Ethiopia's Tigray region has claimed responsibility for rocket strikes on airport in Eritrea, a country bordering Ethiopia. This has raised fears of a wider conflict in Africa that started with one between Ethiopia and its own Tigray region. AFP quoted diplomats on Saturday to say that multiple rockets had struck Eritrea's capital Asmara and landed near the airport.

The conflict between Ethiopia and Tigray region has already caused a humanitarian crisis that has seen more than 14,000 people fleeing their homes to neighbouring Sudan, a country that is not fully equipped to handle the population.

Ethiopian Prime Minister Abiy Ahmed announced November 4 he had ordered military operations in Tigray in a dramatic escalation of a long-running feud with the region's ruling party, the Tigray People's Liberation Front (TPLF).

"Ethiopian forces are also using the airport of Asmara," TPLF leader Debretsion Gebremichael told AFP Sunday, saying this made the airport a "legitimate target" for the strikes.

He added that his forces had also been fighting "16 divisions" of Eritrean forces in recent days "in several fronts".

The TPLF has previously accused Abiy's government of enlisting military support from Eritrea, something Ethiopia denies.

There was no immediate response from the Eritrean or Ethiopian governments on Sunday.

It was not clear how many rockets were fired on Saturday night, where in Tigray they were fired from, whether they hit their targets or what damage they inflicted.

The United States embassy in Asmara posted an advisory to its website Sunday about "a series of loud noises" at around 7:50 pm Saturday night.

"Unconfirmed reports indicate they may have been explosive devices believed to be in the vicinity of the Asmara International Airport. There are no indications the airport was struck," the advisory said.

The TPLF dominated Ethiopian politics for nearly three decades and fought a brutal 1998-2000 border war with Eritrea that left tens of thousands dead.

Abiy came to power in 2018 and won the Nobel Peace Prize the following year in large part for his effort to initiate a rapprochement with Eritrea.

Fleeing refugees

Hundreds of people are reported to have been killed so far in the conflict in Africa's second most populous country, some in a gruesome massacre documented last week by Amnesty International.

Over 20,000 Ethiopians have fled as refugees into Sudan, a figure that continues to rise, Sudanese officials say.

Among them are Ethiopians returning to camps where they and their families sought refuge from devastating famine decades ago.

To cross the river at the two countries' border, they climb into small boats crammed with other exhausted and terrified Ethiopians seeking safety.

"I am filled with immeasurable sadness, because when I left, 20 years ago, I never thought that I would come back as a miserable refugee," said Gabriel, a 40-year-old farmer who arrived in eastern Sudan this week, asking to be identified by his first name because he feared for his safety.

Back in Ethiopia, the UN is pushing for full humanitarian access to Tigray, where Debretsion says hundreds of thousands have been displaced internally by fighting that has featured multiple rounds of government air strikes.

Conflicting narratives

Ever since Abiy took power in 2018 on the back of anti-government protests, the TPLF has complained of being sidelined and scapegoated for Ethiopia's woes.

The feud grew more intense after Tigray went ahead with its own elections in September -- defying a nationwide ban on all polls imposed because of the coronavirus pandemic -- and tried to brand him an illegitimate ruler.

The immediate catalyst for the military operations in Tigray, Abiy has said, was a TPLF attack on federal military camps.

The TPLF has denied the attack ever occurred, though Abiy's office has seized on a recent interview with Tigrayan media in which a senior TPLF official, Sekuture Getachew, said "it was imperative to take a thunder-like strike".

"Had it not been for the mission maybe Abiy had a chance to command dictatorially for a short term," Sekuture said in the interview, adding that the TPLF now controlled most of the firepower of the Ethiopian military's Northern Command.

Other TPLF leaders have not commented on the interview.

No talks yet

Ethiopian lawmakers have backed a plan to install a caretaker administration in Tigray, and officials have issued arrest warrants for Debretsion and other TPLF leaders.

Abiy's government has said the TPLF needs to be disarmed before negotiations can begin, frustrating world leaders who are calling for an immediate cessation of hostilities.

Meanwhile there continue to be fears the conflict could draw in other regions of Ethiopia.

Ethiopia: Tigray region claims responsibility for Eritrea airport strike

A locust invasion is swarming across parts of Ethiopia, Somalia and Kenya, destroying crops and pastureland in its wake. WION brings you a report.

Worst crisis of Locust swarms in 7 decades hits Africa

Ethiopia's Prime Minister Abiy Ahmed claimed to have liberated western Tigray as his forces continued to battle troops loyal to the regional government. The war in Tigray has dented Abiy's image as a champion of peace. Palki Sharma Upadhyay gets you a report.

Gravitas: Reports of a massacre in Ethiopia

The war in Ethiopia has spiralled into a massive humanitarian crisis. Hundreds have been killed and many more have been displaced. Ethiopian Prime Minister is riding high on military gains while Tigray's leadership is unwilling to surrender.

"War is an epitome of hell. I know because I have been there and back," said Ethiopian Prime Minister Abiy Ahmed after he received Nobel Peace Prize last year.

