Pakistan in denial mode after retaliation by India

Protests have erupted in Pakistan occupied Kashmir (PoK). Various political parties under the All independent parties alliance (AIPA) in PoK had called for a pro-freedom rally in Muzaffarabad on the occasion of October 22, the day when Pakistani forces invaded Jammu and Kashmir in 1947.

The Financial Action Task Force (FATF) has retained Pakistan under the Grey List, warning Islamabad of serious actions for failing to check money laundering and terror financing.

Pakistan has failed to meet 22 out of 27 tasks to control funding to terror groups operating from its soil. FATF has now granted Islamabad time till February 2020 to fulfil the full action plan.

Pakistan escaped the blacklist with the backing of Turkey, Malaysia and China. India is clearly upset that Islamabad has been given another four months to achieve all the targets to get itself off the grey list.

As part of punitive action to express displeasure over Ankara's stance on the abrogation of Article 370 and support to Pakistan at FATF plenary in Paris, India has called off Prime Minister Narendra Modi's proposed visit to Turkey.

India is also weighing a range of diplomatic actions against Malaysia which may include restricting imports of palm oil and other goods.

If Islamabad fails to make significant progress in the next four months, it will join North Korea and Iran on the FATF blacklist which would have huge impact on its already fragile economy.&nbsp;

Since the abrogation of Article 370, Pakistan has been crying foul over Kashmir to seek the attention of global leaders, but most leaders supported India calling Kashmir a bilateral issue between the two neighbours.

Within hours of FATF Plenary, Pakistan tried to export terror into India violating the ceasefire along the Line of Control (LoC) in Jammu and Kashmir. In retaliation, the Indian Army destroyed three terror camps in PoK.

The country has accused India of pushing Pakistan on the blacklist with the help of some countries. FATF 2020 deadline is critical for Pakistan. Rather than engaging in cross-border terrorism and blaming India for everything, Islamabad should take sustainable actions against terrorist groups within its territory. &nbsp;

There are high chances of Pakistan&nbsp;being formally blacklisted by FATF once the February 2020 deadline expires. The need of the hour is to address the issues of terror-funding and money laundering so that it doesn't miss last chance to exit the FATF grey list.

India government has called off a proposed visit by Prime Minister&nbsp;Modi to Turkey, reports said Saturday.

The visit has been cancelled as part of India's&nbsp;punitive action to express displeasure over Ankara's stance on Jammu and Kashmir after the abrogation of Aricle 370 which granted special status to the state.

Turkish President Recep Tayyip Erdoğan had criticised the abrogation of Article 370 in his speech at the United Nations General Assembly (UNGA) in September.

The Article which gave special status to the erstwhile state was scrapped on August 5. The move also took away the special rights enjoyed by the people of the state and bifurcated it into two Union Territories - Jammu and Kashmir and Ladakh.&nbsp;

The move comes as the latest in a pattern of India toughening its stance against countries which have consistently backed Pakistan.

The Turkish government along with Malaysia had batted for Pakistan with the tacit backing of china at FATF plenary in Paris. Following this, the money-laundering watchdog decided to keep Pakistan on the grey list.

Meanwhile, sources have told WION that there can be no question of cancellation as the visit was never planned.

The prime minister has met over 45 leaders this year and received invitations from most of them. So this should not be construed as a cancellation of any sorts, the source added.

PM Modi's proposed Turkey visit called off over Erdogan's remarks on Kashmir: Report

Indian Prime Minister Narendra Modi and Chinese President Xi Jinping met in Mallabarapuram near Chennai during their second informal summit a week ago.

Prior to the summit, there were speculations that the Kashmir tension would dominate the summit. Days before the summit, China and Pakistan issued a joint statement saying, "Paying close attention to the current situation in J&amp;K.” " The Kashmir issue is a dispute left from history, and should be properly and peacefully resolved based on the UN Charter, relevant UNSC resolutions and bilateral agreements,” the statement added.

The foreign ministry had rejected the statement. "India’s position has been consistent and clear that J&amp;K is an integral part of India. It is not for other countries to comment on the internal affairs of India,” the MEA statement said.&nbsp;

India also expressed concerns over China-Pakistan-Economic-Corridor that travels through the parts of Kashmir occupied by Pakistan.

