Haryana Chief Minister Manohar Lal Khattar has courted a controversy over his remarks on rape incidents, with the Congress condemning the statement, saying the state government's "anti-women mindset" was exposed.

At a function in Kalka town of Panchkula district on Friday, Khattar said, "The incidents of rape have not increased... Rapes used to take place in the past and even today as well. (Only) the concern (over such incidents) has increased.

"The biggest concern is that in 80 to 90 per cent of rape and eve-teasing cases, the accused and the victim know each other. In many cases, they know each other for a long time and, on one day, when there is an argument (between them over some issue)... An FIR is lodged, saying: 'He has raped me'," Khattar had said.

Hitting out at the chief minister, Congress leader Randeep Singh Surjewala termed the statement deplorable.

"Anti-Women Mindset of Khattar Govt Exposed! Haryana CM Khattar ji makes an utterly condemnable remark. Blaming Women for complete failures to control Rapes & Gangrapes? Deplorable!," Surjewala tweeted.

Ashok Tanwar is the PCC chief of Haryana, a state where the ruling BJP faces anti-incumbency.

The state however has seen the emergence of a BSP-INLD coalition to take on both the ruling BJP and the opposition Congress.

WION's Political Editor Kartikeya Sharma speaks with Tanwar about the BSP-INLD coalition and taking on the BJP in the assembly and general elections. Here are excerpts from the interview:

Kartikeya Sharma: Your state has neither had an AICC-in-charge nor have district and local-level committees been formed...

Ashok Tanwar: The committees will be formed in due time. There are many reasons for it and I do not want to go into them. Beyond the committees, the organisation has done well for itself.

KS: Congress was talking about a mahagathbandhan against the BJP, and now there is a gathbandhan against the Congress in Haryana...

AT: It is an ineffective coalition. Chautala’s party refused to wear the headgear given by the BSP. Two non-compatible constituencies have come together. It will not succeed. On the other hand, BJP also does not want to face the electorate and it is for this reason by-elections have not taken place in Haryana. BJP has lost goodwill in the state.

KS: There is no unity in your state. You have more leaders than workers...

AT: We have more workers than leaders. We have run a very good anti-government campaign. Our campaign has been door-to-door. Congress in Haryana has regained very quickly, which is unlike many other states.

KS: Are you friends with Randeep Surjewala and Bhupinder Singh Hooda?

AT: I have a great equation with both of them. I do not have any personal fight with any of the leaders in the state. I expect good support from them. Our rallies have also done well.

KS: What is the challenge before the Congress in the state?

AT: Most of the challenges have been met. We are preparing for elections as we feel that Haryana assembly elections can be held simultaneously with Lol Sabha elections in 2019. The organisational challenge has been met through intense campaigning against the incumbent government.

A four-year-old girl was raped, stabbed and stuffed in a container by a man who worked at the sweet shop of the victim's father.

The accused, identified as Bhola alias Virendra, is a resident of Faridabad's Palwal. Preliminary investigation revealed that Bhola lured the victim to come with him at his house on Thursday afternoon. The CCTV footage installed outside the sweet shop showed the 24-year-old holding the victim's hand and taking her away.

After taking the minor to his home, the accused perpetrated the rape, followed by a brutal murder. The child's body was then dumped by him in a container at his house.

After the girl remained missing till the evening, the parents and locals were caught with panic and began the search operation. "He (Bhola) even joined us in searching our child at every nook and corner," said the victim's father, adding that this bluff was exposed after the police examined the CCTV footage.

When the police reached the accused's home, his mother reportedly attempted to prevent the cops from entering inside. In the search operation, the drum containing the deceased's body was found in an isolated dark spot.

"We demand justice. He (Bhola) must be hanged till death at the earliest," the victim's father said while speaking to reporters.

A day after farmers in the country went on strike, the prices of fruits and vegetables have reportedly shot up.

ANI reported vendors at Delhi's Okhla mandi as saying prices had risen.

PTI added that the arrival of vegetables at various market committees and the collection of milk in Maharashtra's Nashik district had also been affected.

