A decision by FATF is expected on Friday. According to counterterror operatives based in New Delhi and Mumbai, Dawood is living in Karachi under the protection of the state. The UN statement also lists his latest passport as being issued in Rwalpindi, the twin city of Islamabad where the army headquarters are based. He used to carry Indian and UAE passports in the 1980s and early 1990s. The UN documents are in the public domain.

A special MCOCA court on Monday extended police custody of noted gangster Dawood Ibrahim's nephew Rizwan Kaskar, and two others - Ahamed Raza and Ashfaq Towelwala - till August 5.

The case pertains to a dispute between Towelwala and his partner - the complainant in the case - over the payment of Rs 15.5 lakh to the latter.

Earlier today, Rizwan's lawyer had contended that the police had already received all the information it needed and, therefore, there was no reason to extend his custody.

"The mobile phone has been recovered. The investigation has already been completed, whatever data the police wanted it is being already with the police. Police already kept accused Rizwan in 14 days of custody, therefore, him being sent to custody again is not required," he said.

On July 18, the Esplanade Court had sent him to police custody till July 22, which was later extended to July 29.

According to police, a Dubai-based gangster Fahim Machmach had threatened the complainant saying he should not expect any money from Towelwala.

During its investigation, the police had found that Towelwala contacted Machmach through one Ahmed Raza Vadharia, who was arrested from Chhatrapati Shivaji International Airport on Tuesday.

The police investigated as to how the dispute reached Dubai and found the involvement of one Ahmed Raza Vadharia.

The police arrested and questioned him.

"The name of Mohammed Rizwan Hassan Sheikh Ibrahim (Rizwan Kaskar) cropped up during Vadharia's questioning," Crime Branch DCP Datta Nalawade had said.

The police, however, did not clarify how much money the accused businessman was to pay Machmach or Rizwan.

Rizwan was arrested from Mumbai airport while he was trying to flee the county to Dubai with his wife on July 17.

Vishal Ingole, Rizwan's lawyer, however, had said that his client was being framed since his name is linked with Dawood Ibrahim.

"He has nothing to do with the case or the D-company. He has a business in Dubai. He is being framed because of his name," he said here.&nbsp;

Akbaruddin, while speaking at an open debate on the situation in Afghanistan at United Nations Security Council, said that India stands committed to support the peace process, which promotes and protects unity, sovereignty, democracy, inclusiveness and prosperity of the country.&nbsp;

Akbaruddin said that while the country may be perceived as a "threat of transnational terrorism," it is the people of Afghanistan who have long been its victims.

In his address, Akbaruddin had stressed that the "sanctuaries and safe havens provided to" these terror networks need to be addressed for genuine and sustainable peace in the region.

"As the way forward is chalked out, we cannot ignore those groups enjoying the support and safe havens carry out violent and terrorist activities from across borders.&nbsp;

"When we look at this episode of his presence and if we see what Pakistan has been trying to convince the international community on steps they claim they have taken against terrorist and terror groups operating from their soil, very interesting you claim to have taken action but when it comes to action against people we have demanded, you ignore and go into denial mode and in fact deny they exist and present in your country," he said referring to Pakistan.

Dawood Ibrahim is known to be living in Karachi and has at least four properties in his name in Karachi, Pakistan including one that is located in Karachi’s posh area of Clifton.

This comes even as US government on Thursday told a UK court that Dawood Ibrahim lives in Pakistan. American investigative agency FBI told Westminster Magistrates' Court during extradition of Jabir Motiwala that India's most wanted is in Pakistan.

Earlier in the day, Pakistan foreign office spokesman Mohammad Faisal responding to a WION question in a weekly presser said, "Dawood Ibrahim is not, and I repeat, not in Pakistan".

The Federal Bureau of Investigation (FBI) of US suspects that underworld don Dawood Ibrahim is currently in Pakistan after secretly recording his close aide and Karachi-based businessman Jabir Motiwala.

The FBI's three Pakistani agents, described as CS1, CS2, and CS3 to protect their identity, interacted with Motiwala extensively over the course of more than five years in Karachi and Atlantic City to set up deals for the smuggling of heroin into the US.

The Court was further informed that Motiwala was not aware that those dealing with him were working for the FBI, secretly recording him on audio, video and written form to create evidence against him for arrest and prosecution later on.

Meanwhile, Motiwala's legal team, led by barrister Edward Fitzgerald, claimed that the alleged offences date back many years and the "long delay" between 2014 and 2018. He also raised the issue of illegal methods being used to trap the businessman into committing acts of criminality.

