The Apex Council of the Board of Control for Cricket in India (BCCI) met virtually on Saturday and the three major areas of focus as per the agenda was the upcoming tour of Australia, England's visit post the Australia series and starting the Indian domestic season with an eye on the coronavirus pandemic.

Speaking to ANI, a BCCI official who was part of the meeting said that the board is very much looking at hosting England in India and bio-secure bubble will be created in three-four venues with the pink-ball Test either being played in Ahmedabad or Kolkata.

"The idea is to create bio-secure bubble across three to four venues as per permission from the government. The pink-ball Test will be held either in Ahmedabad or Kolkata. That call will be taken at the right time looking at the conditions. But yes, England is coming over to India," the official said.

Asked about the Australia series, the official said that the 14-day quarantine will happen as of now. One of the major areas of concern when it comes to the Australia series was the quarantine period that the Indian players need to undergo after moving to the country post the IPL in UAE.
<script src="https://jsc.mgid.com/a/n/aninews.in.713570.js" async></script>

While the Australian government had time and again hinted that there cannot be any relaxation, the BCCI has been requesting Cricket Australia to find a solution as the Indian players are already part of the bio-secure bubble due to the ongoing IPL.

"Looks like the quarantine phase will remain 14 days. The venues remain as it was and the itinerary has come in. We will be going directly from the UAE so the idea is to see if the quarantine period can be decreased. But as of now, doesn't look like," the official said.

The fate of the domestic season and the domestic cricketers is definitely something that still hangs in balance because creating individual bio-secure bubbles to host a complete Ranji Trophy season doesn't look feasible in the current scenario. Calls have been made to play out the Mushtaq Ali T20 tournament as that would be more convenient.

The official said they are looking at only Ranji Trophy and women's one-days at present. "This is a dicey situation as we need to be cautious with so many teams and players involved. As of now, we are looking at a January start with the Ranji Trophy and women's one-dayers being played. But we have to constantly monitor the situation before we get underway," the official said.

The 2018-2019 accounts of the BCCI was also approved in the meeting.

Political scientists Alan Chong and Quang Min Pham bring with their edited volume, Critical Reflections on China’s Belt and Road Initiative (Palgrave MacMillan, 2020), originality as well as dimensions and perspectives to the discussion about the Belt and Road that are highly relevant but often either unrecognized or underemphasized.

The book is about much more than the material aspects of China’s Belt and Road Initiative. In fact, various chapter authors use the Belt and Road to look at perhaps the most fundamental issue of our times: how does one build a global world order and societies that are inclusive, cohesive and capable of managing interests of all stakeholders as well as political, cultural, ethnic and religious differences in ways that all are recognized without prejudice and/or discrimination?

In doing so, the book introduces a moral category into policy and policy analysis. That is an important and commendable effort even if it may be a hard sell in an increasingly polarized world in which prejudice and bias and policies that flow from it have gained new legitimacy and become mainstream in various parts of the world.

Nonetheless, it allows for the introduction of considerations that are fundamental to managing multiple current crises.

One just has to look at the pandemic the world is trying to come to grips with, the need for a global health care governance that can confront future pandemics, and the world’s environmental crisis to realize the relevance of former Singaporean diplomat and public intellectual Kishore Mahbubani’s description of the nation state system as a boat with 193 cabins and cabin administrators but no captain at the helm.

In his contributions to the book, Chong looks for answers in the experience of ancient Silk Road travellers. That may be a standard that a Belt and Road managed by an autocratic Chinese leadership that is anything but inclusive would at best struggle to meet.

That does not detract from the book being an invaluable and unique contribution to a vast literature on the Belt and Road.

Critical reflections on China’s Belt and Road Initiative

In a move that is bound to increase trade between the two countries, India has allowed market access for 5 Bhutanese agricultural products. This will also allow Bhutan to gain access to large Indian market.

Now, Bhutan can market its Areca nuts, Mandarin Oranges, Apples, Potatoes and Ginger in India. Bhutan can access Indian market with immediate effect. The decision in this regard got impetus during the visit of Indian trade minister Piyush Goyal to Bhutan in February this year.

India's envoy to Bhutan Ruchira Kamboj called the development, "a key commitment to grow our bilateral trade".

India's Ministry of Agriculture &amp; Farmers Welfare on 14th October had issued the notification that was published in the Gazette of India on 16 October 2020, notifying five agri-products originating from Bhutan in the Plant Quarantine (Regulation of Import into India) Order, 2003.

A release by the Indian mission in Bhutan said, "India and Bhutan share exceptionally close and friendly ties inclusive of matters pertaining to trade and commerce. Agriculture being an important sector in the economy of both countries, this decision to allow market access for these agricultural commodities was arrived at after detailed deliberation".

Meanwhile, Bhutan's Ministry of Agriculture &amp; Forests has allowed import of Tomato, Onion, and Okra from India under the Plant Quarantine Rules and Regulations of Bhutan, 2018.

The decision comes after talks between India's National Plant Protection Organization and Bhutan's Agriculture and Food Regulatory Authority (BAFRA) and the Embassy of India, Thimphu. Earlier only two Bhutanese agri-products – asparagus and cardamom – were listed in the Plant Quarantine Order of India which meant -- Bhutan could formally export only these two commodities to India.

India will also be setting up a Plant Quarantine (PQ) centre at Jaigaon, one of the key route of trade route between the 2 countries. An Indian Plant Protection officer has been deployed and will assume office shortly. Till date, Bhutanese agri-traders had to wait for the PQ officer stationed at Panitanki on the India-Nepal border, to visit Jaigaon for clearance of their agri-exports to India.

India is Bhutan's largest trading partner. In 2018, the total bilateral trade between the two countries stood at Rs. 9227.7 crores. Major exports from India to Bhutan are mineral products, machinery and mechanical appliances, electrical equipment, plastics and articles. The major items of export from Bhutan to India are electricity, ferro-silicon, portland cement, dolomite etc.