"All milk dairies in the (Nashik) district are closed and collection centres for milk has been affected. Agitating farmers poured milk on the roads at Visapur in Yeola taluka in the morning today. Arrival of vegetables at APMC is also low," PTI quoted Raju Desale, working president of the All India Kisan Sabha, as saying.

The farmers began their 10-day strike — called Gaon Bandh — on Friday, saying they would not transport their produce to the cities. The farmers have also threatened a Bharat Bandh on the last day of their strike, June 10.

The farmers are demanding a waiver of their loans, implementation of the Swaminathan Commission report, and a minimum income guarantee scheme.

Farmers were seen in Punjab and Maharashtra dumping fruit, vegetables, and milk on the streets.

PTI reported that farmer organisations have called for a boycott of mandis in Punjab, Haryana, Rajasthan, Uttar Pradesh, Madhya Pradesh and Mahrashtra, but that Rashtriya Kisan Mazdoor Mahasangh convenor Shivkumar Sharma claimed in Bhopal that the farmer strike is being observed across 22 states.

Wholesalers at Delhi's Okhla mandi said prices had risen. PTI reported that the arrival of vegetables at various market committees and the collection of milk in Maharashtra's Nashik district had also been affected

#Delhi: Vendors at Okhla vegetable market say prices have shot up due to country-wide farmers' protest. pic.twitter.com/beS3IxBN9L — ANI (@ANI) June 2, 2018 × Meanwhile, despite photographic evidence to the contrary, a number of politicians on Saturday continued to say there was no farmer strike taking place in the country. Amid a row over Muhammad Ali Jinnah's portrait on Aligarh Muslim University (AMU) campus, Haryana Finance Minister Captain Abhimanyu today demanded the varsity be named after 'Jat king Mahendra Pratap Singh'.

"I demand AMU should be named after Raja Mahendra Pratap Singh," the Haryana minister said addressing a gathering at a ground-breaking ceremony of a Jat Dharamsala in Rewari.

The Haryana minister claimed Mahendra Pratap Singh had "donated" the land for the varsity. Raja Mahendra Pratap Singh's contribution in the field of education cannot be forgotten, he added.

Jinnah, he said, "was responsible for destroying the integrity of the nation. His portrait is displayed in the varsity, but till today no picture of Raja Mahendra Pratap has been installed there".

Earlier this month, a number of groups protested against the portrait of Pakistan's founder Muhammad Ali Jinnah being hung at the AMU student union's office.

The matter grabbed headlines first after Bharatiya Janata Party's (BJP) Aligarh MP Satish Gautam questioned the portrait's presence in the office.

Soon after, AMU Vice-Chancellor Professor Tariq Mansoor dubbed the Jinnah portrait controversy as a 'non-issue' and underscored that latter's portrait is also present at the Bombay High Court and the Sabarmati Ashram in Gujarat.

A 17-year-old girl was allegedly abducted and subsequently raped by eight men in Haryana's Mewat, following which she committed suicide, the police said today.

The girl was found lying unconscious after she was gang-raped in a secluded area in Nuh district after being abducted from her house on Monday, according to a complaint filed by the girl's father with the police.

The teenager was alone in the house when the accused came on two motorcycles and a car and abducted her, it said.

After committing the crime, the accused fled the spot, a police officer of Rojka Meo police station said over phone today.

Following the incident, the girl allegedly committed suicide in her house on Tuesday by hanging herself.

Her father told the police that the 17-year-old had identified the accused, who had stalked her in the past as well.

"We have registered a case of abduction, gang-rape and abetment to suicide against the accused, and are conducting raids to nab them," said Rojka Mev SHO Jai Bhagwan.

"Investigations in the case are on," SP, Mewat, Nazneen Bhasin said.

Registered cases of sexual violence have been steadily rising despite the national outrage that followed the fatal gang-rape of a student on a bus in New Delhi in 2012.

Amid the wave of anger at that time, the government promised to speed up rape trials, introduce harsher penalties, including the death sentence in extreme cases, and introduced a law against stalking.

But statistics show that since 2012, reported rape cases climbed 60 percent to about 40,000 in 2016, with child rape accounting for about 40 percent of them.

Rohingya case: Supreme Court demands details of refugee camps in Delhi, Haryana

The Delhi government on Monday informed the Supreme Court that it was negotiating with Haryana for the release of 450 cusecs of water of the Yamuna river per day for the national capital.

