The first Friday congregational prayers were held peacefully at <a href="https://www.wionews.com/india-news/jammu-and-kashmir-after-134-days-people-pray-at-jamia-masjid-in-srinagar-268983">Jamia Masjid at Jammu and Kashmir's Srinagar</a> after the mosque was shut following the abrogation of Article 370 and Article 35A.&nbsp;

This was the first congregational prayer held at the grand mosque after authorities imposed restrictions in Jammu and Kashmir on August 5 this year. Emotional scenes were witnessed as people entered the mosque.&nbsp;

The security forces were deployed in strength to deal with any law and order problem. There were sloganeering at the end of the prayer but the prayer ended peacefully.

“We had deployed security forces in strength and drones were used to keep an eye on the area so that no untoward incident takes place," said a police officer present at the spot.

Jamia Masjid has been the epicentre of protests in Srinagar and usually after the Friday prayers, protestors - mostly the youth - take to the streets and engage forces in a pitched battle.

“We feel very good after praying here. The mosque was closed for four months now. I can’t explain the feeling after praying here today,” said a local.

The prayers are usually led by Mirwaiz Umar Farooq, a separatist leader and the head priest of the grand mosque but he is under house detention after he was released, his party claims.

As the restrictions were eased with the improvement in the situation, the committee looking after the grand mosque had said that they would clean the mosque. On Wednesday, first prayers were held at the mosque.&nbsp;

The United Nations Security Council has set the record straight regarding the August meeting on Kashmir, as not a formal meet.&nbsp;

UNSC's list of items it has considered during the January 2016 to 7th December 2019, doesn't mention any meeting on Kashmir being taken by the body formally on August 16.

While Islamabad has been claiming that UNSC met on August 16 and discussed Jammu and Kashmir, UNSC records show, the last such meet happened in 1965.

The record said: "the following list sets out those items of which the security council was seized that have not been considered by the council at a formal meeting during the period 1 Jan 2016 to 7th Dec 2019....The India Pakistan Question (6th Jan 1948, 5th Nov 1965".

China and Pakistan's plan to rake up Kashmir at United Nation found no support at United Nation Security Council Consultative informal meet on August 16. The Consultative meet happened at the request of China who took up the letter of Pakistani foreign minister in the aftermath of India's decision to remove the special status for the erstwhile state of Jammu and Kashmir.

India's permanent envoy to United Nation Syed Akbaruddin after the meet speaking to the press that day said, "Article 370 is internal matter.. these have no external ramifications"

Russia, France, UK and US, backed India at the consultations. The outcome was considered a big diplomatic victory for India as consultations did not lead to any formal meeting which Islamabad was keen to have.&nbsp;

A few days ago, China had again planned to rake up Kashmir after Pakistani PM Imran Khan had written to UNSC, but the attempt again failed after it found no support at the body.

After remaining closed for 134 days, the gates of historic Jamia Masjid in the old city of Srinagar were thrown open for the public.&nbsp;

Dozens of people from the surrounding areas gathered as the call for prayer - Azaan - was heard in the vicinity, a local told WION.

The authorities had imposed restrictions in the valley following the abrogation of J&amp;K special status on August 5 this year. These restrictions were severe in Srinagar as protests mostly escalate in the area.&nbsp;

“We are very happy. This is the place of God and worship. They (authorities) had closed the mosque which shouldn’t have been done,” said a local who came to offer prayers at the mosque.

As the restrictions were eased with the improvement in the situation, the committee looking after the grand mosque had demanded authorities to remove the security forces outside the area.&nbsp;

“We had requested authorities to remove the forces deployed outside the mosque. We also had to sanitise the praying areas as it was closed for four months,” said a committee member.

However, it remains to be seen if the authorities allow Friday congressional prayers to happen in the mosque as clashes between protestors and security forces are frequent on the day.&nbsp;

Amid heavy snowfall in Jammu and Kashmir, several tourists on Sunday thronged the Panchari hill station in Udhampur district of Jammu and Kashmir to enjoy the chilly weather and fresh snowfall in the area.

