These discussions happened when the ban on Chinese apps was being discussed. If India blocks Huawei, it won't be the first country to do so.&nbsp;

Countries around the world are dumping the Chinese tech giant. Australia and New Zealand won't allow Huawei to build their 5G networks. Japan too has imposed a ban. &nbsp;The United Kingdom has limited Huawei's participation in the 5G rollout. It's now rethinking the Chinese company's role.&nbsp;

Several countries remain undecided. Businesses too are hesitant to deal with Huawei.

In Canada, two big Telcos, Telus and BCE chose Ericsson and Nokia to build their 5G network.\

The campaign against Huawei is being driven by the United States.

It began almost two years ago when the Trump administration began reaching out to allies. The United States argues that Huawei is a threat to national security. The company has close links to the communist party.

Recently, the Pentagon said that Huawei is owned or controlled by the People's Liberation Army. The US secretary of state went one step further. Mike Pompeo has called Huawei a surveillance arm of China. He said: "You've seen this all, everyone in this room knows that the Chinese communist party, strong-arms nations to do business with Huawei, an arm of the CCP's surveillance state."

For Huawei, this battle against America is a personal one. Meng Wanzhou, &nbsp;the daughter of Huawei's billionaire founder Ren Zheng remains in Canada's custody.

She was arrested in 2018 after America requested extradition. The Trump administration accuses meng of breaking Iranian sanctions. The arrest has soured the Canada-China relationship.

Despite the blowback from Beijing, Canadian Prime Minister Justin Trudeau hasn't stayed silent on the case. Trudeau said: "It is certain that this issue of China trying to exert political pressure on Canada by having arbitrarily detained two Canadians in response to us fulfilling obligations under an international extradition treaty is causing a challenge in our relationship. We need to demonstrate that we have an independent judiciary and we will continue to respect that independent judiciary, regardless of the pressure put on us by foreign governments."&nbsp;

"It is my hope that the special relationship remains strong although I fear China is attempting to drive a hi-tech wedge between us using Huawei," Cotton told the British parliament's defence committee.

The United States has raised security concerns about Huawei equipment, saying it could be used to steal Western secrets, and has warned that allies that use it in their networks risked being cut off from valuable intelligence sharing. Huawei has repeatedly denied the U.S. allegations.

Huawei Vice President Victor Zhang said: "It's clear that market position, rather than security concerns, is what underpins America's attack on Huawei. The committee was given no evidence to substantiate security allegations."

Britain has said Huawei's involvement will be capped at 35% and it will be excluded from the network's sensitive core.

Last month, the Daily Telegraph newspaper reported that, in the wake of the coronavirus crisis, Prime Minister Boris Johnson had asked officials to plan to reduce China's involvement in British 5G infrastructure to zero by 2023.

"I do hope that as the government refines its decision, that if it doesn’t reverse it outright, it will mitigate it and minimise the use of Huawei technology, put it on a shorter time frame," Cotton said.

"I would welcome that decision to go to zero by 2023 and I would urge you to try and do so even sooner."

Since Britain's decision on Huawei, relations between London and Beijing have grown tense over the situation in Hong Kong.

On Tuesday, Britain said Beijing should step back from introducing a national security law in Hong Kong which it said was in breach of the 1984 agreement marking the handover of its former colony to China.

The EU plan, which closely mirrors rules set out Tuesday by Britain allowing a limited role for Huawei, stops short of barring the company from the next-generation communications network designed for near-instantaneous data transfers.

It leaves member states with the responsibility to ensure the safe rollout of 5G and warns them to screen operators carefully, saying security of the network will be critically important for the entire EU.

The so-called "toolbox" outlined by the European Commission avoids naming Huawei and does not call for an outright ban on any supplier.

But it urges countries to "assess the risk profile of suppliers (and)... apply relevant restrictions for suppliers considered to be high risk" accordingly, including shutting them out of "key assets defined as critical and sensitive".

It also recommends EU states avoid "major dependency on a single supplier" and "dependency on suppliers considered to be high risk".

