We will make it, thanks, in particular, to you, and your dynamic experience and energy. And as you know, we will support these students during their stay in France so that as they may fully live this intellectual, cultural, and human experience," Le Drian said while addressing student mobility and the appointment of 15 Alumni Ambassadors of Higher Education in France. The French Foreign minister also stressed his relationship with Indian External Affairs Minister S Jaishankar and called it a strong bond.

"I apologise for arriving late but I was with my colleague, Minister Jaishankar, your External Affairs Minister, and we had so many things to discuss and our relationship is so strong that we got late. However, I very much wanted this latest visit, which is my 17th official visit to India. To begin with, you because the history, the background of our cooperation, of our partnerships has always been based on sharing knowledge, sharing ideas, and academic exchanges," he added.

Drian is on an official visit to India from April 13 to 15. On Tuesday, During his stay in New Delhi, Le Drian held talks with Jaishankar on bilateral, regional, and international issues of mutual interest. He will also meet Prakash Javadekar, Minister of Environment, Forest, and Climate Change at a panel discussion on climate change. He will also participate in the Raisina Dialogue. India and France enjoy a strategic partnership since 1998 which has been marked by regular high-level exchanges and growing cooperation in diverse areas.

"These new modifications at a time when many of the US universities and colleges are yet to announce their plans for the new academic year are likely to cause uncertainties and difficulties for some Indian students wishing to pursue their studies in the US," said a spokesperson of the Indian Embassy.

Responding to media queries, the spokesperson said the Indian government has taken up the matter with concerned US officials.

At the India-US Foreign Office Consultations held on July 7, Foreign Secretary Harsh Vardhan Shringla conveyed India's concerns on the matter to Under Secretary of State for Political Affairs David Hale.

According to a recent report of the Student and Exchange Visitor Program (SEVP), there were 1,94,556 Indian students enrolled in various academic institutions of the US in January this year. Of these 1,26,132 were males and 68,405 were females.

Noting that partnership in higher education is a key component of the strong people-to-people ties between India and the US, the spokesperson said in the last two decades Indian students in American universities and colleges have been the harbingers of a strong partnership between technology and innovation sectors between the two countries.

The spokesperson hoped that the US authorities would provide adequate flexibility in their visa rule, keeping in mind the extraordinary circumstances created by the COVID-19 pandemic for the Indian students' community.

"We continue to engage all the stakeholders in the matters, including the US administration officials, Congressional leaders, universities and colleges as well as the Indian students' community in the US as we move forward towards the 2020-21 academic year to further strengthen our bilateral partnership in higher education," the spokesperson said.

Around a hundred parents from different districts of the valley had arrived to meet the minister. The meeting lasted for an hour after which he went to the regional passport office in Srinagar where he, according to sources, directed the officials to help the stranded with passport issues.

"We have requested the minister to take all the necessary precautions to bring them (students) back soon. The virus is spreading fast, so we are worried," said Nazir Ahmad, whose ward is studying in Iran.

The parents also raised the demand to increase the medical screening centres, so that the evacuation is timely.

Iran has reported 49 new deaths from novel coronavirus in the last 24 hours. This has taken the death toll in the Islamic Republic to 194 with 6,566 confirmed cases.

Indian students can be found studying medicine throughout Russia. Earlier, exchanges were limited to institutes in and around Moscow but with the collapse of the Soviet Union, Indians in large numbers started going to Central Asian Countries. 
 
Many came back home with degrees but still got no jobs as medical degrees were not being accepted back at home. This rule remains but&nbsp;students still flock Russian universities. Now they can sit for an additional exam and do a year of internship to make the transition as a full-fledged medical professional in India. Vladivostok is also home to many Indian students. After opening up in 1992, it has seen a steady rise in Indian fraternity. I had an opportunity to bump into a batch of students from India at Far Eastern Federal University. The students love Russia despite language and food problems. The Russian food is almost bland in comparison to regular Indian food but the ambience at the FEFU campus and neat environment of Vladivostok make up for the food and host of other issues. Education in Russia is affordable if compared to the West. Almost all students were enrolled in medicine.