China-Pakistan's joint statement had complicated the situation for India and China. However, the summit helped ease the tensions between both the countries after all the developments surrounding Kashmir.&nbsp;

Contrary to the speculations, the Chinese President did not raise the issue at the two-day summit. Both leaders maintained that it was important to deal with the challenges of terrorism and radicalisation in an increasingly complex world. They also discussed matters related to trade and the economy.

Beijing, the all-weather ally of Islamabad, had initially&nbsp;backed Pakistan over the Kashmir issue.&nbsp;

However, it now urged India and Pakistan to resolve the issue through dialogue, dropping the statement China had earlier made about resolving the conflict in accordance with the UN Charter and UN Security Council resolutions.

Both leaders decided they will not allow differences to become disputes. In line with the 'Wuhan Spirit' and the 'Chennai Connect', they agreed to continue this practice in the future.

Earlier, US President Donald Trump too endorsed PM Narendra Modi at the Howdy Modi event in America. PM Modi had slammed Pakistan indirectly, saying they shield and nurture terrorism. He also spoke about the abrogation of Article 370 and how the decision has irked Islamabad.&nbsp;

His comments were acknowledged by Trump who said that both India and the US were committed to "protecting innocent civilians from radical Islamic terrorism".

Pakistan has been crying foul over India's decision to scrap Article 370 which gave special status to Jammu and Kashmir. Imran Khan and other ministers of Pakistan had even threatened India with a Nuclear war for weeks.

Khan had raised the issue at several forums following the abrogation of Article 370 seeking the intervention of global leaders, but most leaders supported India calling Kashmir a bilateral issue between the two neighbours.

No Kashmir talks: China snubs Pakistan

The killing of a non-local fruit dealer in Trenz area of Shopian by terrorists has shocked the people associated with the business in Jammu and Kashmir. Most of them feel uncertain about their harvest as they have been struggling to send their produce to the markets across India due to terror threats.

Yesterday, a group of terrorists attacked two apple dealers from Gurdaspur in Punjab when they were in the area to purchase apples from local growers. One among them, who has been identified as Charanjeet Singh died at a local hospital while his colleague Sanjay Kumar is battling his life in Srinagar hospital.

This isn’t the first target killing of a non-local in Kashmir valley after postpaid mobile connections were restored. &nbsp;During the same day, in broad daylight, a migrant labourer hailing from Chattisgarh was shot dead from a close range at Nihama village in south Kashmir’s Pulwama while another person who was accompanying him managed to save his life.

Sethi Kumar was working as a labourer at a brick kiln in the same district and was shot in the head. A similar incident took place on Monday evening when terrorists from the banned outfit, Jaish-e-Muhammed and Lashkar-e-Toiba killed a non-local driver from Rajasthan in Shopian when he arrived there to load apples and deliver them to Delhi.

Most affected by this have been the apple farmers, who have become a soft target of these groups at a time when their harvest was good and ready to move out of the valley.

“We suffered due to shutdown initially. Usually, these are the months to pick apples and sell them. Traders from outside would come to Kashmir and buy apples in bulk but now he (trader) isn’t sure if he would come back alive or not. How would he come?” asks Ali Mohammad, an apple fruit farmer.

Jammu and Kashmir police have now increased security in and around the areas where fruit traders operate and have also pasted posters of two terrorists namely Syed Naveed Mushtaq and Raheel Magray.&nbsp;

Naveed Mushtaq alias Naveed Babu was a constable with the Jammu and Kashmir police who joined banned Hizb-ul-Mujahideen outfit and became a commander. His name has surfaced in several cases earlier.
These incidents have also left non-local workers and truck drivers in a tizzy. Several migrant labours had left Kashmir when article 370 was revoked fearing hostility. &nbsp;

The business community, in general, is worried too. Although the administration has published advertisements in the local dailies to encourage people to resume normal life, most of the shops are still shut. Officials say the fear of terrorists targeting them has kept the shutters down.

“I feel for the farmers and assure them that all possible security will be provided to sell their harvest and fruits. I would ensure security to those apple growers and others also; who want to indulge in business and this will be our responsibility” Lt Gen KJS Dhillon, Chinar Corps Commander told media at a function.