The BJP on Monday accused National Conference supremo Farooq Abdullah of making "seditious and anti-national" remarks on the issue of restoring the special status of Jammu and Kashmir and said he had become a "hero in China".

BJP national spokesperson Sambit Patra said that the National Conference MP and former chief minister of Jammu and Kashmir in an interview to a TV channel stated that "with China's support", Article 370 of the Constitution, which conferred special status to Jammu and Kashmir, will be restored.

Addressing a press conference at the party office, Patra claimed Abdullah has also justified China's recent aggression at the Line of Actual Control (LAC) by saying that the abrogation of Article 370 by the Indian parliament has irked and disturbed the communist country.

Underlining that Article 370 was abrogated in a "constitutional manner" by the Indian parliament, the BJP leader said, "Abdullah remarks are seditious and anti-national."

Patra said it is painful and worrisome that a former chief minister and sitting MP makes such a statement and "justifies the expansionist attitude of China".

Parliamentarians from opposition parties have the right to attack and criticise the government, but "does it suit a sitting MP to speak against the interests of his own country out of frustration against Prime Minister Narendra Modi", he said.

Drawing parallels between the remarks of Abdullah and Congress leader Rahul Gandhi, Patra said they both have a similar mindset and are two sides of the same coin.

"It is not just Farooq Abdullah who makes such statements. Rahul Gandhi also does so. If you look back into history and listen to the recent statements of Rahul Gandhi, you will find that both these leaders are two sides of the same coin," Patra said.

He said that by questioning the Balakot airstrike, Rahul Gandhi had become a hero in Pakistan and, similarly, with the recent remarks "Abdullah has become a hero in China."

US Secretary of State Mike Pompeo on Friday weighed in on the ongoing standoff between India and China at the Line of Actual Control (LAC). Pompeo asserted that there was a need for closer ties between India and the US in order to counter China. He warned of China's growing might on India's doorstep.

"They absolutely need the United States to be their ally and partner in this fight," Pompeo said of his four-way meetings earlier this week in Tokyo with his counterparts from India, Japan and Australia. He said this in a radio interview with hot Larry O'Connor.

"The Chinese have now begun to amass huge forces against India in the north," Pompeo told radio host Larry O'Connor.

"The world has awakened. The tide's begun to turn. And the United States under President Trump's leadership has now built out a coalition that will push back against the threat," he said.

After his visit to Tokyo, Pompeo is due to travel to New Delhi with Defence Secretary Mark Esper for annual talks with Indian counterparts.

Deputy Secretary of State Stephen Biegun will also travel to India next week to prepare the meeting, the State Department said.

Tensions have soared between India and China since violent hand-to-hand fighting in the Himalayan region of Ladakh in June that left 20 Indian troops dead.

China has acknowledged suffering casualties but has not revealed any figures.

Citing national security grounds, New Delhi has since banned dozens of Chinese apps including TikTok, the blockbuster video-sharing platform which had counted on India as its largest overseas market.

Despite wide concerns about China, India has historically shied away from formal alliances with outside powers under its doctrine of "strategic autonomy."

Asked at the conservative Heritage Foundation about tensions with China, India's ambassador to the United States, Taranjit Singh Sandhu, stressed that the Asian powers had historic linkages and welcomed each other's scholars.

US-India ties have been rapidly growing and "this relationship has a much wider perspective than simply China," Sandhu said.

But he said he expected India and the United States to discuss boosting defense ties during the visit by Pompeo and Esper.

"I would underline that there is a great further potential for our defense cooperation," he said.

India on Friday successfully flight tested the indigenously-developed Anti-Radiation Missile (Rudram-1), which can hit any radio frequency emitting target.

Defence Minister Rajnath Singh lauded the Defence Research and Development Organisation and other stakeholders for the successful test of the first indigenous anti-radiation missile for the Indian Air Force.

"New generation Anti-Radiation Missile (Rudram) was successfully flight tested onto a radiation target located on Wheeler Island off the coast of Odisha," the DRDO said in a statement. The missile was launched from a Su-30 MKI fighter aircraft.

The missile is integrated on the Su-30 MKI fighter aircraft as the launch platform, having capability of varying ranges based on launch conditions.

"It has INS-GPS navigation with Passive Homing Head for the final attack. It hit the radiation target with pin-point accuracy," the DRDO said.

The Passive Homing Head can detect, classify and engage targets over a wide band of frequencies as programmed. The missile is a potent weapon for the IAF for suppression of enemy air defence effectively from large stand-off ranges.

With this, the country has established indigenous capability to develop long-range, air-launched anti-radiation missiles for neutralising enemy radars, communication sites and other radio frequency emitting targets.

Earlier this month, the DRDO tested the anti-submarine weapon system, in a boost to naval warfare capabilities.

For Japan, it was the first time its new prime minister hosted international emissaries. For the United States, it was the first trip to Asia by its top diplomat in more than a year.

So when Prime Minister Yoshihide Suga and Secretary of State Mike Pompeo greeted each other in front of a bank of American and Japanese flags Tuesday in Tokyo, they exchanged what was surely the longest fist bump in their nations’ seven-decade alliance, a nearly 15-second joining of knuckles.

The physicality of the gesture highlighted the importance that both sides put on meeting in person to demonstrate the solidity of their bond in the face of rising challenges from China, even amid a widening coronavirus outbreak inside the White House and Japan’s cautious approach to opening its borders to foreign travelers.

The Tokyo gathering, which included the foreign ministers of Australia and India — the other two members of a strategic partnership known as the Quad — was scheduled before President Donald Trump contracted the coronavirus. The fact that it went ahead, even as many summits have moved online during the pandemic, signaled that parts of the Trump administration value multilateral relationships despite his “America First” agenda.

“Given all the insanity that is going on in Washington, D.C., right now, this is a really positive development,” said Gordon Flake, chief executive of the Perth US-Asia Centre at the University of Western Australia.