Today, he is a wartime leader who is marching his troops into his own country. On Thursday, (November 12), Abiy claimed a major victory as his forces captured western Tigray. But this came at a high cost. The ethnic faultlines have re-emerged. There are reports of a massacre.

Hundreds of civilians, hacked to death by forces loyal to the regional leadership. If these reports are confirmed, this would amount to war crimes.

Abiy has promised a swift end to the fighting. A return to normalcy in no time. He has named a new local leader to oversee the transition.

"We are confident that in a relatively short period of time, we will accomplish our objectives and create a conducive environment for life to return to normalcy for our citizens in Tigray," said Ahmed.

But this is easier said than done. Tigray is a battle-hardy province. Its leader has vowed to fight till the end. Although he is putting up a brave front the Prime minister too is buckling down for the long haul.

In Addis Ababa, the government launched a civilian blood drive. Hundreds turned up to donate. The war is popular among non-Tigrayans.

But casualties are mounting. A long conflict could destabilise not just Ethiopia. But the larger, horn of Africa region.

In the early stages, Abiy claimed his feud was with Tigray's ruling party and not its people. But that's becoming increasingly hard to believe.

On Friday Ethiopian police visited a UN office in Amhara. They wanted a list of Tigrayan people working there.

Moreover, A Tigrayan official at the African Union was also fired. The order came directly from Ethiopia's defence minister. The reason? Alleged disloyalty.

The fighting in Tigray has displaced more than 14,000 people. Among them are thousands of minors. They are fleeing en masse to neighbouring Sudan.

But the country does not have the resources to host these many people. The only way Ethiopia can avoid more bloodshed is if PM Abiy relents and agrees to talks with Tigray's leadership.

The 2019 Abiy would have wanted talks. All he needs to do is listen to his own advice.

Ethiopia: Casualties mount as Tigray conflict turns into humanitarian crisis

Raising fears that the conflict within Ethiopia could draw other regions of the country, Ethiopia on Saturday said that forces loyal to Tigray region fired into neighbouring Amhara region. Statement from Ethiopian government said that the rocket attack by Tigrayan forces damaged 'airport areas' in this region.

"In the late hours of Nov. 13, 2020, a rocket was fired towards Bahir Dar and Gondar cities. As a result, the airport areas have sustained damages," an Ethiopian government statement said.

"The TPLF junta is utilising the last of the weaponry within its arsenals," the statement said, referring to the Tigray People's Liberation Front, the Tigray ruling party.

AFP quoted a doctor to say that two military personnel were killed and upto 15 injured in the city of Gondar that was target of the fire.

Abiy Ahmed's relationship with regional leadership has always been strained. It reached a tipping point last week. Tigray's ruling party attacked federal troops. In response, Abiy ordered an all-out offensive.

There are reports of heavy fighting in Tigray. But news is becoming increasingly difficult to gather. There is a complete communications blackout. Internet, phone lines and electricity have been cut. Journalists are being arrested.

The government is attempting to control the narrative of this war. A reversal of Abiy's early reforms - that earned him a Nobel Peace Prize.

The prime minister feels he is on the verge of victory. On Monday the scenes in the border town of Dansha reflected his optimism.

"I surrendered to the army because we must not go to war for false reasons. We should be defending our national unity and guarding it. So the young men of Tigray region should not go to war," said a militiaman of Tigray People's Liberation Front (TPLF).

But not everyone in Tigray shares this feeling. Prime Minister Abiy hails from the Oromo ethnic group. The largest in Ethiopia. Historically, the Oromos and Tigrayans have been rivals. This war may reignite the rivalry.

To the South, another fault-line is opening up. The Amharas. They have a long-standing dispute with Tigray over land. When Abiy announced the war the Amharas gave their full support.

"Our military safeguard our nation and keep us united. While we were living peacefully together they TPLF attacked our defence force. We were hurt by that and our people were killed," said Zeleke Alabachew, local militiaman.

Will conflict within Ethiopia drag the country into chaos?

An explosion took place under a bridge in Ethiopia's capital Addis Ababa on Wednesday. Spokesperson of Ethiopia's federal police was quoted by Reuters as saying that a man was injured in the blast. The man lost his leg. Cause of the explosion is unknown at the moment.

There is no indication at present that the explosion is related to the ongoing conflict in the country's Tigray region.

Explosion in Ethiopian capital injures one man

About 2,500 Ethiopians have escaped across the border to Sudan from fighting in the restive Tigray region, with the exodus likely to swell fast, an official said.

Refugees fled to Sudan on Tuesday and the African Union appealed for a ceasefire in a north Ethiopian region where Prime Minister Abiy Ahmed is waging a military offensive against local leaders defiant of his authority.

About 2,500 Ethiopians have escaped across the border to Sudan from fighting in the restive Tigray region, with the exodus likely to swell fast, an official said.

Hundreds have died in airstrikes and fighting amid fears that Ethiopia could slide into civil war given deep animosity between the Tigrayans and Abiy, who comes from the largest Oromo ethnic group.