The Kashmir valley currently accounts for 71 per cent of national apple production. Horticulture contributes 8 to 10 per cent GDP ratio and yearly records 8,000 to 1,000 crore turnover. Official figures reveal that 7 lakh people are directly or indirectly associated with this business in the Himalayan state.

The <a href="https://www.wionews.com/india-news/residents-of-jammu-and-kashmir-express-joy-after-restoration-of-postpaid-mobile-services-255860">Jammu and Kashmir</a> administration has set up internet kiosks in every district to&nbsp;facilitate students and common people&nbsp;as there is no internet access&nbsp;in the valley following the abrogation of article 370.

In Srinagar, two such centres have been established at the Tourist Reception Centre and the Deputy Commissioner’s office. Every day, hundreds of students and contractors visit the locations to fill different forms with the assistance of&nbsp;an official.

Students who visit these centres say that they were worried about their appearance in the competitive exams including GATE, JEE and&nbsp;UPSC. “We help them in filling examination and job forms. We have established six&nbsp;counters here and four&nbsp;at DC office. Around a&nbsp;thousand forms have already been filled from this centre,” said Wahid, in charge of this centre.

The officials also help them scan their documents, pay&nbsp;for exams and jobs online in all the districts of the state.

&nbsp;“We were facing hardships to fill these forms and this is of great help. I have come to fill UGC Net exam. I can’t afford to lose this opportunity but having said that in digital India, we want internet back in the state,” says Rashid, a UGC aspirant, who has been waiting for his turn, adding that the government should set up more such centres.

At the Deputy Commissioner’s office, people who want to fill other forms are also welcomed by the officials. According to the sources, the government may restore the broadband internet in Kashmir at the end of this month after reviewing the security,&nbsp;law and order situation after the restoration of postpaid mobile services.

“Since the last two months, we had no internet and I think this is a great initiative. If we had no such system, I was planning to go outside the state to fill my MCI form,” said Mudasir Ahmad.

"I have qualified 1,000-metre&nbsp;long run and shot-put outdoor tests. Now the height and documents are to be examined. I want to serve my country and have no fear in the mind," said one of the participants.

These girls are from the remotest and hilly parts of Ramban district and are participating in the recruitment rally with a lot of enthusiasm.

"This is the second time I have come. Last time, I didn't qualify but I hope this time I will be selected. I was always passionate about joining the police. It will also make me financially sound," said another candidate.

The minimum qualification to be an SPO is matriculation. However, many aspirants are intermediates and graduates.

People across Jammu and Kashmir heaved a deep sigh of relief after <a href="https://www.wionews.com/india-news/postpaid-mobile-services-restored-in-jammu-and-kashmir-after-two-months-255767">postpaid mobile services were fully restored</a> in the region on Monday.

As Jammu and Kashmir is limping back to normalcy, mobile services were restored at 12 noon today after a span of over two months since the central government's move to abrogate Article 370 that granted special powers to the region.

Locals said they were not able to contact&nbsp;their near and dear ones and had felt a sense of loneliness without mobile phones.

"I am happy that phone services are operational. Now, I can talk to my family members. There was a lot of problems for us in the last 70 days. My brothers were outside Kashmir and we were not able to maintain contact with them. Without mobile phones, our lives came to a standstill," a local, Farooq Ahmed, told ANI.

Echoing similar sentiments, another resident hoped that postpaid mobile services would continue to be operational in the region.

"I am very happy that mobile connectivity has been restored fully. Earlier, we were facing the inconvenience of talking to people. When the network was down, we were feeling a sense of loneliness. But, now we can talk to our near and dear ones. I hope that the services continue to be operational," another local named Gopal said.

All network and landline connections were suspended across Jammu and Kashmir on August 5, in view of security concerns in the region post-abrogation of Article 370.

Last week, Jammu and Kashmir Principal Secretary Rohit Kansal had said that the postpaid mobile services would be restored after reviewing the security situation in the region.

"Having reviewed the situation, a decision has now been taken to restore mobile phone services in the remaining areas of Jammu and Kashmir. All postpaid mobile services, irrespective of the telecom operator will stand restored and be functional from 12 noon on Monday, October 14. This will cover all 10 districts of Kashmir province," Kansal had said on October 12.

