budgam, and Kulgam.</p>

<p>Top security officials said that ten locations were raided, on Tuesday (Oct 22) and security forces have recovered over a dozen mobile phones, one laptop and a lot of incriminating material. Around half a dozen people have also been detained during the raids for questioning.</p>

<p>The team was also able to dismantle a recruitment module of the newly formed terrorist organisation called "Tehreek Labaik Ya Muslim" (TLM), which is said to be an offshoot of Lashkar-e-Taiba (LeT).</p>

<p>According to the sources, the group was being operated by a Pakistani terrorist handler known as Baba Hamas.</p>

<p>Security forces believe there were two terrorists involved in the Gagangeer terror attack. The terrorists barged into the mess area of the construction staff and fired indiscriminately at them.</p>

<p>It resulted in the death of seven people including a doctor from Budgam district of Kashmir Valley. Five people also were injured during the attack. Since then, security forces have been carrying out a massive search operation in the Ganderbal district and the forest area behind the tunnel construction site.</p>

<p>The National Investigation Agency (NIA) team visited the attack site in Ganderbal on Monday. The team was led by a Superintendent of Police associated with the investigation agency's regional branch in the valley.</p>

While I understand their obvious sense of panic, asking them to leave in this manner is not a solution. Will only create more difficulties &amp; send a very bad message to the country. <p>Jammu and Kashmir Chief Minister Omar Abdullah said that some of those individuals were working on a key infrastructure project and slammed the terror attack.</p>

<p>Criticising the killing of the non-local labourer, Congress leader Rahul Gandhi said that the country stands united against such "inhuman and reprehensible" acts.</p>

<p>This decision follows the victory of the National Conference-Congress-CPI(M) alliance in the Assembly elections, which took place in September-October. The National Conference (NC) has also secured the backing of four independent candidates and one MLA from the Aam Aadmi Party (AAP).</p>

<p>Omar Abdullah of the NC is expected to take over as the Chief Minister for the second time. This will be the first time Jammu and Kashmir will have a legislative assembly with limited powers, as it is now a union territory.</p>

<p>Jammu and Kashmir have been under either Governor’s or President’s rule since June 2018, following the collapse of the coalition government between the PDP and BJP due to disagreements between the two parties.</p>

<p>Initially, the region was placed under the Governor’s Rule for six months, as per the law, before the President’s Rule was implemented. The imposition of President’s Rule in 2018 marked the first time it had been enforced in Jammu and Kashmir in 22 years.</p>

<p>On October 31, 2019, the direct central rule was imposed after the state of Jammu and Kashmir was formally divided into two union territories: Jammu &amp; Kashmir, and Ladakh.</p>

<p>The Jammu and Kashmir Reorganisation Act, 2019, was approved by Parliament on 5 August 2019. On the same day, Article 370 of the Constitution, which had granted special status to the former state, was revoked.</p>

Initially, the region was placed under the Governor’s Rule for six months, as per the law, before the President’s Rule was implemented. The imposition of President’s Rule in 2018 marked the first time it had been enforced in Jammu and Kashmir in 22 years. On October 31, 2019, the direct central rule was imposed after the state of Jammu and Kashmir was formally divided into two union territories: Jammu & Kashmir, and Ladakh. The Jammu and Kashmir Reorganisation Act, 2019, was approved by Parliament on 5 August 2019. Abdullah submitted these letters during the meeting and asked the lieutenant governor to schedule a date for the swearing-in ceremony.</p>

<p>"I met the lieutenant governor at Raj Bhavan and submitted the support letters from the National Conference, Congress, Aam Aadmi Party, CPI (M), and independent candidates. I requested him to fix a date so that the elected members can take their oaths and the elected government can start functioning," said Omar Abdullah.</p>

<p>Abdullah, who was elected from both Budgam and Ganderbal constituencies in Kashmir, mentioned that the process for the oath ceremony would take some time, as the situation isn't a straightforward transfer of power between elected governments.</p>

<p>"Jammu and Kashmir is now a Union territory, which means Central rule is in place. The lieutenant governor has to prepare the documents and send them to Rashtrapati Bhavan first. From there, they will go to the home ministry. After the home ministry completes its process, the documents will be returned. We have been informed that this will take about two to three days," he explained.</p>

<p>He also assured that Jammu would not be "ignored" under the new government. This marks the first elected government in Jammu and Kashmir since 2018 when the governor's rule was enforced following the BJP's decision to withdraw support from then Chief Minister Mehbooba Mufti.</p>

<p>It will also be the first government formed after the abrogation of Article 370 and the delimitation of constituencies in the region. In the recent assembly elections, the alliance between the National Conference and the Indian National Congress secured 48 seats.</p>
