"The discharge of warm water is indicative the reactor has reached criticality," IAEA chief Rafael Grossi said in a statement, meaning the nuclear chain reaction in the reactor is self-sustaining.

The IAEA lost access to North Korea since Pyongyang expelled its inspectors in the year 2009. The agency now observes the country mainly using satellite imagery.

Grossi further added that without the access, it was difficult for the IAEA to confirm the operational status of the reactor.

The IAEA in a statement said that it had recorded a strong outflow of water from the light-water reactor's cooling system since October, suggesting ongoing commissioning of the reactor.&nbsp;

Grossi further elucidating on the current status, said that there were recent indications pointing out that the water was warm.

"The LWR, like any nuclear reactor, can produce plutonium in its irradiated fuel, which can be separated during reprocessing, so this is a cause for concern," he said, adding that the advancement of North Korea's nuclear program was "deeply regrettable".

The researchers at the James Martain Center for Nonproliferation Studies (CNS) in California also concluded that the reactor was most likely operating, adding that it may be "a significant source of nuclear material" for the nuclear weapons program, which is banned by United Nations Security Council resolutions.&nbsp;

In the report that came out in the month of April, the DC-based Institute for Science and International Security estimated the light-water reactor "could allow a surge in plutonium quantities at an estimated rate of about 20 kilograms of plutonium per year, a rate of four to five times larger than that of the small adjacent reactor".

The study suggested that North Korea may have anywhere from 31 to 96 nuclear warheads, depending on the types of devices being built and which fuel is being used.

The marine samples were collected in the presence of an International Atomic Energy Agency (IAEA) team while scientists from three countries observed the delivery&nbsp;fresh off the boat at Hisanohama port, about 50 kilometres south of the plant which was destroyed in 2011 following an earthquake and tsunami.&nbsp;

The IAEA team is in the midst of an eight-day visit, during which they also inspected the collection and processing of seawater and marine sediment near the plant. The UN nuclear watchdog has said that the samples will be sent to laboratories in each country for independent testing.&nbsp;

“The Japanese government has requested that we do this and one of the reasons they want us to do this is to try and strengthen confidence in the data that Japan is producing,” said Paul McGinnity, an IAEA marine radiology scientist overseeing the survey.

IAEA selected six species of fish – olive flounder, crimson sea bream, redwing searobin, Japanese jack mackerel, silver croaker and vermiculated puffer fish – because they are known to have higher levels of radioactivity than other species, said McGinnity, attributing this to the areas in which the fishes tend to move around in.&nbsp;

The fish will now be shipped to a Fisheries Agency laboratory in Chiba, near Tokyo where scientists from the UN nuclear watchdog will also examine them. “I can say that we don’t expect to see any change starting in the fish,” said the IAEA scientist.&nbsp;

However, he did note a small rise in levels of tritium, which cannot be removed from the Fukushima wastewater by the plant’s treatment system and may be detected in locations close to the discharge points, but otherwise, the levels of radioactivity are expected to be similar to those measured before the discharge last year.&nbsp;

On August 24, Fukushima Daiichi started releasing treated wastewater into the sea after more than a million metric tons of water, which is enough to fill 500 Olympic-sized swimming pools, was contaminated from contact with fuel rods at the reactor following the 2011 disaster.&nbsp;

While the IAEA has reviewed the safety of the wastewater release, which will be done in instalments, and said it would have negligible impact on the environment, marine life and human health, not everyone was convinced, prompting hundreds of people in Japan as well as South Korea to take to the streets in protest back in August.&nbsp;

The five main areas under the agreement The agreement has identified five main areas of the UN atomic agency's safety review work- 1) Monitoring and assessment, focused on the protection of people and the environment; 2) The IAEA’s presence in Japan and at the FDNSP, including for conducting onsite analysis; 3) Regular Agency review missions; 4) Corroboration of Japan’s source and environmental monitoring based on independent sampling and analysis; and 5) Outreach and awareness activities, including sharing key information with the public. The statement said that these areas would enable the IAEA to check that the relevant international safety standards are constantly applied during the discharge, backed up with real-time and other monitoring data on its website. IAEA Director General Grossi said that the agreement set broad parameters for the agency’s "permanent presence at the site to implement the monitoring, corroboration and assessment activities that are indispensable for transparency and for building confidence – both in Japan and abroad – that the discharge will neither harm people nor the environment." Iran's move is a response to a call led by the United States, Britain, France and Germany at the International Atomic Energy Agency's Board of Governors this week for Tehran to cooperate immediately with the IAEA on issues including explaining uranium traces found at undeclared sites.

Grossi made clear, however, that he believed Iran had overreacted.

"I strongly condemn this disproportionate and unprecedented unilateral measure which affects the normal planning and conduct of agency verification activities in Iran and openly contradicts the cooperation that should exist between the agency and Iran," he said in a statement.