<a href="https://www.wionews.com/india-news/postpaid-mobile-services-to-be-restored-in-valley-from-monday-255436">Although the landline network was restored in phases</a>, restrictions remained on the usage of mobile devices in various parts of the Valley. Apart from restoring telecommunication services, restrictions on movement have been removed in 99 per cent of the areas in Jammu and Kashmir.

The decision to restore mobile phone services comes days after Governor Satya Pal Malik announced the withdrawal of security advisory for tourists from October 10.

The administration had also said that tourists desirous of visiting the region will be provided with the necessary assistance and logistic support.

As normalcy started returning, postpaid mobile phone services were resumed in five districts - Doda, Kishtwar, Ramban, Rajouri and Poonch - of the Jammu region on August 29.

The central government had abrogated Article 370 and also bifurcated the former state into Union Territories (UTs) of <a href="https://www.wionews.com/india-news/jammu-and-kashmir-over-2000-youth-participate-on-day-1-of-indian-army-recruitment-drive-255496">Jammu and Kashmir and Ladakh</a>. Residents of Jammu and Kashmir express joy after restoration of postpaid mobile services

Prime Minister Narendra Modi on Sunday said that until the abrogation of Article 370, <a href="https://www.wionews.com/india-news/pm-modi-rahul-gandhi-to-rally-for-maharashtra-assembly-polls-on-sunday-255572">Valmiki community in Jammu and Kashmir was deprived of basic rights</a>.

The Prime Minister, while addressing a rally here asserted that his government took requisite measures to ensure normalcy in Jammu and Kashmir and Ladakh regions.

"Jammu and Kashmir and Ladakh is not just a piece of land for us but is the crown of India. Looking at the security needs, we took the necessary steps. We have also tried our best to ensure normalcy in the area, amidst all the negative powers in and around the area," he said while addressing a public meeting in Jalgaon ahead of Assembly elections in Maharashtra.

"You will be surprised to know that for 70 years, our Valmiki brothers in Jammu and Kashmir and Ladakh were also deprived of human rights. Today, I bow in front of Lord Valmiki that I am getting the privilege to embrace my brothers," the Prime Minister added.

<a href="https://www.wionews.com/india-news/pm-modi-to-inaugurate-kartarpur-corridor-on-november-8-harsimrat-kaur-badal-255511">Prime Minister Modi</a> also targeted the opposition parties for criticising the Centre for taking the decision to repeal Article 370 from Jammu and Kashmir, saying, "today, unfortunately, some political parties and some politicians in our country are politicizing this decision taken in the national interest."

"One should listen to the statements given by the Congress-NCP leaders pertaining to Jammu and Kashmir. They think just the opposite of what the entire country thinks of Jammu and Kashmir. Their thinking is the same as the neighbouring country," PM Modi added.

"Can these leaders, who are trying to fool the people with their crocodile tears, bring back Article 370 in Kashmir? Will the people of India allow them to? Will the people of India accept it?," he questioned while addressing a public rally.

He also took veiled dig at NCP chief Sharad Pawar saying, "I was shocked to see a video in which a prominent leader who has been on TV and newspapers for years got angry and hit a man with his elbow who was sitting next to him stage and while he was being garlanded he tried to put his head in the garland. Just think that the people who hit his own party member for trying to take a photo just think what will he do with the general public."

<a href="https://www.wionews.com/india-news/chennai-culminating-india-china-informal-summit-pm-modi-leaves-for-delhi-255490">Prime Minister also spoke on the menace of corruption in India</a> and said "In the last 5 years, every area, every community and every department has seen growth. There has been no corruption in the last five years. Devendra Fadnavis Ji and his team have taken Maharashtra on the road of progress and belief in the last five years."

In his concluding remark, the Prime Minister said that his government is working in full capacity to fulfil&nbsp;the dreams of every poor person in Maharashtra and the country by 2022.

He further pledges to connect every house in the entire country including Maharashtra with water. "Three and a half lakh crore rupees will be spent on the Water Life Mission to fulfil&nbsp;this resolution," he adds.

Valmiki community in J&K was deprived of basic rights until abrogation of Article 370: PM Modi

Pakistan's Prime Minister Imran Khan accused international media Friday of a "double standard", saying news outlets give more prominence to the ongoing protests in Hong Kong than to the situation in Kashmir.

Khan, who returned this week from a trip to Beijing, also told a crowd of roughly 300 people at a rally in Islamabad that Hong Kong "is a part of China".