The tourists initially wanted to visit the Vaishno Devi temple but were redirected to the unexplored tourist spot in Panchari due to landslides near the temple.Speaking to ANI, Amit Paul, a tourist from New Delhi, said, "We were told that heavy snowfall had taken place in the area. So we came to visit Panchari instead of Vaishno Devi temple. It is a very good place to visit. Since it is an unexplored visit, the natural beauty of the place is intact."

However, he further stated that the place was in need of certain developments.

Prasad, a tourist from Mumbai, Maharashtra, said, "It was an unfortunate thing that we could not go to the temple because of landslides. However, this place is a very good tourist spot, and more people should visit the area."

"I would request other people to make this area a priority during winters," said Vaytika, a tourist from Faridabad.

More than 20 companies will be repositioned to Assam over time. For this purpose, special train service has been started to facilitate the moving process.

To a question about "if it is a fact that LoC is vulnerable that security forces are not able to keep vigil efficiently", the MoS Home said, "Infiltration attempts are part of proxy war agenda of adversary to replenish the depleted terrorist strength in the valley to achieve its intention to ratchet up violence in Jammu and Kashmir and internationalize the issue."

The government has decided to restore broadband internet service in the Kashmir region after remaining suspended for over four-month following the decision to abrogate the J&amp;K special status on August 5 this year.&nbsp;

Sources in the administration told WION that the decision has been taken to restore the broadband internet in a phased manner beginning from December itself. "In this month, the broadband internet will be restored but in a phased manner, starting from north Kashmir," said a source privy to the information.&nbsp;

Earlier this week, the first Lieutenant-Governor of Jammu and Kashmir, G C Murmu, had told reporters at the sidelines of a function in Baramulla that the internet service would be restored in Kashmir in phases, however, he had given no timeline of the restoration.&nbsp;

"We are reviewing things and once it gets more normal (situation), we will do it phase-wise (internet). We have already discussed it with the administration and we are taking it up," Murmu had said.&nbsp;

Both mobile and broadband internet was snapped on August 4 mid-night which according to the government was done to save lives and stop the spread of misinformation. Mobile and landlines were also suspended by the authorities but later resumed as the situation became "normal".

Union Home Minister Amit Shah&nbsp;had informed Rajya Sabha in November that the internet will be restored when the administration in the valley will find it appropriate to do so, citing India's security, terrorism and people's security as a reason.&nbsp;

Earlier this week, the first Lieutenant-Governor of Jammu and Kashmir, G C Murmu, had told reporters at the sidelines of a function in Baramulla that the internet service would be restored in Kashmir in phases, however, he had given no timeline of the restoration. "We are reviewing things and once it gets more normal (situation), we will do it phase-wise (internet). We have already discussed it with the administration and we are taking it up," Murmu had said. Both mobile and broadband internet was snapped on August 4 mid-night which according to the government was done to save lives and stop the spread of misinformation. Mobile and landlines were also suspended by the authorities but later resumed as the situation became "normal". Union Home Minister Amit Shah had informed Rajya Sabha in November that the internet will be restored when the administration in the valley will find it appropriate to do so, citing India's security, terrorism and people's security as a reason.

The <a href="https://www.wionews.com/world/london-bridge-attack-suspect-was-planning-to-go-to-pakistan-for-terrorist-training-police-265412">convicted terrorist </a>who was also responsible for carrying out the knife attack at the London Bridge on Friday was also planning to "perform acts of terrorism" in Kashmir, a UK judge had said in his judgment in 2012.&nbsp;

Usman Khan, <a href="https://www.wionews.com/world/london-bridge-shooting-armed-man-gunned-down-by-police-265289">who stabbed two people </a>to death at the London Bridge, was arrested along with other accomplices in 2010 by British police after he was found discussing a plot to bomb London Stock Exchange.&nbsp;

"Usman Khan and Nazan Hussain attended Madrassa and were themselves keen to perform acts of terrorism in Kashmir. When they and others, who had been recruited and trained in the Madrassa and had experience in Kashmir, they may return to the UK and perform acts of violent terrorism here," the British judge had said in 2012.&nbsp;

The judge had also said that Usman is so dangerous that he was imposing so-called imprisonment for public protection (IPP) indeterminate sentence of eight years. The judgment meant that Usman will remain in prison as long as he is seen as a danger to the public and the Parole Board would take a call whether to release him or not.&nbsp;