With access blocked to Tigray and communications largely down, it was hard to verify the state of the conflict.

State media said federal forces had captured Humera airport, near the borders with Sudan and Eritrea, along with a road leading from the town. The Ethiopian Press Agency posted photos that it said showed federal soldiers, backed by forces from the neighbouring Amhara region, at the airport.

However, Humera residents were going about their lives normally, according to a communications office of the Tigray People's Liberation Front (TPLF), which governs the state of more than 5 million people.

State-affiliated broadcaster FANA said Ethiopia had arrested 17 military officers for disrupting communications systems used by federal forces in Tigray, exposing them to potential harm.

Abiy, who won the Nobel Peace Prize in 2019, ordered air strikes and sent troops into Tigray last week after accusing the TPLF of attacking a military base. Tigrayans say Abiy's government oppresses and discriminates against them and behaved autocratically in postponing a national election.

Eritrea Allegation

In a potential major escalation, Tigray leader Debretsion Gebremichael said the Eritrean government of President Isaias Afwerki had sent troops across the border to attack local forces in support of the federal push.

But he gave no proof and Eritrea's Foreign Minister Osman Saleh Mohammed denied it. "We are not part of the conflict," he told Reuters.

Eritrea and Ethiopia signed a peace deal two years ago, but Afwerki's government remains hostile to the Tigrayan leadership after its role in a devastating 1998-2000 war.

Reuters reporters on Monday travelling in Tigray and Amhara saw trucks packed with militia fighters and pickups with mounted machine-guns rushing to the frontline for the federal government.

Warplanes have bombed arms depots and other targets, both sides say, while aid workers and security sources have reported heavy fighting on the ground.

Military and security sources in Amhara, on the side of the federal troops, have spoken of 500 deaths on the Tigrayan side and hundreds also from the national military.

The state-affiliated Fana broadcaster said federal troops had killed 550 Tigrayan "extremists" while another 29 members of local Special Forces and militia had surrendered.

The AU bloc called for peace talks and an end to hostilities. But Ethiopia said mediation was only possible if military hardware in Tigrayan hands was destroyed, federal officials were freed from custody and regional leaders arrested.

War Fears

The 44-year-old Abiy is Africa's youngest leader and won his Nobel prize for democratic reforms and for making peace with Eritrea. But his militancy against Tigray has alarmed diplomats and a full-scale war could further damage an economy already reeling from the coronavirus crisis.

A former soldier who once fought alongside Tigrayans against Eritrea, Abiy took over in 2018 after a Tigrayan-led government had dominated politics since rebels from their region toppled Marxist military rule in 1991.

But his attempts to open up a repressive political climate also led to an explosion of ethnic problems, with hundreds killed and hundreds of thousands forced to flee their homes in clashes over the last two years.

Abiy believes he can quell the Tigrayan leadership militarily, diplomats told Reuters, though they are a battle-hardened group from the 1998-2000 war with Eritrea and the defeat of dictator Mengistu Haile Mariam in 1991.

TPLF forces and militia allies number up to 250,000 men and possess significant hardware, experts say.

"Operations will cease as soon as the criminal junta is disarmed, legitimate administration in the region restored, and fugitives apprehended & brought to justice - all of them rapidly coming within reach," Abiy tweeted on Tuesday.

The TPLF has called him "merciless" with airstrikes.

Redwan Hussein, spokesman of a newly-established State of Emergency Task Force for the Tigray conflict, said federal soldiers had been forced to retreat over the border to Eritrea before regrouping and returning to fight local forces.

He acknowledged that Tigrayan troops had control of a compound of the Ethiopian military's powerful Northern Command in Mekelle, the capital of Tigray.

Ethiopia's Tigray conflict worsens, 550 rebels killed

Ethiopian troops took an airport in the Tigray region during an offensive against local leaders defying Prime Minister Abiy Ahmed's authority, state media said on Tuesday, as the African Union (AU) called for an end to bloodshed.

Hundreds have been killed in an escalating conflict that some fear could slide into civil war given deep animosity between the Tigrayans and the government of Abiy Ahmed, who comes from the largest Oromo ethnic group.

Various Tigrayan forces surrendered during the seizure of Humera airport, near the border with Sudan and Eritrea, while the military also captured a road leading from the town to the Sudanese border, the Fana broadcaster reported.

The Ethiopian Press Agency posted photos that it said showed federal soldiers, backed by forces from the neighbouring Amhara region, at the airport.

However, Humera residents were going about their lives normally, the local government's communication office said citing Tigray TV, without commenting on the status of the airport.

Foreign media had no access to Tigray on Tuesday and Reuters could not confirm the reports. There was no immediate response from the Tigray People's Liberation Front (TPLF), which governs the state of more than 9 million people.

'CEASE HOSTILITIES'

The AU bloc called for peace talks and a ceasefire. "The chairperson (Moussa Faki Mahamat) appeals for the immediate cessation of hostilities and calls on parties to respect human rights and ensure the protection of civilians," it said.

