China is openly interfering in Nepal's internal politics. On Tuesday,&nbsp;the Chinese ambassador met the senior most leader of the Nepal Communist Party,&nbsp;the former prime minister of Nepal&nbsp;Jhala Nath Khanal.

The meeting is said to have lasted for over 45 minutes but&nbsp;there is no word on what transpired. However, it hasn't gone unnoticed by political leaders and the civil society in Nepal.

There have been protests against the Chinese embassy and the Chinese envoy in particular.

Few images from Kathmandu that made rounds showed people holding placards that read "Go back China --- keep silence Yanqi".

It's the same message from Nepal's political leaders. One leader after another has been putting out tweets condemning China's open interference in Nepal's domestic affairs.

A tweet by Kamal Thapa who is the former deputy prime minister of Nepal said: "PM Oli says Indian ambassador was active in overthrowing the government. On the other hand, the Chinese ambassador reached the leaders' house to save the government."

"We felt that there was some construction being going on at the no man's land but the Nepali authorities have assured us that the construction would come to a stop," Srivastava said while speaking to ANI.

The district administration received information on Sunday that a road is being constructed from Nepal side at no man's land near Pillar No 38 in Pilibhit`s Hazara area on India-Nepal border.On receiving the information, DM Srivastava, Superintendent of Police (SP) Jayaprakash, DIG HNS Bisht reached the India-Nepal border with SSB personnel.

Srivastava added, "Border pillars have been identified by survey teams of both the countries. They will be built as soon as possible with the help of the survey team."

What it does not realise is it still heavily relies on India, and that New Delhi remains it biggest trading partner, accounting for a third of Nepal's overall trade.

In addition, tens of thousands of Nepal's citizens live and work in India.&nbsp;

New Delhi has many levers -- diplomatic, economic and strategic -- when it comes to Kathmandu.

The only thing is what and when India uses.

WAS THE ROAD INAUGURATION ILL-TIMED?

In other words, could this have been avoided? Did India unwittingly precipitate this?

It may have come as a blessing in disguise for the politically embattled prime minister of Nepal.

PM KP Sharma Oli is facing pressure from all sides -- political and public. So India's actions gave him a new nationalistic lifeline -- a chance to stand up to a &nbsp;bigger partner and prove his nationalism.&nbsp;

Did India not see Nepal's reaction coming? Was there a miscalculation?

And have the responses from both sides further pushed ties to the brink?

In reply to Nepal's tirade against India, first the army chief spoke about an external hand; then the defence minister invoked old ties; and in between, there were long stretches of silence.&nbsp;

The political uneasiness, hence, is evident.&nbsp;

Sashastra Seema Bal (SSB) that patrols the India-Nepal border said firing by their forces started over "instantly generated local issue" on the "Nepali side". SSB DG Kumar Rajesh Chandra said, "This is a completely local issue that emerged from a local altercation."

The incident happened after locals and Nepal's Armed Police Force had an altercation -- when the former were asked to go back as the lockdown was in force in the country.

What followed was 10-15 rounds of firing by the Nepali side according to local eyewitnesses.

New Delhi raises issue of killing of Indian national with Kathmandu

The Ministry of External Affairs (MEA) on Saturday said it has noted Nepal Parliament's Lower House passing a constitutional amendment bill to update the country's new political map, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India.

MEA spokesperson Anurag Srivastava said that the move is violative of the current understanding to hold talks on outstanding boundary issues, adding the government has already made its position clear on the matter.

India has been maintaining that these three areas belong to it.

"We have noted that the House of Representatives of Nepal has passed a constitution amendment bill for changing the map of Nepal to include parts of Indian territory. We have already made our position clear on this matter," the spokesperson said.&nbsp;

"This artificial enlargement of claims is not based on historical fact or evidence and is not tenable. It is also violative of our current understanding to hold talks on outstanding boundary issues."

A two-thirds majority was required in the 275-member House of Representatives or the lower house to pass the bill.

Major Opposition parties including Nepali Congress (NC), Rastriya Janata Party-Nepal (RJP-N) and Rastriya Prajatantra Party (RPP) voted in favour of the government bill to amend Schedule 3 of the Constitution to update the national emblem by incorporating the new controversial map.

On June 9, the Parliament unanimously endorsed a proposal to consider the Constitution amendment bill to pave way for endorsing the new political map amid the border row with India.

Now, the bill will be sent to the National Assembly where it will undergo a similar process. The ruling Nepal Communist Party commands two-thirds majority in the National Assembly. 
The NA will have to give lawmakers 72 hours to move amendments against the bill's provisions, if any.

After the National Assembly passes the bill, it will be submitted to the President for authentication, after which the bill will be incorporated in the Constitution.

The government on Wednesday formed a nine-member team of experts to collect historical facts and evidence related to the area.

Diplomats and experts, however, questioned the government's move, asking why the task force was formed when the map has already been released and approved by the Cabinet.

The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated a 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.

The Lower House of Nepal's Parliament on Saturday unanimously voted to amend the Constitution to update the country's new political map, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India.

Ahead of the passage, several MPs spoke on India Nepal ties -- recalling the age-old ties. Everyone backed the amendment bill that stands to irk New Delhi.

All parties including the ruling Nepal Communist Party, the largest opposition Nepali Congress and the third largest Janata Samajbadi Party supported the bill. Nepal PM KP Sharma Oli was present in the House when speeches were delivered and the&nbsp;voting took place.&nbsp;

Nepal Foreign Minister Pradeep Gyawali was quick to tweet about the development. He said, "The House of Representatives unanimously adopted the Constitution Amendment Bill, paving the way for accommodating the updated political-administrative map in the national emblem."

The bill now goes to the Upper House of the Nepali Parliament -- the National Assembly where the same procedure will be followed. After passage in the House and accent by the Nepal President, the law or the amendment will come into force giving constitutional backing to their map which is at the heart of diplomatic row with India.

Nepal Parliament's special session began on Saturday to discuss a key Constitution amendment bill tabled by the government to revise the country's political map, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India.

The House of Representatives opened the discussion on the amendment bill which will be put for voting after the deliberations are over, said spokesman at the Parliament Rojnath Pandey.

He said the House has been working to put the bill to vote on Saturday.

Endorsement of the bill is certain as the Opposition Nepali Congress and Janata Samajwadi Party-Nepal have vowed to back for the government bill to amend Schedule 3 of the constitution to update the national emblem by incorporating the new map, sources said.

The bill will be endorsed through a consensus, a senior minister told PTI.

Two-thirds majority of the 275-member Lower House is required to pass the bill.

Once the bill is passed by the Lower House, it will be sent to the National Assembly where it will undergo a similar process.

The NA will have to give lawmakers 72 hours to move amendments against the bill's provisions, if any.

After the National Assembly passes the bill, it will be submitted to the President for authentication, after which the bill will be incorporated in the Constitution.

On June 9, the Parliament unanimously endorsed a proposal to consider the bill to pave way for endorsing the new map.

The government on Wednesday formed a nine-member team of experts to collect historical facts and evidence related to the area.

Diplomats and experts, however, questioned the government's move, asking why the task force was formed when the map has already been released and approved by the Cabinet.

The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated a 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.
