She claimed that the plan would benefit low-income food-importing countries that have seen their expenses soar, or others like Ukraine, whose exports have been halted because of the invasion. She further predicted that approximately 50 nations would be eligible for the programme.

As per a source familiar with the plan, the proposal discussed would temporarily raise the access limits and permit member countries to borrow up to 50 per cent of their IMF quota, with low-income countries having access to the Rapid Credit Facility.

The IMF has always been funding and helping nations with all the necessary funds and aid required.

The organsiation since the start of the pandemic has funded more than $268 billion to 93 countries, Gerry Rice, spokesman for the IMF, said. He further added that the fund had been given to 57 low-income countries with loans totaling $27 billion, and it's still urging its member countries for financial support.

The International Panel of Experts on Sustainable Food Systems (IPES-Food) has claimed that the world’s top four grain traders, which have dominated the global grain market for decades, have witnessed record or near-record profits or sales, reports The Guardian.

The group is forecasting that demand outstripping supply would remain until 2024, leading to higher sales and profits in the next two years and keeping the grains beyond the reach of the poor, the report added.

“The fact that global commodity giants are making record profits at a time when hunger is rising is clearly unjust, and is a terrible indictment of our food systems. What’s even worse, these companies could have done more to prevent the hunger crisis in the first place,” Olivier De Schutter, a co-chair of IPES-Food and UN special rapporteur on extreme poverty and human rights, was quoted as saying.

The four trading companies that are said to have profiteered are— the Archer-Daniels-Midland Company, Bunge, Cargill and Louis Dreyfus.

These companies, known collectively as ABCD, control an estimate of 70 to 90 per cent of the global grain trade, the UK-based news outlet said.

“Global grain markets are even more concentrated than energy markets and even less transparent, so there is a huge risk of profiteering,” De Schutte was quoted as saying.

Cargill saw a 23 per cent increase in revenues to a record $165bn (£140bn) for the year ended 31 May, whereas Archer-Daniels-Midland reported the highest profits in the second quarter of the year.

Bunge’s sales surged by 17 per cent year on year in the second quarter, and Louis Dreyfus recorded profits for 2021 up by more than 80 per cent on the previous year, The Guardian reported.

"What we see here in Istanbul and in Odessa is only the more visible part of the solution. The other part of this package deal is the unimpeded access to the global markets of Russian food and fertiliser, which are not subject to sanctions," Guterres said.

He added that "Without fertiliser in 2022, there may not be enough food in 2023. Getting more food and fertiliser out of Ukraine and Russia is crucial to further calm commodity markets and lower prices for consumers."

Experts and international agencies have claimed that millions of people across the world are at risk of being driven into starvation unless action is taken. On Wednesday (July 13), Russia and Ukraine made substantive progress in their first direct talks since March to discuss and tackle the ongoing global food crisis. The main cause is the block of the Black Sea used for grain exports. The officials have agreed to meet again in Turkey next week. The Turkish defence minister Hulusi Akar said that Russia and Ukraine have made enough progress in resolving their dispute. In a statement, Akar said: "It was agreed that the Russian and Ukrainian delegations should meet again in Turkey next week." Russia and Ukraine's defence delegations agreed on "joint controls" at ports and on ways to "ensure the safety of the transfer routes" across the Black Sea, Akar said. The organisation’s World Food Programme (WFP) said that a nation of 5.5 million people, 2.2 million amongst them are stated to be acutely food insecure and the situations are expected to get worse over the next few months. The spokesman for the WFP, Tomson Phiri, told the reporters, “The Central African Republic is facing unprecedented humanitarian needs and a deteriorating food security situation,” reported by AFP.

Prior to the rainy season, which impedes access to much of the country’s food stock and lasts from July to September, WFP said it’s been difficult to pre-position the food inventories in shortage areas. Phiri said that the WFP was urgently appealing for $68.4 million. He further added that getting food into the CAR was taking longer than usual and getting petrol was a challenge. Millions of people will continue to experience food and nutrition without rapid funding, he said.&nbsp;

"Food crisis in the world will continue as long as this colonial war continues," Zelensky told the African countries.

The secretary of agriculture on Thursday announced at the United Nations a three-year agriculture partnership between the United States and Ukraine to address global food insecurity, which has been exacerbated by Russia’s invasion of Ukraine.

The partnership, in the form of a memorandum of understanding, was signed virtually earlier this week by the secretary, Tom Vilsack, and Ukraine’s minister of agriculture. Vilsack said the agreement was focused on providing technical assistance to Ukraine, which before the war was the world’s fourth-largest exporter of grain and seeds, and helping the country rebuild its agriculture industry after the war ends.

Vilsack said the United States would take several other steps to address the crisis, including incentives to growers to expand their production and, accordingly, increase the amount of grain available for food aid.

The war in Ukraine has caused global food and energy prices to soar and risks creating grain supply shortages in countries in the Middle East, Asia and Africa that depend heavily on imported wheat and grain from Ukraine. The United Nations has warned that a global food crisis, already in the making because of climate change and the pandemic’s disruption of supply chains, would place hundreds of thousands of people at risk of starvation.

A global effort is underway to release some 25 million tons of Ukrainian grain that are trapped by Russia’s blockade of the country. The U.N. is also negotiating a deal in which Russia would allow transport of Ukrainian grain from ports in the Black Sea in exchange for exports of Russian fertilizers to the world market without the threat of sanctions.

“Food should not be a weapon,” Vilsack said. “It’s essential to get the grain most needed out of the ports.”

Turkey, which has played a mediating role in the food conflict, offered Wednesday to host four-way talks with Ukraine, Russia and the UN. But a breakthrough would require ports in Ukraine to be de-mined and ships to be escorted through safe corridors to avoid mines in the Black Sea. A UN&nbsp;spokesperson, Stéphane Dujarric, said Thursday that there was no update on negotiations.

Vilsack said that while negotiations for sea transportation continued, a parallel track was necessary to move and store grain overland through Romania and Poland by railway. This would reduce the risk of grain being stolen and would free up storage for Ukrainian farmers who will soon need to harvest winter crops, he said.

“These negotiations are incredibly important,” Vilsack said, but added: “We remain skeptical about the Russians and whether or not they are coming to this to get to the ultimate yes.”
