The metro train services in the capital city of Delhi resumed services on Monday after experiencing a shut down for more than five months imposed to contain the spread of novel coronavirus.

The metro services are to begin in a phased manner and on Monday, Yellow Line that connects Samaypur Badli in Delhi to the HUDA City Centre in Gurgaon began operation.&nbsp;

The Delhi Metro Rail Corporation (DMRC) has decided to resume services with Yellow Line or Line 2 and Rapid Metro and the entire operations are scheduled to begin in three phases from September 7 to September 12.&nbsp;

Officials have said that in the first stage, Delhi Metro will run for four hours each from 7-11 am in the morning and 4-8 pm in the evening.&nbsp;

Check out some of the Standard Operating Procedures (SOFs) issued by the government of India for the resumption of metro services.&nbsp;

1. The wearing of face masks are mandatory for all the passengers and metro staff.&nbsp; 
2. Only asymptomatic people will be allowed to travel following a thermal screening at the entry of a metro station.&nbsp; 
3. Passengers will be encouraged to use smart cards/ online transactions for boarding a metro train. Tokens/ tickets will only be issued after proper sanitisation.&nbsp; 
4. Sanitizers to made available at the entry points of the metro stations.&nbsp; 
5. Passengers are advised to carry minimum luggage and avoid carrying metallic items.&nbsp;

Measuring nearly 350 kilometres and having 253 stations, the Delhi Metro network has over the years spanned length and breadth, covering every nook and corner of the city and the nearby NCR, with a ridership of over 26 lakh people annually.

On December 24, 2002, the Delhi Metro began operations along an 8.5-kilometre stretch between Shahdara and Tis Hazari stations on the Red Line.

As the years progressed, more lines have been constructed under three phases and today, Delhi has one of the most extensive metro networks in India.

It has been built with assistance from Japan, which helped Delhi Metro with funding of its projects.

Currently, there are nine-colour coded metro lines -- Red Line (Dilshad Garden to Shaheed Sthal New Bus Adda), Blue Line (Dwarka Sector 21 to Noida Electronic City/Vaishali), Yellow Line (Samaypur Badli to HUDA City Centre), Green Line (Inderlok/Kirti Nagar to Brigadier Hoshiyar Singh), Violet Line (Kashmere Gate to Raja Nahar Singh Ballabhgarh), Airport Express Line (New Delhi to Dwarka Sector 21), Magenta Line (Janakpuri West to Botanical Garden), Pink Line (Majlis Park to Mayur Vihar Pocket 1 and Trilokpuri Sanjay Lake to Shiv Vihar) and Grey Line (Dwarka to Najafgarh).

To mark the occasion, the Delhi Metro Rail Corporation (DMRC) organised an exhibition, an audio-visual look back at the journey so far, a live puppet show and an instrumental music performance at its headquarters, Metro Bhawan, at Barakhamba Road.

"Commemorating the 17 years of operations of Delhi Metro, Dr Mangu Singh, Managing Director/DMRC, viewed the exhibition featuring paintings of the metro by renowned artists and photographs taken by our passengers," DMRC tweeted.

"Celebrating the special day, an event with instrumental music, videos featuring spectacular visuals of Delhi Metro, an entertaining puppet show featuring travel etiquettes, and a special appearance by Mr Shammi Narang and Ms Rini Khanna, the voice of Delhi Metro, was organised," it said.

"On this day, 17 years ago, Delhi Metro began its operations from Shahdara to Tis Hazari. Speaking on the occasion, MD/DMRC, Dr Mangu Singh recounted his journey and interesting experiences with the Delhi Metro," Delhi Metro said in a follow-up tweet.

Usha Bhardwaj and her family were waiting for the next train in desperation when in the midst of the chaos a passenger got violent. It was the Mandi House metro station- one of the busiest in Delhi. Not many paid heed to the commotion. Finally, Bhardwaj's father intervened to pacify the situation. Her family boarded the train but one of her brothers was almost left behind at the platform in the disarray.

In a striking symbolism, Bhardwaj's family was not actually present at the station yet her story was unfolding in front of the commuters through an exhibition put up by non-for-profit '1947 Partition Archive'.

The organisers say that the exhibition draws parallels between a metro and a railway station since millions of people mainly used trains as the mode of transportation during the Partition. 
 