Some Ethiopians, including soldiers, have begun crossing into Sudan amid fears of a refugee crisis, residents in the region and Sudanese state media say.

Abiy's spokeswoman denied suggestions from some diplomats that he was ignoring mediation efforts and endangering stability in the poor and turbulent Horn of Africa region.

"There is no rebuffing of anyone by the prime minister. He had acknowledged and given gratitude for the concerns shown," the spokeswoman, Billene Seyoum, told Reuters.

African bloc urges ceasefire as Ethiopia claims airport in Tigray

An escalating conflict in Ethiopia's restive Tigray region has killed hundreds of people, sources on the government's side said, even as the prime minister sought on Monday to reassure the world his nation was not sliding into civil war.

The flare-up in the northern area bordering Eritrea and Sudan threatens to destabilise Africa's second most populous nation where ethnic conflict has already killed hundreds since Prime Minister Abiy Ahmed took over in 2018.

Reuters reporters travelling in Tigray and the neighbouring Amhara region saw trucks packed with armed militia and pickups with machine-guns mounted on the back rushing to the front line in support of the federal government push.

Some militia members waved the Ethiopian national flag.

Abiy, the continent's youngest leader at 44, won a Nobel Peace Prize last year for democratic reforms and for making peace with Eritrea. But last week the prime minister, from Ethiopia's largest ethnic group, the Oromo, launched a campaign against forces loyal to Tigrayan leaders whom he accused of attacking a military base in the town of Dansha.

"Concerns that Ethiopia will descend into chaos are unfounded and a result of not understanding our context deeply," he tweeted on Monday. "Our rule of law operation is aimed at guaranteeing peace and stability."

Abiy has said jets have been bombing arms depots and other targets. Aid workers and security sources have reported heavy fighting on the ground.

A military official in Amhara, on the side of the federal troops, told Reuters that clashes with Tigrayan forces in Kirakir, near the Tigray-Amhara border, had killed nearly 500 Tigrayan forces.

Three security sources in Amhara working with the federal troops said the Ethiopian army had also lost hundreds in the original battle in Dansha.

Reuters has been unable to verify numbers, though a diplomat also said hundreds were believed to have died. The prime minister's office and Ethiopia's national army did not immediately respond to requests for comment.

The Tigray People's Liberation Front (TPLF), which governs the region, is battle-hardened from both the 1998-2000 war with Eritrea and the guerrilla war to topple Mengistu Haile Mariam in 1991. TPLF forces and militia allies number up to 250,000 men and possess significant hardware, experts say.

'NO MERCY'

Tigrayans account for just 5% of Ethiopians but had, before Abiy's rule, dominated politics since rebels from their ethnic group toppled Marxist military rule in 1991.

They say Abiy's government has unfairly targeted them as part of a crackdown on past rights abuses and corruption.

"These fascists have demonstrated they will show no mercy in destroying Tigrayans by launching more than 10 air strike attempts in Tigrayan cities," the TPLF said via Facebook.

There was no immediate response from the prime minister's office, or from the spokesman of the state of emergency task force established by the government.

The army said it was intensifying attacks and that large numbers of Tigrayan special forces and militia were surrendering. It denied a TPLF claim of downing a jet.

Abiy, a former soldier who fought alongside Tigrayans against Eritrea, has so far defied calls from the United Nations and others to negotiate.

Journalists including from Reuters were turned away from the Dansha base on Monday by soldiers citing safety concerns.

Outside the base, SUVs and pickups were filled with soldiers and a black metal sign read: "Let's build one democratic country together." Military helicopters flew northward.

On a road into Dansha from the neighbouring Amhara region - which is backing the federal government - huts in a string of villages appeared abandoned.

In some parts, men in plain clothes with AK-47s stood guard.

A senior diplomat working on the Ethiopia crisis said Abiy had increasingly fallen back on support from Amhara - fuelling risk of more ethnic violence - after parts of the military's Northern Command went over to Tigrayan control.

"Ethiopia is like an empire crumbling before our own eyes," the diplomat told Reuters.

There are also fears of reprisals against Tigrayans elsewhere, with 162 people including a journalist arrested in Ethiopia's capital Addis Ababa on Sunday on suspicion of supporting the Tigrayan forces.

All-out war would damage Ethiopia's economy after years of steady growth in the nation of 110 million people. It could also add to the hundreds of thousands displaced in the last two years.

'NO MERCY' Tigrayans account for just 5% of Ethiopians but had, before Abiy's rule, dominated politics since rebels from their ethnic group toppled Marxist military rule in 1991.

Hundreds killed in escalating Ethiopian conflict, sources say

Ethiopia's Nobel-winning leader said on Monday his nation was not descending into "chaos" despite a military offensive against the restive Tigray region where air strikes and fighting have killed at least half a dozen people in recent days.

The flare-up in the northern region bordering Eritrea and Sudan has brought fears of civil war in Africa's second most populous nation where ethnic conflict has killed hundreds since Prime Minister Abiy Ahmed took over in 2018.

