Ruckus was created at a government school in the Araria district of India's Bihar after a snake was found in the mid-day meal served to the children on Saturday. According to the school officials, the children were being served ‘khichdi’ (a dish traditionally made of rice and lentils) prepared by an NGO when a snake was found in one of the plates.

Around 100 children had already consumed the meal before the incident was brought to light. Many of them started vomiting, and the rest were nauseated, after which they were immediately taken to Forbesganj's sub-divisional hospital for treatment. However, the school education authority claims that only 22 children fell ill as a result of consuming the food.

After the incident was brought to light, local officials, including the Sub-Divisional Magistrate (SDM), the Sub-Divisional Officer (SDO) and the Deputy Superintendent of Police (DSP) reached the spot to take stock of the situation.

After the incident was reported, a huge mob of villagers and parents and guardians of the children rushed to the school and protested. This is not the first time when such an incident has been reported from the state of Bihar. The Reserve Bank of India (RBI), in a surprise move last week, announced that Rs 2,000 notes will no longer be in use and recommended people to deposit or exchange them for lower denominations before September 30. Following this statement, it urged all banks in India to offer a deposit or exchange facility to people for Rs 2,000 notes. It is to be noted that after the deadline, the notes will not be considered illegal but will still remain tender in India.

Soon after the announcement was made, many people were seen approaching banks to exchange notes, despite it being stated that the process will begin only on May 23. Everyone is confused and having questions like- is there a limit to how many notes of Rs 2,000 can be exchanged or deposited at once? Or do we need to give identity proof for exchange?

Answering all these queries, the State Bank of India (SBI) issued important guidelines for its customers and branches.

Scroll to check:

But why are the Rs 2,000 notes being junked?

The Rs 2,000 banknotes were introduced in November 2016 under Section 21(1) of the RBI Act, 1934, which allows the central bank to issue currency notes not exceeding Rs 10,000.

With the fulfilment of its objective and availability of the banknotes, the printing of Rs 2,000 notes was stopped in 2018-2019. However, the circulation drastically dropped, bringing the value to Rs 3.62 trillion on March 2023 from Rs 6.73 trillion in March 2018.

As per media reports, things changed when in Feb 2020, ATMs were recalibrated by the banks to disperse more Rs 100 and Rs 500 notes, and not Rs 2000. This sparked speculation that Rs 2,000 notes were being phased out even if they remained legal tender.

The central bank also pointed out that a huge cluster of fake notes was also produced.

Below are the guideline issued by the State Bank of India:

An individual can exchange Rs 2,000 banknotes up to a limit of Rs 20,000/- at a time. No identity proof or requisition slip is required to be submitted by the depositor at the time of exchange.

"Please arrange accordingly and extend all cooperation to members of public so that the exercise is conducted in a smooth and seamless manner without any inconvenience to the public," the SBI said in its guideline.

It is expected that after SBI, all other banks will follow the same 2000 note exchange policy at their branches.

Why are Rs 2,000 notes being scrapped? SBI issues guidelines on how you can exchange your notes

A seven-year-old boy was attacked and killed by stray dogs in Telangana’s Hanamkonda district on May 18. The incident took place near a children's park in Kazipet's Railway Colony. The boy tried to run but fell down when the dogs violently attacked and killed him on the spot.

Recent events, like the grisly death of two siblings in Delhi's Vasant Kunj after being attacked by stray dogs in March, the mauling of a 4-year-old in Hyderabad and the killing of a sleeping baby in a Rajasthan hospital by a stray dog in February, have sparked discussions on how to control strays.

But the question arises, who is at fault? Is it the government, the locals or the natural behavioural patterns of dogs?

Beyond these arguments, it's important to comprehend the limitations and intricacies of India's dog problem.

How big is the stray dog problem in India?

India reported nearly 16 million cases of stray dog bites between 2019 and 2022 (parliament data till November 2022), an average of over 10,000 cases daily.

The National Rabies Control Program reported 6,644 clinically suspected cases and deaths of human rabies between 2012 and 2022.

Between January-October 2022, Kerala and Punjab reported over 10,000 cases of dog bites each, while Maharashtra, Gujarat, and Kashmir reported between 1,000-10,000 cases.

According to the National Crime Records Bureau, there were 4,146 reported cases of dog bites leading to human deaths in India in 2019.

How can you identify such dogs and what is the behavioural pattern?

According to a report by The Lancet, concerns have been raised about the mismanagement of street dogs in terms of disruption in vaccination and birth control activities during the COVID-19 lockdown. In India, an increase in aggression among dogs has been observed post-pandemic, probably resulting from food shortages, abandonment of pets, and a decrease in human–dog interaction.