“The fact that the U.S. is showing up despite all the other problems in the world and domestic problems in the White House right now shows the level of importance that even the U.S. places on these three key partners,” he added. “Without Japan, India and Australia, there really is no regional response to the security challenges of the coming decades.”

There is little question about from where those challenges are coming.

With Chinese military aggression rising in the region and Beijing cracking down on Hong Kong, the four countries are looking for ways to cooperate in military, economic and technological realms — and deliver a message of solidarity to a watchful Beijing.

As Trump has pulled the United States back from the global stage, China has had a “remarkably fertile environment for growing Chinese influence in the region and undermining the U.S. influence, which is the Chinese objective,” Flake said. Instead, its deepening hawkishness and authoritarianism have “served to alarm the region as a whole.”

Yet only the United States, which has taken an especially hard line against China — pushing relations to their lowest point in decades — seemed willing to name the threat explicitly in Tokyo.

In Pompeo’s remarks Tuesday evening, he said that the Quad’s members needed to protect their people from China’s “exploitation, corruption and coercion,” and he blamed China for a cover-up of the initial coronavirus outbreak in Wuhan. A statement about Pompeo’s meeting with the Australian foreign minister, Marise Payne, described their discussions of “China’s malign activity in the region.”

Payne’s comments on Facebook about the meeting with Pompeo did not call out China by name, but her implication was clear.

“Whether it is individual human rights, market-based economies, countering disinformation or building greater resilience into our supply chains,” she wrote, “our common values and interests mean we share a vision for a free, open and prosperous Indo-Pacific.”

Diplomats and analysts know well that variations on the catchphrase “free and open Indo-Pacific” — which was invoked in remarks by Payne; Japan’s foreign minister, Toshimitsu Motegi; and India’s foreign minister, Subrahmanyam Jaishankar — are all directed at China.

American officials have followed the bellicose example set by Trump, who has bashed China to improve his reelection prospects. The Quad’s other members, mindful of their geographic proximity and economic reliance on China, were more circumspect in their criticisms.

A day before the foreign ministers arrived in Tokyo, Katsunobu Kato, Japan’s chief Cabinet secretary, said that “stable relationships with both the U.S. and China, the two largest economic powers, are extremely important in the international community.”

Japan, aware of the economic might of its largest trading partner and its own limited military options, needs to pursue a delicate balancing act, experts said.

“When we talk about the Quad, some people express their concern about what China might think about it,” said Narushige Michishita, director of the Security and International Studies Program at the National Graduate Institute for Policy Studies in Tokyo. “If we talk about China in this setting, China would regard this as a containment conspiracy, so this sentiment still remains.”

The Quad, Michishita said, is “about China, but we say it’s not about China. Everybody knows it. China knows it. We don’t have to say it too much.”

Cooperation between the four countries, formally known as the Quadrilateral Security Dialogue, began in 2004 to coordinate disaster relief and humanitarian assistance in the wake of the devastating tsunami that killed hundreds of thousands across Indonesia, Thailand, India, Sri Lanka and South Africa.

But as the grouping evolved into a diplomatic and security partnership that Beijing perceived as a direct effort to contain its rise, Australia and India grew wary of a backlash from China, and the group collapsed.

“It was too early,” said Lavina Lee, a senior lecturer in international relations at Macquarie University in Sydney. The early version of the Quad “was preempting and creating a security dilemma where none existed.”

“But now we’re in a very different phase of history,” Lee said. “Since 2012, China has become much more clearly assertive and aggressive in terms of its territorial aggression and ambitions of where it sees itself in the region, and under COVID conditions that is not letting up at all.”

In June, China and India engaged in their worst border clash in 40 years, and relations between Australia and China have deteriorated since Australia attributed a surge of cyberattacks to Beijing and launched an investigation into allegations of a Chinese government plot to manipulate the country’s politics.

Japan has also grown more vigilant as China has repeatedly sent ships to patrol waters around the Senkaku Islands, administered by Japan but contested by China.

“If you had Venn diagrams and put together all of their definitions, I think you would see a fairly large overlap in how each of those four countries think about security in the region — that there should be freedom of navigation and open trade, and that countries should not be coerced into accepting outcomes that are against their interests,” said Bonnie Glaser, director of the China Power Project at the Center for Strategic and International Studies in Washington.

While no joint statement was on the agenda for the four nations, they were expected to discuss the possible development of an investment fund to help developing Asian countries with infrastructure projects, a counter to China’s Belt and Road initiative; cooperation on supply chains to reduce reliance on China; the development of 5G networks that do not depend on Chinese technology giant Huawei; and an invitation to Australia to join naval war exercises with the other three countries.

Pompeo’s message in Japan: Countering China is worth meeting face to face

India and Japan have finalised text of the cybersecurity agreement that promotes cooperation in security and resilience in the areas of Critical Information Infrastructure, 5G, Internet of Things (IoT), Artificial Intelligence (AI).

Earlier on Wednesday in Tokyo, External Affairs Minister Dr S Jaishankar met Japanese FM Motegi Toshimitsu for the 13th India-Japan Foreign Ministers’ Strategic Dialogue. EAM is on a 2 day Japan visit, and on the first day participated in the Quad--India, Japan, US, Australia FMs meet.

During the meet, the Indian read out said, both the ministers emphasized that a "free, open and inclusive Indo-Pacific region" must be premised on "diversified and resilient supply chains" and welcomed the Supply Chain Resilience Initiative between India, Japan, Australia agreed last month.

Both sides reaffirmed "similarities in their respective Indo-Pacific visions," that are based on "rule of law and respect for sovereignty and territorial integrity". The calls for respect for territorial integrity comes amid Chinese aggressiveness, in South China Sea, with India at Line of Actual control in Eastern Ladakh and with Japan in Senkaku Islands.

Japan has agreed to be the "lead partner in the connectivity pillar" of the Indo-Pacific Oceans’ Initiative (IPOI). The initiative was proposed by Indian PM in November at the East Asia Summit in Bangkok.