"Ethiopia is grateful for friends expressing their concern. Our rule of law operation is aimed at guaranteeing peace and stability once and for all by bringing perpetrators of instability to justice," he tweeted on Monday.

"Concerns that Ethiopia will descend into chaos are unfounded and a result of not understanding our context deeply."

The 44-year-old, who is the continent's youngest leader, won the Nobel Peace Price last year for democratic reforms following years of repressive government and for making peace with Eritrea after a border war that had killed tens of thousands.

But the conflict in Tigray threatens national stability.

Last week Abiy, who comes from Ethiopia's largest ethnic group the Oromo, launched a military campaign saying forces loyal to Tigrayan leaders had attacked a military base and attempted to steal equipment.

The Tigrayans account for just 5% of Ethiopians but had, before Abiy's rule, dominated politics since rebels from their ethnic group toppled Marxist military rule in 1991.

Federal government fighter jets have in recent days been bombing targets including arms depots in Tigray. Aid workers on Sunday reported heavy fighting between troops loyal to each side, with at least six dead and dozens wounded.

A military official in Amhara told Reuters that clashes with Tigrayan forces in Kirakir, near the border between the regions of Tigray and Amhara, on Thursday had killed dozens on both sides. Reuters was unable to verify that.

Ethiopia downplays war fears while seeking to quell Tigray

Ethiopian Prime Minister Abiy Ahmed replaced his army chief on Sunday and elevated deputy army chief to his position. The move came as the country fought its own Tigray region. The five-day conflict has seen number of wounded soldiers continuously increase. Abiy's office did not specify any reason for the latest move and only said that Deputy Army Chief Berhanu Jula will take over as army chief from his predecessor General Adem Mohammed. No announcement has been as of now as to in what capacity General Mohammed will serve the army.

The announcement came as a medical official told AFP that nearly 100 government soldiers had been treated for gunshot wounds at a hospital in the northern Amhara region, the latest indication that fighting has been intense.

Abiy and military leaders have touted Ethiopian soldiers' successes against forces loyal to the Tigray ruling party, but a communications blackout in the region has made their accounts difficult to verify.

On roads in the northern part of Ethiopia's Amhara region, ambulances can frequently be seen ferrying wounded combatants to hospitals.
In the town of Sanja, 98 government soldiers have been treated for "gunfire" injuries, a doctor told AFP.

"We have had 98 cases. All of them are soldiers from the national army," said the doctor, who spoke on condition of anonymity.

He said there were no fatalities at the hospital, but noted more serious cases have been transported to larger hospitals in the city of Gondar and elsewhere.

Reports of dead and wounded soldiers have mounted in recent days in Amhara, where a humanitarian aid worker said three died and 35 were treated on Saturday. On Friday 105 were reported injured and five killed in the region.

Ethiopia PM replaces army chief amid conflict with Tigray region

Ethiopian jets bombed the Tigray region on Friday and Prime Minister Abiy Ahmed pledged more air strikes in the escalating conflict, as reports emerged that Tigrayan forces had seized control of key federal military sites and weapons.

Civilians in the northern region should avoid "collateral damage" by not gathering outside as strikes would continue, Abiy said on Friday evening in a televised speech, defying international pleas to both sides for restraint.

The developments signalled how fast the days-old conflict was hurtling toward civil war that experts and diplomats warn would destabilise the country of 110 million people and hurt the broader Horn of Africa.

A simmering row between Abiy`s federal government and his former Tigrayan allies exploded on Wednesday after Abiy ordered a military campaign. Abiy, who won last year`s Nobel Peace Prize, accused the Tigray People`s Liberation Front (TPLF), of attacking a federal military base and trying to steal equipment. He said "the last red line" had been crossed.

The government then cut phone and internet communications to the region, according to the digital rights group Access Now, making it impossible to verify official accounts. The government accused the TPLF of shutting down communications.

Diplomats, regional security officers and aid workers have told Reuters that fighting is spreading in the northwestern part of the country, along Tigray`s border with the Amhara region, which is backing the federal government, and near the border with Sudan and Eritrea.

Abiy said on Friday that government troops had seized control of the town of Dansha, near the border area, from the TPLF.

RISKS

After toppling a Marxist dictator in 1991, the TPLF led the country`s multi-ethnic ruling coalition until Abiy took office in 2018. For those decades, Tigrayans dominated the military. Abiy has sacked many senior generals as part of a crackdown on past rights abuses and corruption that Tigrayans complain unfairly targets them.

Tigrayan forces are battle-hardened and possess significant stocks of military hardware, experts say. Their regional troops and associated militias number up to 250,000 men, according to the International Crisis Group think tank.

One of the biggest risks is that the Ethiopian army will splinter along ethnic lines, with Tigrayans defecting to the regional force. There are indications that is already happening, experts said.

Tigrayan forces were in control of the federal military`s Northern Command headquarters in the city of Mekelle, according to a United Nations internal security report dated Friday and seen by Reuters.

