Rebalancing is the new mantra of statecraft and reset is the new form of global rapprochement. 
 
Therefore, Prime Minister Narendra Modi pitched for as many as 20 meetings, including nine bilaterals and eight pull-aside engagements, with his global counterparts. On the sidelines of the G20 summit at Osaka, Japan, were varied groupings: Russia-India-China, Japan-US-India and Brazil-Russia-India-China-South Africa. It offered, once again, good optics for the creation of a multilateral system of partnerships with various countries and international organisations.

All great powers realise that the era of super-power domination is over, and with the emergence of new power centres like China, India and Japan, new rules of the game and new terms of engagement need to be chalked out. Forums like G20 are critical for constructing a multi-polar and democratic order, which would guarantee each country — large or small — peace, security, justice and development in order to address challenges like climate change, corruption, pollution, terrorism, technology sharing and data flow management, among others.

In the wake of the financial woes of the West and its increasingly protectionist tendencies of late — Brexit in the UK and the triumphalism of Donald Trump — one can notice a common trend that arises out of part distrust and part national interest. No more prominent example of global rebalancing may be cited than China’s Belt and Road Initiative (BRI) against the backdrop of the US’s ‘Pivot to Asia’ that Beijing intuitively believes to be especially devised to contain its rise.

How is the rebalancing working out? US allies in Asia, connected to and militarily aligned with the pivot, are absolutely okay with engaging economically with China, a phenomenon that seeks to strike a balance between the regional and global geo-economic and geostrategic priorities. The hegemonic struggle between the US and China to stake control over Asia and the world notwithstanding, nations are trying hard to hold on to their values and diplomats are honing their skills on economic statecraft.

Is rebalancing, then, the other name of strategic promiscuity? In a way, it is. Because being close to another country does not necessarily mean hostilities against a third country. Rebalancing, therefore, is more akin to focusing on areas of respective and mutual convergence. That’s where it syncs with national interest. While the reasons for US foreign policy to focus on Brazil, India, Indonesia and Turkey is ascribed to their fluid and open approach to the international order than those of China or Russia, the real factor could be to reduce China’s global clout by fostering partnerships with existing and rising great powers.

Russia, in turn, has been trying to counterbalance the USA’s global leadership by cooperating with China on issues relating to state sovereignty, strengthening the UN Security Council, and pitching for a multi-polar world order wherein no single state assumes a paramount position vis-à-vis the others in world affairs. Despite paeans sung on the merits of multilateralism, it is natural that a leader in power would pursue policy based on his/her perception of national interest. 
 
Napoleon justified his campaign against Russia, and later his act to launch the desperate battle at Waterloo, on the plea that he was acting in the interest of France; Hitler was said to be acting in Germany’s national interest on grounds of which he justified his expansionist policies, including annexation of Austria and the breakup of Czechoslovakia (1938). British Prime Minister Neville Chamberlain justified his act of currying favour with Hitler and Mussolini on the pretext that such appeasement was in Britain’s national interest. Prime Minister Narendra Modi recently justified demonetisation as a move taken in “national interest” and not for “political gains”, arguing that it was a step to fight black money.

It is par for the course, then, that during a recent extensive bilateral meeting in New Delhi, India’s external affairs minister S Jaishankar reconfirmed to his American counterpart, Mike Pompeo, about the Indian imperative to act in its national interest and nurture the time-tested, history-honoured relationships with many countries, including Russia and Iran. India is also engaging more actively with Japan, while taking care not to antagonise China, which is another deft exercise of rebalancing.

Rebalancing is trademark in a multi-polar diplomatic world

More, I travel abroad, my fascination for multiculturalism and civic discipline increase by leaps and bound. I had a strange encounter in Dubai recently. It is not allowed to pick passengers by taxis apart from hotels or designated stops.

In this case, I was sauntering at Dubai's Marina front and wanted to immediately return to the hotel. Instead of walking back to the designated spot, I insisted that the driver come to me for the pick-up. He asked me to go to a nearby hotel so that he could pick me up. While we were walking towards the hotel, the car arrived right in front of the hotel and the barrier was still down. As usual, I and my friends rushed inside the car and asked him to start the vehicle.&nbsp;

The barrier opened, and we went inside the hotel and took a U-turn through the porch to come out of the property. On return, our car was pulled aside, and our driver received an earful from the security guard for picking up passengers from the road.&nbsp;

Rest of us inside the car maintained a pin drop silence. The security guard kept on repeating that the law has been violated and he should have waited for the barrier to open and guests should have been picked from inside.&nbsp; It resulted in a verbal brawl even as our driver kept on apologizing. He eventually let us go but I don’t think that this could have happened in India.

Interestingly, both the driver and security guard were from India. In 90 per cent of such cases in India, the guard wouldn't have taken pains to point out the error, and of course, the passenger wouldn't have bothered.&nbsp;

Civic discipline is fundamental to the functioning of any democracy. It protects civil society from the rough edges of powerful and rich as discipline on the ground remains equal for everyone. Same is the case in Singapore where the application of law on the ground level does not discriminate between the powerful and less powerful.&nbsp;

However, In India, democracy has been reduced only to elections. Though it is a matter of great pride that India since independence unlike many other nations has been successfully conducting elections making the transition of power peaceful. But it has failed in installing sense civic discipline in society. It is for this reason our civic infrastructure and law and order situation continues to remain problematic.