Usman's family originally hailed from Pakistan-occupied Kashmir (PoK) and the 28-year-old was inspired by terrorist organisation Al Qaeda, especially by militant Anwar al-Awlaki. &nbsp;

He was a part of a militant group from Stokes city in the UK, which formed closed links with militants from Cardiff and London. The London and Welsh parts of the conspiracy were planning to bomb a toilet at the London Stock Exchange. The 28-year-old supported the bombing and was also discussing about plans to bomb pubs.&nbsp;

Usman was also planning to go to Kashmir to participate in a camp of jihadist militants to sharpen his skills, including firearms training and to carry out attacks in Kashmir. &nbsp;

"It was envisaged by them all that ultimately they, and the other recruits, may return to the UK as trained and experienced terrorists available to perform terrorist attacks in this country," the judge had said.

The IPP sentencing was abolished in 2012 after the then British PM David Cameron announced a review of the sentencing in 2011.&nbsp;

Following the abolishment, the appeal court judges in 2013 quashed the indeterminate period of Usman's sentencing and imposed a determinate prison term of 16 years, which meant that Usman could be eligible for release after serving half of his term.&nbsp;

Court of Appeal judges also had said that parole board will decide whether a convict is safe enough to be released. But parole board said on Saturday that they were not involved in the decision to release Usman, adding that he "appears to have been released automatically on licence (as required by law), without ever being referred to the Board."

British PM Boris Johnson, who is seeking another term vowed on Saturday that he would review Britain sentencing system as the convicted terrorist was released early who was responsible for carrying out the attack at the London bridge.&nbsp;

In a significant development, security forces have found that terrorists are using satellite phones to communicate. Internet and prepaid mobile connectivity in Kashmir remain shut since August 5, ever since the central government revoked the special status for J&amp;K residents.&nbsp;

Sources in the Jammu and Kashmir Police told WION that during the Gandarbal operation last month, one Thuraya satellite phone was recovered from the terrorists and later a satellite phone location was detected in the Anchar area of Soura in Srinagar.&nbsp;

In September, the Indian Army had launched a massive operation in the mountains of Gandarbal, killing two terrorists and later arresting two overground workers. The operation continued for almost 20 days.&nbsp;

A senior police officer, while confirming the recovery of a satellite phone, told WION that "a satellite phone was recovered from the terrorists in Gandarbal district of central Kashmir after they were eliminated."

"It seems that terrorists are adapting the old communication tactics," the top police officer said while speaking over the phone, adding that "a location was traced last week around Soura area of Srinagar, leading security forces to launch a search operation".

On November 17, a cordon and search operation was launched in the Anchar area of Soura after the satellite phone location was traced by the counter-insurgency group in the valley.&nbsp;

The police source said that these modern satellite phones are internet-enabled which connects directly to the satellite from any location, unlike the common mobile phones that connect to the terrestrial mobile sites. Authorities had provided high-ranking officials with satellite phones when communication was completely shut in Jammu and Kashmir.&nbsp;

However, the use of satellite phones isn't new in Kashmir. After terrorism erupted in Kashmir, in the absence of mobile communication, terrorists used Thuraya satellite phones to speak with their counterparts and operators based in Pakistan and in the valley.&nbsp;

Due to the partial mobile communication shutdown and the internet gag, terrorists have been finding it hard to communicate. After mobile internet became widely available in Kashmir, terrorists were using mobile applications which are hard to detect by the anti-terrorism groups. This led to a decrease in the use of satellite phones.

Several such types of equipment have been recovered from time to time especially from the groups attempting to infiltrate the Line of Control (LoC) between India and Pakistan. The communication shutdown had also affected the counter-insurgency operation in the union territory leading to a few encounters.&nbsp;

On September 19, the J&amp;K police had arrested a foreign national who was illegally using Thuraya satellite phone in Ladakh.&nbsp;

Jammu and Kashmir: Two terrorists killed in Pulwama encounter

The Labour Party of the United Kingdom continues to offend India by interfering into its internal affairs. Its recent utterances also have the potential to drive a wedge in the UK’s South Asian community in general and British Indian community in particular.&nbsp; &nbsp;&nbsp;

