The European Union readied new sanctions on Iran over its supply of drones to Russia as the UN Security Council met to discuss the unmanned attacks that have caused destruction in Ukraine.

EU readies sanctions on Iran for supplying drones to Russia

The European Union is seeking concrete evidence of any Iranian involvement in Russia's war on Ukraine. Ukraine has reported a spate of Russian attacks with Iranian-made Shahed-136 drones in recent weeks.

EU seeks concrete evidence for Iranian involvement in Ukraine war

The EU has launched a mission to train 15,000 Ukrainian soldiers and provided an additional 500 million euros for weaponry as part of its increased military assistance to Ukraine.

In addition to discussing how to respond to Russia's deployment of drones built in Iran, foreign ministers from the 27 countries that make up the union are scheduled to approve the choices at a conference in Luxembourg.

"Morally politically, even militarily, Russia is losing this war. So we have to continue supporting Ukraine," said EU foreign policy chief Josep Borrell at the start of the gathering.

Ukraine's military is advancing on the battlefield after nearly eight months of warfare, and Kyiv's western supporters are anxious to make sure that its soldiers have the capability to continue fighting.

In order to deploy the cutting-edge artillery systems, missile launchers, and air defences they are sending to Kyiv, a number of EU countries, particularly Germany and France, are already training Ukrainians.

The Court of Justice of the European Union (CJEU) on Thursday ruled that companies in the EU can ban headscarves (hijab) as long as it is a general prohibition and does not directly discriminate against employees.

“The internal rule of an undertaking prohibiting the visible wearing of religious, philosophical or spiritual signs does not constitute direct discrimination if it is applied to all workers in a general and undifferentiated way,” judges said.

This case was regarding a Muslim woman who was told by a Belgian company that she cannot wear her headscarf during her six-week work traineeship, said a Reuters report. However, the company asserts this was in line with its neutrality rule which does not allow any head covering, whether a cap, beanie or scarf of any kind.

Subsequently, the woman went to a Belgian court, which then sought counsel from the Luxembourg-based CJEU. This was following their other ruling in 2021 which said that EU companies could ban employees from wearing a hijab in certain conditions, in order to project image neutrality, said the report.

In several EU countries like Germany and France, headscarf ban has become a point of contention, as the former country has banned hijabs for women at work and has been debated upon mostly in relation to aspiring teachers at state schools and trainee judges. While France, which is also home to the largest Muslim population in Europe, has banned the hijab in state schools since 2004.

On Friday, US President Joe Biden signed an executive order intended to allay European fears about US surveillance and guarantee the privacy of personal data flows between the EU and the US.

According to the White House, the executive order establishes a new legal framework for transatlantic data transfers, which are vital to the digital economy.

The action taken by Biden is the most recent attempt to put an end to years' worth of court fights in which European campaigners had questioned the validity of the data transfers and threatened to shut down US Big Tech's activities in the EU.

"This is a culmination of our joint efforts to restore trust and stability to transatlantic data flows," Commerce Secretary Gina Raimondo told reporters.

"It will enable a continued flow of data that underpins more than a trillion dollars in cross-border trade and investment every year."

Although authorities in Brussels cautioned that the presidential order was simply the beginning of a process that may take months to negotiate a new data pact, EU Justice Commissioner Didier Reynders praised the executive order as a "significant step."

EU privacy campaigners have filed many cases against US tech firms because they are concerned about US intelligence services' access to the personal information of Europeans who use Facebook or Google for their online requirements.

After hearing accusations that US regulations infringe the basic rights of EU people, Europe's top court nullified earlier agreements, often known as equivalency deals.

Ukraine has long been demanding deliveries of German-designed Leopard II tanks. However, Germany has preferred that any such transfer be a part of wider accord among Western allies.

Germany, Austria, Denmark, Finland, Greece, Hungary, Poland, Portugal, Spain, Sweden, and non-EU members Norway, Switzerland and Turkey altogether possess some 2,000 of the tanks, according to an EU official.