In addition, a psychiatrist specialist told the court that Motiwala is highly likely to commit suicide if extradited to America. The doctor stressed that after reviewing Motiwala's past medical record, obtained independently from Pakistan, it was well established that the businessman has a long history of depression and he had attempted suicide on three occasions.

However, despite Motiwala's denial of allegations, the trial continues at the Westminster Magistrates' Court.

Riyaz Bhati, an aide of underworld don Dawood Ibrahim, was on Tuesday arrested by the Anti-Extortion Cell (AEC) of the Crime Branch here.

A case against Bhati, who is also wanted for other serious offences by Mumbai Police, had been registered by the AEC last year.&nbsp;

Earlier this month, a local court in Mumbai directed the Central Jail authorities to admit underworld don Dawood Ibrahim's brother Iqbal Ibrahim Kaskar either to St George's Hospital or JJ Hospital by the evening.

The court gave the directions on a plea moved by Iqbal, currently in the jail, through his counsel Vishal Ingole citing medical reasons.

Speaking to media persons, Ingole said, "My client has diabetes, high blood pressure and can barely walk as he has a swelling in his feet."

The Anti-Extortion Cell (AEC) of Thane Police had arrested Kaskar in September 2017 on the charges of extortion.

The arrest was made on the basis of a complaint filed by a builder, who alleged that the fugitive don's brother had been extorting money from him since 2013.

The builder was taken into confidence by cops and a complaint was registered against Kaskar at Kasarvadavali police station.&nbsp;

The letter from Pakistani High Commissioner, Sahebzada Ahmed Khan, was submitted to the judge during Moti's ongoing extradition case hearing at Westminster Magistrates' Court in London in support of an application for his bail, which was denied and he was directed to appear for the next hearing in the case on October 19.

Moti has been described in UK court proceedings as a "senior member" and "top lieutenant" of D Company.&nbsp;

Mumbai bomb blasts' accused Dawood Ibrahim was not mentioned by name in the UK court but the judge was told that the leader of the network was based in Pakistan.

Moti, referred to in court as Jabir Motiwala, was arrested from a London hotel last month and is fighting extradition to the US on money laundering and extortion charges.&nbsp;

The 51-year-old had already been denied bail at an earlier hearing in August and to back up his second bail application on Thursday, his defence team presented a letter from the Pakistani High Commissioner among the many sureties that he would not jump bail and abscond.&nbsp;

"That (Pakistan High Commission) is a pretty unusual and unequivocal support," said barrister James Lewis, representing Moti.

He told the court that the letter from the Pakistani High Commissioner supports the application for bail for Moti, who is a "well known and respected

businessman" in Pakistan, and confirms that he does not possess any other travel documents besides the Pakistani passport in possession of Scotland Yard.

However, Judge Emma Arbuthnot was unconvinced that Moti did not pose a "flight risk" as acquiring travel documents through crime networks was not unheard of and denied him bail.&nbsp;

"I accept that you are a man of good character, with this letter from the Pakistani High Commissioner offering you support if granted bail... But this is not a straightforward matter, there is much more to this case," she said.

Prosecutor Ben Lloyd, from the Crown Prosecution Service (CPS), had opened the hearing on Thursday by reiterating the summary of the US charges against Moti, which cover allegations of laundering $ 1.4-million of purported proceeds from narcotics smuggling and "conspiracy to collect credit extensions by extortionate means", amounting to around $ 80,000. The charges relate to a period between December 2011 and September 2012, which carry a maximum sentence of 25 years behind bars in the US.&nbsp;

"This all has a very bad smell to it," the judge said in reference to a two-day "gambling" visit by Moti to Atlantic City during which one of the undercover FBI operations took place.

His defence claimed that the allegations were the result of entrapment and that he had informed the Pakistani police of the instances of laundering and extortion he was being accused of.

They also presented a London-based family friend of Moti, Gaffar Khan, as willing to offer him a spare room at his home on Edgware Road in London if he was to be granted bail and also offered to pose as much as GBP 1 million as security. But the judge indicated that she would not consider anything less than GBP 5 million in cash as adequate security in a "case like this".

Moti, who sat poker-faced in the dock during the hearing, has been remanded to custody until his next hearing on October 19, when the judge will consider the US government's evidence relating to his extradition. The extradition request follows an FBI investigation dating back to 2005.&nbsp;

The court was once again informed that the accused goes by multiple names, including Jabir Siddiq, as on his Pakistani passport and Jabir Motiwala, as on the provisional arrest warrant on which Scotland Yard had arrested him on August 17.

At previous hearings, the court was told that Moti had been under investigation by the FBI as a key aide of D Company, ?named after the leader of the company based in Pakistan?, associated with trafficking and money laundering through international smuggling routes across South Asia that were also linked to terrorist funding.