Hong Kong has been battered by 18 consecutive weekends of unrest, fanned by widespread public anger over Chinese rule and the police response to protests.

Khan appeared to minimise the impact of the Hong Kong protests.

"As far as I know, till now only a few people have been injured, maybe two or three people have been killed due to accidents" in the strife-torn city, he said.

Hundreds have been wounded in the four months of clashes in Hong Kong. One death has been linked to the unrest, when a demonstrator protesting on the side of a building fell during a botched rescue attempt.

Khan, whose government has been criticised for shrinking press freedoms in recent months, also expressed his frustration with the global community, which has historically stayed out of Kashmir.&nbsp;

"I regret that the world only sees that (India) is a country with one billion (people), so they can trade and make money from them, and money is more important for these countries then humans," he said.

Pakistan calls China, which has invested billions in the country, its "all-weather friend".

Chinese state media has repeatedly warned foreign firms that voicing support for Hong Kong protesters could cost them access to China's market of 1.4 billion people, with the NBA the latest to be targeted.

China has also defied escalating global criticism over its treatment of Muslims in Xinjiang province, where rights groups say one million people have been put in re-education camps.

Pakistan, which borders Xinjiang, has shrugged at the accusations. "Frankly, I don't know much about that," Khan told the Financial Times in March.

Over 2,000 youth from three districts of south Kashmir turned up on the first day of Indian army recruitment drive in Srinagar on Saturday.

The youth who applied for around 110 vacancies included&nbsp;boys from terrorism prone areas.

Since morning, long queues were seen outside JKLI Regimental centre Srinagar where Jammu and Kashmir police were deployed to help the Indian army manage the crowd. Some youth said that they spent their night in rented cars, outside the army centre to get in first.

Among the youth is Haseeb Bashir, a resident of Kulgam, who lost his father in a terror attack Srigufwara in south Kashmir’s Anantnag district in 1995, when terrorism was on its peak in the state.

“Like my father died for the country, I want to serve too. I never saw my father and I could just study till 10th standard as I had to run my family which includes two sisters and mother,” said Haseeb adding that his father was associated with 3 Rashtriya Rifles, a counter-insurgency force operating in Jammu and Kashmir.

Most of the youth also say that they want to join the army due to unemployment and lack of opportunities in the valley.&nbsp;

“I am also afraid due to the situation but because we don’t have work, so I want to ask other unemployed youth to join the army,” says Umar, who didn’t wish to disclose his village or district, fearing a backlash.

The Indian army says that they are overwhelmed by the response of south Kashmir youth.&nbsp;
“We carried out same recruitment in 2016 and 2017 and usually we wouldn’t get more then 800 candidates. Today, more than 2000 candidates have come in,” said RR Singh, who was overlooking the recruitment rally.

The rally for the recruitment into 162 infantry battalion will continue till October 21 and numbers are expected to grow.

BJP president Amit Shah on Friday revealed that Prime Minister Narendra Modi told US President Donald Trump that Kashmir is an internal matter of India and he need not interfere in it.

"This has been our consistent stand for years that we will not tolerate any kind of interference in Kashmir. If any country tried to speak on Kashmir, we said that it is our internal matter, be it American President or anyone else. Prime Minister Narendra Modi said clearly that Kashmir is our internal matter and you need not interfere," said Shah at an election rally.

Shah said the Congress and the NCP have opposed the abrogation of Article 370 in Jammu and Kashmir and in Maharashtra Assembly polls, the voters should ask them about their stand on Kashmir issue.

"In the integration of Kashmir with India, Article 370 was the biggest hurdle. In 70 years, no other Prime Minister showed the courage to abrogate Article 370 but Narendra Modi did it," he said.

"Congress Ghulam Nabi Azad said in Parliament that river of blood would flow in Kashmir if Article 370 is repealed. But I would like to share with you that not even a drop of blood was flown after Article 370 was revoked," added Shah.

The government, in August, had&nbsp;issued a security advisory asking tourists to curtail their stay in Jammu and Kashmir.&nbsp;

The statement issued by the J&amp;K government, dated October 9, states all "tourists desirous of undertaking visiting the state shall be provided with all necessary assistance and logistical support".&nbsp;

A high-level situation-cum-security review meeting, headed by Jammu and Kashmir Governor Satya Pal Malik, was held on Monday during which it was decided that the advisory will be lifted from October 10.&nbsp;

The Central government had on August 5 scrapped the provision of Article 370, which took away the special status of Jammu and Kashmir and bifurcated the state into two Union Territories -- Jammu and Kashmir and Ladakh. The UTs will come into being on October 31.