The Northern Command is one of the four military commands of the country and controls the border with Sudan, Djibouti and Eritrea.

Tigrayan forces have seized "heavy weapons" from several of the command`s depots, the report read. It said that the command is the most heavily armed and contains "most of the military’s heavy weapons including the majority of the country’s mechanised and armoured units, artillery and air assets."

The government is mobilising troops from around the country and sending them to Tigray, risking a security vacuum in other parts of the country where ethnic violence is raging. More than 50 people were killed by gunmen from a rival ethnic group in western Ethiopia on Sunday, according to Amnesty international.

Troop redeployments from near the border with Somalia will make that area "more vulnerable to possible incursions by Al Shabaab," the al Qaeda-linked insurgency trying to overthrow the government in Somalia, the U.N. report read.

Ethiopian air strikes in Tigray will continue, says PM, as civil war risks grow

Can Ethiopia survive a civil war?

A civil war is brewing in Ethiopia. The Army is marching into the northern province of Tigray. Palki Sharma Upadhyay brings you a report.

Gravitas: A civil war is brewing in Ethiopia

Ethiopian Prime Minister Abiy Ahmed said Friday that military operations launched in the northern region of Tigray had limited objectives, as calls rise for the country to step back from what could be a devastating war.

A long-running feud erupted into armed conflict this week between Addis Ababa and Tigray, whose leaders effectively ruled the country for three decades until Prime Minister Abiy Ahmed came to power.

UN chief Antonio Guterres called for the immediate de-escalation of tensions amid reports of heavy shelling and troop movements, while observers warned that an all-out war between the two powerful armies could be long and bloody.

Abiy, the winner of last year's Nobel Peace Prize, announced Wednesday he had ordered military operations in Tigray in response to an "attack" on a military camp by the Tigray People's Liberation Front (TPLF).

The TPLF denies the attack occurred and accuses Abiy of concocting the story to justify deploying the military against it.

Abiy wrote on Twitter Friday that the military operations "have clear, limited and achievable objectives -- to restore the rule of law and the constitutional order, and to safeguard the rights of Ethiopians to lead a peaceful life wherever they are in the country".

'Shameful, senseless'

His comments come after the military said Wednesday the country has "entered into a war it didn't anticipate" with the TPLF.

"This war is shameful, it is senseless," Ethiopia's deputy army chief Berhanu Jula said Thursday.

Abiy appeared to be seeking to play down the bellicose rhetoric, and responded to growing international calls for dialogue.

He said the government "patiently tried for several months to resolve differences with TPLF leadership peacefully; we tried mediation, reconciliation, dialogue".

"All failed (because) of TPLF criminal hubris and intransigence. In the last straw TPLF attacked the Northern Command based in Tigray."

'Deeply alarmed'

In a statement on Twitter, Guterres called for "an immediate de-escalation of tensions and a peaceful resolution to the dispute".

"I'm deeply alarmed over the situation in the Tigray region of Ethiopia. The stability of Ethiopia is important for the entire Horn of Africa region," he wrote.

Ethiopia's foreign ministry spokesman Dina Mufti said the government had explained to the diplomatic community that it "was provoked" into the current situation.

"Their reaction overall is that they want Ethiopia’s peace, stability and want this issue to be solved quickly. More or less we can say they expressed sympathy to our position."

Tigray president Debretsion Gebremichael said Thursday that fighting was taking place in western Tigray, and that federal troops were gathering on the border in neighbouring Amhara and Afar regions.

A diplomatic source said there were probably casualties on both sides after heavy fighting and artillery shelling Thursday on one of the main roads linking Tigray to Amhara.

An aid worker, speaking on condition of anonymity, said 25 wounded soldiers had been admitted to an Amhara health centre on Thursday, without specifying which side they were from.

Internet and phone connections in Tigray have been cut, making any tolls difficult to verify.

'Lengthy and bloody'

The International Crisis Group warned that unless the fighting was urgently halted, the conflict "will be devastating not just for the country but for the entire Horn of Africa".

It said that prolonged fighting could draw in neighbouring Eritrea, whose President Isaias Afwerki is close to Abiy and who is a "sworn enemy" of the TPLF which ruled Ethiopia when it fought a war with Eritrea.

And given Tigray has powerful military forces, with an estimated 250,000 troops, a war could be "lengthy and bloody" in Africa's second most populous country, it said.

It could also further destabilise the diverse nation, split into ethnic-based federal states, which has seen multiple outbreaks of ethnic violence in recent years.

"Immediate, concerted mediation -– local, regional and international -– is needed to avert a descent into a broader crisis," the ICG said.

The TPLF dominated politics in Ethiopia for nearly three decades before Abiy came to power in 2018 on the back of anti-government protests.

Under Abiy, Tigrayan leaders have complained of being unfairly targeted in corruption prosecutions, removed from top positions and broadly scapegoated for the country's woes.

The ICG said the descent into conflict was "sudden but predictable" after weeks of hostilities.