Bhardwaj is among the nine women whose photos replete with texts give the first-hand accounts of Partition.

Women were among the worst victims of the Partition violence and the tales which are from both sides of the border are testimonies of an atmosphere of chaos.

While Narinder Kaur recalls how her neighbour had killed his daughters over fears that they will be raped or murdered on their way to the border, Hamida Bano Begum has horrific memories of seeing dead bodies of five men hung from a tree.

Dinesh Kumar was among those intrigued by the black and white photos that have been displayed on the walls of the metro station.

He hailed the initiative saying that "Partition should be remembered as that is how the history of independent India began".

But the 'Women during Partition' was not the only display catching the attention of the passengers.

Another part of the exhibition called 'My Heart Belongs in Delhi' tells the stories of people who migrated to and from Delhi during Partition.

Abdus Salam who migrated to Multan in Pakistan remembers running a bookshop founded by his father in Old Delhi's Daryaganj.

A young commuter Osama Khan could relate to Salam as he works in Daryaganj but it was Major General (Retd) Mohinder Singh Chadha's story that struck him the most.

The exhibition has a photo of him receiving a gallantry award. On the right side of the picture, is the Major General's testimony of tracking down his family in Ludhiana after Partition.

"His story shows that one can succeed in life despite facing struggles," said Khan.

Delhi Metro station brings alive memories of partition

The Supreme Court on Friday came down heavily on AAP government in Delhi for its decision to give free metro rides to women in the national capital, asserting that it would make Delhi Metro Rail Corporation (DMRC) an "unprofitable venture".

"Why you (Delhi government) are trying to give a free ride to women in metro trains? If you give a free ride to women, the DMRC will become an unprofitable venture," said a bench of Justices Arun Mishra and Deepak Gupta.

In June earlier this year, Delhi Chief Minister Arvind Kejriwal had proposed free ride for women on all DTC buses, cluster buses and Delhi Metro trains. He had said that the proposal will be implemented within two to three months based on the feedback and suggestions from the public.

The Delhi Cabinet is yet to give its assent to the scheme.

The bench told the state government to properly use public money and refrain from giving free sops to people.

The apex court`s observation came on a petition filed by advocate M C Mehta with respect to the expansion of the fourth phase of the metro project in the state.

Taking cognizance of the petition, the court directed the Central and Delhi government to work out modalities and release Rs 2,447.19 crore of land cost for Phase IV metro within a week. It also asked the Centre to bear 50 per cent of the cost of the land for this purpose.

On March 8 earlier this year, the Union Cabinet chaired by Prime Minister Narendra Modi had approved three of the six corridors proposed under Phase-IV of the Delhi Metro.

The Phase-IV project consists of six corridors -- Aerocity to Tughlakabad, Inderlok to Indraprastha, Lajpat Nagar to Saket G Block, Mukundpur to Maujpur, Janakpuri West to R K Ashram and Rithala to Bawana and Narela, with a total length of 103.93 kilometres.

After the completion of Phase-IV, the total length of Delhi`s mass rapid transit system in the Delhi-NCR region would be approximately 453.58 kilometres.&nbsp;

Supreme Court slams Delhi government over its decision to provide free rides to women in metro

Delhi chief minister Arvind Kejriwal on Thursday announced that Delhi Transport Corporation (DTC) bus rides for women will be <a href="https://www.wionews.com/india-news/cm-kejriwal-announces-free-travel-for-women-in-delhi-metro-dtc-buses-223816">free of charge</a> from October 29.

“On the day of Raksha Bandhan, I want to give gift to our sisters that there will be free rides for women on all DTC (Delhi Transport Corporation) and cluster buses from October 29, which will ensure their safety,” Kejriwal said.&nbsp;&nbsp;This facility will be available in both AC and non-AC buses.

Free rides for women in DTC buses from October 29, says chief minister Arvind Kejriwal

On Independence day, only selected gates at four Delhi Metro Violet Line stations- Lal Quila, Jama Masjid, Delhi Gate and ITO will be open for entry and exit. The remaining services of the Delhi Metro Rail network will remain unaffected.

"The entry/exit at four stations of Violet Line i.e, Lal Quila, Jama Masjid, Delhi Gate and ITO will be permitted from select entry/exit gates during the ceremony time and some gates will remain closed at these stations owing to security considerations during this period," said an official statement from Delhi Metro Rail Corporation.