"I think these are discussions we need to have now, especially because we are seeing Russia is escalating but also on the flipside when we are seeing Ukraine successfully pushing the Russians out," she said.

EU should provide tanks to Ukraine, says European Parliament chief

Pakistan is desperately trying to get revocation of the ban imposed on its airline by Europe after a string of scandals and safety issues. In the latest move, the civil aviation officials of the country have been granted a meeting with EU officials later this month. According to local media, the meeting is scheduled for October 25.

This comes months after Pakistan’s Civil Aviation Authority (CAA), said that International Aviation Safety Assessment (IASA) has agreed to an online audit after which the European Union Aviation Safety Agency (EASA) will also do a physical audit in the month of October. If approved, the Pakistan International Airline (PIA) can restart direct flights to European countries and the UK as early as the end of this month, reports suggest.

The PIA first came under scrutiny after its flight PK8303 crashed in Karachi on May 22, 2020, killing at least 97 passengers. The initial report said that the crash was due to a human error by the pilot and the air traffic control. The investigation following the incident led the former aviation minister Ghulam Sarwar Khan to ground at least 262 airline pilots who were suspected of bypassing their examination.

In July 2020, the EASA suspended the authorisation for PIA flights to operate in EU countries for six months. According to reports, the EASA raised concerns regarding the pilots’ licensing issue in the country and cited the Pakistan aviation minister’s speech in the Parliament which indicated that at least one-third of Pakistani pilots had fake licences.

The EU had also expressed concerns over CAA’s safety deficiencies which included the whole process of licencing and authorisations, application and oversight of safety management systems and establishment of the occurrence reporting system, and so on. Since then Pakistan has repeatedly attempted to get the ban lifted, however, it was retained again earlier this year in January.

According to sources, the CAA has indicated that the technical discussion with the EASA has concluded and they will conduct an online audit of the airline after which they would also conduct a physical audit of both the CAA and PIA. If approved, they will possibly let PIA flights in EU countries again. The CAA officials expressed hope that the ban on PIA flights is lifted by early 2023, the local media reported.

Following Moscow's annexation of four areas of Ukraine, the European Union (EU) has decided to impose further sanctions on the country, according to the Czech ambassador on Wednesday.

The eighth package since Russia's invasion in February is currently through a final approval process, and if no objections are raised, it will be published and take effect on Thursday, the EU ambassador for the Czech Republic announced on Twitter.

Individuals and companies that suffer harm from drones, robots and other products or services equipped with artificial intelligence software will find it easier to sue for compensation under EU draft rules seen by Reuters.

The AI Liability Directive, which the European Commission will announce on Wednesday, aims to address the increasing proliferation of AI-enabled products and services and the patchwork of national rules across the 27-country European Union.

Victims can sue for compensation for harm to their life, property, health and privacy due to the fault or omission of a provider, developer or user of AI technology or was discriminated in a recruitment process using AI, the draft rules said.

The rules seek to lighten the burden of proof on victims by introducing a "presumption of causality", which means victims only need to show that a manufacturer or user's failure to comply with certain requirements caused the harm and then link this to the AI technology in their lawsuit.

Under a "right of access to evidence", victims can ask a court to order companies and suppliers to provide information about high-risk AI systems so that they can identify the liable person and find out what went wrong.

The EU executive will on Wednesday also update the Product Liability Directive which sets out the scope of manufacturers' liability for defective products ranging from smart technology to machinery and to pharmaceuticals.

The proposed changes will allow users to sue for compensation when software updates render their smart-home products unsafe or when manufacturers fail to fix cybersecurity gaps.

Users with unsafe non-EU products will be able to sue the manufacturer's EU representative for compensation.

The AI Liability Directive will need the green light from EU countries and EU lawmakers before it can become law.

European Union draft rules to make it easier to sue drone makers, AI systems

Organisers of "illegal" votes in four seized regions of Ukraine, which Russia is holding as "referendums" with the intention of annexing, may face sanctions, the European Union announced on Tuesday.