Other key issues discussed between the 2 foreign ministers were UN Reforms, North Korea developments.

India, Japan hold strategic dialogue; focus on expanding collaboration in third countries

Weeks after India and China engaged in their deadliest border clash in decades, the sight of an American nuclear-powered aircraft carrier entering the Bay of Bengal drew attention across the region.

The carrier, the USS Nimitz, and its strike group deployed to the area in mid-July to conduct an exercise with the Indian Navy in pursuit of a “free and open Indo-Pacific,” according to a statement by the U.S. Navy’s 7th Fleet, whose headquarters are in Japan. But as tensions soar between India and China, two nuclear-armed neighbors, the joint operation took on a greater significance.

“It was symbolic,” said Tanvi Madan, the director of the India Project at the Brookings Institution. “It’s also signaling to China and others that the U.S. is standing by India.”

As the rivalry between India and China intensifies, the United States and India have taken their shared anger toward Beijing and forged stronger diplomatic and military ties that could alter the balance of power in the region. Officials note that while that friendship has been on an upswing over the past two decades, the border dispute with China has accelerated relations between the countries.

“Both the U.S. and India have recognized the importance of the other,” said Nisha Biswal, an assistant secretary of state for South and Central Asian affairs during the Obama administration. “It’s not a surprise that the Indians are looking for like-minded strategic and security partners, given concerns around a destabilizing environment in the Indo-Pacific.”

But social justice advocates worry that the Trump administration is turning a blind eye to India’s rights abuses against Muslims under Prime Minister Narendra Modi, prioritizing military and geopolitical alliances over all else.

“They are warming relations under the same authoritarian banner,” said Wasim Dar, who campaigns for rights of people in the disputed territory of Kashmir. “They’re prioritizing military, or hegemony, over any kind of human rights or political freedom.”

The United States and India have increasingly soured on China in recent years.

A looming presidential election in the United States — and President Donald Trump’s eagerness to paint China as a rival — has caused Washington to sharply shift its policies toward Beijing. The Trump administration has taken a series of economic, political and diplomatic actions against China, citing its crackdown on democratic protests in Hong Kong, human rights abuses against the largely Muslim Uighur minority, unfair trade practices and aggressive expansion into the South China Sea.

At the same time, India and China have engaged in increasing aggression in recent months.

In June, Indian and Chinese troops brawled along a land border in the Himalayas, killing 20 Indian soldiers. In August, a soldier in the secretive force of Tibetan refugees working for the Indian Army was killed by a land mine. In September, both countries blamed each other for firing gunshots in the same region, the first time military fire had been recorded in the area for decades.

“Nobody’s backing down. They’re going to go through the winter like this,” said Vikram Singh, senior adviser to the Asia program at the U.S. Institute of Peace. “Now you’ve got a situation where there’s a whole bunch more flash points at a tactical level.”

Washington’s relationship with India has a rocky history. During the Cold War, the United States grew closer with Pakistan, India’s border rival, and Russia with India. U.S. relations with India started to warm in 2000 after President Bill Clinton became the first American president to visit the country since 1978. Since then, every American leader has made the trip to India and extolled the virtues of teaming with the world’s largest democracy.

Still, the United States and India have not signed a formal alliance. India, which for years has maintained a stance of nonalignment, has been reluctant to engage.

But the Himalayan crisis is helping change that.

India’s increasing focus on China — a turnaround from the days when Pakistan claimed most of its attention — is a welcome sign for American diplomats, who believe the shared anger can draw India into a strategic partnership that will help neutralize China’s growing influence in the region.

Of most interest, experts say, is whether the border dispute will move India closer into a regional partnership with the United States, Japan and Australia — known as the Quadrilateral Security Dialogue, or “Quad.”

The forum — proposed in 2007 by the Japanese prime minister at the time, Shinzo Abe — was billed as the Asian “arc of democracy.” China has seen it as a threat to its dominance in the region, saying the Quad is a U.S. attempt to create an Asian version of the North Atlantic Treaty Organization directly aimed at counterbalancing its interests.

In the past, India was hesitant to fully engage in the partnership, spurned by Australia’s exit in 2008 and fearful of upsetting China and ruining its trade ties with the country. Australia has since rejoined.

But former State Department officials and diplomacy experts note China’s aggressive actions have started to backfire, pointing to recent moves that show India is more willing to participate in a coalition that is seen by most as anti-China.

Modi signaled in his call with Japan’s new prime minister, Yoshihide Suga, that the two countries must work together for a “free, open and inclusive Indo-Pacific region,” echoing language used by the Quad and United States.

India’s minister of external affairs, Subrahmanyam Jaishankar, has also become increasingly vocal about the partnership, experts say, and will meet in Tokyo on Tuesday with Secretary of State Mike Pompeo and the foreign ministers of Japan and Australia for the Quad’s second official meeting.

“The goal before was, don’t provoke China too much,” said Richard Fontaine, who served as Sen. John McCain’s foreign policy adviser and is now chief executive of the Center for a New American Security. “But now, with China acting the way it is, there’s no longer the sense of as much restraint on what India might do with the United States.”

Should India become more willing to turn the forum into a strategic alliance, it could prove beneficial for the region, State Department officials have said. “Anything of the fortitude of NATO or the European Union” does not exist there, said Stephen Biegun, the deputy secretary of state. He added that while India was a “centerpiece” of the U.S.’ strategy in the Indo-Pacific region, it cannot be taken for granted that India wants to cement a formal partnership.

But some scholars say the tide has turned, and the relationship can go only one way. “The direction of U.S.-India relations is clear now — toward closer cooperation,” said Brahma Chellaney, a professor of strategic studies at the Center for Policy Research, a New Delhi think tank. “That will be the main fallout of China’s aggression in the Himalayan region.”

Jaishankar and his Chinese counterpart, Wang Yi, have pledged to ease tensions along their contested border. However, a joint statement they issued in September fails to address key differences behind the border dispute, including the exact demarcation of the contested territory.