This very lack of civil discipline has also affected the emergence of peaceful multiculturalism in India. Regularly students from the North-East become objects of stereotype and violence in Delhi. North Indians receive rough treatment in Mumbai over economic issues. In the name of job protest, caste-based groups bring cities and towns to a halt. Even controversial films lead to violence. It is a result of civic indiscipline whereby one individual does not respect the right of another individual.&nbsp;

For&nbsp;example, both Singapore and Dubai have different cultures and dominant religion but have been successful in transforming the attitude of their society. In both countries, people from across the world work. Both cities are extremely multicultural and at the same time ensure&nbsp;that civic discipline remains the hallmark of their daily life.&nbsp;

In my opinion, it is the latter which ensures that the former can take root in society. It ensures that community or class does not trample over the right of an individual which is essential for a country to become multicultural. The ugly Indian brawls in top cities over the ownership of jobs and infrastructure which aptly shows why Indian cities have not evolved a true multicultural spirit.&nbsp;

The only way India can become truly multicultural and disciplined is by ensuring that civic discipline along with gender sensitisation becomes a priority.&nbsp;

The panel was moderated by journalist and author Riz Khan.&nbsp;

Roland Schatz spoke about the state of world media, the importance of questioning ourselves as journalists and how “relevance” plays a vital role in presenting news to the audience. He started by saying that “the moment we understand what media is about, we will probably get very quickly to the solution. It’s all about relevance.” And questioned: “How can you be relevant when you are obsessed about who is first or fastest. If speed is your driving force, you can't be relevant.”

He said, “The best TV is in your head. Close your eyes and think, what was the main subject that India was framed the most in - in BBC, in German TV or Chinese TV. What was the number 1 theme? Was it cricket? Was it the military? It was rape. Does rape really represent India? What was the main theme framed in Pakistan? Terror attacks. You could either blame me that we don’t know how to do our job but it always takes two to tango. I am a fifth generation journalist.”

He then addressed the audience again and asked: “What have you done as people from India, Pakistan, South East Asian region to tell my colleagues your story?”

Roland also spoke about adding value to&nbsp;each story, each narrative as journalists. He reflected: "We have 200-300 fascinating stories on our desk, for us to leave the office but that's not relevance. It's not getting us to reality. The beautiful thing is we are not alone in this race of losing trust. But who is providing value?”

He equated value with money and said, “We in the West, if we cover Islam and Muslims, why is it that we know if we cover them it has to be only about one topic - terror. There's something very wrong that we are doing with this. We need to get back to where we were when we started, get back the courage that we had. We spend a lot of time talking about terror attacks. In Germany, we learned that a&nbsp;terrorist&nbsp;can no longer be a terrorist if he is not finding a climate of sympathy around him. As long as we give terrorists the front page we create 100 terrorists.”

Commenting on the rise of East, Sibal said West is not in decline. EU is growing at 0.5 per cent a quarter and the American economy is also growing but there is a significant rise in the east which will set up new power balances, he said.

''From all my experience and learning, I have come to the conclusion that terrorism only works if you give them global attention. While a news report needs to mention the death toll and other details, we should be very careful with the pictures we choose,'' he said.

He also said that Trump would not be in the White House if all the global media have not covered Muslims in the context of terrorism. If they have not covered Mexicans as criminals in the way they did, Trump would not have been the US President.&nbsp;

Sadhguru, founder of Isha Foundation, while speaking to the audience at <a href="http://www.wionews.com/globalsummit">WION's Global Summit</a>, said that practical situations need to be handled in different ways when human conflicts occur.

Sadhguru who is the head of the Isha Foundation, a non-profit organisation, emphasised that sustainable development was the way forward for South Asia. He pointed out that in a democracy, everyone's emotions and considerations need to be considered, although it becomes difficult at times.

"This is that kind of time that whatever you say, it will be taken in an extreme way. There are lots of dead bodies and a lot of grieving families. So, there are emotions, some very strong emotions. But there are problems and there are solutions. When we invest in problems, problems multiply. It would be wise to invest in solutions. But in a democratic nation, when you take everyone's considerations and emotions it becomes very difficult to move in any one direction," Sadhguru said.

"I feel this won't be a difficult problem to solve if there is abstinence from daily violence that's unleashed in the form of terror. The old philosophy of thousand cuts is still being executed. When that's going on, it becomes difficult to even talk about solutions. I think that's where we are right now," he added.

Talking about the state of South Asia, Sadhguru said, "In the region, we have 33 per cent of world's malnourished. The largest number of stunted children in the world are in this region. If you take individuals and families, their aspirations will be very economic. I feel putting economics as the front foot is the best way to do it."

Sadhguru was part of a session on South Asia: A possibility beyond present realities which was moderated by international journalist Riz Khan.

Talking about India and Pakistan, the two neighbouring countries, and the ties between them, Sadhguru said that India made a serious effort in giving Most Favoured Nation status to Pakistan “but it did not work out and the MFN status was withdrawn”.

"Talking peace is a very fashionable thing. But when the proponents of violence say they will first liberate Kashmir, and subsequently India, you cannot endlessly talk peace with them," the spiritual guru said. He added that the whole region has to bring economic prosperity for peace to prevail here.

"I'm sure people in Pakistan also aspire for their well-being. Certain forces in every nation behave like they are the representatives of an entire country, but they are not. You should see the bonhomie between Indians and Pakistanis when they are outside the region," he said.