The parking services at metro stations will be closed from 6am on August 14 to 2pm on August 15, the statement added.

Additional staff will be deployed and more ticketing counters will be opened at Lal Quila and Jama Masjid metro stations to facilitate people movement.

"To facilitate people at Lal Quila station on Independence Day, additional ticket counters will be opened at Lal Quila and Jama Masjid Metro stations along with deployment of additional staff for guiding the additional rush after the ceremony," the statement further read.

"We met all the sections of society. The party held 1,120 meetings and found that out of 71,572 people, as many as 64,972 were in favour of the free rides for women in metros and buses," news agency PTI quoted Rai.

The finding&nbsp;will now be submitted to the Delhi chief minister. Arvind Kejriwal had on June 3 announced his government's decision to provide&nbsp;free travel to&nbsp;women in DTC&nbsp;buses and Metro trains. 
 
Meanwhile, former Delhi Metro Rail Corporation (DMRC), E Sreedharan, has opposed the AAP government's proposed free travel scheme for women in Delhi Metro trains. In a letter to the Prime Minister, he urged him not to agree to the proposal as it would set "alarming precedence". &nbsp; 
 
"Now, if ladies are to be given free travel concession in Delhi Metro, it would set alarming precedence to all other metros in the country. The argument of the Delhi government that the revenue losses would be reimbursed to the DMRC is a poor solace," the former DMRC managing director said.

90% people favour free rides for women in metros and buses, claims AAP

Delhi Chief Minister Arvind Kejriwal on Monday announces <a href="https://www.wionews.com/india-news/delhi-government-plans-to-make-metro-bus-travel-free-for-women-arvind-kejriwal-223674">free travel for women in all Delhi Transport Corporation </a>(DTC) buses, metro and cluster buses.

Addressing a press conference in Delhi, Kejriwal announced, "On all DTC buses, cluster buses and metro trains women will be allowed to travel free of cost so that they have safe travel experience and can access modes of transport which they were not able to, due to high prices."

Kejriwal also said that the move will also encourage women to use more public transport services.

However, the subsidy will not be imposed on anyone.

"Subsidy won't be imposed on anyone. There are several women who can afford these modes of transport. Those who can afford can purchase tickets, they do not need to take subsidy," Kejriwal said.

"We encourage those, who can afford, to buy tickets and not take subsidy so that others could benefit," Kejriwal added.

Kejriwal further informed that one week of time has been given to the officials to make a detailed proposal for both DTC and Delhi Metro on how and when can this be implemented.

"We are making an effort to start this within 2-3 months. We're also seeking suggestions from people, regarding implementation."

While allowing free travel in DTC and cluster buses run by the Delhi Integrated Multi-Modal System(DIMTS) may not be difficult, it will be "challenging" to do so in metro trains, transport officials said in a PTI report&nbsp;

The Delhi government and the Centre are 50:50 equity partners in the Delhi Metro Rail Corporation.&nbsp;

Meanwhile, the move has received a mixed response from women travellers.&nbsp;

Starting Monday, commuters of the Delhi Metro can participate in an online survey conducted by a global transport body across various parameters, including availability, accessibility, and security, officials said Sunday. 
 
The Railway and Transport Strategy Centre (RTSC) in London, which manages CoMET (Community of Metros) and Nova benchmarking groups, will be conducting the 'Sixth Online Customer Satisfaction Survey' from March 18 to April 14. 
 
'The main objective of the survey is to know what the commuters think about various aspects of metro operations, and can give feedback or suggestions on improving the quality of service,'&nbsp;the Delhi Metro Rail Corporation (DMRC) said in a statement. 
 
Commuters who wish to participate in the survey can visit DMRC's official website and submit it online by clicking on the relevant links. The survey form will be available in both English and Hindi, it said. 
 
The commuters will be able to give their feedback on all the important aspects of metro functioning such as -- availability, accessibility, reliability, information availability, quality of service, customer care, safety and security, ease of use, information prior to travel and during the travel, comfort, and crowding, it added. 
 
'This kind of survey organized by the RTSC is being conducted by metros across the world at the same time to find out what their passengers think of the service they provide," the DMRC said. 
 