India and the United States are also looking to increase military cooperation. Over the years, India has accelerated its weapons purchases from the United States. It is slated to buy upward of $20 billion in U.S. arms in 2020, a sharp increase from nearly zero in 2008, according to the State Department.

More recently, India has sought to fast-track a purchase 30 MQ-9B SkyGuardian drones from General Atomics in a deal that is likely to exceed $3 billion, according to industry officials. The drones could be deployed to India’s disputed border region with China and significantly expand its surveillance over the area. The news was reported earlier by India Today.

In September, the United States also signed a defense agreement with the Maldives, the small island nation hundreds of miles southwest of India, that provides the United States an opportunity to counter China’s ability to expand its presence in the region. India has been historically skeptical of foreign military presence so close to its borders but blessed the deal.

Diplomats are watching to see if India invites Australia to participate in a naval exercise it holds with Japan and the United States. It would be another sign that India is taking the concept of the Quad seriously, experts said. As of Wednesday, India was still considering whether Australia should be included, according to a senior State Department official.

But despite the warming ties, Trump and Modi, both conservatives, have not addressed human rights concerns.

Modi, a Hindu nationalist, has been criticized heavily for actions that have disenfranchised Muslims in India. Last August, Modi revoked a special status for Kashmir that had granted it greater autonomy than other Indian states. After protests erupted over the measure, he clamped down with lockdowns and a suspension of phone and internet services.

Late last year, Modi also introduced a law that laid out a path to citizenship for people from six religious minorities who arrived to India before 2015. Muslims were excluded. The action prompted mass protests across India and resulted in a brutal police crackdown.

Human rights experts say it is troubling that the United States talks so strongly about human rights abuses in China but is willing to engage in deeper diplomatic and strategic ties with India, where similar situations are occurring.

“It’s basically hypocrisy,” Dar said.

But as tensions soar between India and China, two nuclear-armed neighbors, the joint operation took on a greater significance. “It was symbolic,” said Tanvi Madan, the director of the India Project at the Brookings Institution. “It’s also signaling to China and others that the U.S. is standing by India.” As the rivalry between India and China intensifies, the United States and India have taken their shared anger toward Beijing and forged stronger diplomatic and military ties that could alter the balance of power in the region. “It’s not a surprise that the Indians are looking for like-minded strategic and security partners, given concerns around a destabilizing environment in the Indo-Pacific.” But social justice advocates worry that the Trump administration is turning a blind eye to India’s rights abuses against Muslims under Prime Minister Narendra Modi, prioritizing military and geopolitical alliances over all else. ALSO READ | Even the White House’s testing regime couldn’t stop coronavirus “They are warming relations under the same authoritarian banner,” said Wasim Dar, who campaigns for rights of people in the disputed territory of Kashmir. “They’re prioritizing military, or hegemony, over any kind of human rights or political freedom.” The United States and India have increasingly soured on China in recent years. “Now you’ve got a situation where there’s a whole bunch more flash points at a tactical level.” Washington’s relationship with India has a rocky history. Of most interest, experts say, is whether the border dispute will move India closer into a regional partnership with the United States, Japan and Australia — known as the Quadrilateral Security Dialogue, or “Quad.” The forum — proposed in 2007 by the Japanese prime minister at the time, Shinzo Abe — was billed as the Asian “arc of democracy.” China has seen it as a threat to its dominance in the region, saying the Quad is a U.S. attempt to create an Asian version of the North Atlantic Treaty Organization directly aimed at counterbalancing its interests. “But now, with China acting the way it is, there’s no longer the sense of as much restraint on what India might do with the United States.” Should India become more willing to turn the forum into a strategic alliance, it could prove beneficial for the region, State Department officials have said. “That will be the main fallout of China’s aggression in the Himalayan region.” Jaishankar and his Chinese counterpart, Wang Yi, have pledged to ease tensions along their contested border.

Russia has said that it is working with India for "common approaches" for development in pacific and Indian ocean, even as both celebrate 20 years of establishment of "strategic partnership". Both sides signed the “Declaration on the India-Russia Strategic Partnership” in October 2000 during the visit of Russian President Vladimir Putin that year.

Russian envoy to India Nikolay Kudashev speaking on the occasion said, "strategic partners means to proceed from the unity of destinies and to form common approaches and views on common on issues directly connected to the existence of our countries and peoples".

Explaining,"These include jointly finding solutions to problem....working out common approaches to the vision of regional development: in Pacific and Indian Oceans, or in Persian Gulf."

The comments assume significance even as India and the United States are working on Indo-Pacific concept, which New Delhi has also raised with Moscow.&nbsp;

The Russian envoy mentioned how both countries are jointly dealing with "Covid-19 pandemic, countering new challenges and threats-- terrorism, drug trafficking, transnational organized crime, attempts to rewrite the history of the Great Victory".

Amid the COVID crisis, India had sent hydroxychloroquine used in the treatment of the disease to Russia. Russia is sending its COVID vaccine Sputnik V to India, but subject to regulatory approval in the country.

The envoy said, "Special and privileged partnership" can be described by "unprecedented, unparalleled level of confidence" and "it means a situation when partner’s views, opinions, positions are by default embedded in Moscow’s or New Delhi’s approaches to key problems of the day or to key problems of developing our bilateral relations."

Adding," future of Eurasia and other regions of the world belongs to this partnership"

Working on common approaches with India in Pacific, Indian Ocean: Russia

The standoff between India and China has been going on for over five months now. As per latest reports, China has deployed light tanks opposite the Indian territory in Ladakh. India has deployed tanks along the Line of Actual control as well and Indian tank commanders strongly feel that Chinese tanks will be no match for India's T-90 and T-72 tanks in case an armoured battle breaks out.

"I believe that in case there is a battle involving the tanks during the present situation and they deploy their light tanks, I can assure you that it won`t survive against our T-90s and the T-72s,"&nbsp;a tank commander told ANI&nbsp;on the condition of anonymity as he was not officially authorised to talk to the media.