"For a fee, D Company uses the power of violence for debt collection and has a reputation of intimidating members of the family of its debtors in India and Pakistan," the prosecution had said in its case summary.

In his interactions with undercover agents in the US and Pakistan, Moti allegedly admitted to being involved with narcotics and dealing with large amounts of cash and the court was told that it is believed he is behind nearly $1.4 million laundered to date.

His barrister on Thursday disputed the allegations that he was a key aide of D Company as "obvious nonsense", describing his client as a "man of exemplary character"&nbsp;who was a tax paying, prominent businessman based in Karachi and accredited as a stockbroker, with a family stockbroking business dating back to the 1950s in Pakistan.

Moti had arrived in the UK on business on a 10-year visa and was due to leave the UK on August 22 before his arrest.

Kaskar complained of chest pain and giddiness after which he was brought to the hospital on Monday at around 10.15 pm. Although Kaskar is in stable condition, he is still being monitored.

A 32-year-old man, arrested by Maharashtra's Anti-Terrorism Squad on May 11, had plans to carry out terror attacks in Mumbai, Gujarat and Uttar Pradesh with the help of his group members, a senior ATS official said on Monday.

ATS officials are interrogating Faizal Hassan Mirza, who was arrested in Mumbai on Friday in a joint operation with the Kolkata Police's Special Task Force (STF) and the Mumbai Police, ATS chief Atulchandra Kulkarni told reporters.

Mirza left the country a few months ago on the pretext of getting a job, as per the instructions of his "handler" and his distant kin Farooq Devadiwala, who stays in Sharjah, another official said.

Devadiwala is a wanted accused in terror activities in Mumbai and has underworld links, he said.

According to sources, Devadiwala is also connected with underworld don Dawood Ibrahim's trusted aide Chhota Shakil and was recruiting men from Mumbai and other cities to carry out terror activities.

He was instrumental in recruiting Mirza for terror activities and suicide bombings and had arranged air tickets for the latter from Mumbai to Sharjah, the official said.

From Sharjah, Devadiwala took Mirza to Dubai and arranged a flight for Nairobi, which had a transit halt in Pakistan, he said.

When his flight landed at the Karachi airport, Mirza was asked to deplane and with the help of Pakistan's intelligence agency ISI, was taken to a terror training camp and trained by the handlers and a religious preacher, the official claimed.

After returning to Mumbai, Mirza was awaiting orders from the handlers to carry out attacks in Mumbai, Gujarat and Uttar Pradesh, he said.

They had planned these attacks in crowded places, targeting public utilities and also VIPs of these cities, the official added.

"The ATS has registered an offence under section 16, 18, 18A, 18B, 20 of the IPC and the Unlawful Activities (Prevention) Act against Mirza and six others, who include trainers, facilitators, handlers and a preacher, Kulkarni said.

Arrested man had plans to carry out attacks in Mumbai, Guj, UP: Maharashtra ATS

The Anti-Extortion Cell of Thane Police has arrested Tariq Parveen, a close aide of fugitive underworld don Dawood Ibrahim, in a 1998 double murder case, an officer said on Friday.

Parveen (51) was arrested from a shop in Ashoka Shopping Centre at L T Road near Crawford Market in south Mumbai on Thursday, Thane AEC chief Pradeep Sharma said.

He is one of the accused in the murder case of cable operator Mohammad Ibrahim Bangdiwala (38) and his business partner Parvez Ansari (41), who was allegedly shot dead by a gang of seven persons in Kismat Colony in Mumbra, the officer said.

The murders were a fallout of the rivalry over the cable business and an offence had been registered with Mumbra police station in this connection, Sharma said.

"We got a tip-off that Tariq was hiding in a shop in Ashoka Shopping Centre. Therefore, we raided the shop and arrested him," he added.

Parveen has been handed over to the Mumbra police for further action, Sharma said.&nbsp;

In November 2017, three south Mumbai properties belonging to the fugitive don were auctioned for Rs 11.58 crore. The properties were put on auction by the ministry of finance, under the Smugglers and Foreign Exchange Manipulators (Forfeiture of Property) Act. The three properties were the Hotel Raunaq Afroz, also known as Delhi Zaika, Shabnam Guest House and six rooms in Damarwala building.

Dawood Ibrahim is the mastermind of the 1993 Mumbai serial blasts. He is listed as a global terrorist by the UN Security Council's IS and al-Qaida Sanctions Committee.

India's assertion that he has been sheltered by Pakistan was confirmed recently when the latest list of terror organisations and terrorists released by the UN Security Council included Dawood Ibrahim and his Karachi address.

