Russian President Vladimir Putin blamed the West for the ongoing food and energy shortages and assured that his country would “guarantee” safe passage of exports from Ukraine-held ports if it is "cleared" of mines by Ukraine.

"There is no problem to export grain from Ukraine," he said in a televised interview, saying it could be done via Ukrainian ports, via others under Russian control, or even via central Europe, reports AFP.

The Russian president assured that his armed forces would not “launch any attacks [on Ukraine] from the sea” while it is being removed from mines.

The Russian leader mentioned the possibility of exporting via the Ukrainian ports of Mariupol and Berdyansk on the Sea of Azov, which gives access to the Black Sea. Both are under Russian control.

He also said ports under Kyiv's control, in particular Odessa, could be used.

“I must say that this is an attempt, as our people say, to shift these problems from a sick to a healthy head.”

The ongoing Russia-Ukraine war has caused a massive food crisis globally as the Western sanctions have disrupted deliveries of wheat and other commodities from the two countries. The disturbed supply chain raised concerns about the risk of hunger around the world. Russia and Ukraine produce around 30 per cent of the global wheat supply. However, in a positive development, the Russian defence ministry said on Thursday (June 2) that vessels carrying grain can leave Ukraine's ports in the Black Sea via "humanitarian corridors", Reuters reported quoting the Interfax news agency said. As per the report, Russia is also ready to guarantee the safety of the vessels. Interfax added that Russia would not use the humanitarian situation in Ukraine for what Moscow calls its "special military operation" in Ukraine, the defence ministry noted. Russia-Ukraine war: Moscow ready to guarantee safety of vessels carrying grain from Ukraine

Kremlin said on Monday (May 30) indicated that Russia was ready to ensure 'unhindered' supply of food grains from Ukrainian ports. Kremlin quoted Russian President Vladimir Putin as he spoke with Turkish President Recep Tayyip Erdogan.

One of the effects Ukraine conflict has had on the world is food crisis. Ukraine exports foodgrains. But the export has been interrupted due Russian invasion. The conflict has resulted in prices of grain, cooking oil, fertiliser and energy soaring, hurting global growth.

The United Nations, which says a global food crisis is deepening, is trying to broker a deal to unblock Ukraine's grain exports though Western leaders have blamed Russia for holding the world to ransom by blockading Ukrainian ports.

"During the discussion of the situation in Ukraine, emphasis was placed on ensuring safe navigation in the Black and Azov seas and eliminating the mine threat in their waters," the Kremlin said of Putin's call with Erdogan.

"Vladimir Putin noted the readiness of the Russian side to facilitate the unhindered sea transit of goods in coordination with Turkish partners. This also applies to the export of grain from Ukrainian ports."

Putin, according to the Kremlin, added that if sanctions were lifted, then Russia could "export significant volumes of fertilizers and agricultural products."

It was not clear which Ukrainian ports Putin was referring to. Grain export from Ukraine mainly takes place from Chornomorsk, Mykolaiv, Odesa, Kherson and Yuzhny.

During his conversation with Vladimir Putin, Erdogan said that Turkey was willing to take on a role in an "observation mechanism" between Moscow, Kyiv and the United Nations, if an agreement is reached.

He later told Ukrainian President Volodymyr Zelenskiy that he "especially valued the project to create a secure sea route for exporting Ukrainian agricultural products," his office said, adding he welcomed, in principle, the idea of making Istanbul a headquarters for the "observation mechanism".

Russia ready for 'unhindered' grain exports from Ukraine ports: Kremlin

Supply disruption has sent global food prices soaring. Russia has now decided to free up the maritime blockade as the global food security crisis looms.

World's food supplies in peril, Ukraine war leads to food crisis

The collateral damage of the Ukraine war has been huge with the conflict now crossing the four-month mark. The ramifications of the war is hard to ignore, it's not just Ukraine or Russia, the effects of the war have spilled beyond the borders thus making it now a global crisis.

Ukraine invasion: Russia blames West for food crisis

The Russian president Vladimir Putin and the Italian Prime Minister Mario Draghi discussed ways to ease the international food crisis, with the Kremlin saying this could be done only if the West lifts sanctions.