China has recently deployed T-15 light tanks and the Chinese media has been claiming that these tanks will be effective in the mountainous region and in valleys. But Indian commanders maintain that India's T-90 and T-72 tanks along with BMP-2 infantry combat vehicles can operate in temperature ranges of minus 40 degrees to 50 degrees.

Asked about the performance of the tank in the high mountainous terrain, the commander told ANI that&nbsp;the Russian-origin T-90 tank is very well-suited for operations in extreme cold weather conditions that exist in the country of origin of the tank. Almost all along the LAC, there are multiple locations where tanks have been deployed from both sides from Depsang plains in the DBO sector, the southern bank of Pangong lake including the Spanggur gap area and the Chumar-Demchok sector in the southern part.

ANI quoted sources as&nbsp;saying that&nbsp;the Chinese tanks and infantry combat vehicles including the T-99s and the PTZ had&nbsp;been deployed in significant numbers by the Chinese opposite Indian territory and backed by the long-range artillery and surface-to-air missile defence systems as part of its aggressive posturing against India since April-May timeframe this year.&nbsp;

India has successfully test-fired a new version of nuclear-capable&nbsp;Shaurya missile on Saturday afternoon off the coast of Odisha.

This new version of the nuclear-capable missile will be&nbsp;be inducted in the strategic forces and is being claimed to complement the existing missiles in the same class. This missile, however, will be lighter and easier to operate as compared to the existing ones.

In the last phase while moving close to its target, the missile moves at hypersonic speeds, the sources said.

In a big development, Armenia has said that it "can't&nbsp;exclude the possibility" of Pakistani fighters on the ground fight along with "mercenaries operating in Azerbaijan".

Armenia's Deputy Foreign Minister Avet Adonts speaking to our Principal Diplomatic Correspondent Sidhant Sibal from Yerevan said," It won't be a surprise for us", recalling how in the 1990s Pakistani nationals were present when war broke in Nagorno Karabakh. He also slammed turkey for sending Jihadis to Azerbaijan explaining "this imposed or instigated war" has been "well planned jointly with Turkey". Clashes have broken between Armenia and Azerbaijan in past few days over Nagorno Karabakh region leaving several dead and fears of spillover in the region.

WION: What is the current situation at the Armenia-Azerbaijan?
Avet Adonts: The dictatorship of Azerbaijan backed by Turkey instigated large scale war. Large scale war is taking place on the ground. On September 27, early morning between 6 to 7 am, they — Azerbaijan with its military instruments, the airplanes, heavy artillery, tanks all possible supply to start a massive attack towards nagorno karabakh along the entire contact line between nagorno karabakh and Azerbaijan, targeting the civilian population, capital of the area and many casualties are there. Defence forces of Nagorno Karabakh has reacted in a defensive manner, but in a targetted way but in a defensive manner to the aggression by Azeri military forces jointly with the Turkish. The military operation, defensive operations of nagorno karabakh is providing security of its population, it is about 150,000 people of Armenian origin which used to live there. Its a large scale war between nagorno karabakh and Azerbaijan backed by Turkey. They are expanding the geography of this war, they are approaching Armenian as well, taking into account — on Armenian territory, the Armenia aeroplane has been down days ago. We have witnessed next to the capital to Armenia the drones of Azerbaijan. They were downed, but it is another attempt to provoke another escalation.&nbsp;

WION: What kind of global support you are getting?
Avet Adonts: The international community is well aware, this imposed or instigated war has been well planned, well planned jointly with Turkey. So, its very obvious, obvious documentary proof. No alternative opinion. The situation needs a de escalation, its very obvious. All the international community, with its leaders, are calling to de-escalate the situation. To stop the military operation, but the destination of all these urgent calls are Azerbaijan and Turkey. &nbsp;Why I am saying Turkey, because, Turkey is very much involved, within the military operation which has been initiated by Azerbaijan. It is a new component of part of the political map, they are practically there--helping not only politically, supporting the country politically as well in a very practical way, the military presence, weapon system, starting with the planes, ending with the drones and military personnel.&nbsp;

WION: Turkey's role in the situation? Is it sending Jihadis?
Avet Adonts: This is not a question, many people and media were questioning days ago. It is very obvious. Not only Jihadis but mercenaries from Northern Part of Syria. They have arrived in Azerbaijan, via Turkey and Turkey was very instrumental in the recruitment process. The number is very different, starting with 1000, ending with 5000. It is very very obvious, proven that they are there, there to fight against Nagorno Karabakh people.

WION: What do you expect from India?
Avet Adonts: First, we value very much quality and dynamics of our cooperation with India. India is very much crucial partner for Armenia, not only in our bilateral agenda but also within the region and international agenda. This is very much in line with the treaty of friendship and cooperation we are implementing jointly with India. As I mentioned in beginning, the de-escalation is very important as well as the unacceptability of this is hugely important. The joint statement produced by OSCE Minsk group — Russia, US, France, Putin, Trump, macron, they have called for stopping the military operation and the 3rd party is very much involved, the name of 3rd party is Turkey.&nbsp;

WION: Reports of Pakistani support in terms of sending men on the ground? True?
Avet Adonts: You know, the single country that has supported Azerbaijan in it, within this development. The single country is Turkey with its military and political support, and Pakistan. Many medias are reporting, Pakistani fighters have left Pakistan, and again via Turkey they have reached Azerbaijan to join the mercenaries operating in Azerbaijan. It won't be a surprise for us. Practically it will be proven very soon.&nbsp;

WION:&nbsp;Your think, considerable possibility of Pakistani nationals on the ground?
Avet Adonts: We can't exclude this possibility, taking into account, they used to act in the same way at the beginning of 90s during the large scale war in Nagorno karabakh. With ceasefire agreement in 1994, these guys were there, of Pakistani origin. It would not be a surprise for us if they will be present this time as well. Since Thursday different media have been aggressive, reporting they are already there.&nbsp;

In a big development, Armenia has said that it "can't exclude the possibility" of Pakistani fighters on the ground fight along with "mercenaries operating in Azerbaijan".