I was shocked to discover that this particular batch of students was having a hard time from the agency which helped them through admission and accreditation at FEFU. Almost all will spend, Rs 30 lakhs in the six years they will spend in the university but did not get what the agency promised them. They told me that they were even promised cooked Indian food facility but discovered to their rude shock that they had to share a kitchen on a floor where they were expected to cook their own food. Food is expensive in Russia and students felt cheated. They were even given small dormitories. I immediately understood that many agencies operating from India continue to take students interested in studying in Russia for a ride. The only silver lining is that the senior batch has come out in strength to help the juniors. This batch does not have their original papers which continues to be in the possession of a Chhattisgarh based agency. In its absence, they end up losing their admission.&nbsp;

Students said that they had asked for their original certificates and agency which agency has denied them. They complained that they were made to sign in Russian that documents would continue to be in the agency’s possession which makes them vulnerable. Though none wants to go back because in Russia we are not treated as South Asians but as Indians and different from Pakistanis. 
 
FEFU Reporting Blues

It is one thing to enjoy a campus as a student and another to report from it. FEFU is a beautiful campus but TV journalist like me had a hard time on the 2nd day itself. The campus is situated on an island which in itself is a small mountain. Buses only ply from one point towards Eastern Economic Forum centres but if one has to go to any other part then except walking there exists no option. So, one gets end up getting dropped at the gate coming back from the city there on the drudgery begins. It means, heavy lifting of camera equipment and ends up walking a lot with formal clothes on. It sounds like a good idea, keeping my waist in mind but let me tell you, it didn’t work. It only led to binge eating as instead of feeling refreshed, every bone in my body ached.

Pebble Beach: Nature Reshapes Man-Made World

I read about this beach in a magazine long time back and thought that I will visit it if I ever get the chance to visit the Far East. I did this time around. The beach looks at the Sea of Japan is filled covered with glass pebbles. The story goes that a glass factory dumped a lot of waste glass in the nearby river which eventually came down to the sea and nature stamped its authority on the man-made waste by polishing it and throwing it back on the beach.

Today, it is a big tourist attraction in Vladivostok. People come for a swim and cook their own food on the beach. The beach is not commercial and is surrounded by forest. The beach is a classic example of how the natural world can reshape the artificial world built by mankind. If anyone goes to the beach, I would recommend, boiled sweet corn cob and deep-fried patty made of meat, salt, sweated onions and cumin. It is pure bliss. There is no chat masala to go by, but I promise you that the humble and simple flavour of the corn and tenderness of the meat will blow you away.

Vegetarians can have a tough time in Russia. Vladivostok too is no different. Vegetarian food is hard to find. A nearby store had no vegetarian food and the owner tried her best to sell chicken sandwich saying that this is the closest thing she had to a vegetarian meal. When I protested, she quickly directed me the potato chips corner. I am not a vegetarian but my cameraman is. He ended his first day with chips and I with Russian vodka and beef sandwiches. I felt guilty as I did give him enough time to eat food offered by gracious Shilpa Kothari whose husband we had covered a day earlier. So, the next day, I took my cameraman to her factory where she was busy organising a religious ritual. I had official work to do but I knew that she would definitely ask my cameraman to eat as she knew that he was a vegetarian. This time he did not decline and had pure vegetarian food. I also ended up eating and glad I did. We were treated to an amazing Gujrati Karhi. It was as authentic as it could have been.

Vladivostok Diaries: Russian dreams and Indian students

A New York-based robotic process automation software company in collaboration with educational institutions in India plans to train 500,000 Indian students by 2022 in Robotic Process Automation (RPA) skills through free courses to bridge the skill gap in the industry, a senior official of the company said on Wednesday.

UiPath, which uses computer-vision to automate repetitive business processes involving software, has set a target to collaborate with 500 Indian institutes by 2020, up from the current 60.&nbsp;

The training process is to cover the skill gap in the industry, Tom Clancy, Senior Vice President at UiPath in Singapore, said.

Many students travelled to meet the Dean of the University, which has now been closed, many of them asked for classes curriculum, she said.

"Given that authorities knew this was a set-up, they should have stopped the students there and then. If they wanted to catch the perpetrators what right do, they have to defraud innocent lives," Peshawaria said.