As the country gears up for midterm 2019 General Elections on December 12, the Labour Party released its Manifesto on November 21. The party once again has clubbed the situation in Kashmir with un-comparable situations in other parts of the world such as Yemen and Myanmar and put it into the category of regions witnessing “World’s most pressing humanitarian crises”.&nbsp;

In addition, while offering to apologise, if voted to power, over the Jallianwalla Bagh massacre of April 13, 1919 ( when a British General had opened fire on unarmed Indians in Amritsar and killed hundreds of innocent people ), the party has mischievously also assured to review the role played by the British Government during Operation Blue Star in 1984 (when the Indian Armed forces had moved into Golden Temple Gurudwara in Amritsar to flush out terrorists). &nbsp;

The erroneous reference to Kashmir in the Manifesto is a reiteration of what was stated in the “Emergency Motion” which the Labour Party delegates had passed two months ago on September 25, 2019 at Party’s annual conference in Brighton. In fact, the Motion contained many more highly objectionable statements. For Instance, it urged the Party Leader Jeremy Corbyn to “accept that Kashmir is a disputed territory and the people of J&amp;K should be given the right of self-determination in accordance with UN resolutions”. It went on to allege that “the enforced disappearance of civilians, the state-endorsed sexual violence of women by armed forces and the overall prevalence of human rights violations in the region not only continues but has exasperated further in the past week”; the “past week” &nbsp;was an obvious reference to the abrogation of Article 370 of Indian Constitution and the administrative bifurcation of the State of Jammu and Kashmir into two Union Territories. &nbsp;&nbsp;

In its official reaction within hours of the adoption of the Motion, the Government of India had dismissed it as a “vote bank politics”, while regretting the uninformed and unfounded positions taken by the Labour Party delegates. While taking note of the fact the British government has called Kashmir a bilateral issue between India and Pakistan, the Government Spokesperson made it clear that there was no intention to engage the Labour Party on this issue. The Indian High Commission in the UK, however, cancelled a scheduled dinner with Labour friends of India so as to register its disapproval of the Motion.&nbsp;

The Indian diaspora in the UK was, however, not as mild in its reaction as the official Spokesperson of India. It was quick and firm in expressing its dismay and disappointment. In a strongly worded letter &nbsp;addressed to party leader Jeremy Corbyn, over 100 British -Indian &nbsp;organisations, representing diverse Indian communities, were explicit in conveying that the Party motion was not acceptable to them as it sought “to interfere in internal matters of and between the &nbsp;third countries” and was drafted in a “one-sided and partial manner”. The diaspora expressed its deep concern over the wider attempts to drag Kashmir into UK’s domestic politics which it said would have ramifications for the communal harmony in the UK. The diaspora went on to warn the party that it would reconsider the level of engagement with Labour Party.&nbsp;

In the wake of the backlash from the British Indian community, the Labour Party took some damage-control steps. The Chairman of the Party Ian Lavery acknowledged that the language used in the Emergency Motion has caused offence to not just sections of the Indian diaspora but to India itself. Lavery went on to underline "Kashmir is a bilateral matter for India and Pakistan to resolve together by means of a peaceful solution..." &nbsp;

The damage has, however, been already done. An opinion poll of British Indian voters by Optimus reveals the declining popularity and support from British Indians for the Labour Party for which they are known to have voted in the past. The estimated 1.5 million British Indian community has several wealthy and influential members; in some of the constituencies, up to 40 per cent voters are of Indian origin and thus have the potential to influence the outcome. &nbsp;

An apology from the elected British Government over Jallianwala Bagh massacre is overdue and if it comes the British would not be doing a favour to Indians. However, any review of the Operation Blue Star has the potential to re-open the wounds and drive a wedge between the Hindu and Sikh communities. &nbsp;&nbsp;

In short, the Labour Party must realise that it has no legal or moral right to comment upon issues which are internal to India. The Party should also tread with caution while dealing with issues which involve the sensitivities of the people in India and Indian diaspora in the UK. Dividing the South Asian communities in UK will only backfire to the disadvantage of communal harmony in that country where the society is already divided over the vexed issue of Brexit. &nbsp;&nbsp;

The Labour Party Manifesto is titled: “It is Time For Real Change”. Yes indeed; it is time for the Labour Party to change its attitude towards India.&nbsp;