Iran's move, known as "de-designation" of inspectors, is allowed; member states can generally veto inspectors assigned to visit their nuclear facilities under the nuclear Non-Proliferation Treaty (NPT) and each country's safeguards agreement with the agency governing inspections.

But the IAEA said Tehran's decision went beyond normal practice. It said Iran had told it that it would bar "several" inspectors, without giving a number.

Iran defended its move and accused the United States, Britain, France and Germany of politicising the IAEA watchdog.

"Unfortunately, despite Iran's positive, constructive and continuous interaction of the with the agency, the three European countries and the United States abused the (IAEA's) Board of Governors for their own political purposes," Foreign Ministry spokesperson Nasser Kanaani told state media.

"Of course, Iran will continue its positive cooperation within the framework of the agreements that have been made, and emphasise the necessity of the agency's neutrality," he added.

According to a report by the news agency Reuters, IAEA Director Grossi said on Sunday it was logical that Japan's plan to release radioactive water from Fukushima nuclear plant was attracting great interest in the region. Grossi said he understood that concerns remained over the plan but added that a review by the IAEA released last week found it was "in conformity with international safety standards" if executed as per plan. "The issue at hand today has attracted a lot of interest, and this is absolutely logical because the actions and the way in which Japan will be addressing this ... have important implications," Grossi said during the meeting with Democratic Party leaders in Seoul. IAEA's findings have shortcomings: Democratic Party A member of the Democratic Party, who chaired a special committee on the matter, said that the IAEA's findings had shortcomings and the widespread public concerns over safety in the country were "legitimate and reasonable". Recently, the IAEA issued a report saying that Japan's water discharge plan is "consistent" with international safety standards and would have "a negligible radiological impact on people and the environment". On Saturday, the Justice Party, the Progressive Party, the Korean Confederation of Trade Unions, environmental groups, and social organisations in South Korea rallied in Seoul to oppose the plan. "More than 80 per cent of the South Koreans oppose discharging the nuclear-contaminated water from Fukushima into the sea. The one-sided attitude of the South Korean government and the ruling party in favour of Japan is really hard to understand. That's why I'm here to protest. If I don't do anything, nothing will be achieved. I would join this rally, even if I can only contribute a little bit of strength," a demonstrator at the rally, who did not wish to be identified, told China Central Television (CCTV). On Friday, the ruling government in South Korea said it respected the IAEA's report and that its analysis had found the release will not have "any meaningful impact" on its waters. The chief of the International Atomic Energy Agency (IAEA) on Wednesday (July 5) sought to reassure local residents and representatives that the planned release of treated wastewater from Fukushima nuclear plant is safe. The IAEA has approved the planned, decades-long water discharge from the devastated nuclear plant. The UN nuclear energy watchdog has said that the discharge meets the global standard.

However, IAEA chief Rafael Grossi acknowledged that concerns remain. He was talking at a meeting in Iwaki, Fukushima prefecture.&nbsp;

About 1.33 million cubic metre of groundwater, rainwater and water used for cooling has been accumulated at the site of Fukushima nuclear plant. The nuclear plant is being decommissioned after several reactors went into meltdown after the 2011 tsunami badly damaged the plant.

Plant operator TEPCO treats the water through its ALPS processing system to remove almost all radioactive elements except tritium, and plans to dilute it before discharging it into the ocean over several decades.

It is expected that the release of water will begin this summer. But the plant is being opposed by regional neighbours. China has been vocal in condemning the plan. Even some communities, particularly fishing communities are opposing release of the water fearing that customers will shun their catches.

Grossi said the IAEA was not involved in the process to "give cover... to decorate something that is bad".

"When it comes to this activity here, what is happening is not some exception, some strange plan that has been devised only to be applied here and sold to you," he said.

"This is, as certified by the IAEA, the general practice that is agreed by and observed by many, many places, all over the world."

<h2>Anger among residents</h2>

Media reports say that there is visible anger among residents.

Tetsu Nozaki, chairman of the Fukushima Prefectural Federation of Fisheries Co-operative Associations, argued Japan's government was misrepresenting local sentiment, which he said remained strongly opposed to the plan.

"We fishery operators are left with no choice but to react emotionally and harden our attitude," he told Grossi as per AFP.

"I beg you to realise... that this project of the release of ALPS-processed water is moving ahead in the face of opposition."

Grossi said that he had no "magic wand" which could assuage all concerns. However, he underlined that the IAEA will set up permanent office to review the release for decades.

"We are going to stay here with you for decades to come, until the last drop of the water which is accumulated around the reactor has been safely discharged," he said.

In a final report, IAEA said on Tuesday that release of the water would have "negligible" impact on the environment. South Korea has said that it respects the finding.&nbsp;

China has been vocal in its criticism, with its foreign ministry spokesman warning Wednesday that "the report cannot prove the legitimacy of Japan's ocean-dumping plan".