As the fifth and final day of voting began, Josep Borrell's spokesperson, Peter Stano, warned journalists that "there would be consequences for all people who participate in the illegal, illegitimate referendums."

According to Luc Devigne, a senior member of Borrell's foreign policy team, "we will put in individuals that are obviously linked to the recent steps with these referendums" in the sanctions package.

The 27 EU members are debating new penalties on Russia for staging the referendum, which was generally viewed as a "sham" in the West.

Both Stano and Devigne emphasised that the EU would not recognise the outcomes of Russia's "referendums," which are anticipated to result in President Vladimir Putin announcing the annexation of the four regions of Ukraine as early as this Friday.

The voting is conducted in the same manner as the voting that Russia conducted in 2014 in the Crimea region of Ukraine that was occupied; as a result, Moscow annexed Crimea, a move that was not recognised internationally save by a small number of Russian supporters.

Several invited EU residents have participated in the vote in the Ukrainian regions as Russian-backed poll "observers," including a German energy firm CEO and a far-right French politician, according to reports.

If proven to have violated EU sanctions, Stano claimed they ran the danger of being penalised.

World Trade Organization (WTO) Director-General Ngozi Okonjo-Iweala has given a rather gloomy outlook on the global economy. In her opening statement at WTO's annual public forum in Geneva, Okonjo-Iweala stated that the world may be 'edging' into recession.

Her views echoed the similar warning some days ago by World Bank. The global lender on Tuesday also slashed growth prospects for Asia, citing concerns about slowdown in China.

"Now we have to weather what looks like an oncoming recession. I think a global recession. That's what I think we are edging into. But at the same time, we have to start thinking of the recovery. We have to restore growth," said the WTO chief.

With most central banks across the globe taking a hawkish approach and hiking the interest rates to beat inflation, the former Nigerian finance and foreign minister said the banks were in a tough spot.

"Central banks don't really have too much of a choice but to tighten and increase interest rates but the repercussions on emerging markets and developing countries is quite severe, because they too are tightening an increase in interest rates," she said.

Her statement comes less than two weeks after World Bank also provided a similar assessment. As reported by WION, World Bank President David Malpass gave a bearish outlook. "Global growth is slowing sharply, with further slowing likely as more countries fall into recession," said Malpass, adding that these trends would persist, with devastating consequences for emerging market and developing economies.

Following the election triumph of far-right Italian politician Giorgia Meloni, French Prime Minister Elisabeth Borne on Monday said that the European Union would closely follow the respect of certain human rights and would be "attentive" to the respect of women's rights such as abortion.

During her election campaign, Meloni reiterated her opposition to adoptions and surrogacy for LGBT couples, however, the far-right politician consistently refuted allegations that she may roll back legislation on abortion or gay rights.

French PM vows to 'be attentive' to ensuring abortion, human rights are respected in Italy after Meloni's win

In a letter to the UN on Friday, the European Union demanded publication of a study on the harm done to Ukraine's communications infrastructure since Russia's invasion seven months prior.

Members of the International Telecommunications Union of the UN passed a resolution in April pledging support for the war-devastated Ukraine's telecom sector reconstruction.

Another decision made in the text was to "take out an assessment on the impact of the situation in Ukraine to ITU plans and activities in the region, and deliver a report thereon."

A few months later, in July, the ITU updated its website with the announcement that its "assessment report" was "coming soon." However, despite signs that the report was prepared, the EU bemoaned Friday that it had "not been made public."

Additionally, "worsening mobile broadband access loss is recorded in at least 1,297 localities of Ukraine," the statement said.

Additionally, 20 television stations were said to have been partially or completely destroyed, and more than 50 communities were without access to terrestrial television and radio due to damage and a lack of energy.

796 cyberattacks against Ukraine were documented in the first four months of the war alone, it claimed.