Tensions escalated when Tigray held its own elections in September, after Addis Ababa decided to postpone national polls due to the coronavirus pandemic.

Both sides then refused to recognise the rule of the other, and warlike rhetoric stepped up, with Tigray's president on Monday telling the region to prepare for war, prompting the federal parliament to seek to have the TPLF declared a terrorist group.

Addis Ababa has imposed a six-month state of emergency on Tigray.

In the last straw TPLF attacked the Northern Command based in Tigray." 'Deeply alarmed' In a statement on Twitter, Guterres called for "an immediate de-escalation of tensions and a peaceful resolution to the dispute". More or less we can say they expressed sympathy to our position." Tigray president Debretsion Gebremichael said Thursday that fighting was taking place in western Tigray, and that federal troops were gathering on the border in neighbouring Amhara and Afar regions. 'Lengthy and bloody' The International Crisis Group warned that unless the fighting was urgently halted, the conflict "will be devastating not just for the country but for the entire Horn of Africa".

Ethiopia says 'limited' aims to Tigray operation as alarm grows

In a fresh signal that Ethiopia, Africa's second-most populous country was heading for an extended internal conflict, Ethiopian military regarded its conflict with Tigray region a "war" on Thursday.

"Our country has entered into a war it didn't anticipate. This war is shameful, it is senseless," Berhanu Jula, the deputy army chief, told a press conference in Addis Ababa.

Fighting between Ethiopian and Tigrayan sides continued and troops reportedly amassed at the region's borders. There is heated rhetoric from both sides.

"We're working to ensure the war won't come to the centre of the country. It will end there" in Tigray, Berhanu said.

Ethiopian PM Abiy Ahmed announced on Wednesday that he had ordered military operations in Tigray in response to an "attack" by the region's ruling party, the Tigray People's Liberation Front (TPLF), on a military camp there.

The TPLF denies the attack occurred and accuses Abiy of concocting the story to justify deploying the military against it.

"What has been initiated against us is clearly a war, an invasion," Tigray President Debretsion Gebremichael said at a press conference Thursday.

"This is a war we're conducting to preserve our existence," he added.

Debretsion said fighting persisted in western Tigray, and that federal troops were gathering on the border in neighbouring Amhara and Afar regions.

Ethiopian officials did not disclose the casualties although diplomats in Addis Ababa said that they were likey to take place on both sides.

Internet and phone connections in Tigray were cut for a second day, making any tolls difficult to verify.

State of emergency

Lawmakers in Addis Ababa on Thursday unanimously endorsed a six-month state of emergency in Tigray that had been announced the previous day by Abiy's government.

According to Ethiopia's constitution, under a state of emergency the government has "all necessary power to protect the country's peace and sovereignty" and can suspend some "political and democratic rights".

A senior government official told AFP that in Tigray this could lead to a curfew, searches without warrants, transportation and communications restrictions and the detention of "any person that [officials] suspect is taking part in illegal activities that threaten the constitutional order".

The state of emergency could also be extended beyond Tigray if needed, the official said.

Ahead of Thursday's vote, the Ethiopian Human Rights Commission, the national rights body, pointed to the need to maintain key services and supplies for civilians.

Lawmakers "should in particular consider ensuring humanitarian access and support including for food, medicine and other essential civilian services to avoid a complete blockage of communication and transport facilities," it said.

'Shuttle diplomacy'

The fighting in Tigray has drawn expressions of concern from the UN, the US and the EU.

An official at the African Union told AFP Thursday that the body, headquartered in the Ethiopian capital Addis Ababa, was reaching out to "all actors" to try to bring a swift end to the conflict.

"The African Union is engaged in shuttle diplomacy in the region and with all actors at the moment to try to find some sort of solution. But it's clearly very sensitive right now," the official said.

"I know that everybody is clamouring for public pronouncements. The situation is so dire that it's really about the doing. A solution is not going to be found on Twitter."

However multiple diplomats said both Abiy's government and the TPLF did not currently seem open to negotiations.

Abiy's government has not revealed a timeline or a clear military objective for the campaign, though a spokesman for a newly-formed crisis committee said Wednesday the goal was to "liberate" the region from the TPLF.

Ethiopian Military: We are at 'war' with Tigray region

Heavy fighting flared in Ethiopia's northern Tigray region on Wednesday, diplomatic sources said, after the prime minister launched military operations in response to what he said was an attack on federal troops.

But a senior Tigrayan official told AFP Thursday that the "attack" never happened.

"No attack was launched by us," said the official, Wondimu Asamnew.

Speaking on state television Wednesday night, Abiy said there would be further operations in the "coming days".

Abiy said the initial "attack" produced "many martyrs", but officials have not provided much information on subsequent military operations.

Fighting so far appears to have been largely concentrated in western Tigray, diplomats and aid workers said.

Wondimu, the TPLF official, reiterated the TPLF's claim that the military's Northern Command had broken with Abiy -- a claim dismissed as false by Abiy's office.