'These metro organizations will compare the results of the surveys so that they can learn from each other and work toward giving customers even better service,'&nbsp;it said.

"Tomorrow, a metro section in Noida will be inaugurated. Yesterday Nagpur Metro was opened, and this week Ahmedabad Metro also got inaugurated," Modi said.

On Monday, he had inaugurated a 6.5-km stretch of phase one of the Ahmedabad Metro train service in that city.

After inaugurating the stretch, connecting Vastral to Apparel park area, Modi had also taken a ride in the metro.

The 9.7-km Lajpat Nagar-Mayur Vihar Pocket 1 corridor of the Delhi Metro's Pink Line was inaugurated by Union minister Hardeep Singh Puri here on Monday, which directly connects south and east Delhi on the rapid transit network.

The new segment is part of the 59-km-long Pink Line, which spans from Majlis Park to Shiv Vihar. According to a senior official, passenger services on the corridor will commence from 4 pm.

"This is the sixth time a metro corridor has been inaugurated this year, which is truly a great achievement. The work on the Phase-III of the DMRC has been almost completed with nearly 96 km of it being made operational this year," the Union Minister of State (Independent Charge) said.

This extension of the Pink Line, part of the Phase-III of the DMRC network, was inaugurated jointly by Puri and Delhi Deputy Chief Minister Manish Sisodia from Metro Bhawan.

Only a 1.4-km stretch between Mayur Vihar Pocket-1 and Trilokpuri Sanjay Lake stations of the Pink Line remain to be linked.

The Lajpat Nagar-Mayur Vihar Pocket 1 corridor has five stations -- Lajpat Nagar, Vinobapuri, Ashram, Hazrat Nizamuddin, Mayur Vihar Ph-I and Mayur Vihar Pocket-1.

Mayur Vihar Ph-I and Mayur Vihar Pocket-1 are elevated stations and the rest are underground, the official said.

This section has one interchange station, Mayur Vihar Ph-1. The facility of interchange of metro trains between line seven and line 3/4 is available through this station.

"South and east Delhi have now been connected directly on the network and commuters can save time by using it, who otherwise had to rely on road transport or a longer route on the Delhi Metro," Puri said.

"The new Mayur Vihar Ph-1 station is an engineering marvel as it has been constructed on a narrow road with only 13 metres of width. The viaduct adjacent to the station passes at a height of 23 metre and goes above the Dwarka&nbsp;Noida Blue Line viaduct as well as a road flyover. The new station has a length of 140 metre and has 11 escalators and six lifts," the DMRC said.

Trains will operate between Majlis Park and Mayur Vihar Pocket 1 at a peak hour frequency of 5 minutes and 12 seconds. During the non-peak hours, the frequency will be five minutes and 45 seconds.

A total 29 trains will be operational on this line, officials said.

The Hazrat Nizamuddin Metro station on the Majlis Park Shiv Vihar Pink Corridor of Delhi Metro's Phase-3 will become one of the metro network's major transit hubs as the station would provide direct connectivity with the Hazrat Nizamuddin Railway Station as well as the Sarai Kale Khan Inter State Bus Terminus.

"The station will have dedicated entry/exit points connecting to the Hazrat Nizamuddin Railway Station and the ISBT at Sarai Kale Khan. One of the entry/exit points will be within a vicinity of 50 metre from the Sarai Kale Khan ISBT. Another entry/exit will be near the Hazrat Nizamuddin Railway Station approximately at a distance of 150 metre," the official said.

With the opening of the new section of the Pink Line, the total operational length of the DMRC has increased to 327 km with 236 stations.

Interacting with the members of the Consultative Committee attached to the Housing and Urban Affairs (HUA) Ministry, Puri spoke about new urban transport initiatives in India.

According to a statement released by the housing and urban affairs minister, the state governments and union territories have been advised to prepare and submit the Detailed Project Report (DPR) in line with the provisions in the Metro Rail Policy 2017.

"Hardeep S Puri, Minister of State (I/C) for Housing and Urban Affairs has stated that more than 664 kms of metro rail projects in 15 cities are presently under various stages of implementation, while more than 515 kms of metro line are already operational in India," the statement said.

He said several new cities are now aspiring to have metro rail systems.