After remaining closed since the abrogation of Article 370, schools, colleges and universities reopened on Wednesday following the government's directive issued earlier.

Last month, the government had directed schools to open but the move remained unsuccessful given the communication shutdown and uncertainty regarding the situation.

Meanwhile, Union Home Minister <a href="https://www.wionews.com/india-news/jammu-kashmir-will-get-statehood-wont-remain-union-territory-forever-says-amit-shah-254311">Amit Shah</a> this week said that Jammu and Kashmir would not remain a Union territory for forever and it will get back its statehood status once there is a favourable situation for that.

"Jammu and Kashmir would not remain a Union Territory forever and that the statehood would be returned once the situation is normalised," Ministry of Home Affairs (MHA) said in an official statement quoting Shah.

Jammu and Kashmir tourism department is planning to double its promotions after authorities decided to <a href="https://www.wionews.com/india-news/jammu-and-kashmir-opens-to-tourists-as-government-lifts-security-advisory-on-travel-254898">lift an advisory on tourists</a> this week.&nbsp;

In a security advisory issued by the state home department, it read that "the security advisory requesting tourists visiting Jammu and Kashmir to curtail their visit in Kashmir valley... is hereby withdrawn." The authorities have promised tourists all necessary assistance and logistical support.&nbsp;

Sources in the tourism department told WION that a meeting, headed by the principal secretary and other top officials, was held to discuss the measures needed for the revival of tourism in Kashmir valley.

"Normally we publicise tourism but this year we will have to double our promotions. We have roadshows in metropolitan cities of India. We will also do the same shows in Bangladesh, Thailand and Malaysia. We will also publicise at all the major airports of the country," said Nisar Ahmad Wani, director of tourism, Kashmir.

After the abrogation of Article 370 in Jammu and Kashmir and the subsequent imposition of restrictions, the tourism sector here has seen a steep downfall. Hotels and tour operators have fallen silent as travel bookings were cancelled.

According to an estimate, five lakh people are directly associated with the tourism industry in Jammu and Kashmir. The state tourism department says that the industry contributes 16 per cent to the state's total GDP.

"Kashmir is a 12-month destination for tourists and since winter is coming, travel agents are trying our best to get clients from across the world and our country. The government has to take many steps which includes restoring telecommunication and internet services," said Mohammad Altaf, a tour and travel agent based in Srinagar.&nbsp;

The recruitment drive for a Territorial Army (TA) Battalion in this Jammu and Kashmir town has drawn overwhelming response with youth from forward&nbsp;areas also coming to join the force.

Colonel Ashish Rikhey, CO, 160 TA Battalion, said the recruitment drive was being held for Territorial Army Battalion based in Kupwara.

"This rally is for recruitment to 160 TA battalion. This is the second day of the four-day drive and 4000-5000 youth are expected to participate," he said.

"The response is overwhelming. Quite a large number of youth are from the forward areas like Kandhar, Machil, Gurez and other areas," he said.

Raja Khan, a youth who took part in the rally, said unemployment was very high among the valley youth and Army was a good option.

"I have participated in the race followed by a physical test. I want to say to the youth that they should join the Army as it is a very good force and what they say outside about it is not true," he said.

Naseem Ahmed Khan, another youth who had come to take part in the recruitment process, said they were being treated with respect. "All (the youth) must come here to join the Army. The discipline of the Army is praiseworthy," he said.

Mahabalipuram, a historically important place during the Pallava Empire, is all set to welcome Chinese President Xi Jinping on October 11 for his second informal meeting with Prime Minister Narendra Modi.
Advertisement

The two leaders had held the first informal summit in Wuhan last year, which significantly helped normalise the turbulent bilateral relationship in the aftermath of the 73-day Doklam crisis. President Donald Trump’s trade war with China and his administration’s decision to increase tariffs on Indian goods, has also generated the prospect of improvement in relations between New Delhi and Beijing.

