Chief Minister Arvind Kejriwal on Friday said that Delhi government never delayed any work related to the 2012 Delhi gang-rape case rather all the work which was under the ambit of the state government was completed within hours.

"All the work that was under the Delhi government was completed by us within hours. We never delayed any work related to this case. Delhi government hardly has any role in it. We want convicts to be hanged at the earliest," said Kejriwal while speaking to the reporters.

Launching a scathing attack on Aam Aadmi Party, BJP on Thursday alleged that the negligence of state government was the reason behind the delay of the hanging of the Nirbhaya convicts.

Union Minister Prakash Javadekar had asserted that AAP is responsible for the delay in justice. On this, Kejriwal said, "He (Prakash Javadekar) is playing politics. Such matters should not be seen as politically. What is our role in this? We do not have the police, neither we have the law and order in our hands. We only send files from here and there."

The Aam Aadmi Party-led government had on December 19 ordered the closure of departmental stores selling wine and beer following complaints that several permit holders had turned their departmental stores into full-fledged liquor stores which is in clear violation of the excise rules.

Foodland by Orchid, a departmental store, through advocate Amit Saxena, sought to quash and set aside the order passed by the government.

The court while issuing the notice, stayed the Delhi Government's decision till the next date of hearing i.e. February 3.

A massive fire broke out in Delhi on Monday in which nine people got killed and three were injured.

The incident occurred in a three-story residential-cum commercial building in Delhi's Kirari area.

The fire broke out in the early hours of Monday. It has been doused now.

The cause of the fire is not known yet but local reports said that it was a cylinder blast.&nbsp;

Delhi reels under bouts of air pollution as AQI crosses 350 mark

Two persons were rushed to hospital after a fire break broke out at <a href="https://www.wionews.com/india-news/32-killed-in-a-major-fire-in-anaj-mandi-area-of-delhi-266886">Anaj Mandi</a> on Monday in the same premises where 43 were killed in a massive blaze on Sunday.

Soon after receiving the call of fire, four fire tenders were rushed to the spot.

Speaking about the rescue operation, Delhi Police Constable Naresh said: "When we received a PCR call, we immediately reached the spot with Station House Officer. Fire tenders too rushed to the spot."

"We were told by the SHO to save as many people as we can. We found a way to enter the building. We first rescued a person from the building where the fire broke out and then two other persons from the backside, who were shifted to a hospital for medical aid," he said.

This was the third incident of fire in three days at Anaj Mandi.

At least 43 people died after a massive fire broke out in the factory on Sunday morning, police said.Around 62 people were rescued from the building by fire tenders.

34 dead were confirmed by the Lok Nayak Hospital and 9 by the Lady Hardinge Hospital, police said.

"Delhi Jal Board has taken some important decision. Whenever new pipelines were installed people did not opt for connection due to high Development and Infrastructure Charges. Later, people used to take the illegal connections and not the formal connection," he told reporters.

"When our government was formed, we used to charge Rs 500 per metre and we reduced to Rs 100 per metre. But we realised the charges are still too high. So, we have decided that Development and Infrastructure Charge for water and sewer will not be charged from today onwards. Now, the citizens will only have to pay Rs 2,310 for a new water or sewer connection irrespective of any plot," Kejriwal said.

He said that the people in large numbers will take water and sewer connections in areas where pipelines have already been laid.

"And people will come under network, so the unaccounted water will be reduced and will come in the mainstream," Kejriwal said.

The Chief Minister outlined that 93 per cent of Delhi is covered with water pipe now. He refused to comment on the water controversy and said, "I don't want to indulge in politics. They don't have anything to with water but to do dirty politics."

"When we formed the government, there were 2300 areas where polluted water was a problem now only 125 areas are," he said.

Kejriwal and Union Minister Ram Vilas Paswan are at loggerheads after a study conducted by the Bureau of Indian Standards (BIS) said that the water quality in Delhi didn't meet its standards.&nbsp;

"This scheme takes sadistic pleasure in robbing the middle class of their right to drive to earn their livelihood by doing their jobs. It is nothing but a political gimmick for self-promotion and advertisement under the smokescreen of curbing pollution," the petition submitted.

The plea stated that the scheme impedes a persons` fundamental right to move freely in the country; discriminates on grounds of gender as women are exempted from it; and two-wheelers, which cause the maximum pollution, have been exempted from the scheme, while CNG vehicles are not.

The AAP-government had clarified earlier that the exemption of CNG vehicles would have caused congestion on the roads in a reply to a batch of petitions in the Delhi High Court.

