India and Oman on Wednesday held the eighth strategic dialogue in Delhi which was led by India's Deputy National Security Adviser Vikram Misri and Oman's Secretary General of the National Security Council Major General Idris Abdulrahman Al-Kindi. The last strategic dialogue was held in Muscat in January 2020.

During the talks, both sides focused on strategic and security cooperation, defence and counter-terrorism. On counter-terrorism, the key focus of the conversation was on the expansion of terrorist propaganda, misuse of new and emerging technologies, fundraising and disinformation and are keen to work with each other on collective and coordinated response.

Another key aspect of the conversation was on preserving maritime safety and security in the region. Oman and India are maritime neighbours, sharing the coastline with the Arabian Sea. In the past few years, both countries have cooperated in ensuring maritime security in the Indian Ocean region. As part of the cooperation, the first meeting of the Joint Maritime Committee took place on 23 February 2022 virtually.

Major General Idris Abdulrahman Al-Kindi also called on National Security Adviser Ajit Doval. This is the first visit by Al-Kindi to India after his appointment as the Secretary General of the NSC of Oman and was in India from January 16 to 19. The ninth Strategic Dialogue between the two sides will take place in 2024.

The visit of Oman's Secretary General of NSC is part of increased high-level engagement between the two sides. Minister of State for External Affairs and Parliamentary Affairs V Muraleedharan visited Oman in October 2022, while Oman's commerce minister Qais bin Mohammed al Yousef and foreign minister Sayyid Badr bin Hamad visited India the same year.

New Delhi has extended an invitation to Oman to participate in the G20 Summit and meetings as a guest country during its ongoing presidency of the grouping.

A tax hike aimed at paying for the nation's defence budget is scheduled to go into effect "sometime after 2024," according to Japanese Prime Minister Fumio Kishida, who on Tuesday suggested that a quick election may be called instead. Despite fierce resistance from within the ruling coalition and Kishida's waning popularity, the government is expected to enact tax increases to make up a shortfall of 1 trillion yen ($7.47 billion) in the defence budget.

Japan has approved the biggest ever defence spending in its history as part of the $839 billion budget for 2023. The new budget, which was approved by the Japanese parliament, included an allocation of $51 billion for the defence ministry – over 30 per cent more than the previous year.

The main reason behind the rise in defence spending can be attributed to the rise of nuclear missile tests by North Korea. The missiles have breached the border of Japan on multiple occasions and Prime Minister Fumio Kishida can be looking to bolster their defence for any such transgressions.

Earlier, Japan also approved a new security strategy which will allow an increase of around two per cent of GDP in defence spending by 2027. The other reason behind this step is to meet the NATO member guidelines – something that almost major member have adhered to in the recent past.

Under the G20 presidency, India is prepared to set the global agenda for the major economic powers while simultaneously placing a high priority on its own national security. A significant event occurred on 9 December when Indian and Chinese forces clashed along their disputed border in the state of Arunachal Pradesh. Both sides suffered injuries, even though there were no casualties. The news caught the attention of everyone. The word "Agni" means fire, and this missile is India's appropriate retort to the Chinese across the border. Here are the 8 things you should know about Agni 5:

1. Genesis of Agni missiles

Agni missile development began in early 1980 under the Integrated Guided Missile Development Program (IGMDP), which was led by Dr. APJ Abdul Kalam, the 11th President of India and a key role in India's missile and space programmes.

2. Is India's Agni 5 Intercontinental Ballistic Missile (ICBM) ?

Agni 5 is not an Intercontinental Ballistic Missile but it is India’s closest contender for an ICBM. There have already been a number of Agni-5 missiles, with ranges ranging from 700 kilometres for Agni-1 to 5000 kilometres and beyond for Agni-5. The newest generation nuclear-capable ballistic missile Agni P had a successful test by the Defence Research and Development Organization (DRDO) in June of last year. It was an upgraded version of the missiles in the Agni class. The range of the canisterized missile Agni P is between 1,000 and 2,000 kilometres.

3. Agni-5 capabilities: How much area can Agni-5 destroy?

As a nuclear-capable ballistic missile, Agni 5 is capable of carrying, deploying, and detonating a nuclear warhead. The missile's range is approximately 5,000 kilometres. According to the Defence Ministry, the missile has a three-stage solid-fuel engine and can strike targets with a high degree of precision at distances up to 5,000 kilometres. As per several reports, Agni-5 can cover a range of even 8000kms. The missile reportedly weighs roughly 1500 kg in payload. The missile weighs around 50,000 kg. The missile can reach an exceptional Mach 24 speed which is 29,401 km/h. Agni 5 is road-mobile and can be transported by a truck and launched via a canister. The missile is can be equipped with the MIRV capable of carrying multiple warheads.

4. Can Agni-5 cover entire China?

According to multiple reports, Agni 5 can enter many parts of mainland China including Beijing. Some reports also suggests that Agni V can also reach parts of Africa and Europe and has a range of 8000 km. However, as per India's Defence Ministry, the missile has a range of about 5000 kms. ANI news agency citing sources said the missile has been made lighter by adding lighter composite material. This will enable the missile to go longer ranges.

5. Agni 5 successful test

Agni-V ballistic missile was fired on Thursday from Abdul Kalam Island in India's eastern Odisha state. Indian Navy ahead of the test issued a notification and declared the Bay of Bengal as a no-fly zone, as per reports. The last test of the missile was conducted in October 2021. This was the ninth test-firing of the Agni 5. The first time the missile was tested was in 2012.

