Rafael Grossi, the head of the International Atomic Energy Agency (IAEA), on Thursday (June 15) visited the Russian-controlled Zaporizhzhia nuclear plant in Ukraine. Grossi said it was unrealistic to expect that Moscow and Kyiv would sign a document ensuring the site's safety when fighting raged nearby.

Grossi, chief of the United Nations nuclear watchdog, was on inspection of the site of the Zaporizhzhia nuclear plant. It is the largest nuclear plant in Europe. Grossi's visit to the nuclear plant has come in the aftermath of the Kakhovka dam breach downstream on the Dnipro River.

The plant has a cooling pond which is used to cool six reactors from potentially disastrous overheating. The Kakhovka reservoir was normally used to refill the pond, but this can't be done now because of its falling water level after the dam breach.

<h2>Situation 'serious'</h2>

Grossi had to pass through a Russian checkpoint to reach the plant. The nuclear plant is located close to the military frontline. Russian news agencies quoted Grossi as saying that the situation at the site was "serious" but there was sufficient cooling water available.

Grossi added that IAEA inspectors will remain at the site.&nbsp;

"We have a political agreement which was formulated at the (United Nations) Security Council. Reaching a written agreement would be unrealistic at this stage because, as we know, there are no peace or ceasefire negotiations between the parties," TASS news agency quoted Grossi as saying.

Grossi said that the trip was "extremely difficult" but also "compact" and "important."

Grossi's visit to Zaporizhzhia nuclear plant had to be delayed by a day because of security reasons. There was heavy fighting between Ukrainian and Russian forces.

Russian forces captured both the nuclear plant and the Kakhovka hydroelectric dam shortly after President Vladimir Putin sent them into Ukraine on Feb. 24, 2022.

Grossi has made repeated calls for an end to hostilities and battles in the vicinity of the nuclear plant so that a miscalculation does not lead to any catastrophic accident. The six reactors inside the nuclear plant are in shutdown.

Russia and Ukraine blame each other for shelling the facility which has repeatedly cut power lines. There are diesel generators at the plant, which also have alternative water sources.

Alexei Likhachev, head of Russia's state nuclear energy firm Rosatom, was quoted by RIA news agency as saying that Grossi had observed during his visit the security measures taken at the plant to ensure its safety following the breach of the dam.

The missile is said to be capable of travelling at hypersonic speeds of up to 15 times the speed of sound and can reportedly penetrate the most advanced&nbsp;missile defence systems.&nbsp;

The hypersonic missile named by the Iranian Supreme Leader Ayatollah Ali Khamenei&nbsp;'Fattah' in Farsi, which roughly translates to “the opener,”&nbsp;as per Al Jazeera, was unveiled&nbsp;on Tuesday, at a ceremony, the images of which were posted by the state media.&nbsp;

It showed Iranian President Ebrahim Raisi and senior commanders of the Islamic Revolutionary Guard Corps (IRGC) at the unveiling of the missile. "Today we feel that the deterrent power has been formed. This power is an anchor of lasting security and peace for the regional countries," said Raisi&nbsp;at the event, as per the Associated Press.&nbsp;

“The precision-guided Fattah hypersonic missile has a range of 1,400 km and it is capable of penetrating all defence shields,” said the head of the IRGC’s aerospace force, Amirali Hajizadeh, as quoted by Reuters citing the Iranian state television. The missile can move at a speed of up to Mach 15 (5,145 metres or 16,880 feet per second), reported Al Jazeera.&nbsp;

“It can bypass the most advanced anti-ballistic missile systems of the United States and the Zionist regime, including Israel's Iron Dome,” reported Reuters, citing Iran’s state TV, adding that the missile is a “big generational leap in the field of missiles”.&nbsp;

This missile also comes months after the IRGC aerospace chief first made the announcement back in November at an event marking the death anniversary of Hassan Tehrani Moghaddam, known as the father of Iranian missile technology.

<h2>Iran’s supposed nuclear ambitions raise concerns</h2>

The announcement last year prompted International Atomic Energy Agency (IAEA) chief Rafael Grossi to express concern, as hypersonic missiles, like ballistic missiles,&nbsp;can be equipped with nuclear warheads.&nbsp;

However, Grossi said that the new missile would not have “any influence” on negotiations with Iran over its nuclear activities. The United States had unilaterally withdrawn from the Iran nuclear deal in 2018 and imposed renewed sanctions. Since then, Tehran has not been obligated to follow the strict limits it agreed to on&nbsp;its nuclear activities.&nbsp;

Israel, which the Islamic Republic refuses to recognise, had also recently suggested the possibility of military action against Iran as efforts by six world powers to revive Tehran's 2015 nuclear deal have stalled.