The Waqf Board chairman had reportedly written a letter to PM Modi and Uttar Pradesh chief minister Yogi Adityanath to bring all Islamic religious institutions including madrasas under the general education system.

Several Muslim organizations had condemned&nbspRizvi's move with the Maharashtra unit of Jamiat Ulama-e-Hind claiming damages of Rs 20 crores over Rizvi's stand.

3 arrested over conspiracy to kill Shia Waqf Board chairman Rizvi on Dawood's orders: Police

Farooq Takla, an aide of underworld don Dawood Ibrahim, was on Thursday arrested in Delhi by the CBI. Takla faces numerous charges, most of them linking his alleged involvement to the 1993 Mumbai serial blasts.

According to reports, Takla arrived in New Delhi from Dubai when he was arrested by the CBI at an immigration counter at Delhi&#39;s Indira Gandhi International Airport.

It is believed that Takla was deported from the UAE with the help of central intelligence agencies and later put on a flight to Delhi. Takla is under police custody until March 19, 2018, by TADA Mumbai&#39;s court.

Amjad Langda, Takla&#39;s twin brother, hosted a grand party in Dubai celebrating his daughter&#39;s wedding in April 2017. According to reports, the party was attended by Dawood&#39;s relatives and family members of Takla.

The high profile party attended by so many key contacts of the underworld don made the Indian intelligence agencies swing into action. As per Zee Media sources, the few calls intercepted by the investigative agencies resulted in the identification of Takla in a new role, living in UAE with a changed identity.

Since then, Takla was under continuous surveillance by the Indian agencies. According to sources, NSA Ajit Doval was given the task to bring Takla back to the country by the Prime Minister&#39;s office.

According to reports, the UAE ministry of interior&rsquo;s director general of security affairs was informed via Interpol about the extradition of Takla on July 27, 2017. However, it is not known when he was detained/arrested by the UAE authorities.

The CBI procured a non-bailable warrant from Mumbai&#39;s TADA court in Mumbai against Takla on August 8, 2017.

A formal extradition request was made by the government of India to the UAE on August 22, 2017.

According to Zee Media sources, Dawood, who is said to still enjoy a considerable clout in the UAE Royal circles, swung into action and Takla&rsquo;s Pakistani passport was given to the UAE authorities claiming that he was a Pakistani national.

The UAE then reportedly became hesitant to handover Takla to Indian authorities, resulting in unexplained delay and zero-movement from their side.

It is said that PM Modi and his team held wide-ranging talks with the Crown Prince of Abu Dhabi and his team over the issue of Takla among other things on his tour of Abu Dhabi from Jordan in February 2018.&nbsp;

An informal request was made to expedite the extradition of these talks. Agency sources attribute the success in bringing back Takla to efforts of PM Modi and Ajit Doval in forging security alliances with foreign countries.

It is believed that Takla was deported from the UAE with the help of central intelligence agencies and later put on a flight to Delhi.

Farooq Takla, an aide of underworld don Dawood Ibrahim, was on Thursday arrested in Delhi by the CBI. Takla faces numerous charges, most of them linking his alleged involvement to the 1993 Mumbai serial blasts. According to reports, Takla arrived in New Delhi from Dubai when he was arrested by the CBI at an immigration counter at Delhi's Indira Gandhi International Airport. It is believed that Takla was deported from the UAE with the help of central intelligence agencies and later put on a flight to Delhi. Takla is under police custody until March 19, 2018, by TADA Mumbai's court. Amjad Langda, Takla's twin brother, hosted a grand party in Dubai celebrating his daughter's wedding in April 2017. According to reports, the party was attended by Dawood's relatives and family members of Takla. The high profile party attended by so many key contacts of the underworld don made the Indian intelligence agencies swing into action. As per Zee Media sources, the few calls intercepted by the investigative agencies resulted in the identification of Takla in a new role, living in UAE with a changed identity. Since then, Takla was under continuous surveillance by the Indian agencies. According to sources, NSA Ajit Doval was given the task to bring Takla back to the country by the Prime Minister's office. According to reports, the UAE ministry of interior’s director general of security affairs was informed via Interpol about the extradition of Takla on July 27, 2017. However, it is not known when he was detained/arrested by the UAE authorities. The CBI procured a non-bailable warrant from Mumbai's TADA court in Mumbai against Takla on August 8, 2017. Takla, is being questioned by the Central Bureau of Investigation (CBI) and will be produced in Mumbai&#39;s Terrorist and Disruptive Activities (TADA) court later in the day.

He fled from India after 1993 Mumbai blasts, following which a Red Corner Notice was issued against him in 1995.

Apart from this, Takla also faces criminal conspiracy, murder, attempt to murder and several other charges.