6. Word 'Agni': The origin

The term Agni means "fire" in Sanskrit, and its meaning is understood in the context of Agni being one of the Panch Mahabhutas, the five basic elements. Others are Prithvi (Earth), Aapa (Water), Wayu (Air), Akash (Space).

7. No First Use

The successful test of Agni-5, according to the Indian Defense Ministry, is in accordance with India's policy of having "credible minimum deterrent," which supports the commitment to "No First Use." This comes days after Indian and Chinese troops clashed in Tawang district of Arunachal Pradesh, an incident which became the topic of a heated debate in Indian Parliament.

8. India's Agni 5 vs. China's Dongfeng-26

India missile Agni 5 is now being compared with China's Dongfeng-26 (DF-26) which has an estimated range of over 5000 kms. DF-26, which is nicknamed as Guam Killer is also a nuclear-capable missile. The missile is named as it has the potential to reach the US base in Guam in Western Pacific.

The Indian military is willing to provide operational and cyber-security training to the Armed Forces of the Philippines as the two nations further deepen their defence engagement. But while Philippines has long been an ally of the US, why did it look towards India for its defence requirements? How do the two nations benefit from each other and why has the US been ousted from the equation?

As many as 13 African defence ministers will be travelling to India to participate in the India-Africa Defence Dialogue that will take place on October 18 on the sidelines of the 12th DefExpo in Gandhinagar, Gujarat. Indian defence minister Rajnath Singh will be addressing the dialogue.

The dialogue, the first of which took place in Lucknow in 2020, aims to increase India-Africa defence engagement, with India pitting itself as the potential defence procurement market for African countries.

The 13 countries who will represent at the defence ministers level are Angola, Rwanda, Ethiopia, Mozambique, Central African Republic, Mauritania, Madagascar, Botswana, Gambia, Ghana, Cabo Verde, São Tomé and Príncipe and South Africa.

A release by the Indian defence ministry said that the meet “will explore new areas of convergence for mutual engagement, including in areas like capacity building, training, cyber security, maritime security and counter-terrorism".

All in all, 37 African countries will be participating at the meet, seven at deputy ministerial level, and the rest 19 at top officials' level.

At the deputy ministers level, countries such as Liberia, South Sudan, Guinea Bissau, Sierra Leone, Malawi, Eswatini and Uganda will participate.

Whereas countries at the official levels participating at the meet are Egypt, Eswatini, Morocco, Comoros, Congo, Niger, Kenya, Lesotho, Zimbabwe, Mauritius, Sudan, Tanzania, Togo, Mali, Guinea, Seychelles, Somalia, Uganda and Zambia.

India has been increasing its defence engagement with the continent in several ways, with focus on New Delhi being the sole destination for the defence requirement needs of Africa, especially on equipment.

Egypt has expressed interest in India's Tejas light combat aircraft. This year saw a key visit by Indian defence minister Rajnath Singh to the country with a key focus on developing military cooperation, joint training, defence co-production and maintenance of equipment.

India sees Egypt as a hub for maintenance, repair, and overhaul (MRO) for Tejas aircraft for the larger African continent.

Under the security cooperation, India has increased its efforts like setting up of Defence Academies and Colleges and deployment of training teams in several African countries.

It has been associated with the establishment of defence institutions in Nigeria, Ethiopia and Tanzania and in the past, Indian training teams have worked with their counterparts in Botswana, Lesotho, Zambia, Uganda, and Namibia.

In 2019, during the visit of Singh to Mozambique, two Indian-made fast interceptor boats (FIBs) were handed to the Mozambican Navy. The boats are being used by the East African country for coastal surveillance.

New Delhi has had growing maritime security cooperation centered around Mauritius and Seychelles, something that is being extended to coastal African nations as well.

Goodwill visits by naval ships and defence training programmes are now a regular part of India’s defence cooperation with African nations.

Military sources in Iran said the country has upgraded the readiness of its air defences and installed civil defence systems in 51 of its cities to stave against any potential foreign attack. This comes as tensions with Israel and the United States have risen.

Brigadier General Mehdi Farahi, deputy defence minister, said Iran would be able to "identify and monitor threats by using round-the-clock software according to the type of the threat and risk" with the help of the civil defence apparatus.

The complexity of fights has increased in recent years, according to Farahi, who also noted that hybrid types of warfare, such as cyber, biological, and radiological attacks, have supplanted traditional wars. He avoided mentioning the nations that might pose a threat to Iran.

The commander of Iran's air defence headquarters, Brigadier General Qader Rahimzadeh, stated that his forces were at their greatest level of readiness at the time.

According to Rahimzadeh, the airspace of the nation is currently the safest for authorised planes and the most dangerous for potential aggressors.

Iran has charged Israel and the US with carrying out cyberattacks that have damaged the nation's infrastructure in recent years. Iran has also charged Israel with sabotaging its nuclear facilities, but neither country has admitted or disputed this.

Military tensions between the United States and Iran have long plagued the area. Even while both nations seek nuclear talks, the most recent episode saw Iran detain American military sail drones in the Red Sea earlier this week.

The Iranian Revolutionary Guards' attempt to seize an unmanned surface ship controlled by the U.S. 5th Fleet in the Gulf, according to the US Navy, was thwarted on Tuesday. Iran said that the drone posed a risk to marine commerce.