Late last month, Iran claimed to have&nbsp;successfully test-launched its 4th generation Khorramshahr, “Khaibar.” The missile in question was the surface-to-surface ballistic missile with a range of 2,000 kilometres and was able to carry a 1,500 kg warhead.&nbsp;

The International Atomic Energy Agency (IAEA) said on Wednesday (May 31) that Iran has apparently significantly increased its stockpile of enriched uranium in recent months, continuing its nuclear escalation.&nbsp;

However, IAEA has received a "possible explanation" from Iran over nuclear material at an undeclared site and has decided to close the file, news agency AFP reported citing a report it has seen.&nbsp;

In its report, IAEA said that the estimated stockpile of enriched uranium in Tehran had reached more than 23 times what was set as the limit.&nbsp;

The nuclear deal was signed in 2015 and Iran agreed to a pact with six major powers (China, France, Russia, the United Kingdom, the United States + Germany) to limit its nuclear programme. It was harder for Iran to obtain a weapon in return for relief from economic sanctions.&nbsp;

But former US President Donald Trump reneged on the deal in 2018 and reimposed harsh sanctions on Iran. Trump's decision led Tehran to start violating the agreement's nuclear limits about a year later.&nbsp;

But in recent time, there has been negotiations and talks to revive the Joint Comprehensive Plan of Action (JCPOA), but so far, there has not been any breakthrough.&nbsp;

The limit in the 2015 deal was 202.8 kilograms, but the report by AFP mentioned that Iran's total enriched uranium stockpile was estimated at 4,744.5 kilograms (10,459 pounds) as of May 13.&nbsp;

According to the report, Iran is continuing its enrichment of uranium to levels higher than the 3.67 per cent limit in the deal.&nbsp;

The stockpile of uranium enriched up to 20 per cent is now believed to be 470.9 kilograms — up 36.2 kg since the last report in February — while the amount enriched up to 60 per cent stands at 114.1 kilograms, an increase of 26.6 kg.

Notably, enrichment levels of around 90 per cent are required for use in a nuclear weapon.

Meanwhile, the report seen by AFP has come days before the board of governors of the IAEA is due to meet to review progress in addressing the watchdog's remaining concerns.&nbsp;

And the IAEA said in a separate report that it has decided to close the file relating to the presence of nuclear material at one undeclared site after receiving a "possible explanation" from Iran.

The UN nuclear watchdog "has no additional questions... and the matter is no longer outstanding at this stage", the report said of the site at Marivan in Abedeh County.&nbsp;

IAEA chief heads to Ukraine to visit Zaporizhzhia nuclear plant

The US nuclear watchdog Chief Rafael Grossi will be visiting Ukraine's Zaporizhzhia nuclear power plant next week in order to assess the 'serious situation' there. Issuing a statement on the IAEA's website, Grossi said that the nuclear safety and security dangers are all too obvious.

Earlier on Thursday, the IAEA reported that the uranium had gone missing from a Libyan site and "may present a radiological risk."

It said that "10 drums containing approximately 2.5 tons of natural uranium in the form of uranium ore concentrate... were not present." The United Nations energy watchdog said that the site from which the uranium went missing was not currently under the regulatory control of Libya's state authority.

Uranium ore concentrate is considered to emit low levels of radioactivity. IAEA in its report, had warned about radiological risk as well as nuclear safety concerns.

Libya, under its long-ruling former dictator Moamer Kadhafi, had a suspected nuclear weapons programme, which it scrapped in 2003.

But the North African country has been mired in crisis since Kadhafi's fall in 2011, with a myriad of militias forming opposing alliances backed by foreign powers.

It remains split between a nominally interim government in the capital Tripoli in the west, and another in the east backed by military strongman Khalifa Haftar.

Uranium declared missing by IAEA found in south Libya: Military

The international atomic watchdog says, roughly 2.5 tons of natural Uranium is missing from a Libyan site that is not under the government's control. Inspectors from the UN Nuclear watchdog found that 10 drums, with 2.5 tons of natural uranium which was previously disclosed, is missing. The IAEA has said that this is a nuclear security issue.

Tel Aviv has been calling out Europe and the United States for a firm stance against Iran in view of its nuclear programme advances.