To bring together the technology and service providers, policy makers, officials in urban transport from India and abroad, the 11th Urban Mobility India (UMI) Conference is planned from November 2-4 at Nagpur, with the theme "Green Mobility" to disseminate up-to-date and best urban transport practices information to the cities, he added.

"The Metro parking charges have not been changed for the last five years and the current charges are very much lower than the parking charges being levied by civic agencies for their parking lots," the statement read.&nbsp;

Parking charges for four-wheeler vehicles for six hours have been increased from Rs 20 to Rs 30. For parking up to 12 hours, the charge has been increased from Rs 30 to Rs 50.&nbsp;

For two-wheelers, the charges have been increased to Rs 15 and Rs 25 from Rs 10 and Rs 15 respectively for six and twelve-hour parking.&nbsp;

'Will completely kill Delhi Metro,' Kejriwal says after parking fare hike

The Delhi Metro has posted a steady rise in ridership since October, with nearly 27 lakh commuters taking the rapid transit network daily in February, officials said on Thursday.

The latest figures come after a drop in average ridership last October when its daily average ridership was 24.2 lakh.

&quot;The highest (daily average) ridership achieved in December 2017 was 25.64 lakh while in January 2018, the figure stood at 26.85 lakh. The highest ridership in February has been even higher, at 26.98 lakhs,&quot; the DMRC said in a statement.

&quot;It has also been noticed that metro ridership, after a drop in October 2017, is registering a steady increase. In January 2018, the overall ridership of Delhi Metro was 69,000 more than the preceding month, indicating an upward trend.

Continuing the upward trend, the average monthly ridership increased by 80,000 passengers in February,&quot; the DMRC said in the statement.

The Delhi Metro Rail Corporation (DMRC) said that ridership has seen an upward trend between the opening of a corridor of the Magenta Line in December and a section of the Pink Line in March. The total number of interchange stations has now grown to 16 while the operational span of the network has now expanded to 252 km.

A senior official said that it was a record that five new stations had been added to the network in a span of a little over two months.

&quot;This is for the first time that a record five new interchange stations have been added to the network in a period of just a little over two months,&quot; he said.

The over 20 km-long Majlis Park-Durgabai Deshmukh South Campus section of Delhi Metro&#39;s Pink Line is all set to be thrown open to the public on Wednesday evening, with an end-to-end travel time of 34 minutes.

The new corridor, will also for the first time, connect the north and south campuses of the Delhi University, on the metro network, which can be commuted in 40 minutes.

With the opening of the 21.56 km-long section, the Delhi Metro&#39;s operational network will expand to nearly 252 km, a senior DMRC official said.

The new corridor is slated to be formally flagged off by Union Minister for Housing and Urban Affairs (Independent Charge) Hardeep Singh Puri and Delhi Chief Minister Arvind Kejriwal on Wednesday at 4:00 pm from the Metro Bhawan here.

Passenger services on the stretch will begin from 6 pm onwards on the same day from both Majlis Park and Durgabai Deshmukh South Campus stations simultaneously, the official said, adding that &quot;the end-to-end travel time on this section of the Pink Line would be 34 minutes&quot;.

It would prove a big boon for commuters, especially students, who till now had to travel either by road from the North Campus or take the Airport Line metro till Dhaula Kuan and commute again on road.

The North Campus area of Delhi University already has a metro station -- Vishwavidyalaya, which falls on the Yellow Line that connects Samaypur Badli to Huda City Centre in Gurgaon.

&quot;The ticket from Vishwavidyalaya station to Durgabai Deshmukh South Campus station will cost Rs 50. And, from Majlis Park station to South Campus station, it will cost Rs 40. On Sundays and national holidays anyway, the fare is less than the regular cost,&quot; the senior official said.

Azadpur Station (with Yellow Line) is one of the three interchange stations on the Pink Line stretch that opens on March 14, the other two being, Netaji Subhash Place (with Red Line) and Rajouri Garden (Blue Line).

The Commissioner for Metro Rail Safety (CMRS), which inspected the stretch from February 26-28, has given the clearance for the project.

This section, which has 12 stations, is part of the 59 km-long Majlis Park-Shiv Vihar corridor (Pink Line Line 7) of Delhi Metro&#39;s Phase 3. All the stations have platform-screen doors.