In a big development, Armenia has said that it "can't exclude the possibility" of Pakistani fighters on the ground fight along with "mercenaries operating in Azerbaijan". Avet Adonts: The dictatorship of Azerbaijan backed by Turkey instigated large scale war. Large scale war is taking place on the ground. On September 27, early morning between 6 to 7 am, they — Azerbaijan with its military instruments, the airplanes, heavy artillery, tanks all possible supply to start a massive attack towards nagorno karabakh along the entire contact line between nagorno karabakh and Azerbaijan, targeting the civilian population, capital of the area and many casualties are there. Defence forces of Nagorno Karabakh has reacted in a defensive manner, but in a targetted way but in a defensive manner to the aggression by Azeri military forces jointly with the Turkish. The military operation, defensive operations of nagorno karabakh is providing security of its population, it is about 150,000 people of Armenian origin which used to live there. Its a large scale war between nagorno karabakh and Azerbaijan backed by Turkey. The defence ministry on Thursday sealed a deal with a Nagpur-based company for supply of 10,00,000 hand grenades to the Indian Army at an approximate cost of Rs 409 crore.

The ministry said the 'multi-mode' hand grenades will replace the "World War II vintage" grenades being used by the Indian Army.

"The Acquisition Wing of the Ministry of Defence (MoD) today signed a contract with M/s Economic Explosive Ltd (EEL), Nagpur, for supply of 10,00,000 multi-mode hand grenades to the Indian Army at an approximate cost of Rs 409 crore," the ministry said in a statement.

"These grenades will be replacing the hand grenade design of World War-II vintage, in use with the Indian Army," it said.

The grenades to be supplied by Economic Explosive Ltd have been designed by the Defence Research and Development Organisation (DRDO), officials said.

"The grenades have a distinctive design, in that, they can be used in both offensive and defensive modes. This is a flagship project showcasing public-private partnership under the aegis of government of India enabling 'Atmanirbharta' (self reliance) in cutting edge ammunition technologies," the ministry said.

India's longest spell of clean air on record came to an end in September when New Delhi, the world's most polluted capital city, recorded a significant deterioration in air quality, partly due to crop waste burning by farmers.

Up until this month, New Delhi and its satellite cities, which last year accounted for half of the dozen most-polluted cities worldwide, had enjoyed respite due to the strict nationwide lockdown to stem the spread of the coronavirus.

But, a pick-up in economic activity and a slightly early start to crop waste burning, a significant source of pollution during the winter months, has made the air more toxic again.

"The gains which we had seen because of the lockdown are lost in September," said Sachchida Nand Tripathi, a professor at the IIT Kanpur and a member of the National Clear Air Mission, a federal body.

In September, the concentration of poisonous PM2.5 particles in a cubic metre of air averaged at 47.64 micrograms, more than 17% higher from the same month last year, according to a Reuters analysis of government data, indicating a "poor" rating.

That is almost twice the level deemed safe by the World Health Organisation (WHO), though it is still below the safety level of 60 micrograms set by SAFAR, India's environment monitoring agency.

In Punjab state, to the north of New Delhi, there were about 70 crop fires in September, more than double the number in the same month last year, according to a study by the Indian Institute of Technology (IIT), Kanpur in northern India.

Air pollution typically worsens during the winter months from October to December.

Last year, New Delhi suffered nine consecutive days in late October, early November when the air quality was hazardous, with a PM2.5 reading of 509.2 micrograms recorded on Nov. 3 by IQ AirVisual, a Swiss-based group that gathers air-quality data globally.

Authorities intensified a campaign to reduce crop waste burning after the outrage caused by last year's sickening air quality levels, and officials say farmers are likely to reduce burning by 75-80% this year.

Pakistan's role in fomenting terror in India and elsewhere is perhaps well-documented. But a new report says that over 80 per cent of surveyed convicted drug peddlers say that most&nbsp;narcotic drugs enter India illegally from Pakistan. A recent article in Eureporter has shed light on this. Eureporter is a Brussells based European multimedia news platform.

A survey was carried out involving 872 convicted drug peddlers. Majority of them (83.94 per cent) said that drugs were mainly trafficked illegally into India from Pakistan. This was followed by Nepal (5.05 per cent) and Afghanistan (4.24 per cent)

A recent report from South Asia Democratic Forum said that number of seizures of consignments containing drugs as well as ammunition indicated that activities of terror groups and drug peddlers had increased. This is particularly evident in Punjab.

In June 2019, customs officials in Amritsar seized a heroin cargo worth Rs 2700 crore. The drugs were intended to be trafficked to Kashmir.

Pakistani state uses drug trafficking as a way to raise money to fund terror activities. Narco-terrorism is an integral part of Pakistan's state sponsorship of cross-border terrorism. These funds are then used to conduct asymmetric warfare in the region, mainly against India. This in turn is used to achieve certain foreign policy goals.

India has yet again highlighted that victims of 26/11 Mumbai terror attack &amp; Pathankot terror attack are yet to get justice due to Pakistan's "non-cooperative" attitude.

Speaking at the 2nd Ministerial Meeting of the Group of Friends of Victims of terrorism, Secretary (East) Vijay Thakur Singh in ministry of external affairs said, “would like to highlight that, for example, the victims of 2008 Mumbai terror attack and 2016 Pathankot terror attack are yet to get justice."

Pointing at Pakistan said, “This is due to the unwillingness and non-cooperative attitude of a particular country."

Both the attacks were perpetrated by Pakistan based terror groups and despite India giving evidence of their involvement, Islamabad has taken on action against them.

Indian Diplomat said that "While terrorists can never succeed in achieving their nefarious objectives" they leave behind a "trail of death and destruction" &amp; even, amidst the ongoing pandemic, "terrorism continues to pose a critical threat to international peace and security", stepping up the use of information technology "for propaganda and for issuing threats further exacerbating the stress on victims of terror."