Israel was also accused of launching attacks on Iranian nuclear and military facilities. A power failure occurred at Iran’s Natanz uranium enrichment site in April 2021 following an explosion at the facility. Iranian officials at the time blamed Israel for it.&nbsp;

Tehran also accused Israel of killing its top nuclear scientist Mohsen Fakhrizadeh using a remote-controlled weapon.&nbsp;Rafael Grossi was in Iran for a two-day visit to hold discussions in an effort to persuade the nation to assist with an investigation into uranium traces discovered at undeclared sites.

“I think any attack, any military attack on a nuclear facility is outlaw, is out of the normative structures that we all abide by," Grossi had said on Saturday.&nbsp;

“We certainly hope that we are going to be able to protect the nuclear power plant which is under threat now, which is [Ukraine’s] Zaporizhzhia,” Grossi said. “But this is valid and applicable to every nuclear facility in the world.”

The IAEA tweeted on Thursday that Grossi would "travel to Tehran for high-level meetings at the invitation of Iran's government".

A diplomatic source told AFP that Grossi would also meet President Ebrahim Raisi to "relaunch the dialogue" on Iran's atomic work and to "reset the relationship at the highest level".

During the visit, the IAEA director general will try to find out more and obtain "strengthened access to the (Fordo) site and an increase in the number of inspections", the sources added.

IAEA chief reaches Iran after discovery of near weapons-grade uranium

Iran has hit back at UN nuclear watchdog chief Rafael Grossi after he voiced worries over modifications to equipment at the country's underground Fordo uranium enrichment plant, reported AFP quoting state media.&nbsp;According to a confidential report from the International Atomic Energy Agency (IAEA) obtained by the news agency on Wednesday, Iran significantly altered an interconnection between two centrifuge clusters at the Fordo Fuel Enrichment Plant (FFEP), without prior notice,&nbsp;that can enrich uranium to up to 60%.

In the report, Grossi flagged worries that Iran had implemented this change without informing the agency beforehand.&nbsp;However, Mohamad Eslami, the head of the Atomic Energy Organization of Iran, has hit back at Grossi. He was quoted as saying by state news agency IRNA that the organization gave a letter to IAEA that an "inspector... made a mistake and gave an incorrect report."

“But yet again the director-general of the agency released this issue to the media,” he said, labelling it “unprofessional and unacceptable” behaviour. “We hope that this practice will not be continued... because this is not acceptable for his reputation and the agency," he added.&nbsp;

This comes after an unannounced Fordo inspection on 21 January by IAEA. The UN nuclear watchdog found “two IR-6 centrifuge cascades... were interconnected in a way that was substantially different from the mode of operation declared by Iran to the agency”.

Grossi later on 24 January told the European Parliament that he is planning plans to visit Tehran this month “for a much-needed political dialogue, or reestablishment thereof, with Iran”.&nbsp;

Discussions to resurrect an&nbsp;agreement over Iran's nuclear programme have stagnated, and Grossi said he wants to visit Tehran in February for talks on encouraging it to boost cooperation on the Iran nuclear deal which has hit a “big, big impasse."&nbsp;

US and allies are looking at it as a significant addition to the country’s nuclear programme. United States, Britain, France and Germany said Friday in a statement that “Iranian claims that this action was carried out in error are inadequate."&nbsp;

“We judge Iran’s actions based on the impartial and objective reports of the IAEA, not Iran’s purported intent.”

Under then-President Donald Trump, the United States unilaterally withdrew from the nuclear agreement, officially known as the Joint Comprehensive Plan of Action, or JCPOA, in 2018. It reinstated sanctions against Iran, which caused Tehran to start breaking the terms of the agreement.

The ministry also hinted that the IAEA's next delegation&nbsp;trip to Iran may be shelved.&nbsp;

"The IAEA delegation's trip to Tehran was approved in the framework of the deal with the agency. Iran's next steps will be taken in accordance with the new conditions."

Tehran added that the said measures were realised on Monday in presence of IAEA inspectors at the&nbsp;Natanz and Fordo enrichment complexes.&nbsp;

"The Islamic republic of Iran is always prepared to respond in the appropriate manner to the actions of Western parties when they return to their commitments," the spokesperson signed off as saying.&nbsp;

What did IAEA do?

The resolution passed last week was introduced by the United States, France, Germany ad the United Kingdom.&nbsp;

Under the resolution, IAEA is pressing Iran to explain the presence of undeclared man-made uranium found at three sites, calling for "access to locations and material" as well as the collection of samples.