In a special address at the World Economic Forum Annual Meeting 2022, European Commission President Ursula von der Leyen denounced Russian aggression and its use of food supplies as a war weapon.

Even as the food crisis looms large due to the Russian-Ukraine war coupled with climate change, United States National Security Advisor Jake Sullivan said that food security would be the topic of discussion in the third edition of the Quad Summit in Tokyo.

Sullivan was responding to a question if President Joe Biden will have a talk with Prime Minister Narendra Modi to reverse India’s decision to ban wheat exports.

“Food security will be the topic of conversation at the Quad,” Sullivan said on Sunday.

Ukraine and Russia account for 29 per cent of global wheat and 62 per cent of sunflower oil exports. The invasion has exacerbated food price inflation in emerging markets and developing economies and has impacted some of the poorest and most vulnerable countries.

Global food prices are almost 30 per cent higher than the same time last year, according to the UN.

India was forced to halt wheat exports after a brutal heatwave destroyed the crops, causing inflation and shortage in the country.

However, the Indian government had said that it would consider helping the nations that are in need.

Apart from the wheat export ban, the Quad summit will also likely discuss the Russian-Ukraine war where India’s stand has put it at odds with its allies.

Even though India has not outrightly condemned Russia, it had always sought for peaceful resolution of the conflict.

When Sullivan was asked if Biden would talk with Modi on this issue, he said, “Well, they already had the opportunity to engage on that and the president had an extended discussion with PM Modi when they did a virtual Quad summit in March. They also got to speak about it when they had a short video bilateral 2+2 and when Indian ministers came to Washington.”

“So, it won't be a new conversation but a continuation of the conversation they have already had on how we see the picture in Ukraine and impacts of Russia's brutal invasion of Ukraine, apart from wider sets of concerns in the world including food security concerns. So, they will talk all of that through, will leave the specific, they had private and constructive exchanges. This will be similarly constructive and straightforward.”

On India’s wheat export ban, US NSA said this....

Countries around the world are struggling with food shortages and high inflation. The United States has blamed Russia for this crisis - accusing it of using food as a weapon. How true are these claims? Palki Sharma brings you a report.

Gravitas: Russia using food as a weapon?

The World Bank on Wednesday announced an additional $12 billion in funding for projects to address the global food security crisis, bringing the total to $30 billion.

Amid the growing shortages exacerbated by the Russian invasion of Ukraine, a key grain producer, the new funding will finance projects over the next 15 months to boost food and fertilizer production, facilitate greater trade and support vulnerable households and producers, the World Bank said.

"Food price increases are having devastating effects on the poorest and most vulnerable," World Bank President David Malpass said in a statement.

"It is critical that countries make clear statements now of future output increases in response to Russia’s invasion of Ukraine."

The bank previously announced $18.7 billion in funding for projects to be implemented over the next 15 months in Africa and the Middle East, Eastern Europe and Central Asia, and South Asia.

Russia's invasion of Ukraine and international economic sanctions on Moscow have disrupted supplies of wheat and other food supplies from both countries and pushed up fuel and diesel prices, especially in developing nations.

And India over the weekend banned wheat exports, which sent prices for the grain soaring.

"Countries should make concerted efforts to increase the supply of energy and fertilizer, help farmers increase plantings and crop yields, and remove policies that block exports and imports, divert food to biofuel, or encourage unnecessary storage," Malpass said.

Washington welcomed the decision, which is part of a joint action plan by multilateral lenders and regional development banks to address the food crisis.

"The Russian war against Ukraine is the latest global shock that is exacerbating the sharp increase in both acute and chronic food insecurity in recent years driven by conflict, climate change and economic downturns, such as those associated with the Covid-19 pandemic," the Treasury Department said, applauding the institutions for working swiftly to address the issues.

World Bank to provide additional $12 billion to address global food crisis

India’s decision to ban wheat exports amidst an acute global shortage in the wake of the Russia-Ukraine war and climate change has caused reverberations across the world.

While the G7 slammed the move as the global wheat prices soared across the markets, India found unlikely support from none other than the Chinese media.

Global Times, a Chinese Communist Party-backed tabloid paper, has said, “Blaming India won't solve the food problem."