The city government also said that two-wheelers were exempted from the scheme as they constitute 66 per cent of the total fleet in the national capital and if they were forced "off the road, it would have serious consequences on not just individual citizens but also on the public transport".&nbsp;

Delhi government has also said that only those women drivers who will steer the vehicle alone or with other women on-board or with a child less than 12 years of age will be exempted.

The move has already invited criticism from BJP and Congress, with leaders of both parties cornering Delhi government over the same.

Senior BJP leader and Rajya Sabha MP Vijay Goel had on Sunday said that he will hold a symbolic protest against the Odd-Even scheme of the Delhi government and will ride through the streets of Delhi on Monday in his car to oppose the move.&nbsp;

He termed the scheme as an "election stunt" and a "drama".

Congress leader JP Agarwal also criticised the move and said that it was too late for the Delhi government to act on the pollution issue.

The violation of the rules in the restricted hours will attract a fine of Rs 4000.&nbsp;

The stubble plume from north-west regions has become one of the significant factors in adversely affecting Delhi's air quality," said the statement.

"Today, transport-level wind direction is north-westerly, which might increase stubble plume towards Delhi. As per SAFAR-model, the stubble share may touch this year's peak value now," the statement said.

The statement further said that Delhi is going through a bad period with reference to ambient air quality after celebrating one of the cleanest Diwali in the last few years.

NASA images show increase in stubble burning in last 24 hours in Punjab, Haryana: Delhi government

Delhites should be more concerned about pollution levels rather than hosting a cricket match, said Gautam Gambir on Wednesday as smog enveloped the national capital region.

"It is a far serious issue than having a game of cricket or any other sports matches happens in Delhi. For us I think people living in Delhi should be more concerned about the pollution levels rather than the cricket match that happens," Gambhir said.

On November 9 last year, overall Air Quality Index (AQI) of Delhi was recorded at 428, which falls under the 'hazardous' category.

Speaking on the appointment of marshals in Delhi government buses, the Environment Minister said, "Nowhere in the world according to our knowledge have appointed bus marshals at this scale like in Delhi for the security of women. Bansal had claimed the country's top environmental pollution control boards like Central Pollution Control Board (CPCB) and Delhi Pollution Control Committee (DPCC) have unequivocally said that odd-even policy, which was implemented in 2016, has failed to curb air pollution in the city-state.

"During the odd-even implementation period, the ambient air quality was found to be more deteriorated when the said restriction was not in force," the petition claimed.

"The recent decision of the Delhi government to implement the odd-even policy solely on the basis of the study done by foreign researchers having no credentials and willful ignorance of findings of top-level institutes like CPCB and DPCC is not only unpleasant but also downsize the reputation of such institutes," it said.

On September 13, Chief Minister Arvind Kejriwal announced that the car rationing or odd-even scheme will be implemented in the city from November 4 to 15.

He said that studies have shown that the scheme helps to reduce air pollution.

While making the announcement, Kejriwal said that smog from adjoining states due to the burning of stubble is the major cause of pollution in Delhi and odd-even is one among the slew of measures that Delhi government will take to deal with the problem.

"Odd-even will be implemented from November 4 to November 15. Studies show that it reduces pollution by 10-13 per cent," he had said.

"People often burn waste and other materials to keep themselves warm in winter. Due to temperature inversion, the smoke emitting out of it remains close to the ground and cause breathing difficulty. We will appoint 2 environmental marshals in every ward to keep a check over such activities," said Kejriwal.

He also announced sprinkling of water to deal with the menace of dust and a plan to organise a laser show for celebrating festival Diwali.

"I appeal to all not to burst crackers this Diwali. The Delhi government will organise a grand laser show at one designated point and all citizens will be invited to celebrate. The entry will be free of cost," said Kejriwal.

Ahead of Assembly polls, Chief Minister Arvind Kejriwal on Tuesday announced a big raise in financial aid under its free coaching scheme 'Jai Bheem Mukhyamantri Yojana'&nbsp;and also extended the benefits of the scheme to the students of Other Backward Classes (OBCs) and economically weak students of the general category.

The Delhi government has increased the financial assistance under the scheme, which was earlier meant only SC students, from Rs 40,000 to Rs 1 lakh.

"In this age of competition for admission in good medical and engineering colleges, the students need to take coaching. But some poor students lag behind for want of good coaching. That's why we came up with 'Jai Bheem Mukhyamantri Yojana'&nbsp;two years ago for SC students in which the financial aid of Rs 40,000 was given," Kejriwal told reporters at a press conference.

"Now, we have found the amount is too low and there is a need to help students from other categories as well. It has been decided to raise the amount provided under the scheme from Rs 40,000 to Rs 1 lakh. The scheme will now also be extended to all students from SCs, OBCs and economically weak in the general category," he added.