India has been calling for a common definition of terror via CCIT or Comprehensive Convention on International Terrorism at the United Nations. Proposed in 1996 by India, the draft remains stuck due to lack of consensus at the world body.

Secretary (East) elaborated on the impact of terrorism on women and children saying “Acts of terrorism not only violate the rights of individual victims but they also deeply affect the enjoyment of a range of rights by the families of the victims and society as a whole."

Adding," Measures aimed at addressing the needs of the victims of terrorism, therefore, should factor in the sensitivities of these vulnerable sections of the society. Efforts should also be made to work with the victims to build a counter narrative against the hateful propaganda of terrorism."

Group of Friends of Victims of Terrorism was launched last year by UN Secretary-General António Guterres. Group is the initiative of the Permanent Missions of Afghanistan and Spain to the United Nations, and has 24 Member States including India. Victims of 26/11 Mumbai terror attack and Pathankot terror attack still waiting for justice, says India

There seems to be a method behind China’s renewed bellicosity towards India and that has been in the making for the past several years. Behind the charming façade of bonhomie was hidden a sinister design to downsize India.&nbsp;
It was never ever at ease whenever the world linked the two Asian giants through a hyphen.&nbsp;

Given the size of its economy and its influence well beyond South Asia, China found it increasingly difficult to digest worldview of the two Asian countries on equal footing. The rise of the Hindu nationalist government in New Delhi was another sore point as Prime Minister Narendra Modi government sought to deal with&nbsp;
Beijing on equal terms, which was certainly not digestible to it as it was keen to play big brother in the region.

China was also miffed with New Delhi as it sought to strengthen its ties with the Trump regime at a time when the relations between Washington and Beijing were worsening. This happened increasingly 2018 onwards when USA and China were locked in a tit-for-tat tariff war. The coronavirus pandemic further weakened the already-strained ties.&nbsp;

Originating from Wuhan province in China, the pandemic has derailed the world economy and Trump has squarely blamed Beijing for the spread of the disease. On its part, China tried to give a new spin by pushing a conspiracy theory that it was US military personnel who brought coronavirus to China. Angered by China’s insinuation, Trump started dubbing coronavirus as a Chinese virus.

A suspicious China viewed growing bonhomie between President Trump and Prime Minister Modi as a conspiracy against its interests. As angry exchanges between the US and China escalated, President Trump’s apparent shift towards India further piqued Beijing. &nbsp;In fact, many in Trump administration had been favouring prioritising ties with New Delhi to counter Beijing’s growing influence in the world.&nbsp;

The Ladakh incursions by People’s Liberation Army (PLA) came at a time when several countries, including the US, were fuming at China’s continued muscle-flexing in the disputed islands in the South China Sea. China says it has “irrefutable” sovereignty over the islands, also claimed parts of the sea within the maritime boundaries of Taiwan, Malaysia, Vietnam, the Philippines and Brunei.

The Ladakh incursion does not seem like a sudden move. It all began in June 2017 when the two countries were locked in a military standoff on Doklam plateau. China attempted to extend a road on the plateau southwards near the Doka La pass.&nbsp;

Satellite images and intelligence reports are proof that the Chinese had been building several permanent military posts, a few helipads and new trenches not very far from Doklam. Doklam was just a prelude.&nbsp;

China has been surreptitiously fortifying its positions along the LAC since then. China’s game plan is to impose war on India. Although Chinese officials have been maintaining that their country will never be the first to escalate the situation, their actions prove otherwise.&nbsp;

Notwithstanding China's attempts to unilaterally change the status quo along the LAC in Ladakh, it has been blaming India for the current situation. It has put the onus on India to take steps to ease situation by withdrawing its forces from the region, while reiterating that its territory (read occupied territory) cannot be lost.&nbsp;

The statement that Chinese military is "fully determined, capable, and confident to safeguard national sovereignty and territorial integrity" sums up its intentions.

China is eyeing one wrong move from India that will give it the sanction to escalate the situation along the border further. More than the military damages, China wants to impose a heavy cost on India so as to wreck its economy, which has been severely hit by the lockdowns imposed in the wake of the coronavirus. With Indian economy shrinking badly and the fastest of all the countries, any escalation of the situation will deal a body blow to New Delhi.&nbsp;

If that happens then once the world’s fastest-growing economy, India will certainly slip into a mess and the recovery will take several years. With economy in tailspin, India’s influence in the region and beyond would also diminish. There would be immense pressure on the Indian leadership to take some harsh steps to recover from the economic costs that would accrue due to escalation of the situation.&nbsp;

And this is what China wants. It wants to mute all the voices that speak of China and India as the two giants of Asia. Just like India does not want Pakistan to be counted its equal, China detests granting India any status at par with itself.

There seems to be a method behind China’s renewed bellicosity towards India and that has been in the making for the past several years. Behind the charming façade of bonhomie was hidden a sinister design to downsize India.

There seems to be a method behind China’s renewed bellicosity towards India and that has been in the making for the past several years. Behind the charming façade of bonhomie was hidden a sinister design to downsize India. It was never ever at ease whenever the world linked the two Asian giants through a hyphen. Given the size of its economy and its influence well beyond South Asia, China found it increasingly difficult to digest worldview of the two Asian countries on equal footing. The rise of the Hindu nationalist government in New Delhi was another sore point as Prime Minister Narendra Modi government sought to deal with Beijing on equal terms, which was certainly not digestible to it as it was keen to play big brother in the region. China was also miffed with New Delhi as it sought to strengthen its ties with the Trump regime at a time when the relations between Washington and Beijing were worsening. This happened increasingly 2018 onwards when USA and China were locked in a tit-for-tat tariff war. The coronavirus pandemic further weakened the already-strained ties. A suspicious China viewed growing bonhomie between President Trump and Prime Minister Modi as a conspiracy against its interests.