"The Northern Command has voluntarily started to cooperate with Tigray to save the country from an all-out civil war," Wondimu said.

He also said there were "no civilian casualties and only a few skirmishes with a few soldiers who have not respected the decision of their commanders".

"I am at work like anyone else in Mekele," he said, referring to the regional capital.

Ethiopia MPs back state of emergency in Tigray amid military campaign

Ethiopia's government Wednesday declared a state of emergency in Tigray after Prime Minister Abiy Ahmed ordered a military response to a deadly attack by the ruling party of the restive region on a federal troop camp.

A statement issued by Abiy's office said the Federal Council of Ministers made the declaration "recognising that illegal and violent activities within the National Regional State of Tigray are endangering the constitution and constitutional order."

In September, Tigray held regional elections in defiance of the federal government, which called the vote "illegal". The row has escalated in recent days with both sides accusing each other of plotting a military conflict.

Prime Minister Abiy Ahmed's office said that early on Wednesday, the Tigray People's Liberation Front (TPLF) tried to steal artillery and other equipment from federal forces stationed there.

"The last red line has been crossed with this morning's attacks and the federal government is therefore forced into a military confrontation," it said, adding that the aim was to prevent instability engulfing the country and region.

The prime minister's spokesman Billene Seyoum told Reuters later that military operations in Tigray had commenced, without elaborating.

Two diplomatic sources in Addis Ababa said heavy fighting, including artillery fire, had broken out in the northern region, which borders Eritrea.

Tigray's local government said the Northern Command of the federal military, which is stationed in the region, had defected to its side, a statement which Billene described as "false information".

The prime minister's office said the federal government had declared a six-month state of emergency in Tigray to be overseen by the chief of staff of the armed forces.

The internet was shut down in the region, internet access monitor NetBlocks said, confirming reports that authorities had shut down telephone and internet services.

Tigrayans dominated Ethiopian politics after guerrilla fighters ousted a Marxist dictator in 1991, but their influence has waned under Abiy. Last year, the TPLF quit his ruling coalition.

Since Abiy came to power in 2018, many senior Tigrayan officials have been detained, fired or sidelined, in what the federal government describes as a clamp-down on corruption but Tigrayans see as a means to quell dissent.

Tigray's population makes up 5% of Ethiopia's 109 million people, but it is wealthier and more influential than many other, larger regions.

Pope Francis on Saturday called for dialogue between Egypt, Ethiopia and Sudan on Saturday, urging them not to let a dispute over a dam on the Nile lead to conflict.

Pope Francis on Saturday called for dialogue between Egypt, Ethiopia and Sudan on Saturday, urging them not to let a dispute over a dam on the Nile lead to conflict. The Grand Ethiopian Renaissance Dam, which is being built some 15 km (9 miles) from Ethiopia's border with Sudan, has become a major source of discord between the three countries. Also read: Why River Nile is bone of contention between Egypt, Sudan and Ethiopia "I invite all parties involved to continue on the path of dialogue so that the eternal river will continue to be a source of life, which unites and does not divide, which nurtures friendship, prosperity and fraternity and not enmity, misunderstanding and conflict," the pontiff said. He was giving his Angelus message for Assumption Day, the most important Catholic feast dedicated to the Virgin Mary. Egypt, which fears the dam project could lead to water shortages upstream, has threatened to withdraw from the latest round of discussions. Sudan is concerned about the dam's safety.

Pope calls for dialogue between Egypt, Ethiopia and Sudan to resolve Nile dam issue

There is a dam that's coming up on the River Nile. Once complete, it will be the largest in Africa. A matter of pride for Ethiopia, who is building it. But, a matter of life and death for Egypt and Sudan. Since the project began in 2011, the three countries have been locked in a diplomatic conflict. Ethiopia has erected the dam on the Blue Nile. One of Nile's two tributaries that flows into Egypt and Sudan. So, both Sudan and Egypt fear the dam could lead to water shortages in their own lands. Nearly 100 million Egyptians rely on Nile for fresh water. It is a source of life and livelihood, especially for farmers. Same is the case with Sudan, which is also concerned about its own smaller dams running dry. The three countries met earlier this month to find a common ground.

Since Ethiopia is adamant on making the dam operational, Egypt and Sudan wanted assurances about the volume of water that will be released each year. Particularly during the years of drought. They asked Ethiopia to inform them before filling up the dam. But, the talks fell apart. Now, the tension along the river Nile is escalating. The grand Ethiopian renaissance dam is filling up. Ethiopia is blaming heavy rainfall. But, Egypt and Sudan are not ready to buy that argument. Egypt has asked for clarification. But, Sudan says Ethiopia has shut the gates.

Ethiopia is disregarding these protests as the dam holds economic importance. The four billion dollar dam will double the country's power capacity to 6,500 megawatt. By 2015, both Egypt and Sudan were ready for negotiations.

In 2018, Egypt sent troops to the Sudanese border. Over 2019 and 2020, the US Offered to mediate and in February, the US and World Bank failed to secure an agreement.