In the wake of the backlash from the British Indian community, the Labour Party took some damage-control steps. The Chairman of the Party Ian Lavery acknowledged that the language used in the Emergency Motion has caused offence to not just sections of the Indian diaspora but to India itself. Lavery went on to underline "Kashmir is a bilateral matter for India and Pakistan to resolve together by means of a peaceful solution..." The damage has, however, been already done. An opinion poll of British Indian voters by Optimus reveals the declining popularity and support from British Indians for the Labour Party for which they are known to have voted in the past. The estimated 1.5 million British Indian community has several wealthy and influential members; in some of the constituencies, up to 40 per cent voters are of Indian origin and thus have the potential to influence the outcome. An apology from the elected British Government over Jallianwala Bagh massacre is overdue and if it comes the British would not be doing a favour to Indians. However, any review of the Operation Blue Star has the potential to re-open the wounds and drive a wedge between the Hindu and Sikh communities. In short, the Labour Party must realise that it has no legal or moral right to comment upon issues which are internal to India. The Party should also tread with caution while dealing with issues which involve the sensitivities of the people in India and Indian diaspora in the UK. Dividing the South Asian communities in UK will only backfire to the disadvantage of communal harmony in that country where the society is already divided over the vexed issue of Brexit. The Labour Party Manifesto is titled: “It is Time For Real Change”. Yes indeed; it is time for the Labour Party to change its attitude towards India. Parts of Kashmir valley received fresh snowfall on Friday, bringing joy on the faces of common people who are hopeful of tourism revival in the newly created Union Territory.&nbsp;

Since the abrogation of special status, the flow of tourists in Jammu and Kashmir has been considerably low due to the security situation and advisory barring tourists from visiting the valley. The advisory, however, was later revoked.&nbsp;

Since morning, mountains surrounding Kashmir were covered in a white blanket of snow. The weather department had predicted moderate to heavy snowfall in the mountainous areas of Kashmir and parts of Ladakh.&nbsp;

In Gulmarg, tourists were seen enjoying the first snowfall. This also marks the beginning of the winter tourism season when people from India and across the globe start visiting.&nbsp;

"People are very nice here. I think more people should come to visit Kashmir and this winter is very exciting for me. I think there should be internet so that more people come here," said Zilvia, a tourist from Indonesia.&nbsp;

Tourists from across the globe visit the valley to enjoy skiing, ice skating, and snowboarding. Gulmarg offers some of the best slopes in south Asia for such activities. Earlier, the Home Ministry in its reply to Lok Sabha had said that more than 34 lakh tourists had visited Jammu and Kashmir during the last six months, including 12,934 tourists from abroad.&nbsp;

"I feel safe here and I feel this is the real paradise on Earth. Some of us are witnessing snowfall for the first time. We are more than excited to see the valley," said Lizme, another tourist from Indonesia.&nbsp;

Surrounded by the western Himalayas, Gulmarg is dotted with tourists from across the globe during this time of the year. The place has been called the "heartland of winter sports" in India by CNN. The government of India has already invested $420,000 to transform Gulmarg into a world-class ski destination. &nbsp;

"We are pleased to see these surroundings. I wish to stay here longer. My basic purpose of the visit was to witness the snowfall and now that is complete," said Sudhir Kumar, a resident of Patna, Bihar.&nbsp;

Slopes at Gulmarg are made for experienced as well as those who are new to the sport of skiing. Around 40 thousand tourists have already visited this destination, mainly for skiing and snowboarding. Ranked as Asia's seventh best ski destination, Gulmarg attracts ski lovers from countries like Russia, Australia, and New Zealand among others.

The Centre on Thursday told the Supreme Court that there is normalcy in Kashmir and the situation which is being depicted about the region is "incorrect."

Solicitor General (SG) Tushar Mehta, representing the Centre, made these contentions on a petition filed by Kashmir Times Editor Anuradha Bhasin on the imposition of communication blockade in the region.

She has alleged that following the revocation of its special status, the Central government had disabled various media activities.

"The petitioner (Anuradha Bhasin) has chosen not to publish the newspaper from Kashmir. It is her wish. There were no restrictions as such. There is normalcy of life in Kashmir. The situation presented and depicted is incorrect," Mehta told a bench headed by Justice N V Ramana.

