US State Department spokesperson Matthew Miller in a statement said, "The report issued today by the IAEA makes clear that Iran aims to continue expanding its nuclear programme in ways that have no credible peaceful purpose."&nbsp;

He urged Iran to "cooperate with the IAEA without further delay to fully implement its legally binding safeguards obligations".

<h2>IAEA resolution against Iran</h2>

The latest IAEA motion, brought by Britain, France, and Germany, marks the first such resolution since November 2022&nbsp;—&nbsp;China and Russia were in opposition to it.

It came amid ongoing concerns over Iran's escalating nuclear activities and Western fears that Tehran may be aiming to develop nuclear weapons, a claim Iran denies.&nbsp;

The resolution was criticised by Tehran as "hasty and unwise."

Although the censure motion is mostly symbolic at this stage, it aims to increase diplomatic pressure on Iran, with the possibility of referring the issue to the UN Security Council.

Previously, similar resolutions have led Tehran to retaliate by removing surveillance equipment from its nuclear facilities and increasing its uranium enrichment activities.

According to the IAEA, Iran remains the only non-nuclear weapon state enriching uranium to the high level of 60 per cent, just short of weapons grade, while continuing to accumulate large uranium stockpiles. The agency has previously stated that Tehran has significantly ramped up its nuclear programme and now possesses enough material to build several atomic bombs.

Iran has over the years abandoned its commitments under the 2015 nuclear deal, which provided relief from Western sanctions for curbs on its atomic programme. The deal fell apart in 2018, after under the then-president Donald Trump, the United States withdrew from it. All efforts to revive the deal have so far failed.

This indicates an additional potential source of plutonium for nuclear weapons.

North Korea for years has been using spent fuel from a 5-megawatt nuclear reactor at Yongbyon to produce plutonium for its nuclear arsenal but a telltale discharge of warm water from a larger light-water reactor suggests it is coming online, too, said the International Atomic Energy Agency in a statement.

"The discharge of warm water is indicative the reactor has reached criticality," IAEA chief Rafael Grossi said in a statement, meaning the nuclear chain reaction in the reactor is self-sustaining.

The IAEA lost access to North Korea since Pyongyang expelled its inspectors in the year 2009. The agency now observes the country mainly using satellite imagery.

Grossi further added that without the access, it was difficult for the IAEA to confirm the operational status of the reactor.

The IAEA in a statement said that it had recorded a strong outflow of water from the light-water reactor's cooling system since October, suggesting ongoing commissioning of the reactor.&nbsp;

Grossi further elucidating on the current status, said that there were recent indications pointing out that the water was warm.

"The LWR, like any nuclear reactor, can produce plutonium in its irradiated fuel, which can be separated during reprocessing, so this is a cause for concern," he said, adding that the advancement of North Korea's nuclear program was "deeply regrettable".

<h2>Surge in Plutonium</h2>

The researchers at the James Martain Center for Nonproliferation Studies (CNS) in California also concluded that the reactor was most likely operating, adding that it may be "a significant source of nuclear material" for the nuclear weapons program, which is banned by United Nations Security Council resolutions.&nbsp;

In the report that came out in the month of April, the DC-based Institute for Science and International Security estimated the light-water reactor "could allow a surge in plutonium quantities at an estimated rate of about 20 kilograms of plutonium per year, a rate of four to five times larger than that of the small adjacent reactor".

The study suggested that North Korea may have anywhere from 31 to 96 nuclear warheads, depending on the types of devices being built and which fuel is being used.

This comes as scientists from China, South Korea and Canada have sought to assess the impact of the plant’s recent release of treated radioactive water into the sea which began in August.&nbsp;

The move has since drawn criticism from Beijing and prompted the country to ban all imports of marine products from Tokyo over food safety fears.

<h2>About the samples collected</h2>

The marine samples were collected in the presence of an International Atomic Energy Agency (IAEA) team while scientists from three countries observed the delivery&nbsp;fresh off the boat at Hisanohama port, about 50 kilometres south of the plant which was destroyed in 2011 following an earthquake and tsunami.&nbsp;

The IAEA team is in the midst of an eight-day visit, during which they also inspected the collection and processing of seawater and marine sediment near the plant. The UN nuclear watchdog has said that the samples will be sent to laboratories in each country for independent testing.&nbsp;

“The Japanese government has requested that we do this and one of the reasons they want us to do this is to try and strengthen confidence in the data that Japan is producing,” said Paul McGinnity, an IAEA marine radiology scientist overseeing the survey.

IAEA selected six species of fish – olive flounder, crimson sea bream, redwing searobin, Japanese jack mackerel, silver croaker and vermiculated puffer fish – because they are known to have higher levels of radioactivity than other species, said McGinnity, attributing this to the areas in which the fishes tend to move around in.&nbsp;

The fish will now be shipped to a Fisheries Agency laboratory in Chiba, near Tokyo where scientists from the UN nuclear watchdog will also examine them. “I can say that we don’t expect to see any change starting in the fish,” said the IAEA scientist.&nbsp;

However, he did note a small rise in levels of tritium, which cannot be removed from the Fukushima wastewater by the plant’s treatment system and may be detected in locations close to the discharge points, but otherwise, the levels of radioactivity are expected to be similar to those measured before the discharge last year.&nbsp;