A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud was informed by the Delhi Jal Board (DJB) that Haryana had released some amount of water.

Senior advocate Mukul Rohatgi, appearing for the Delhi Jal Board, said the court might not need to pass any order as both Delhi and Haryana governments were in negotiation to resolve the crisis.

To this submission of Rohatgi, the bench said it was adjourning the matter for April 16.

The apex court was hearing a plea filed by the DJB alleging that Haryana had reduced by one-third the supply of Yamuna water to the national capital, leading to a grave water crisis in Delhi.

The DJB contended in its plea that Haryana was supplying Delhi only 330 cusecs of water per day as against 450 cusecs per day which was agreed upon between the state and the Union Territory.

It has claimed that due to the present curtailment in water supply to the Wazirabad reservoir, the plant is running at reduced capacity leading to "grave water crisis" in the city.

The DJB had said the situation would "escalate" as the temperature rises with the onset of summer and the demand for drinking water shoots up.

It has sought directions from the apex court to the Haryana government to supply the full 450 cusecs of water per day continuously and daily to the Wazirabad reservoir.

The Delhi High Court had also recently told the Haryana government that it has to stick to its 2014 direction specifying the amount of water to be released to Delhi every day.

The Supreme Court on Monday set aside decisions of Bhupinder Hooda government in Haryana to drop the land acquisition proceedings against private builders for about 688 acres land in Manesar.

Terming the decisions as cases of fraud on power, the court on Monday said they were brought about by "malafide exercise of power".

The Central Bureau of Investigation (CBI) had registered a case in September 2015 on allegations that private builders in conspiracy with public servants of the Haryana government had acquired land from farmers and land owners of Manesar at throwaway prices. The land was reportedly purchased showing the threat of acquisition by the government.

The CBI had filed a chargesheet against Hooda and 33 others in a case of alleged corruption in Manesar land deals worth over Rs 1,500 crore. Twenty-nine builders and companies were also named in the chargesheet.

The Supreme Court ruled today that buyers from whom money was collected by builders will either be entitled to refunds or plots/apartments.

The Supreme Court also directed the CBI to investigate transactions including the unearthing of unnatural gains received by “middlemen” in the Manesar land case. The court has now asked the CBI to investigate the matter.

The apex court also asked the Punjab and Haryana High Court to dispose of the petition challenging the constitution of SN Dhingra Commission of inquiry within two months so that public interest does not suffer by delay. The Dhingra commission was set up in 2015 to investigate alleged corruption in the land deals. The commission submitted its report to the ML Khattar government in August, 2016.

It is alleged that on August 27, 2004 and August 25, 2005, the Haryana government issued separate notifications for the acquisition of 912 acres of land for setting up an industrial model township at Manesar, Naurangpur and Lakhnoula villages in Gurgaon.

Threatening the farmers with the governments acquisition process, builders allegedly purchased around 459 acres from farmers at prices in the range of Rs 20-25 lakh per acre to Rs 1.50 crore per acre, according to CBI.

Around 350 acres of land were bought at throwaway price of Rs 20-25 lakh per acre, while another 50 acres at the rate of even Rs 1.50 crore (approx) per acre, the agency said.

In 2007, the builders reportedly gave a plea in the office of the then chief minister, Bhupinder Singh Hooda, seeking withdrawal of the acquisition process which was done two months later on August 24, the CBI said.

Protests against the movie Padmaavat -- the movie is scheduled for release on January 25 -- are gathering pace around the country.

The two states of Rajasthan and Madhya Pradesh approached the Supreme Court Tuesday to rethink its stay on their ban of the movie. The movie had been banned by two other states -- Gujarat and Haryana, but the court had last week ordered the bans to be lifted.

The court had said then that if the movie Bandit Queen (on the life of dacoit-turned-politician Phoolan Devi) could be released, then why not Padmaavat.

In Jaipur meanwhile, the Rajput Karna Sena staged a protest against the movie, saying, "We are confident that no cinema hall will screen the film and if someone does they should be ready to bear the consequences."

"Consider it a warning or request," the self-styled Sena added.