At the same time, it warned, "worsening mobile broadband access loss is observed in at least in 1,297 settlements of Ukraine."

And 20 television centres were reported or confirmed to have been destroyed to some degree, while more than 50 settlements had no terrestrial television and radio service due to destruction and lack of energy supply.

Meanwhile, just in the first four months of the war, 796 cyber-attacks against Ukraine were reported, it said.

In a letter to the ITU, seen by AFP, the EU pointed out that the resolution calling for a full report on the situation had been co-sponsored by 46 countries from all regions, stressing the urgency of publishing it.

The EU wastes more food than it imports and could stop the rise in food prices by merely reducing on-farm waste, as per a report.

According to the study's estimations, the EU fritters away some 153 million tonnes of food annually, which is double earlier projections and 15 million tonnes more than is imported.

According to the report, the amount of wheat wasted in the EU alone is equivalent to one-fourth of the EU's other grain exports and almost half of Ukraine's wheat exports.

"It's a scandal that the EU is potentially throwing away more food than it is importing at a time of high food prices and a cost of living crisis," said Frank Mechielsen, director of Feedback EU, the organisation that conducted the study. In order to combat climate change and enhance food security, the EU now has a significant chance to adopt legally enforceable goals to reduce its food waste from farm to fork by half by 2030.

According to the UN Food and Agriculture Organization (FAO), the war in Ukraine contributed to the increase in global food prices last month, which were per cent higher than they were a year earlier.

Prices for wheat, maize, and soybeans have even surpassed peaks established at the height of the global financial crisis in 2008.

The world's first set of legally enforced goals to reduce food waste is scheduled to be presented by Brussels later this year. Feedback EU's request for a 50% reduction in waste by 2030 has the support of 43 green non-profits.

Senior policy officer for the European Environmental Bureau (EEB), Piotr Barczak, stated, “All EU countries had committed to halve food waste within the United Nations’ sustainable development goals. However, almost 10 years later, they have not achieved much, and our economies still generate incredibly high amounts of food waste.”

The EEB calls for enacting laws to reduce waste throughout the entire food supply chain, including in food production, processing, and services.

EU bats for war crimes tribunal after mass burial site unearthed in Ukraine

On Sunday, the European Union's (EU) executive branch recommended suspending approximately 7.5 billion euros in funding to Hungary over concerns of corruption and a democratic backslide. This comes after the bloc's budget commissioner said that there are several systemic irregularities in Hungary's anti-graft measures, saying the country has until November 19 to address these concerns.

The EU Budget Commissioner Johannes Hahn, said “It's about breaches of the rule of law compromising the use and management of EU funds.” He added that the 27-nation bloc is unable to conclude that the EU funds are “sufficiently protected.” The money is from the “cohesion funds” granted to Hungary, which is reportedly one of the biggest parts of the EU’s budget. This fund helps countries to keep their economies and infrastructure up to the bloc's standards.

Hahn reportedly cited reasons like Hungary's public procurement laws, the lack of of safeguards against conflict of interests, and the weakness in effective prosecution. A statement released earlier today read, “The European Commission has today proposed budget protection measures to the Council under the conditionality regulation…This is to ensure the protection of the EU budget and the financial interests of the EU against breaches of the principles of the rule of law in Hungary.”

Meanwhile, the EU budget commissioner also said that Hungary has until November to address the concerns put forth by the EU, adding that the country’s latest promise to address the 27-nation bloc’s criticism is a step in the right direction. However, it must amount to new laws and pragmatic solutions only then the bloc will be reassured. The move will be in line with EU's new power under the so-called conditionality mechanism.

Reportedly, such action of suspending the funds must be approved by the bloc’s member countries and it requires a “qualified majority,” which is 55% of the 27 countries which represent 65% of the EU’s total population. Notably, the EU first introduced the financial sanction two years ago in response to Poland and Hungarian Prime Minister Viktor Orban’s actions which amounted to undermining democracy.