To answer this question, Prateek Kashyap, a dog behaviour specialist and trainer at KIGA- The Puppy Kindergarten explains: “Feeding the street dogs every day makes them insecure, protective and aware of their territory and space, which they try to protect from other dogs and people."

"Hence, they have a tendency to bite. If you want to take care of a dog, one needs to be careful because it’s not stray anymore, it's semi-domesticated.”

Is feeding dogs a good practice?

As per the expert, feeding dogs is not the problem but feeding them at the same place is. By doing this they become aware of their territories and might chase anyone who passes or tries to hamper it.

“If you are feeding them in one area, they guard that area and it becomes a repetitive habit for them but if you feed them at different places, this might reduce the number of attacks as they become less territorial,” Kashyap said.

Are children most vulnerable in such cases?

Children are indeed the most at risk in these situations. Dogs can be affected and activated,

According to Kashyap, by high-pitched noise and sounds. Children frequently use this pitch when they play and laugh in their individual spaces. Another claim is that dogs are pattern-spotters and that they can detect odd patterns in individuals who are dressed oddly or shabbily. They can tell whether such people are locals or not just by looking at them, according to the expert.

Is the government doing enough to combat this problem?

The municipal entities are in charge of sterilising and immunising stray dogs in accordance with the Animal Birth Manage (Dogs) Rules, 2001 to manage their number.

To understand the issue WION spoke to Dr Pramod Kumar, Medical Superintendent (Veterinary hospital, Moti Bagh) to which he said, “ Animal feeders should also be mindful that feeding stray dogs should not become a problem to others. We initiate and process sterilisation and vaccination drives, for which we have managed to vaccinate and sterilise most of the street dogs but

Sometimes it becomes difficult even for the local authorities to work properly, as some animal

Feeders don’t let this happen. But they fail to understand that by not doing this this might escalate the problem. If you're feeding them then you should also ensure that the dogs are vaccinated.”

How can one recognise and avoid such situations?

According to Dr Pamod Kumar and Prateek Kashyap, societies should organise seminars and programmes where they can invite qualified dog trainers and educate people about such behaviours as a way to prevent such circumstances and incidents.

When a dog tries to attack and advances towards you while you are moving forward, that is when the dog is most vulnerable and likely to bite you. This is one of the most popular ways to tell if a dog will bite or not. On the other hand, if you move forward and the dog steps back, there is considerably less possibility of a bite, and it is generally believed that the dog is acting hostile.

Additionally, the societies must guarantee that 70 per cent of the dogs in their area have had the recommended vaccinations.

We initiate and process sterilisation and vaccination drives, for which we have managed to vaccinate and sterilise most of the street dogs but Sometimes it becomes difficult even for the local authorities to work properly, as some animal Feeders don’t let this happen. But they fail to understand that by not doing this this might escalate the problem. If you're feeding them then you should also ensure that the dogs are vaccinated.” How can one recognise and avoid such situations? India's 6th and final submarine of Project 75, temporarily designated as Yard 11880, has commenced its maiden sea trials. This is a phase where the crucial systems (propulsion, weapons, sensors etc) of the diesel-electric attack submarine will be put to a series of tests under various operating conditions. The vessel is expected to be delivered to the Indian Navy in early 2024 and, once commissioned into the naval services, it'll be known as INS Vaghsheer. The commissioning of a vessel marks its formal induction into the Maritime force and it is there on known by its name with the INS prefix.

Built at Mazgaon Dock Shipbuilders Limited (MDL), Mumbai, Vaghsheer is the sixth in the line of India's Kalvari-class submarines. Generally, the name of the first vessel in a series of ships of a similar kind is used to refer to the entire series. So far, the Indian Navy has commissioned INS Kalvari, Khanderi, Karanj, Vela and Vagir.

Scorpene submarines are of French origin and are being built in India under technology transfer from the Naval Group of France.

"MDL has 'delivered' three submarines of the Project – 75 in 24 months and the commencement of sea trials of the sixth submarine is a significant milestone. This is indicative of the boost towards Aatma Nirbhar Bharat (self-reliant India)," said the Indian Navy.

Vaghsheer is named after the sandfish, a deep-sea predator of the Indian Ocean. Earlier, the Indian Navy operated a Russian-origin submarine by the name INS Vaghsheer. That vessel served the Navy from 1974 to 1997.

"Old warships never die" it is said in the Navy, in line with that, the legacy of the old vessels is resurrected by naming the latest ones after the ships of the bygone era.

At present, India operates seven Russian-origin Kilo class submarines, four German HDW submarines, five Scorpene submarines and the indigenous nuclear ballistic missile submarine INS Arihant.