This became evident when China agreed to address India’s concern about the increasing bilateral trade deficit, deciding to take measures to increase import of rice and sugar and accelerate the process of review and approvals of Indian pharmaceuticals and agricultural goods.

However, China’s promise in this regard proved only rhetoric, with the trade deficit having touched US$ 57.86 billion in 2018. Moreover, India’s exports to China declined by 1.62 per cent to reach $7.70 billion in the first six months of 2019. While economic and trade issues have been a major bone of contention between the two sides, recent developments have added to the rising tensions. India’s decision to abrogate Article 370 and divide the Indian state of Jammu &amp; Kashmir into two union territories: Jammu &amp; Kashmir and Ladakh, has not gone down too well with the big dragon.

China’s position on the Kashmir issue is clear and consistent, a Chinese government spokesperson said, adding that it is a legacy of history between India and Pakistan, which it says is also the consensus of the international community. China also expressed its opposition to India’s move to create a separate Union Territory of Ladakh, saying that there are areas of dispute between the two nations which, according to Beijing, affects China’s territorial integrity and sovereignty.

Beijing even went to the extent of raising this issue at the General Assembly and the Security Council of the United Nations, miserably failing to garner any favourable response of the world community.

While India strongly responded to China’s attempt to interfere in its internal matter, the global community became sharply aware of how strongly China was trying to protect Pakistan, a breeding ground for terrorists.

In August, the armed forces of China and Pakistan held the Shaheen-VIII air force joint exercise. And, just before Jinping’s India visit, Pakistan Prime Minister Imran Khan will be in China to boost bilateral strategic ties.

China’s expanding presence in South Asian countries also has serious ramifications for India’s security. This is why over the last five years, the Modi government has taken all possible efforts to improve ties with its neighbours.

The recent opening of the oil pipeline between India and Nepal will have a profound impact on cementing relations between the two friendly countries.

Another stumbling block between India and China is the long-standing border dispute. While both the countries have reaffirmed their commitment to resolve this problem through peaceful means, China’s assertive posturing against India along the border in the recent times has underscored their real intent.

While Arunachal Pradesh is an integral part of India, Beijing - referring to it as South Tibet - puts its claim over the state. In turn, when the Indian armed forces have just concluded “Him Vijay” – the biggest ever mountain combat exercise, China has objected to such exercises, putting a big question mark over the outcome of the upcoming meeting between Modi and Xi.

The expanding ties between India and the US and Modi’s government’s decision to endorse the Trump administration’s Indo-Pacific strategy have also created an impression in China about India becoming part of a larger US containment policy towards it.

While it is logical for India and China to compete with each other, as the two aspire to play a pivotal role in shaping the geo-strategic direction of Asia, it must be backed by peace, security, development and prosperity. One can only hope that during his upcoming visit, President Xi will make some concrete announcements to boost bilateral ties between the two nations.

Kashmir shadow looms large over Narendra Modi-Xi Jinping meet

In a major step to revive tourism in Jammu and Kashmir, the authorities have decided to lift the advisory. In its advisory, the government had asked tourists to leave and not to visit Kashmir.

A high-level situation-cum-security review meeting, headed by Jammu and Kashmir Governor Satya Pal Malik, was held on Monday during which it was decided that the advisory will be lifted from October 10.&nbsp;

Those associated with the tourism sector in Jammu and Kashmir have welcomed the move and hoped that more tourists will visit the Valley after the announcement.

“We are happy that this advisory has been lifted but we hope that government of India does more to remove the fear among the tourists regarding the situation in Kashmir valley,” says Mohammad Hafiz Shalla who is involved in the tourism sector in Srinagar.

Shalla hopes winter tourism to bring people from India and across the globe to enjoy the hospitality Jammu and Kashmir offers. Few tourists have been visiting despite the advisory, most from Malaysia, Singapore and other parts of India.

“I have been in Srinagar from the last two days and we didn’t feel any insecurity. People here are warm and welcoming. Other people who are hesitant should change their mind,” says a young couple from Varanasi.

Although the Governor has been holding these meetings on a daily basis for almost two hours, sources say that Monday's meeting was an important one as several issues, regarding providing public transportation and opening schools, colleges and universities, were discussed at length.

“The main agenda of the meeting was reviewing the security scenario following the imposition of restrictions after constitutional changes that were made,” authorities said.