The 7.5 billion euros amounts to at least 5% of Hungary’s 2022 GDP. Meanwhile, the EU countries have up to three months to make a decision on the proposal. Over the past couple of years, the 27-nation bloc has expressed concerns and accused Orban of dismantling democratic mechanisms and controlling the media, while also highlighting the erosion of minority rights during his time in power.

Orban who has been in power since 2010 has repeatedly denied these accusations while calling himself a “freedom fighter” against the views of the liberal west. According to EU lawmakers, they have turned a blind eye to problems in Hungary for far too long and it is their lack of action that has “contributed to the breakdown in democracy” in the country.

The EU parliament in their resolution stated, “Leaving rule of law breaches unchecked undermines democratic institutions and ultimately affects the human rights and lives of everyone in the country where those breaches are committed.” According to sources, the Commission has previously also blocked at least 6 billion euros in funds that were granted as a Covid economic recovery stimulus over the same concerns of corruption in Hungary.

The local media Budapest has reported that the Orban government may announce new legislation on Monday, however, the EU said last week that this may be a ploy by the government to gain time. The EU resolution on Thursday also said that Hungary’s nationalist government is trying to undermine the bloc’s democratic values, calling it “a hybrid regime of electoral autocracy.” Meanwhile, Orban has termed the government in Budapest, an “illiberal democracy.”

The European Union on Wednesday (September 14) proposed an EU ban against products manufactured using forced labour. The bloc plans a legislation in this regard. The move is being considered aimed against Chinese activities in Xinjiang and will add to existing political pressure exerted by US on China. The EU proposal does not explicitly mention any country by name.

The proposal has followed a European Parliament call for such a law. The appeal was made in June this year as it highlighted concerns over human rights in Xinjiang region.

China faces allegations of abuse and forced labour of Uyghurs in Xinjiang. Rights groups say that Muslim ethnic minority is forced to work in internment camps. The US accuses China of genocide. It has introduced a law in 2021 that broadly prohibits importing goods from Xinjiang. The region is a major producer of cotton and also supplies materials for solar panels

China denies allegations of abuse and forced labour.

The EU proposal highlights the 27.6 million people the International Labour Organization says were engaged in forced labour in 2021, 11% more than in 2016.

Just over half were in the Asia-Pacific region, although the highest level per capita was in Arab states. Forced labour was also a problem in high income countries.

The European Commission is proposing national agencies in the 27-member EU should establish if forced labour has been used to make a product. The Commission would publish decisions on a website to guide customs authorities.

The European Union has come up with a proposal to shield its consumers battling sky rocketing energy prices. The Block's Executives outline plans to raise more than $140 billion from energy firms. The money would help in protecting consumers from economic recession and insolvencies.

EU: Proposal to cap revenues from electricity generators, bid to raise $140 bn from energy firms

Ursula von der Leyen, the head of the European Union (EU), has called for reductions in electricity consumption across the union and windfall taxes on energy companies to combat excessive prices.

She informed the European Parliament that following Russia's invasion of Ukraine, gas and energy prices had reached all-time highs. She demanded a minimum five per cent reduction in electricity use during peak hours.

However, proposals to control the cost of natural gas, a significant Russian export to the EU, were postponed.

The Strasbourg plan calls for skimming off low-carbon electricity companies' earnings and enacting a de facto windfall tax on the oil, gas, and coal industries in order to raise "excess revenues."

The estimated €140 billion (£121 billion; $141 billion) in funds would benefit individuals and companies in all 27 member nations of the European Union.

In the hopes of reaching a consensus by the end of this month, the EU's member states will carefully consider the ideas.

Leyen's who will be reach Ukraine on Wednesday on her second visit said, "Europe's solidarity with Ukraine will remain unshakeable."

Olena Zelensky, the wife of Volodymyr Zelensky, attended the address in the legislature as a special guest.

Making ends meet was "becoming a source of anxiety for millions of businesses and households," according to Ms. von der Leyen.