Notably, a similar resolution was passed in June as well with Russia and China being the only countries to object to it.&nbsp;

The nuclear watchdog on Thursday issued a report, which is also seen by Reuters, that said Iran has agreed to a visit by the UN nuclear watchdog this month to start giving answers.&nbsp;

"The director general (Rafael Grossi) is seriously concerned that there has still been no progress in clarifying and resolving the outstanding safeguards issues," the International Atomic Energy Agency (IAEA) said in a report seen by AFP.

Before the end of November, senior agency representatives will travel to Tehran for a technical visit, the report stated.

"The agency has reiterated that at this meeting, it expects to start receiving from Iran technically credible explanations on these issues, including access to locations and material, as well as taking the samples as appropriate," it added.

The director general "reiterates that these issues... need to be resolved for the agency to be in a position to provide assurance that Iran's nuclear programme is exclusively peaceful," it added.

The International Atomic Energy Agency made the remarks after visiting most of the nuclear power plants in the country and concluded that there are no traces of materials that can be used in such a bomb.

The locations which were inspected were the Institute for Nuclear Research in Kyiv, Eastern Mining and Processing Plant in Zhovti Kody, and Production Association Pivdennyi Machine-Building Plant in Dnipro.

Grossi said, "Everybody is&nbsp;holding&nbsp;its&nbsp;breath&nbsp;about this, because another nuclear test would be yet another confirmation of a program which is moving full steam ahead, in a way that is incredibly, incredibly concerning."

He further told the reporters that the country is preparing for upcoming tests and building its arsenal. Grossi said that because of all this, they repaying special attention to the matter and are hoping that doesn't happen, AFP reported.&nbsp;

He added that he did not believe that the tests will happen right away.&nbsp;

This is not the first time that the world has been warned about North Korea.&nbsp;

The United States has been issuing a warning that Pyongyang is preparing to conduct a nuclear test, which will include demonstrations of small and long-range ballistic missiles.&nbsp;

North Korea's neighbours South Korea and Japan are currently extremely anxious about the situation.&nbsp;

Tensions rose after North Korea started firing ballistic missiles since&nbsp;the beginning of this year.&nbsp;

IAEA chief at UN World Security Council meet warns over possible North Korea nuclear tests

Iran is rapidly expanding its ability to enrich uranium with advanced centrifuges at its underground plant at Natanz and now intends to go further than previously planned, a confidential UN&nbsp;nuclear watchdog report seen by Reuters showed on Monday.

While indirect talks between Iran and the United States on reviving the 2015 Iran nuclear deal have stalled, Tehran has brought onstream an ever larger number of advanced centrifuges the deal bans it from using to produce enriched uranium.

These machines are far more efficient than the first-generation IR-1, the only centrifuge that the deal lets Iran use to grow its stock of enriched uranium. Iran has been adding them, particularly at two underground sites at Natanz and Fordow that may be designed to withstand potential aerial bombardment.

The third of three cascades, or clusters, of advanced IR-6 centrifuges recently installed at the underground Fuel Enrichment Plant (FEP) at Natanz has now come onstream, said the International Atomic Energy Agency report to member states. Diplomats say the IR-6 is Iran's most advanced centrifuge.

Iran has also quickly completed the installation of seven cascades that were either not finished or at a very early stage of installation on Aug. 31, Monday's ad hoc report showed. End-August marked the last visit by inspectors mentioned in the IAEA's most recent quarterly report.

Those seven cascades, one of IR-4 centrifuges and six of IR-2m machines, were fully installed but not yet enriching, Monday's report said.

Iran has also informed the IAEA it plans to add an extra three cascades of IR-2m machines at the FEP, on top of the 12 already announced and now installed, the report showed.

Of those three extra IR-2m cascades, the installation has already started on two of them, the report said.

The report also showed that all the centrifuges enriching at Natanz were still producing uranium hexafluoride (UF6) gas enriched to up to 5 per cent&nbsp;but now they were being fed with natural UF6. That contrasted to the quarterly report issued in September that said on Aug. 31 the centrifuges were being fed with UF6 enriched to up to 2 per cent. It did not explain the change.

In 2018, then-President Donald Trump pulled the United States out of the Iran deal and re-imposed sanctions against Iran that the deal had lifted. Iran responded by breaching the restrictions on its nuclear activities imposed by the deal.

If the deal is revived Iran will have to put its advanced centrifuges into storage, diplomats say.