In an editorial, the paper said, "Now, the agriculture ministers from G7 urge India not to ban wheat exports, then why won't G7 nations themselves move to stabilise food market supply by hiking their exports?".

"Although India is the second-largest wheat producer in the world, it accounts for only a small part of global wheat exports. By contrast, some developed economies, including the US, Canada, the EU and Australia, are among major exporters of wheat," it added.

The paper argued that if some western countries decide to reduce wheat exports in the wake of a potential global food crisis, “they will be in no position to criticise India, a country that faces pressure to secure its own food supply.”

Meanwhile, the price of wheat has jumped to 435 euros ($453) per tonne as the European market opened, AFP reported.

West Africa is facing its worst food crisis on record driven by conflict, drought, and the impact of the war in Ukraine on food prices and availability, aid agencies said on Tuesday.

There are about 27 million people suffering from hunger in the region and that number could rise to 38 million by June, a 40 per cent increase from last year and a historic high, said 11 international aid organizations in a joint statement.

Large swathes of West Africa, including parts of Burkina Faso, Mali, Niger and Nigeria, are facing Islamist insurgencies that have forced millions of people off their land. Along with Chad, those are the countries most affected by hunger.

Food crisis is deepening in America. The outbreak of Covid pandemic has only worsened the situation, so much so that even American military forces are finding it hard to secure food for their families.

According to a report by news agency AP, as many as 160,000 active-duty military members are having trouble feeding their families.

The report has quoted data from a United States-based nonprofit organisation, Feeding America, which runs over 200 food banks and feeds more than 46 million people across the country.

The revelation came when the NGO was compiling data to examine how long-term food insecurity has extended into every aspect of American life, including the military.

According to Department of Agriculture, US, over 89 per cent of US households were food secure throughout the year in 2020.

The remaining 10.5 per cent of households were food insecure at least some time during the year, including 3.9 percent (5.1 million households) that had very low food security.

While the government has no data of food insecurity among the military members, the NGO’s report is the first one to openly acknowledge the glaring crisis among the armed forces.

Activists say that food crisis had existed for years in the military ranks, primarily among junior-level enlisted service members with children.

Long serpentine queues, people jostling and fighting at the supermarkets to stock essential food items: These are the scenes of panic buying that is being witnessed across China—which is bracing for a fresh surge of COVID-19 outbreak and a long winter season.

Army biscuits and luncheon meals are becoming the most searched items online. Rice, soya sauce, chilli sauce are trending in Alibaba’s e-commerce website, even as vendors are running out of stock. According to reports, the top search on the internet in China reads household stockpile list.

It all started with a notice from China’s Ministry of Commerce on November 1, directing local governments to encourage people to stockpile “daily necessities”, including vegetables, oils and poultry, in order to “meet the needs of daily life and emergencies.”

The order triggered a heated debate online, with some users speculating that the call to stockpile food was related to the possible outbreak of war with Taiwan, while others are attributing to impending lockdown owing to the fresh Covid outbreak.

It all started with a notice from China’s Ministry of Commerce on November 1, directing local governments to encourage people to stockpile “daily necessities”, including vegetables, oils and poultry, in order to “meet the needs of daily life and emergencies.” 【中国各地民众响应政府号召抢购物资】 中国商务部周初一纸通知原本恐吓台湾要“武统”，结果引发该国民众疯抢商品。有家庭甚至储备发电机。 网上视频#台海危机#搬石头砸自己脚 pic.twitter.com/TZu3AYpExy — 自由亚洲电台 (@RFA_Chinese) November 4, 2021 × China is encouraging people to stockpile food which has resulted in mass panic buying. One video posted on Weibo by the state-owned news magazine China News Weekly shows long lines of shoppers at grocery stores in Changzhou, a city in Jiangsu province. Their carts are stacked full of produce and other supplies, while shelves throughout the stores are empty. Supermarkets in various cities around the country saw flour, rice and other food items flying off the shelves. Watch The Ministry of Commerce responded by assuring people there was no imminent threat to the food supply, while the state-run Economic Daily newspaper tried to calm online speculation by saying that the intention of the notice was to make sure people were prepared for lockdowns or quarantine due to new coronavirus outbreaks.