Talking about the eligibility criteria, the Chief Minister said, "There is a condition for this scheme. The student will have to be from Delhi. He or she should have done Classes 10 and 12 from Delhi. Only then, they will be eligible for this scheme. The family income should be less than Rs 8 lakh per annum."&nbsp;

Gupta said the water level will decrease gradually from Wednesday. "There is a possibility that after Wednesday, the water level will decrease gradually," he said.

The river was flowing at 205.94 meters, 0.61 meters above the "danger mark" of 205.33 meters. The water level is expected to rise further as Haryana released 1.43 lakh cusec water on Monday evening.

The Chief Minister Arvind Kejriwal had chaired a high-level meeting of Cabinet ministers and officers of concerned departments to take stock of preparedness for any situation arising out of excess water in the river.

After meeting, he urged the people living on the Yamuna floodplains and low-lying areas to move to safer places.

"We go to school to learn something, be it History, Geography, Science, Maths etc, but what is the point behind gaining knowledge if we stay negative and unhappy? We won`t be able to contribute. Hence, a happiness curriculum has been introduced in the schools of Delhi. India as a country needs it." said Gogoi in his speech during the conference.

"As the Chief Justice of the country, I was thinking yesterday that if I have a happy lot of people in this country, my problem of litigation will be over. There will be no cases because everybody is happy," he added.

"And I have seriously thought about it, perhaps we can have something like happiness classes in our judicial academies also; without happiness, education can never be complete," said Gogoi.

CJI believes that happiness is not something that can be imbibed but it's a result of deep reflection. So many good and bad things happen to us every day, we should be thankful that at least one good thing happened to us during the entire day.&nbsp;

"In the last three years, PM 2.5 and PM 10 levels have come down by 15 and 16 per cent respectively. The 'good', 'moderate' and 'satisfactory' days of air quality too have gone up from 106 in 2016, 152 in 2017 and 159 in 2018," he said.

"If you look at the central government's proposal, you will see that it was a model of cross-subsidy, which means all other people would bear the subsidy of students and senior citizens. Why no objection on this?" the 37-year-old Oxford scholar said.

Secondly, in airport metro lines, several financial irregularities surfaced and the Delhi government gave a detailed report on it and a CBI inquiry was proposed, but it was stalled by the government, Atishi alleged.

Our question to you is whether the DPR project report on the basis of which the state and Centre decide their share...Is he implying that the figure of riders and the whole funding given on the basis of this report is wrong?" she said.

Quoting several international research studies on women's mobility and access to economic opportunities, Atishi said the Aam Aadmi Party (AAP) has based its proposal on such studies.&nbsp;

"Women are a very small fraction of the country's workforce. Most women work in small and medium-sized enterprises. They do not have the financial independence to travel freely and many times have to ask their families for money to travel. When travel for women becomes free, it significantly increases their access to opportunities, as the World Bank and UNDP reports have suggested," she said.&nbsp;

She said a McKinsey Global report said India's GDP will grow by 16-20 per cent if women participation in the economy will be at par with men.&nbsp;

"The lack of access to public transport is one of the top impediments to the participation of women in the workforce," she added.

Reiterating the party's strong women security pitch, Atishi said, "Women feel much more secure when the presence of women grows in public spaces. We do not need just special coaches, we need 50 per cent occupancy of women in the Metro."

In an appeal to Sreedharan to not allow himself to be used by the BJP for their political agenda, Atishi said, "You are such a well-respected person, why are you allowing the BJP to fire from your shoulder to stall women's empowerment and development? The BJP is a party that wants women to stay at home, not wear jeans, and is opposed to women being independent. Why are you supporting such a regressive mentality?"&nbsp;

''In newspapers we read headlines that make us sad. The army can not do a surgical strike on it, you will have to do it. The teachers and education staff of Delhi will conduct surgical strike on these ills of unemployment, hunger, illiteracy, violence and hatred that become headlines in newspapers," he said.

Sisodia, who is also Education minister of Delhi, highlighted achievements of the AAP government in uplifting education sector in Delhi and laid emphasis on 'happiness' curriculum and 'entrepreneurship mindset' launched for government schools in Delhi.

"Entrepreneurship mindset curriculum is aimed at preparing job providers not job seekers," he said about the curriculum for Class IX-XII students which has been launched on pilot basis in some of the city government schools.

There should not be any confusion that the curriculum is intended to prepare entrepreneurs as it is aimed at cultivating entrepreneurial mindset in students so that they become job providers and problem solvers in any field they work after the school education, Sisodia said.

The Deputy Chief Minister asked education department officials to issue a circular on teacher innovation fund of Rs 1.0-1.5 lakh per school which was announced in Delhi government budget.