The stations are -- Majlis Park, Azadpur, Shalimar Bagh, Netaji Subhash Place, Shakurpur, Punjabi Bagh West, ESI Hospital, Rajouri Garden, Mayapuri, Naraina Vihar, Delhi Cantt and Durgabai Deshmukh South Campus.

Out of the 12 stations, eight are elevated and the rest underground. As with the recently-opened Magenta Line, broad-sized coaches from the new rolling stock will ply on the standard gauge Pink line.

Metro&#39;s new generation trains, which can run without drivers, will also run on this section where an advanced Communication Based Train Control (CBTC) signalling technology that will facilitate the movement of trains with a frequency of 90 to 100 seconds will also be pressed into service.

However, for an initial period of two-three years, the trains will have drivers.

A case has been registered against a person for carrying a country-made pistol at New Delhi&#39;s Uttam Nagar East Metro Station.

The case has been registered under section 25 and 54 of Arms Act,1959.

The Central Industrial Security Force (CISF) held a passenger on Tuesday after they noticed the pistol inside his bag during checking.

&quot;On March 6 at around 11:30 pm during the screening of a baggage through X - BIS machine at Uttam Nagar East metro station, Constable Laxman Rao of CISF noticed an image of a pistol inside a bag. Immediately, he stopped the conveyer belt as well as passenger,&quot; read an official statement.

The passenger, identified as Mohammad Naeem, is a resident of Uttar Pradesh&#39;s Amroha.

The security officials seized the pistol from the accused and handed over to Delhi Metro Rail Police Station, Dwarka.

Central Industrial Security Force (CISF) personnel apprehended R Tiwari, a resident of Mahoba district in Uttar Pradesh, after the luggage scanner at the Metro station detected the bullets inside his bag at about 1 pm, they said.

The man was handed over to the local police by the CISF&nbsp;team for further investigation, officials said. The passenger could not furnish legal permission or licence for the ammunition, they added.

Carrying arms and ammunition in the Delhi Metro is banned by the law.

Man held with live bullets at Botanical Garden Metro station

As the festival of colours, Holi, draws closer, the Delhi Metro Rail Corporation has issued guidelines for Metro rail service operation on the day of the festival. Metro services will not be available on March 2 until 2.30pm.

Passengers will be able to commute via metro after 2.30 pm on the same the day. However, the metro feeder bus services are not likely to operate that day.

The Airport Express line is also expected to get into normal operations on March 2 post 2.30 pm.&nbsp;

As the festival of colours, Holi, draws closer, the Delhi Metro Rail Corporation has issued guidelines for Metro rail service operation on the day of the festival. Metro services will not be available on March 2 until 2.30pm. Passengers will be able to commute via metro after 2.30 pm on the same the day. However, the metro feeder bus services are not likely to operate that day. The Airport Express line is also expected to get into normal operations on March 2 post 2.30 pm. Three major stations in the Delhi metro --&nbsp;Rajiv Chowk, Kashmere Gate and Vishwavidyala -- suffered from technical glitches for around 30 minutes on Friday morning.

The problem was reported on the busy route of Yellow line connecting Samaypur Badli and Huda City Centre at around 11:30 in the morning&nbsp;

Though the services were not disrupted, the speed of the technical defect affected the speed of the metros.

An official said that the trains were stopped for longer hours than usual.&nbsp;

&quot;Due to a signaling issue at the interlocking stations of Rajiv Chowk, Kashmere Gate and Vishwavidyala stations of Line 2 (Yellow Line), trains were manually given routes from 11:30 am to 12:04 pm. This caused a little bunching of trains on Line 2 during this period,&quot; a senior Metro official said.&nbsp;

The defect has been rectified and the services are returning back to normal.

A woman carrying 20 live bullets has been apprehended from a Delhi Metro station here, officials said today. They said the woman hailing from Moradabad in Uttar Pradesh, was found carrying the rounds yesterday evening by CISF personnel at the Adarsh Nagar station when her bag was being scanned.

The lady was travelling with her father and other family members, they said adding her father produced a copy of his arms license and said the 20 rounds of ammunition (.32 calibre) belongs to him.

The woman and others have been handed over to the Delhi Police by the Central Industrial Security Force (CISF) team for further investigation, they said.

Security in the Delhi Metro and other public transport facilities is stepped up in view of the Republic Day celebrations on January 26.