"In fact, during this time the government also enjoyed taxes that these consultants paid. Now, they cannot suddenly wake up and decide to put all these people behind bars," Peshawaria added.&nbsp;

Many students have huge loans to pay, she said based on her interaction with these students. They were saving up to send to their families in a small village in India, she said adding that they are devastated.

"It is all easy to say that students knew what they were doing, did we all know all the laws when we moved to the United States that they should get such harsh punishment,&nbsp;she asked.&nbsp;

"We are all fighting to release the students immediately. The students are calling me that US govt is forcing them to self deport but they want back their degrees and lost time and compensation for pain and anguish," Peshawaria asserted.

All 130 foreign students, including 129 Indians who were detained for enrolling in a fake university, were aware that they were committing a crime to fraudulently remain in the US, the State Department has said, days after India issued a demarche to the American Embassy in New Delhi.

The fake university was set up by the DHS's investigating unit in the Greater Detroit area to bust the "pay-and-stay" racket.

"All participants in this scheme knew that the University of Farmington had no instructors or classes (neither online nor in-person) and were aware they were committing a crime in an attempt to fraudulently remain in the United States," a State Department spokesperson said in a statement on Monday.

The State Department's response came after India issued a demarche to the American Embassy in New Delhi on Saturday, expressing its concern over the detention of Indian students and sought immediate consular access to them.

The External Affairs Ministry said India continued to closely monitor the situation arising out of the mass detention.

Eight of the individuals who ran this racket have been arrested and are either Indian citizens or Indian-Americans.

The fake university which had no classes, a low tuition fee and gave work permits on the very first of the enrolments of the students had some 600 students, an overwhelming majority of whom are Indians.

The actual number of those detained is much higher. Some of the students who were released and many of those who escaped detention have left the country.

An unknown number of Indian students have been radio-tagged and authorities have put restrictions on their movement.

The Indian Embassy in Washington has made an aggressive effort to reach out to these students and, with the help of the community leaders, is providing them with legal help.

Eminent Indian-Americans and some media outlets have also questioned the modus operandi of the US government in the detention of Indians in the "pay-and-stay" university visa scam, saying "trapping of innocent students" is a "crime, illegal and immoral".

In the first reaction, days after the story broke out, the State Department had described it an unfortunate aberration in the proud history of India-US educational exchanges.

"More than a million international students" study at US institutions each year, including approximately 196,000 Indian students last year.&nbsp;

Overseas Friends of BJO USA, in a statement, said that it was shocked to learn that 129 students of Indian-origin were arrested by the ICE, with about 600 students' fate in jeopardy.

"It is very unfortunate that several students are affected by this University and the majority are Telugu students. Most of these students have joined to get their work permits without knowing that this college is not accredited and became victims of this. Their dreams are shattered now," North America Telugu Association said.

The association has advised other students not to fall into the trap and instead work hard and get OPT/CPT from reputed universities as per the normal guidelines.

"If some university is offering a CPT without any course, it is not true at all," it said.

The Indian embassy in the US has also opened a 24/7 hotline to assist 129 Indian students. It has appointed a nodal officer to help the students in distress.

Supriya learned to live her life and decided to become an inspiration for others. She continued to study hard and achieved what she deserved - though, she was disappointed that she could not fulfill her father&#39;s dream of her being a topper.

Her parents are also to be congratulated, as they kept her motivated to defeat this disease.

Meanwhile, another wonder was seen in Muzaffarnagar, where a girl secured second place in the district in 12th Boards exam by memorising and writing on the walls and doors of her house with stones, because it&#39;s all her family could afford. Meenakshi Sharma studied under the street lights as there was no electricity as well.

Her father used to earn and raise the family through providing a&nbsp;rickshaw service, but&nbsp;he died of an illent that went untreated. After the death of her father, the family lost all hopes.

&quot;I was happy to secure 90.8 per cent, but I missed my father. When my two English papers were left, my father expired. Despite my family&#39;s financial hardship, my mother supported me and never let me feel that we were financially unstable,&quot; Meenakshi said.

She added she wants to become a Professor in Chemistry as it is her favourite subject and she scored the maximum marks in it.