Mehta said that access to the internet, printers and other facilities was given to the media professionals.

"At regular intervals, media professionals were briefed and provided press briefs. Media kiosks were facilitated at the DCP offices to various media professionals," Mehta said.

While justifying certain restrictions imposed in the region, the Solicitor General said that authorities had applied their minds in imposing or lifting the curbs.

"It is a preventive measure. It is not a long drawn trial. It is not a danger to public life. Ninety-nine per cent people are happy and living a normal life there," he said.

In August, the Central government scrapped Article 370 and bifurcated the erstwhile state into two UTs -- Jammu and Kashmir and Ladakh. Following this, phone lines and the internet were blocked in the region.

Normalcy is gradually returning to Jammu and Kashmir as mobile and landline services have been restored in both UTs and restrictions under Section 144 on movement have been withdrawn or relaxed.

There is normalcy in Kashmir: Centre tells Supreme Court

The <a href="https://www.wionews.com/india-news/supreme-court-to-hear-plea-seeking-deportation-of-rohingyas-bangladeshis-next-month-263568">Supreme Court</a> bench consisting of Justices N V Ramana, R Subhash Reddy, and B R Gavai on Thursday heard a plea pertaining to the imposition of information blockade in Jammu and Kashmir.

"The Central government cannot put a blanket ban on freedom of speech and expression", senior advocate Meenakshi Arora said in the Supreme Court while referring to the restrictions placed in Jammu and Kashmir after its special status was revoked on August 5.

"There should be reasonable restrictions. People of this country have the right to freedom of speech and expression and nobody can put this into ransom," Arora, representing activists Shoaib Ahmed and Tesheen Poonawala, told the top court. The counsel further argued that the purpose to impose such conditions on the people "must be legitimate".

"One has to listen to both sides. In a democratic setup, people of <a href="https://www.wionews.com/india-news/jammu-kashmir-situation-fully-normal-none-died-in-police-firing-since-august-5-amit-shah-263354">Jammu and Kashmir</a> have all the rights to voice their opinion whatever they want and desire," she added.

Opposing her contentions, <a href="https://www.wionews.com/world/us-supreme-court-to-examine-dreamers-program-that-trump-wants-axed-261490">Solicitor General</a> (SG) Tushar Mehta said that the decision was taken by the government under its constitutional rights to put these bans".

"We are the victims of cross border terrorism. The problem is there since 1947. Please accept the hard reality," Mehta told the apex Court.
He said that rights have not been taken away from the people but conferred to them.

"Right to education was applied. The application of many laws will help the vulnerable people in Jammu and Kashmir," Mehta added.

Unemployed locals in Jammu and Kashmir's Poonch are being provided loan at a lower interest rate and trained under the government's self-employment scheme in a training institute so that they can become self-reliant.

This scheme by Jammu and Kashmir Bank's Rural Self Employment Training Institute not only ensure employability but also motivates individuals to initiate their own start-ups.

Both men and women are getting training as&nbsp;part of the skill development project at Jammu and Kashmir Bank RSETI. The institute was set up in 2011 and around 110 batches of unemployed trained youths have been trained.

The people who had received training from the institute have set up their business after getting a loan from the RSETI Bank.

The current batch - 111, is getting training of tailoring, beauty parlour, plumbing and dairy farming. The training programme continues for 15 to 20 days from the starting date.

Expressing happiness over the government's initiative, people thanked the government for providing training to them with an aim to generate self-employment. The trainees get free meal and beverages in the institute as well as bus fare to reach the institute.

Speaking to ANI, a trainee said: "We are getting a loan under Pradhan Mantri Yojana. The step has been taken to support unemployed people. The training is being provided by the bank administration. I am taking Rs 7 lakh loan as I have to take machinery for my work. Simultaneously, I will hire 3-4 persons, who will get employed with me. We are grateful to Prime Minister Narendra Modi to think about us."

"Several girls are coming here. This a very good scheme. We hope that more schemes like this get implemented. We are getting tailoring training. We can start our own business. It would help us in becoming independent," trainee Ravinajum said.

Praveen Akhtar said that she would help her husband financially after being trained from the institute.

"I want to help my husband as it is difficult to run the house with a salary of one person. This training would help me financially," she said.