In reply to a question, Sisodia said all the eligible vice principals wiil be promoted as principals if Delhi government is given power over Services department.

He also said that the government has removed the income cap on scholarship for meritorious students so that most of them will be benefited by it.

Sisodia highlighted human resource and infrastructure developments in the Education sector under the AAP government and overall improvement in results of Delhi schools in last 4.5 years.

He claimed 2.5 times increase in Education budget from Rs 6600 crore in 2015 to Rs 15600 crore in 2019 and said by November this year 45118 classrooms will be ready against 24157 in 2015.&nbsp;

At a public meeting in New Delhi Saturday, Chief Minister Arvind Kejriwal also said his government is in touch with city's power regulator to bring down fixed charge component of electricity bill.

"The government is considering to waive fare for women in DTC buses and Delhi Metro to encourage them to use public transport in view of their safety.

An announcement in this regard will be made on June 3," the chief minister said at the public meeting in New Delhi.

A Delhi government official said Transport Minister Kailash Gahlot has already taken meetings to discuss various aspects of fare-waiver to women in all public transport buses -- run by DTC and DIMTS -- and Delhi metro.

However, Transport Department officials point out that while allowing free travel in Delhi Transport Corporation (DTC) and cluster buses run by the Delhi Integrated Multi Modal System(DIMTS) may not be difficult, it will be "challenging" to do so in Metro trains.

The Delhi government and the Centre are 50:50 equity partners in the Delhi Metro Rail Corporation.

An official pointed out that the Delhi government and the centre's Housing and Urban Affairs Ministry have not been on the same page over several issues related to metro, including fare hike and Phase-IV of the Metro network.

"Besides other factors like technical and financial feasibility of such a move, the persisting disagreements between the two sides may also play a crucial role in going ahead with the proposal for giving free ride to women in Metro trains," said a senior official.

Chief Minister Kejriwal also claimed that the fixed charge component of power tariff were raised by the Delhi Electricity Regulatory Authority (DERC) last year "without consulting" the Delhi government.

"Next month new tariff is to be fixed. We have asked the DERC to bring back fixed charges to previous levels and they are likely to agree to it," he said.

The monthly fixed charges were raised for domestic consumers having up to 2 KW load from Rs 20 to Rs 125.

The Delhi government provides subsidy to such consumers.

However, in other categories, consumers pay higher fixed charges.

The hike in fixed charges for other slabs were -- for 2-5 kw, from Rs 35 to Rs 140; 5-15 KW, Rs 45 to Rs 175; 15-25 kw, from Rs 60 to Rs 200; and for more than 25 KW, from Rs 100 to Rs 250.

In the just-concluded Lok Sabha polls, the AAP won only one seat out of over 40 it contested in nine states and Union Territories.

The poll results came as a jolt to the party as it builds up for the assembly elections in Delhi early next year.

Another order of the Delhi government's Urban Development department has affirmed that fire NOC for guest houses will not be issued to those buildings which have more than four floors (excluding stilt and basement).

"No kitchen will be allowed on rooftops or basement, neither will any cooking activity allowed. Usage of inflammable material such as carpet, wooden panelling etc will not be allowed in passageway and staircase. All such building will also be required to install carbon mono oxide detectors and alarm as per Delhi Fire service's standards," the order read.

The directives come less than a week after as many as 20 people, mostly students, were killed after a blaze broke out in a coaching centre in Surat. Additionally, in February this year, 17 people were killed in a massive fire that broke out in Hotel Arpit Palace in Karol Bagh area of New Delhi.

The Delhi government has extended the ban on the manufacture, storage, sale or distribution of gutkha, pan masala and any other tobacco products for one year in the national capital.

The Food Safety Department has issued a notification extending the ban on these products.

The notification has been issued by Food Safety Commissioner L R Garg.

"Commissioner (Food Safety), National Capital Territory of Delhi, prohibits in the interest of public health for a period of one year in NCT the manufacture, storage, distribution, or sale of tobacco which is either flavoured, scented or mixed with any of the said additives, and whether going by the name or form of gutkha, pan masala, flavoured/scented tobacco, kharra..." it stated.

No such ban, however, will be enforced on cigarettes.

The Food Safety Department has issued a notification extending the ban on these products. The notification has been issued by Food Safety Commissioner L R Garg. "Commissioner (Food Safety), National Capital Territory of Delhi, prohibits in the interest of public health for a period of one year in NCT the manufacture, storage, distribution, or sale of tobacco which is either flavoured, scented or mixed with any of the said additives, and whether going by the name or form of gutkha, pan masala, flavoured/scented tobacco, kharra..." it stated. No such ban, however, will be enforced on cigarettes.