The guidelines are the fruit of months of agonising within the EU, which has struggled to find a middle way to balance Huawei's dominance in the 5G sector with the security concerns pressed by Washington.

Any bans on Huawei will now ultimately be up to individual member states, but the commission's middle road recommendations give cover to European capitals to resist pleas from Washington.

Huawei welcomed the guidelines, saying they would allow it to continue playing a role in Europe's 5G rollout.

"They did some comparison. The Chinese intelligence law says that citizens and companies are supposed to cooperate if there is some national security threat but they never asked to share data or cooperate for state spying. Similar laws exist in the US, UK, Australia and India too," Chen said.

Huawei at present has most of its equipment installed in the network of Bharti Airtel and Vodafone Idea.

"The previous security guidelines issued in 2011 was limited up to 4G networks. Now, it should be upgraded for 5G networks as well," Chen said.

Huawei has teamed up with Vodafone Idea in India to conduct trials for the 5G services but is yet to receive approval for the same.

"We want a level playing field. I firmly believe that the Indian government will allocate spectrum for trials to everyone at one go and not differentiate based on vendors.

India can't afford to work with select vendors for another 10 years when it is aspiring to become the third largest economy of the world," Chen said.

Telecom and IT Minister Ravi Shankar Prasad have said that India's digital economy is likely to hit $1 trillion in the next 4-5 years.

According to Swedish telecom gear maker Ericsson, 5G mobile services are expected to create an over $27 billion business opportunity for India by 2026, while Huawei has estimated India to be the largest 5G market after China in the coming 10 years.

Chen said that Huawei is ready to further invest in India, work with Indian startups to develop solutions for the world, set up labs, work on skill development after it gets a positive reply from India on its engagement.

"European vendors say that their prices will remain competitive to Huawei because we are present in India," Chen said.

He also said the US ban on hardware and software supplies has not adversely impacted the company's operations and it has already started sourcing components from non-US countries.

"Many European companies have come forward because it is a business opportunity for them. After the US ban, our employees across board have started working at a very high-efficiency level. The spirit is now very high. They are working on alternatives," Chen said.

When asked about Huawei plan around its operating system Hongmeng for smartphones, Chen said it is an alternative but the company will prefer to work with Google's Android ecosystem.

"An open source Android ecosystem will remain our first choice. If possible, we will continue to prioritize using Android. Technically, developing an OS is not difficult, the difficult part is the ecosystem. Apple and Google have done very well in building their ecosystem. In the past, we have always supported the ecosystems of Apple, Google, and Microsoft. Huawei's own OS is a backup plan. If we have no other choice, we have to find a way to survive," Chen said.

"We expect there to be good and pragmatic (security) solutions - and we have no doubt that we will fulfil them," Haas told reporters in Berlin.

US President Donald Trump's administration has targeted Huawei as part of his broader drive to rebalance trade with China, last month imposing export controls on the Shenzhen-based global networks market leader.

That measure has forced key Western suppliers, such as UK-based chip designer ARM, to curb deliveries and led Huawei's founder, Ren Zhengfei, to warn that revenue could take a $30 billion hit this year as a result.

In Germany, Europe's largest economy, the government and regulators have, after lengthy debate, spurned US calls to banish Huawei on national security grounds.

Instead, they have set a level playing field for all foreign vendors, requiring them to meet key technical criteria - such as strong encryption of sensitive information, or whether a network is robust enough to withstand sabotage.

These technical criteria, sketched out in March, are still being refined. A further requirement for vendors to be deemed "trustworthy" to win certification is also under discussion, and was raised by Economy Minister Peter Altmaier in China last week.

One concern in the West has been a Chinese intelligence law that requires citizens and companies to aid the state in espionage investigations. Huawei founder Ren has said that no law required his company to install so-called backdoors that could be used for spying.

Haas said Huawei, which has long-standing supplier relationships with Deutsche Telekom, Vodafone and Telefonica Deutschland, was already well known in Germany as a secure, safe and reliable partner.
